SUMMARY

By 2025, Hanoi will attain the health insurance coverage rate of 95.15%

The Decision No. 546/QD-TTg on the assignment of health insurance coverage targets for the 2022 - 2025 period is promulgated by the Prime Minister on April 29, 2022.

Accordingly, health insurance coverage targets of the country in the years 2022, 2023, 2024 and 2025 shall be 92.60%, 93.20%, 94.10% and 95.15%, respectively. Specifically, health insurance coverage targets assigned to Hanoi for 2022, 2023, 2024 and 2025 shall be 91.66%, 92.40%, 93.65% and 95.15%, respectively.

Besides, for Ho Chi Minh City and Da Nang, assigned health insurance coverage targets for the years 2022, 2023, 2024 and 2025 shall be 91.25%, 92.25%, 93.50% and 95.00%; 94.75%, 95.00%, 95.15% and 95.15%, respectively.

People's Committees of provinces and centrally-run cities shall focus on supporting people of near-poverty households, poor households according to multidimensional poverty standards other than cases specified at Point a, Clause 9, Article 3 of the Government’s Decree No. 146/2018/ND-CP, ensuring that 100% of such subjects participate in health insurance; support people from agricultural households, forestry households, fishing households and salt-making households with better-off living standards; pupils and students in order that the health insurance participation rate of such persons increases; etc.

This Decision takes effect on the signing date.

DECISION

On the assignment of health insurance coverage targets for the 2022 - 2025 period

THE PRIME MINISTER

 

Pursuant to the Law on Organization of the Government dated June 19, 2015; Law on Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration dated November 22, 2019;

Pursuant to the Law on Health Insurance dated November 14, 2008 and the Law Amending and Supplementing a Number of Articles of the Law on Health Insurance dated June 13, 2014;

Pursuant to the Resolution No. 20-NQ/TW dated October 25, 2017, of the sixth plenum of the Party Central Committee, the XIIth Congress, on “strengthening the protection, care and improvement of People's health in the new situation”;

At the proposal of the Minister of Health,

 

DECIDES:

 

Article 1. Assign the health insurance coverage targets for the 2022 - 2025 period to the provinces and centrally-run cities in the Appendix to this Decision.

Article 2. Organization of implementation

1. People's Committees of provinces and centrally-run cities shall:

a) Based on the targets assigned in Article 1 of this Decision, they shall submit to the People's Councils at the same level for approving the universal health insurance targets in annual and 5-year socio-economic development targets of the localities and take responsibility before the Prime Minister for organizing the implementation of health insurance coverage targets at the localities.

b) Direct relevant Departments, sectors and agencies to develop implementation plans and solutions to achieve the assigned targets. Regularly exchange and provide information about employees and salaries of enterprises located in the localities to review, compare and handle the payment evasion, debt of social insurance and health insurance premiums.

c) Submit to the People's Councils to allocate local budget and mobilize all resources to further support people to participate in health insurance, specifically:

- Focus on supporting people of near-poverty households, poor households according to multidimensional poverty standards other than cases specified at Point a, Clause 9, Article 3 of the Government’s Decree No. 146/2018/ND-CP dated October 17, 2018 on detailing, and guiding measures to implement, a number of articles of the Law on Health Insurance, ensuring that 100% of such subjects participate in health insurance;

- Support people from agricultural households, forestry households, fishing households and salt-making households with better-off living standards; pupils and students in order that the health insurance participation rate of such persons increases;

- Support other objects in the localities under their management.

d) Strengthen the propaganda and dissemination of policies and laws, the inspection, examination and handling of violations of the law on health insurance in the localities. Direct the implementation of health insurance development targets of district-level and commune-level People’s Committees.

dd) Assess and review difficulties, problems and inadequacies during the implementation of the Prime Minister’s Decision No. 861/QD-TTg dated June 4, 2021 and send them to the Ministry of Health for synthesizing, reporting, proposing them to the Prime Minister for appropriate support solutions for those living in areas II and III that are moved to areas I.

e) Establish and consolidate a Steering Committee for development of participants in social insurance, health insurance and unemployment insurance in the respective locality, in which the Chairperson of provincial-level People’s Committee shall be the Chairperson of the Steering Committee.

g) On an annual basis, organize a preliminary review and assessment of the results of health insurance coverage target implementation in the localities, and report on the implementation results of this Decision to the Ministry of Health and the Vietnam Social Security for synthesizing and reporting to the Prime Minister.

