DECISION
Approving the Plan for deploying the remote healthcare consultation and support platform in 2023

THE MINISTER OF HEALTH
Pursuant to the Government’s Decree No. 95/2022/ND-CP dated November 15, 2022, defining the functions, tasks, powers and organizational structure of the Ministry of Health;
Pursuant to the Prime Minister's Decision No.21/QD-TTg dated June 03, 2020, approving the national digital transformation program through 2025, with orientations toward 2030;
Pursuant to Decision No. 27/QD-UBQGCDS dated March 15, 2022, of the Chairperson of the National Committee for digital transformation, promulgating the operation plan of the National Committee for digital transformation in 2022;
Pursuant to the Minister of Health's Decision No. 2628/QD-BYT dated June 22, 2020, approving the Project on providing “Remote medical examination and treatment” in the 2020-2025 period;
Pursuant to the Ministry of Information and Communications’ Decision No. 186/QD-BTTTT dated February 11, 2022, approving the Program promoting the development and use of national digital platforms serving digital transformation and building of e-Government, digital economy and digital society;
Pursuant to the Minister of Health's Decision No. 2955/QD-BYT dated October 28, 2022, approving the Plan promoting the development and use of digital health platforms for the implementation of the national digital transformation program through 2025, with orientations toward 2030;
At the request of the Director of the Electronic Health Administration.
DECIDES:
Article 1. To promulgate together with this Decision the Plan for deploying the remote healthcare consultation and support platform in 2023.
Article 2. This Decision takes effect on the date of its signing.
Article 3. The Chief of Ministry Office; the Director of the Electronic Health Administration, Director of the Planning and Finance Department, Chief of the Ministry Inspectorate; heads of Departments and units affiliated to the Ministry; Directors of Health Departments of provinces and centrally-run cities; heads of medical units of ministries and sectors; heads of relevant units shall be responsible for the implementation of this Decision./.

PLAN
For deploying the remote healthcare consultation and support platform in 2023

I. LEGAL GROUNDS
The Minister of Health's Decision No. 2955/QD-BYT dated October 28, 2022, approving the Plan promoting the development and use of digital health platforms for the implementation of the national digital transformation program through 2025, with orientations toward 2030.
II. OBJECTIVES AND TASKS
1. Objectives
To conduct digital transformation in providing medical examination and treatment, and comprehensively manage the citizens’ health on the network environment, in association with coordination in developing digital health enterprises, contributing to the national digital economy growth.
2. Tasks
2.1. Building the remote healthcare consultation and support platform (VTelehealth), including the video conferencing function, personal electronic health record management function and function of healthcare consulting support for all people through mobile applications, and at the same time connecting advanced information systems and devices to provide services that increase health benefits for people.
2.2. Integrating health information technology products on VTelehealth, including health information system (HIS), electronic medical records (EMR), laboratory information system (LIS), picture archiving and communication system (PACS), and telemedicine; integrating the provision of information technology services, including non-cash payment, value-added services in terms of e-transaction and e-commercial in healthcare sector.
2.3. Integrating VTelehealth with health databases, including national pharmaceutical database, e-prescription database, health workforce database, database for management of traditional medicine, pharmacy and pharmacy practice, etc.
2.4. Unifying and integrating information technology products and services currently deployed by the Ministry of Health, that have some similar functions into VTelehealth (if any) in order to avoid duplicating, and optimize forces and create favorable conditions for users.
III. IMPLEMENTATION SCHEDULE
The results and process required to achieve are as follows:
1. Before March 1, 2023, to build the infrastructure and application facility of VTelehealth at the Electronic Health Administration, at the same time, to pilot the application at a number of hospitals. To launch and announce the Pan for deploying VTelehealth in 2023, connect and share personal health record data in accordance with laws, including information specified in Decision No. 3074/QD-BYT dated November 11, 2022, on basic health information group in the National Insurance Database;
2. Before April 1, 2023, to develop technical solutions to integrate with the National Population Database, use electronic identification accounts issued by the Ministry of Public Security (VNeID);
3. In 2023, to ensure that 100% public health facilities apply VTelehealth to operate their remote consultation, medical examination and treatment, concurrently, to help the people easily access medical examination and treatment services, reduce the load on health facilities at higher levels;
4. In 2023, to complete technical solutions, initially connect and share medical imaging data on the remote healthcare consultation and support platform with the Health Insurance Assessment Information System of the Vietnam Social Security in order to carry out the assessment and payment of medical examination and treatment expenses covered by health insurance without the use of film printing.
IV. IMPLEMENTATION ORGANIZATION
1. Agencies affiliated to the Ministry of Health
a) The Electronic Health Administration (National Health Information Center) shall
- Assume the prime responsibility for, and coordinate with relevant units in, performing specific tasks assigned in the plan to meet the set objectives and schedules; report the implementation result to the leaders of the Ministry of Health.
- Make a plan and organize VTelehealth launch in compliance with the direction of leaders of the Ministry, ensure to fully and properly disseminate the meaning and message of the platform to the people, health facility and information technology enterprise communities to jointly develop the platform.
- Organize the communication, training activities, provide guidance and support to localities and health facilities in deploying VTelehealth.
- To make evaluation and propose to the leaders of the Ministry of Health the formulation of legal documents based on the deployment of VTelehealth.
b) The Planning and Finance Department shall
- Based on the proposal of the Electronic Health Administration (National Health Information Center) and approved project dossiers enclosed therewith, the Planning and Finance Department shall summarize estimates and send them to ministries and sectors to allocate funds for implementation according to regulations.
- Based on the proposal of the Electronic Health Administration (National Health Information Center) and approved project dossiers enclosed therewith, the Planning and Finance Department shall send advice and report to the leaders of the Ministry for approval of joint venture projects according to the prescribed decentralization.
- Based on decisions on allocating estimates of the Ministry of Finance and the Planning and Finance Department, the Electronic Health Administration (National Health Information Center) shall propose to the leaders of the Ministry to allocate estimates for units affiliated to the Ministry according to regulations.
- The Planning and Finance Department shall coordinate with relevant Departments in guiding units to implement the tasks according to the instructions of the Ministry of Information and Communications, the Ministry of Finance, and the Ministry of Planning and Investment as prescribed.
c) Departments, Ministry Inspectorate, Office of the Ministry of Health shall coordinate in implementing tasks to deploy VTelehealth based on the proposal of the Electronic Health Administration (National Health Information Center) as approved by the leaders of the Ministry.
2. Medical examination and treatment establishments affiliated to the Ministry of Health shall
a) Organize the implementation of this plan under the instructions of the Electronic Health Administration (National Health Information Center); actively develop and implement information technology application projects to meet the requirements for deploying VTelehealth at establishments.
b) Promote the use of non-cash payment service and value-added services provided on VTelehealth.
3. Departments of Health of provinces and centrally-run cities shall
a) Direct affiliated units to organize the implementation of this plan under the instructions of the Electronic Health Administration (National Health Information Center); develop and implement information technology application projects to meet the requirements for deploying VTelehealth in localities.
b) Direct to promote the use of non-cash payment service and value-added services provided on VTelehealth.
