DECISION

On assignment of duties of the Prime Minister and the Deputy Prime Ministers

THE PRIME MINISTER

 

Pursuant to the Constitution of the Socialist Republic of Vietnam, which had a number of articles amended and supplemented under Resolution No. 203/2025/QH15;

Pursuant to the Law on Organization of the Government dated February 18, 2025;

Pursuant to the requirements of, and practical demands for, direction and administration;

At the proposal of the Minister, Chairperson of the Office of the Government.

 

DECIDES:

 

Article 1. Principles of assignment and working relationship between the Prime Minister and the Deputy Prime Ministers

1. The Prime Minister assigns the duties of the Prime Minister and the Deputy Prime Ministers in charge of ministries, agencies, and fields of work as provided in this Decision.

2. The Prime Minister shall fully perform the tasks and powers as prescribed by the Constitution and laws; exercise comprehensive leadership and administration over the Government, Government Members, and Chairpersons of People’s Committees at all levels; and shall directly direct and administer major, important, strategic, complex, and sensitive matters having significant impacts on national development across all fields within the functions, tasks, and powers of the Government.

3. Each Deputy Prime Minister shall perform tasks as assigned by the Prime Minister; assist the Prime Minister in monitoring, directing, and handling routine matters within the competence of the Prime Minister in each field of work of the Government; shall, on behalf of the Prime Minister, make decisions within his/her competence and bear direct, comprehensive responsibility in all respects before the Prime Minister, the Government, and the law for such decisions and for the assigned tasks, fields, and agencies under his/her monitoring and direction, ensuring work progress and quality. The Prime Minister shall not handle tasks, fields, and matters already assigned to the Deputy Prime Ministers.

In handling inter-sectoral matters or matters involving other Deputy Prime Ministers, the Deputy Prime Minister assigned to take the lead shall proactively coordinate closely and effectively for joint resolution; where differing opinions remain among the Deputy Prime Ministers, the lead Deputy Prime Minister shall report to the Prime Minister for consideration and decision.

4. Each Deputy Prime Minister shall proactively and actively direct the comprehensive implementation of the tasks set forth in the Resolution and the Action Program for implementation of the Resolution of the XIVth National Congress of the Party, and the Resolutions and Conclusions of the Central Committee, the Political Bureau, the Secretariat, and the National Assembly (including strategic breakthroughs in development institutions; enhancement of policy-making capacity and effectiveness of implementation; restructuring and improvement of the quality of human resources; and development of socio-economic infrastructure), and administrative reform tasks within the sectors and fields assigned.

5. Within the scope of the assigned fields, each Deputy Prime Minister shall have the responsibilities and powers, on behalf of the Prime Minister, to:

- Direct ministries, sectors, and localities to proactively formulate strategies, master plans, and development plans; develop mechanisms and policies, particularly legal documents, for promulgation within their competence or for submission to the Government or the Prime Minister; and prepare urgent, ad hoc, and necessary work contents for reporting to the Government, the standing Government, and the Prime Minister for consideration and decision.

- Establish mechanisms and regularly monitor, inspect, and urge the implementation of guidelines, policies, laws, and assigned tasks of ministries, agencies, and localities in accordance with prescribed schedules, ensuring effectiveness and quality.

- Assume the prime responsibility for promptly addressing issues requiring inter-sectoral coordination, and consider and resolve recommendations of ministries, sectors, and localities within the competence of the Prime Minister in the assigned fields.

- Report to the Prime Minister on the progress of handling matters within the assigned competence, ensuring that the Prime Minister is fully apprised of the situation to exercise comprehensive, unified, continuous, and coordinated leadership, direction, and administration of the state administrative system.

- Sign, on behalf of the Prime Minister, documents under the Prime Minister's competence or documents under the Government's competence within the fields and matters uniformly assigned by the Prime Minister.

- Monitor and direct, within their competence, the handling of matters relating to personnel and internal affairs of the assigned ministries and agencies in accordance with the regulations of the Party and the State.

6. In the absence of the Prime Minister, the Prime Minister shall designate a Standing Deputy Prime Minister or another Deputy Prime Minister to act on behalf of the Prime Minister in leading the work of the Government.

7. Where deemed necessary or in the absence of a Deputy Prime Minister, the Prime Minister shall direct or assign another Deputy Prime Minister to promptly handle the work previously assigned to such Deputy Prime Minister.

