DECISION

APPROVING THE PLANNING ON DEVELOPMENT OF THE PHARMACO-CHEMICAL INDUSTRY UP TO 2015, WITH A VISION TOWARD 2025

THE PRIME MINISTER

 

Pursuant to the December 25, 2001 Law on Organization of the Government;
Pursuant to the Prime Minister’s Decision No. 343/2005/QD-TTg dated December 26, 2005, approving the planning on development of Vietnam’s chemical industry up to 2010 (with a vision toward 2020 taken into account);
Pursuant to Decision No. 55/2007/QD-TTg dated April 23, 2007, approving the list of priority industries and spearhead industries for the 2007-2010 period, with a vision toward 2020, and a number of incentive policies for these industries;
At the proposal of the Minister of Industry and Trade,

DECIDES:

Article 1.

To approve the planning on development of the pharmaco-chemical industry up to 2015, with a vision toward 2025 (below referred to as the planning) with the following principal details:

I. DEVELOPMENT OBJECTIVES

1. General objectives:

- To build the pharmaco-chemical industry with a relatively comprehensive structure of products, including such key pharmaco-chemical products as group of antibiotic materials; group of materials for producing medicines for treatment of cardiovascular diseases and cancers; group of vitamin and tonic materials; group of analgesic antipyretic and anti-inflammatory medicine materials; group of materials for producing medicines for HIV/AIDS treatment and drug detoxification; and group of adjuvants and additives, with a view to step by step satisfying domestic needs, supplying import substitutes and eventually exporting medicines;

- To step by step build a modern pharmaco-chemical industry using advanced technologies for turning out competitive products on the domestic, regional and world markets. To combine the research to high-quality technologies at home with the import and mastering of foreign modern and advanced technologies for producing pharmaco-chemical materials in service of development of the pharmaceutical industry.

- To rationally and efficiently exploit, process and use natural resources for developing the pharmaco-chemical industry, attaching importance to the preservation and development of precious and rare genetic resources of material medica. To strive to supply most of inorganic pharmaco-chemical materials and common adjuvants, part of high-class adjuvants and organic pharmaco-chemical materials abstracted from plants and materia medica for domestic consumption and export; and ensure sufficient supply of essential medicines produced from inorganic pharmaco-chemical materials;

- To bring into play materia medica potential and advantages and combine them with the essences of the traditional medicine and pharmacy to create precious pharmaco-chemical products with high curativeness and suitable to our country s pathological pattern;

- To invest in modem technologies and renew equipment and facilities and professional management methods in order to enable the pharmaco-chemical industry to step by step sufficiently supply materials for medicine production. To build establishments producing antibiotics and other essential pharmaco-chemical materials or medicine production materials, especially those made of material medica, in which Vietnam has advantages.

- To make concentrated investment in developing establishments producing chemicals and medicine production materials. To prioritize investment in production of pharmaco-chemical materials for production of essential medicines, highly exportable medicines, medicines from material medica and generic medicines to substitute imports. To attach importance to investment in developing zones where material medica are planted or cultured. To closely combine human resources and equipment and facilities of the pharmaceutical and chemical industries with resources of other industries, thereby effectively associating the scientific research with the production of pharmaco-chemicals and pharmaceuticals of pharmaco-chemical enterprises;

- To adopt appropriate policies to encourage all economic sectors, especially non-state production establishments, to participate in growing and processing assorted materia medical originating from agriculture, forestry or fishery under the State s general development planning. To attach importance to developing small- and medium-sized enterprises producing and processing pharmaco-chemical products;

- The State will take the initiative in investing in production of active ingredients and adjuvants which require high technologies and are of high demands and essential for public safety and health, such as vaccines and antibiotics of new generations; and at the same time encourage foreign investors in this important domain.

2. Specific objectives:

- By 2015, 2020 and 2025, the domestic production will satisfy 20%, 40% and 70% of the demand for materials for medicine production, respectively;

- To build material zones: To plan the building of material production zones and efficient use of such natural resources as minerals and materials originating from tropical animals and plants or marine organisms, with a view to ensuring sustainable development. To concentrate investment on developing products of high domestic and export demands in which Vietnam has advantages in natural resources for their production, such as products abstracted from material medical and semi-synthesized from natural compounds, etc.

