DECISION
ON ADJUSTMENTS AND SUPPLEMENTATIONS OF CAPITAL CONSTRUCTION INVESTMENT FOR THE QUAO RIVER IRRIGATION PROJECT.
THE PRIME MINISTER
Pursuant to the Law on Organization of the Government on the 30th of September 1992; Considering the proposal of the Minister of Water Resources on the adjustments and supplementations of the economic and technical feasibility study of the Quao river irrigation project (official dispatch No. 1646/TT-XDCB on the 4th of August 1994); and of the State-level Expertise Board (official dispatch No. 3376/UB-VPTD on the 11th of November 1994); and the opinions of the Ministry of Construction and the People's Committee of Binh Thuan province.
DECIDES:
Article 1.- To agree to the adjustments and supplementations of the economic and technical feasibility study of the Quao river irrigation project already examined by the State-level Expertise Board (official dispatch No.3376/UB-VPTD on the 11th of November 1994).
Article 2.- To assign the Ministry of Water Resources to guide the drawing of the technical design and the planning of the total cost estimate of the project for examination under current regulations. The Prime Minister empowers the Minister of Water Resources to endorse the technical design and the total cost estimate of the adjustments and supplementations mentioned at Article 1.
Article 3.- The State Planning Committee and the Ministry of Finance shall have to adjust the disbursement of capital to complete the project according to the set targets, plan and tempo, and put the entire project into operation in 1996.
Article 4.- The People's Committee of Binh Thuan province shall cooperate closely with the Ministry of Water Resources and the ministry of Agriculture and Food Industry in building the project synchronously and, together with the local committees and branches, guide the local people in conducting intensive farming, re-structuring cropping and animal breeding in order to make the best use of the water resources generated by the Quao river irrigation project.
Article 5.- The Ministers of Water Resources, Finance, Construction, and Agriculture and Food Industry, the Chairman of the State Planning Committee, the Governor of the State Bank, and the President of the People's Committee of Binh Thuan province shall have to implement this Decision.