8. Each Deputy Prime Minister shall be responsible for, and shall proactively direct, urge, inspect, and directly handle, within his/her competence, difficulties and obstacles relating to institutions and implementation organization of the ministries and sectors under his/her assigned management; where matters exceed such competence, they shall report to the Prime Minister or the competent authority.

9. Based on the practical requirements of direction and administration, the Prime Minister shall consider adjustments or supplementation to the assignment of duties of the Prime Minister and the Deputy Prime Ministers under this Decision, or other ad hoc and urgent matters deemed necessary by the Prime Minister, in order to ensure the timely, uninterrupted, and effective performance of the functions, tasks, and powers of the Government and the Prime Minister.

Article 2. Assignment of duties of the Prime Minister and the Deputy Prime Ministers

1. Prime Minister Le Minh Hung, Secretary of the Government Party Committee

a) To lead and comprehensively manage all activities within the functions, tasks, and powers of the Government.

b) To oversee and direct the Ministry of Public Security and the Ministry of Foreign Affairs.

c) To directly oversee the following fields:

- Strategies for national defense, security, and foreign affairs.

- Strategies and plans for national socio-economic development.

- National financial, credit, and monetary strategies and policies; orientations for use of the state budget.

- Foreign affairs and external relations.

- Personnel affairs; organizational structure; administrative reform; administrative boundaries; general matters relating to emulation and commendation.

- Coordination between the Government and Party agencies, the National Assembly, the President, the Central Committee of the Vietnam Fatherland Front, and central agencies of socio-political organizations.

- Overall direction in the fields of science and technology, innovation, and digital transformation.

d) To serve as: Chairman of the State Steering Committee for the East Sea and Islands; Chairman of the National Committee for Digital Transformation; Chairman of the Central Emulation and Commendation Council; Head of the State Steering Committee for key national programs, works and projects; Head of the National Steering Committee for Cyber Safety and Security; Head of the Government's Steering Committee for Administrative Reform; Chairman of other national councils and committees, and Head of other key steering committees.

2. Deputy Prime Minister Pham Gia Tuc, Vice Secretary of the Government Party Committee

a) To act as Standing Deputy Prime Minister.

b) To oversee and direct the Ministry of Industry and Trade, the Ministry of Construction, the Office of the Government, several areas of the Ministry of Public Security as assigned by the Prime Minister.

c) On behalf of the Prime Minister, to directly oversee the following fields:

- Industry; trade and import-export; petroleum reserves and supply; logistics services.

- Energy assurance; economical and efficient use of energy.

- Transport; assurance of traffic order and safety.

- Construction.

- Key national works and capital construction investment projects within the assigned competence by field.

- Economic zones, industrial parks, and export processing zones.

- National master plans, regional master plans, and provincial master plans.

- General mechanisms and policies on bidding (the handling of matters related to bidding in specialized sectors shall be directed by the Deputy Prime Ministers in charge of such sectors).

- Crime prevention and combat.

- Amnesty.

- Smuggling and trade fraud prevention and combat.

- International integration; monitoring and directing the negotiation and implementation of bilateral and multilateral international commitments.

- Overall direction of the handling and removal of difficulties and obstacles related to long-delayed projects nationwide; direct direction of the handling and removal of difficulties and obstacles related to projects in the fields of energy, infrastructure, and other assigned fields.

- Coordination between the Government and the Supreme People’s Court and the Supreme People’s Procuracy.

- Approval of investment policy, and direction, inspection, urging, and resolution of difficulties and obstacles arising in investment projects within the assigned competence.

- Science and technology, innovation, and digital transformation of ministries, sectors, and fields under the assigned management.

d) To serve as: Chairman of the National Planning Council; Chairman of the National Traffic Safety Committee; Chairman of the National Civil Aviation Security Committee; Chairman of the Subcommittee of the Vietnam-Russia Intergovernmental Committee; in charge of the Vietnam-Laos Intergovernmental Committee; Head of the Central Steering Committee for Housing and Real Estate Market Policies; Head of the National Steering Committee for Prevention and Control of Smuggling, Trade Fraud and Counterfeit Goods; Head of the Steering Committee for handling obstacles in long-delayed projects nationwide; Chairman of national councils and committees, Head of steering committees, and Chairman of appraisal councils for planning under his assigned management areas.

dd) On behalf of the Prime Minister, to direct the implementation of the Government’s work in the absence of the Prime Minister and as authorized by the Prime Minister.