- To exploit and process raw materials: To rationally and efficiently exploit, process and use natural resources for the objective of development of the pharmaco-chemical industry, attaching importance to the conservation and development of precious and rare genetic resources of material medical. To strive to supply most of inorganic pharmaco-chemical materials and common adjuvants, part of high-class adjuvants and organic pharmaco-chemical materials abstracted from plants and materia medical for domestic consumption and export; and ensure sufficient supply of essential medicines produced from inorganic pharmaco-chemical materials;

- Science, technology and environment: The pharmaco-chemical industry needs to apply modern and advanced technologies to turn out competitive products of high quality and low costs. For products requiring high technologies and modern equipment, to take the initiative in importing and purchasing foreign high technologies and modem equipment of high automation. After mastering these technologies, it is necessary to promote research into and domestic manufacture of parts and eventually the whole equipment chain for investment in other domestic projects. To pay attention to the environmental protection and attach importance to the application of clean and environmentally friendly technologies which help minimize waste and pollution; and take the initiative in applying measures to thoroughly treat waste up to environmental standards before they are discharged into the environment;

- Development investment: Based on demands for pharmaco-chemical products and capacity to supply, exploit and process material sources in each period, to take the initiative in investing in projects to build pharmaco-chemical production plants, building a system of pharmaco-chemical enterprises of all economic sectors, thereby forming a market favorable for pharmaco-chemical products and contributing to the sustainable development of the pharmaco-chemical industry.

II. DEVELOPMENT PLANNING

1. Building material production zones:

a/ Plant and animal materials:

To build material production zones focusing on plant and animals in which Vietnam has advantages, such as thanh hao hoa vang (artemisia annual), pagoda tree (sophora japonica), periwinkle, binh voi (stephania), mint, garlic momordica, turmeric, bo bo (acorus gramineus), balsam pear (momordica charantia), nhan tran (adenosmag glutinosum), soybean, holy basil (ocimum gratissmum), conyzoid floss flower (ageratum conyzoides), ginger, ich mau (leonurus japonicus or herba leonuri), oyster plant (silybum marianum), mangold, aloe, trinh nu hoang cung (crinum latifolium), cinnamon, anise, mang tang (litsea cubeba), ba kich (morinda officinalis), lotus, ngu gia bi (cortex acanthopanacis radicis), vang dang (coscinum usitatum), piperidge (barberry), etc.

To prioritize the formation and supply of qualitatively and quantitatively stable material sources for essence production plants. To avoid the collection and purchase of herbs growing in the will and in small quantities and scattered planting since these might lower the quality of material and increase production costs.

To consolidate and develop the following material zones:

- To consolidate, maintain and expand existing establishments which grow material medica in Sa Pa (Lao Cai), Tam Dao (Vinh Phuc), Cao Bang, Lang Son, Hung Yen and Da Lat;

- To synchronously develop areas under artemisia annual in the North (Vinh Phuc, Hung Yen, Hai Duong and Lang Son) for extraction of between 10 and 15 tons of artemisinin;

- To build areas for intensive growing of pagoda trees in Thai Binh, Hung Yen and Hai Duong,

- To conserve, revitalize and plant new varieties of vang dang (coscinum usitatum) and barberry in north western provinces, striving for sufficient supply of raw materials for extraction of berberin for treatment of dysentery epidemic throughout the country and eventually for export;

- To consolidate and expand areas under periwinkle in coastal Central Vietnam provinces;

- To conserve and rationally exploit red pine and plant its saplings in Da Lat (Lam Dong).

Based on climatic and soil conditions, cultivation tradition and experience in each locality, to develop material zones for supply to the industry of extraction and semi-synthesis of pharmaco-chemicals from natural compounds (see Appendix I to this Decision).

b/ Organic, inorganic and mineral-chemical materials:

- Materials made from seawater: To build a post-salt industry cluster in Ninh Thuan to produce industrial salt and such pharmaco-chemicals as NaCl, MgCO3 and MgSO4;

- Pure inorganic chemicals for pharmaco-chemical and pharmaceutical industry will be produced by chemical enterprises and a number of chemical research institutes;

- Base and intermediary organic products for pharmaco-chemical industry: To select and develop a number of products suitable to the development roadmap of the industry producing base organic chemicals and the petrochemical industry.