2. The Vietnam Social Security shall:

a) Take responsibility before the Government and the Prime Minister for the expansion of the health insurance coverage; implement and develop the subjects participating in health insurance.

b) Actively advise and propose to the Government, ministries and sectors on solutions, mechanisms and policies to develop the subjects participating in health insurance, pay health insurance premiums and organize the implementation.

c) Promote propaganda activities, renew propaganda methods and contents so that Party committees, government, agencies, organizations, associations and all citizens grasp the meaning and importance of health insurance and each person’s obligation to participate in health insurance.

d) Deploy a network of service organizations acting as agents collecting social insurance and health insurance in accordance with the Law on Health Insurance, reform administrative procedures, create the most favorable conditions for people to participate in health insurance.

dd) Inspect and examine the observance of the health insurance law related to payment of health insurance premiums of agencies, units and organizations that employ employees, promptly handle violations in accordance with law regulations.

e) Direct, supervise, inspect and urge social insurance agencies in provinces and centrally-run cities to organize and implement solutions to develop the insured; expand health insurance coverage.

g) On a biannual basis, review, evaluate and promptly inform and report on the results of universal health insurance implementation to all levels and sectors; and send reports on implementation results of this Decision to the Ministry of Health on December 31 of every year for synthesizing and reporting to the Prime Minister.

3. The Ministry of Health shall:

a) Direct the Departments of Health of the provinces and centrally-run cities, health agencies of ministries, sectors, medical examination and treatment establishments nationwide to continue implementing solutions to improve the quality of medical examination and treatment of, attitude towards, the insured; strengthen the reform of administrative procedures, application of information technology, improvement of the process for payment of medical examination and treatment costs covered by health insurance, ensuring the convenience in cases the number of the insured increases.

b) Assume the prime responsibility for, and coordinate with relevant ministries and sectors in, studying and proposing the amendment to the Law on Health Insurance to expand the insured: subjects other than those specified in the current Law on Health Insurance.

c) Assume the prime responsibility for, and coordinate with the Ministry of Finance and relevant ministries and sectors in, studying the amendment and supplementation of the Government’s Decree No. 146/2018/ND-CP dated October 17, 2018 on detailing, and guiding measures to implement, a number of articles of the Law on Health Insurance.

d) Promptly guide and remove obstacles in the process of implementation of policies and laws on health insurance. If there arise problems beyond its competence, it shall report on it to the Government, the Prime Minister for consideration and decision.

dd) Assume the prime responsibility for, and coordinate with the Vietnam Social Security in, organizing a preliminary review, review and evaluation of the implementation of this Decision on an annual basis.

4. The Ministry of Finance shall:

a) Allocate fully and timely the budget for payment and payment support of health insurance premiums as prescribed.

b) Coordinate with relevant ministries and sectors in formulating and promulgating mechanisms and policies of health insurance participation for subjects wholly or partly covered by the state budget for a plan to balance the budget over medium and long terms.

5. The Ministry of Education and Training shall:

a) Direct the development of plans and solutions to implement health insurance for pupils and students, ensuring that by 2023, 100% of pupils and students will participate in health insurance.

b) Coordinate with the Vietnam Social Security in strengthening the propaganda, communications, and mobilizing pupils and students to participate in health insurance, especially students.

c) Include the criterion of health insurance participation in the annual evaluation, classification and emulation criteria of education and training institutions for pupils and students.

6. The Ministry of Labor, Invalids and Social Affairs shall:

a) Coordinate with ministries and sectors in formulating stable mechanisms and policies for the 2022 - 2025 period for the subjects covered by the state budget.

b) Coordinate with provinces and centrally-run cities in implementing solutions to ensure that by 2023, 100% of pupils and students in vocational education institutions will participate in health insurance.

c) Study and include the criterion on pupils and students’ health insurance participation in the regulations on vocational education quality accreditation standards and criteria.

d) Direct the identification and making of a list of subjects under its management in a timely and complete manner.

dd) Coordinate with relevant ministries and sectors in formulating health insurance policies and laws applicable to subjects under the Ministry’s management.

7. The Committee for Ethnic Minority Affairs shall:

Coordinate with ministries and sectors in formulating stable mechanisms and policies for the 2022 - 2025 period for the subjects wholly and partly covered by the state budget.

8. The Ministry of National Defence and the Ministry of Public Security shall:

Organize the implementation of health insurance in accordance with law regulations for the subjects under their management, ensuring to maintain the health insurance participation rate of 100%.

Article 3. This Decision takes effect on the signing and issuing date.

Article 4. Ministers, Heads of ministerial-level agencies, Heads of government-attached agencies, Chairpersons of People’s Committees of provinces and centrally-run cities and heads of related agencies and units shall take responsibility for the implementation of this Decision./.