3. Deputy Prime Minister Phan Van Giang, Member of the Standing Committee of the Government Party Committee

a) To concurrently hold the position of Minister of National Defence.

b) To oversee and direct the Ministry of National Defence, several areas of the Ministry of Foreign Affairs as assigned by the Prime Minister.

c) On behalf of the Prime Minister, to directly oversee the following fields:

- National defense and security affairs.

- Border affairs and issues related to the East Sea and islands.

- Foreign non-governmental aid, foreign non-governmental organizations.

- Relations between Vietnam and regional and international organizations.

- Affairs relating to overseas Vietnamese and matters concerning foreigners in Vietnam.

- Human right issues.

- Approval of investment policy, and direction, inspection, urging, and resolution of difficulties and obstacles arising in investment projects within the assigned competence.

- Science and technology, innovation, and digital transformation of ministries, sectors, and fields under the assigned management.

d) To serve as: Chairman of the Central Council for National Defense and Security Education; Chairman of the Vietnam-China Steering Committee for Bilateral Cooperation; Head of the Steering Committee for Human Rights; Chairman of national councils and committees, Head of steering committees, and Chairman of appraisal councils for planning within his assigned management areas.

dd) To perform other tasks as assigned or authorized by the Prime Minister.

4. Deputy Prime Minister Pham Thi Thanh Tra, Member of the Standing Committee of the Government Party Committee

a) To oversee and direct the Ministry of Home Affairs, the Ministry of Health, the Ministry of Culture, Sports and Tourism.

b) On behalf of the Prime Minister, to directly oversee the following fields:

- Regular matters relating to emulation and commendation and administrative reform.

- Labor, employment, persons with meritorious services, and gender equality.

- Salary policies and social insurance.

- Healthcare, population, family, and children.

- Social affairs. - Management of drug rehabilitation.

- Culture; tourism; physical training and sports.

- Communication, press, and publication.

- Implementation of the National Target Program for Drug Prevention and Control through 2030; the National Target Program for Cultural Development for the 2025-2035 period; and the National Target Program for Healthcare, Population, and Development for the 2026-2035 period.

- Approval of investment policy, and direction, inspection, urging, and resolution of difficulties and obstacles arising in investment projects within the assigned competence.

- Science and technology, innovation, and digital transformation of ministries, sectors, and fields under the assigned management.

c) To serve as: Chairperson of the National Committee for AIDS, Drugs and Prostitution Prevention and Control; Head of the National Steering Committee for Population and Development; Head of the Central Intersectoral Steering Committee for Food Hygiene and Safety; Head of the State Steering Committee for Tourism; Head of the Central Steering Committee for Reform of Wage and Social Insurance Policies, and Incentives for People with Meritorious Service to the Revolution; Chairperson of national councils and committees, Head of steering committees, and Chairperson of appraisal councils for planning within her assigned management areas.

d) To perform other tasks as assigned or authorized by the Prime Minister.

5. Deputy Prime Minister Ho Quoc Dung, Member of the Standing Committee of the Government Party Committee

a) To oversee and direct the Ministry of Agriculture and Environment, the Ministry of Science and Technology, and the Ministry of Ethnic and Religious Affairs.

b) On behalf of the Prime Minister, to directly oversee the following fields:

- Ethnic and religious affairs.

- Implementation of the National Target Program on New Rural Development, Sustainable Poverty Reduction, and Socio-economic Development in Ethnic Minority and Mountainous Areas for the 2026-2030 period.

- Direct responsibility for science and technology; innovation; development of the national and international innovation ecosystem; and digital transformation.

- Matters relating to the semiconductor industry, artificial intelligence, and related fields, etc.

- Natural resources and environment; climate change.

- Agriculture and rural development; new rural development; flood and storm prevention and control; search and rescue.