2. Exploitation and processing of materials:

a/ Exploitation and processing of materials for production of antibiotics and other essential medicines:

From now to 2015, to concentrate on producing such b -lactam antibiotics as ampicilin, amoxicillin and cephalosporin, materials for antibiotic production which need to be imported (6-APA, 7-ADCA). To intensify the use of research results of the national key program on scientific and technological research for development of the pharmaco-chemical industry up to 2020, in order to semi-synthesize 6-APA and 7-ADCA from imported penicillin G. During 2016-2025, to use products of the penicillin G plant for domestic production of intermediary materials 6-APA and 7-ADCA to be supplied to existing antibiotic production plants;

Part of base and intermediary organic materials and pure chemicals for production other essential medicines, which cannot be produced at home, will be imported. Other chemicals will be supplied by the domestic chemical and petrochemical industries.

b/ Exploitation and processing of materials for extraction or semi-synthesis of natural compounds:

To implement the strategy for rational exploitation of natural sources of material medica. The output of exploited natural materia medica will depend on the growing cycle of each species and ensure conservation and regeneration. To train organizations and individuals exploiting natural meteria medica in materia medica harvest, preliminary processing and preservation policies and techniques in order to ensure the quality of materia medica.

Based on the planning on material zone development, to build collection and preliminary processing facilities in material zone where farmer households participate in material development so as to ensure quality standards of materials;

For materia medica-culturing and farming zones managed by enterprises: To encourage the application of scientific advances in varieties, breeds and farming techniques; encourage and adopt mechanisms and policies to assist enterprises extracting and producing pharmaco chemicals, ensure the expansion and sustainable development of material zones and the participation of different economic sectors in the development of pharmaco-chemical industry;

To use byproducts of the aquatic and marine product processing industry in Central Vietnam and the southwestern region for production of glucosamin, gelatin and some fatty acids for pharmaco-chemical production.

c/ Exploitation and processing of materials for production of sorbitol and vitamin C: To use starch material sources for sorbitol by existing or to-be-built cassava starch processing plants in the country. To ensure sufficient supply of sorbitol of high and stable quality for vitamin C production;

d/ Exploitation and processing of materials for production of denatured starch and cellulose for use as adjuvants: Materials for production of denatured starch will come from existing or to-be-built starch processing plants; cellulose will be supplied by pulp mills, imported or exploited from material cotton-growing zones in southern Central Vietnam;

dd Exploitation and processing of materials for production of medicines for cancer, cardiovascular and HIV-AIDS treatment and drug detoxicants:

From now to 2015, it is necessary to concentrate on exploitation and development of medicines from natural material sources. Among medicines from chemical synthesis, to develop only those with a great impact on drug security. To plan the exploitation and processing of materials for production of medicines of this group in the above direction;

Medicines for cancer, cardiovascular and HIV-AIDS treatment and drug detoxicants of natural origin, including taxol from red pine, vinblastin and other alkaloids from periwinkle, will be extracted from domestic materia medica sources or semi-synthesized.

3. Science and technology:

The application of technologies by pharmaco-chemical development projects must adhere to the following principles:

- Technologies, techniques and equipment must be advanced and modern to turn out products up to prescribed quality standards;

- Technologies can be applied with less energy, raw materials, materials and natural resources in order to use natural resources economically and sustainably;

- Technologies must be clean and environmentally friendly and provide effective measures to control and pollution caused by waste of all kinds (emission, wastewater and solid waste) of the production process, satisfying prescribed environmental standard and technical regulations.

a/ Technologies for production of antibiotics and other essential medicines:

From now to 2015, to attach importance to importing antibiotic production technologies. To focus on technologies for production of cephalosporin of the first and second generations. During 2016-2025, to intensify the application of research results of the national key program on scientific and technological research for development of pharmaco-chemical industry up to 2020 to produce some semi-synthetic antibiotics of cephalosporin group of the third and fourth generations, together with the import of foreign technologies for production of some other important antibiotics;

Organic and inorganic essential medicines not requiring high technologies will be domestically produced;

For essential medicines requiring high and complicated technologies, to concentrate on transfer, receipt, mastering and application of imported advanced technologies.

b/ Technologies for extraction and semi-synthesis of natural compounds:

To concentrate on exploiting pharmaco-chemical materials in which Vietnam has advantages. To prioritize the use of home-made technologies for extraction and semi-synthesis of natural compounds. To import only part of hi-tech equipment which cannot be manufactured at home. From now to 2015, to concentrate on re-inspecting, assessing and improving technological processes for extraction of artemisinin, berberin, rutin, rotundin, A-carotene, vinbiastin, etc., and at the same time to apply these technologies to the building and operation of plants for extraction and semi-synthesis of pharmaco-chemicals from natural compounds. To concentrate on the following:

- Extraction of artemisinin and its derivatives (artesunate and artemether), production of artesunat;

- Extraction of active ingredients from natural compounds for use as anti-cancer medicines from periwinkle and red pine or extraction of type-B hepatitis curative medicine from cho de rang cua (phyllanthus urinana);

- Extraction and semi-synthesis of a number of antibiotics of natural origin for use as analgesics and antipyretics or in rheumatism treatment;

- Extraction of a number of trans-double-bonded fatty acids from marine organisms for use as medicines for cancer prevention and treatment, anti-senescence and increase of the human body s disease resistance;

- Improvement of the process of production of berberin, rutin and rutin solvent;

- Production of crystal menthol from mint for domestic consumption and export;

- Extraction and semi-synthesis of assorted products from pine essence;

- Production of preparations from derivatives of phytine for diabetes treatment;

Production of high-class hormones from anise oil.

c/ Technologies for production of sorbitol and vitamin C:

To select appropriate technologies for production on of sorbitol (continuously or discontinuously hydrogenated). To import foreign technologies for vitamin C production (advanced technologies which are widely applied at present).

d/ Technologies for production of denatured starch and cellulose for use as adjuvants:

To prioritize the application of domestically developed technologies combined with imported equipment which cannot be manufactured at home for production of a number of adjuvants from starch and cellulose;

To import foreign technologies for production of high-class adjuvants at the initial stage in order to learn foreign experience and master these technologies. At the stages of scaling up production and diversifying products, to apply domestically developed technologies.

dd/ Technologies for production of anti-cancer medicines:

To import foreign technologies and complete equipment for production of anti-cancer medicines by the chemical synthesis method;

To use part of domestically developed technologies combined with technologies transferred from developed countries for production of anti-cancer medicines from natural compounds and semi-synthesis from natural compounds.

e/ Technologies for production of cardio vascular disease treatment medicine:

To prioritize the development and application of domestically developed technologies for production of pharmaco-chemical substances from natural compounds for production of medicine for prevention and treatment of cardiovascular diseases, and at the same time to select some essential medicines for cardiovascular treatment before importing technologies for production of these medicines;

From 2016: To consider, select and prioritize the application of domestically developed technologies.

g/ Technologies for production of HIV/AIDS treatment medicines and drug detoxicants: To apply scientific and technological achievements obtained in recent years for production of medicines for HIV/AIDS treatment and drug detoxicants bearing Vietnamese traits and at the same time import advanced technologies for production of such HIV/AIDS treatment medicines as AZT and NVP.

4. Development investment

a/ From now to 2015:

- To research and create advanced technologies applicable to domestic production conditions; to organize pilot production; to step up the transfer and application of technologies to production, combining them with the application of imported advanced technologies for production of pharmaco-chemical materials;

- To coordinate with the pharmaceutical industry in implementing a number of investment projects on building pharmaco-chemical material plants to produce medicines on an industrial scale in order to rapidly and strongly develop the pharmaco-chemical industry, ensuring the achievement of the following principal targets:

+ Annual production of 300 tons of antibiotic materials, satisfying 40-45% of the domestic demand;

+ Annual production of 200 tons of active ingredients from natural material sources, satisfying 100% of the domestic demand and for export;

+ Annual production of 10,000 tons of material sorbitol for production of vitamin C, functional foods and cosmetics, satisfying 80-90% of the domestic demand;

+ Annual production of l,000 tons of adjuvants, satisfying 20% of the domestic demand.