- Approval of investment policy, and direction, inspection, urging, and resolution of difficulties and obstacles arising in investment projects within the assigned competence.

c) To serve as: Chairman of the National Council on Water Resources; Chairman of Vietnam National Mekong Committee; Head of the Steering Committee for the implementation of the National Target Programs on New Rural Development, Sustainable Poverty Reduction, and Socio-economic Development in Ethnic Minority and Mountainous Areas for the 2026-2030 period; Head of the Central Steering Committee for Natural Disaster Prevention and Control, Head of the National Steering Committee on Green Growth; Chairman of national councils and committees, Head of steering committees, and Chairman of appraisal councils for planning within his assigned management areas.

d) To perform other tasks as assigned or authorized by the Prime Minister.

6. Deputy Prime Minister Nguyen Van Thang, Member of the Standing Committee of the Government Party Committee

a) To oversee and direct the Ministry of Finance, the State Bank of Vietnam, the Vietnam Bank for Social Policies, the Vietnam Development Bank, and the Deposit Insurance of Vietnam.

b) On behalf of the Prime Minister, to directly oversee the following fields:

- Planning and investment; macroeconomic forecasting and policy management.

- Finance and prices; monetary and banking affairs; capital market and securities market; financial investment sources; state reserves.

- State budget expenditures; use of state budget reserves, the Financial Reserve Fund, the Foreign Exchange Reserve Fund, and other funds of the State; issuance of treasury bonds and government bonds.

- Restructuring and reform of state-owned enterprises.

- Development of types of enterprises. - Collective economy and cooperatives.

- General mechanisms and policies on management of public assets (the handling of matters relating to public asset management in specialized sectors shall be directed by the Deputy Prime Ministers in charge of such sectors).

- Official development assistance (ODA) and mobilization of concessional loans.

- Foreign direct investment (FDI) and outbound investment of Vietnam.

- Matters relating to the International Financial Center in Vietnam.

- Direct direction of the handling and removal of difficulties and obstacles relating to projects in the land sector and other assigned sectors.

- Approval of investment policy, and direction, inspection, urging, and resolution of difficulties and obstacles arising in investment projects within the assigned competence.

- Science and technology, innovation, and digital transformation of ministries, sectors, and fields under the assigned management.

c) To serve as: Chairman of the National Advisory Council for Financial and Monetary Policies, Chairman of the National Steering Committee for ASEAN Single Window, National Single Window and Trade Facilitation; Chairman of the National Council for Sustainable Development; Head of the Steering Committee for Development and Reform of Collective Economy and Cooperatives; Head of the Steering Committee for Development and Renewal of Enterprises; Head of the Steering Committee for Settlement of Shortcomings and Weaknesses of Several Inefficient Projects and Enterprises of the Industry and Trade Sector, and Chairman of national councils and committees, Head of steering committees, and Chairman of appraisal councils for planning within the relevant assigned fields.

d) To perform other tasks as assigned or authorized by the Prime Minister.

7. Deputy Prime Minister Le Tien Chau, Member of the Standing Committee of the Government Party Committee

a) To oversee and direct the Ministry of Justice, the Ministry of Education and Training, and the Government Inspectorate.

b) On behalf of the Prime Minister, to directly oversee the following fields:

- Institutional development; development of the socialist rule-of-law State.

- Settlement of international disputes and claims.

- Judicial reform.

- Education and training; vocational education.

- Prevention and combat of corruption, negativity, and waste; inspection; settlement of complaints and denunciations.

- Approval of investment policy, and direction, inspection, urging, and resolution of difficulties and obstacles arising in investment projects within the assigned competence.

- Science and technology, innovation, and digital transformation of ministries, sectors, and fields under the assigned management.

- Implementation of the National Target Program on modernization and enhancement of the quality of education and training for the 2026-2035 period.

c) To serve as: Chairman of the National Education and Human Resource Development Council, Chairman of national councils and committees, Head of steering committees, and Chairman of appraisal councils for planning within his assigned management areas.

d) To perform other tasks as assigned or authorized by the Prime Minister.

Article 3. Effect

1. This Decision takes effect on the date of its signing.

2. This Decision replaces the Prime Minister's Decision No. 401/QD-TTg dated February 25, 2025, on assignment of duties of the Prime Minister and the Deputy Prime Ministers, and previously-issued provisions inconsistent with this Decision.

3. Government Members, Chairpersons of People’s Councils, and Chairpersons of People’s Committees of provinces and centrally-run cities shall implement this Decision./.