- To effectively utilize the capability of scientific and technological personnel and existing material and technical foundations for the pharmaco-chemical industry.

b/ During 2016-2025:

- To develop the pharmaco-chemical industry into an advanced and modem one; to form and develop a system of pharmaco-chemical enterprises and build a convenient and open market for proactive production of pharmaco-chemical materials to basically satisfy the demand for materials for production of essential medicines, with a view to mastering the domestic production of curative medicines and contributing to sustainable development of the pharmaco-chemical industry.

- To build and strongly develop the pharmaco-chemical industry into a spearhead econo-technical branch for production of pharmaco-chemical products of high quality and competitiveness, thereby increasing this industry s contributions to the national economy.

III. MAJOR INVESTMENT PROJECTS OF THE PHARMACO-CHEMICAL INDUSTRY

Major investment projects of the pharmaco-chemical industry are specified in Appendices II, III and IV to this Decision.

IV. SYSTEM OF SOLUTIONS, MECHANISMS AND POLICIES TO REALIZE THE PLANNING

1. Overall solutions, mechanisms and policies:

- Increasing and diversifying sources of investment capital for effective and timely implementation of the planning s contents;

- Accelerating the process of building the pharmaco-chemical industry by forming and sustainably developing pharmaco-chemical enterprises of all economic sectors; adopting incentive and preferential mechanisms and policies to encourage enterprises to invest in developing the phamaco-chemical industry; accelerating the transfer and renewal of technologies and machinery and equipment chains; applying advanced and modern technologies to production of high-quality and competitive pharmaco-chemical products; stepping up the brand advertisement and building a favorable market for pharmaco-chemical products;

- Stepping up scientific research, transfer and application of technologies to production of pharmaco-chemical materials, thereby contributing to development of the pharmaco-chemical industry; building up strong scientific and technological potential in the pharmaco-chemical industry;

- Expanding and enhancing international cooperation in pharmaco-chemical activities;

- Perfecting the system of mechanisms, policies and legal documents for development of the pharmaco-chemical industry.

2. Specific solutions, mechanisms and policies:

a/ Financial and credit solutions:

- Encouraging and creating all conditions for enterprises of all economic sectors at home and abroad to invest in developing the pharmaco-chemical industry;

- The State will provide preferential loans for enterprises producing medicine materials, especially essential medicine materials for public health care and protection; promulgate mechanisms and policies to encourage the use of domestically produced medicines and medicine materials (medicines under health insurance, medicines for national target health programs);

- Adopting specific and stable preferential mechanisms and policies in order to create an environment attractive to foreign investors;

- State budget funds shall be intensively invested in key works, avoiding unselective investments, including those in some establishments to produce pharmaco-chemical materials of essential medicines.

b/ Tax solutions:

Reducing or exempting tax for imported materials for production of essential medicines for the national target program on medicines and export production;

- Projects on production of pharmaco-chemical materials which export 50% or more of their products will receive preferential bank loans under 1aw;

- Projects on production of medicine materials, especially materials for production of antibiotics and other essential medicines, will enjoy import tax incentives for imported goods under the law on import tax and export tax.

c/ Market solutions:

Building a favorable and open market for home-made pharmaco-chemical products and at the same time perfecting mechanisms and policies to effectively prevent the import of poor quality and unsafe pharmaco-chemical materials products. Enhancing the prevention of counterfeit, imitation and smuggled goods. Overseas Vietnamese representative missions and the Government’s working teams shall assist enterprises in seeking export markets and trading partners.

d/ Foreign investment attraction solutions:

Creating an environment which compete with that of regional and Northeastern Asian countries and is attractive to investors in order to make efficient investment in technologies and exporting pharmaco-chemical products.

dd/ Scientific and technological research, transfer and application solutions:

Vigorously applying scientific research outcomes and taking the initiative in transferring to production technologies, technical advances, pharmaco-chemical products and materials and new and advanced equipment chains from the national key program for scientific and technological research for development of the pharmaco-chemical industry up to 2020.

Well organizing a research and development network at three levels:

- Basic research conducted by universities and basis research institutes;

- Technological research and development conducted at corporations, companies and research development institutes;

- Research for improvement and application of technologies transferred to enterprises for application.

e/ Management solutions: Enhancing the state management capacity and role of the Ministry of Industry and Trade and concerned ministries and branches responsible for sustainable development of the pharmaco-chemical industry. Stepping the renewal and reorganization of state enterprises in order to raise their productivity and competitiveness. Encouraging establishment of enterprises of all economic sectors and investment in processing of materials and production of pharmaco-chemical products. Developing a database and website enumerating enterprises producing pharmaco-chemical products and support materials for the pharmaceutical industry and the list of pharmaco-chemical products which need to receive development priority.

g/ Environmental protection and sustainable development solutions and policies:

- Reserving sufficient resources for investment in projects on environmental protection and treatment of waste from factories, plants and industrial parks. Encouraging enterprises to increase their accumulations, thereby creating capital sources in support of environmental protection;

- Performing all jobs of observing, measuring and managing environmental norms and technical regulations; intensifying inspection and examination of enterprises observance of environmental protection regulations;

- Minimizing pollution and curbing its escalation in pharmaco-chemical production. Newly built pharmaco-chemical production plants shall apply advanced and modern technologies and must be furnished sufficient equipment for treating assorted waste up to environmental standards and technical regulations. Granting no investment licenses to pharmaco-chemical production projects which fail to make environmental impact assessment reports or register environmental standard conformity;

- Implementing plans on renewal or gradual eradication of obsolete technologies and equipment in operating pharmaco-chemical production establishments in order to limit and eventually remove polluting sources;

- Strictly controlling safety of chemicals, emission, wastewater and solid waste, especially chemicals of high toxicity, from pharmaco-

chemical production establishments and laboratories;

- Devising plans on relocation of and in-depth investment in pharmaco-chemical production establishments which must be relocated from inner cities or densely populated areas in order to minimize environmental pollution.

h/ Human resource development and training solutions:

- Training and retraining scientific and technological personnel and administrators at domestic and foreign universities, thereby supplying sufficient quality human resources for development of the pharmaco-chemical industry;

- Calling for assistance of developed countries for training human resources for the pharmaco-chemical industry. Encouraging foreign-invested enterprises to participate in training pharmaco-chemical human resources;

- Intensifying investment in physical and technical foundations of research and education institutions in order to proactively train specialized personnel; enhancing cooperation with foreign partners in training highly qualified human resources for development of the pharmaco-chemical industry;

- Investing in a number of establishments training technical workers; founding more chemical colleges in areas where exist production plants; and formulating training programs and practicing criteria for training of highly skilled workers;

- Adopting entitlements, preferential mechanisms and policies for highly skilled pharmaco-chemical workers, thereby attracting talents and grey matters of experts, including overseas Vietnamese, to work in the country;

- When necessary, some important pharmaco-chemical projects may hire experienced foreign technicians and managers to work in Vietnam.

V. ORGANIZATION OF IMPLEMENTATION

1. The Ministry of Industry and Trade shall assume the prime responsibility for, and coordinate with concerned ministries, branches and localities in, organizing the effective and timely performance of tasks set forth in the planning, and annually reporting results to the Prime Minister.

2. The Ministry of Health shall coordinate with the Ministry of Industry and Trade organizing the performance of relevant task set forth in the planning; and efficiently applying research outcomes of the national key program for scientific and technological research for development of the pharmaco-chemical industry up to 2020, for sustainable development of Vietnam s pharmaceutical industry.

3. The Ministries of planning and Investment, Finance, Science and Technology, Education and Training, Natural Resources and Environment, and Agriculture and Rural Development, and other concerned ministries and branches shall, within the ambit of their functions, tasks and state management, organize the performance of relevant tasks set forth in the planning.

4. Provincial-level People’s committees shall, within the ambit of their functions, tasks and state management, organize the effective of relevant tasks set forth in the planning.

Article 2.

This Decision takes effect on July 25, 2009.

Article 3.

The Minister of Industry and Trade, other ministers, heads of ministerial-level agencies and government-attached agencies and presidents of provincial-level People s Committees shall implement this Decision.
