SUMMARY

Principles of formulation of Red River Delta master plan in 2021 - 2030

The Prime Minister promulgates the Decision No. 492/QD-TTg on approving the task of formulating the Red River Delta Master Plan in the period of 2021 - 2030, with a vision toward 2050 on April 19, 2022.

According to the Decision, the formulation of Red River Delta Master Plan in the period of 2021 - 2030, with a vision toward 2050 must comply with a number of principles. Specifically, to ensure compliance with regulations on the planning process, content and principles in accordance with the law on planning; ensure feasibility in implementation, in line with the ability to mobilize resources in the period of 2021 - 2025; 2026 - 2030 and vision toward 2050.

Besides, the formulation of the Master Plan must ensure the scientificity, application of modern technology, digitization of information and databases in the planning process; meet standards, technical regulations and conform to the requirements of development, international integration and regional linkage; ensure the participation of relevant agencies and organizations; consult widely from all classes, etc.

A number of main contents of the Master Plan shall be as follows: Determine the views and goals of regional development; Formulate the development direction of the region's advantageous industry; Formulate a development plan, arrange, select and distribute development resources in the territory of the region; Formulate directions for regional infrastructure development; Develop directions for environmental protection, natural disaster prevention and control and response to climate change in the region's territory; etc.

This Decision takes effect from the date of signing.

On approving the task of formulating the Red River Delta Master Plan in the period of 2021 - 2030, with a vision toward 2050

Pursuant to the Law on Organization of the Government dated June 19, 2015; the Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration dated November 22, 2019;

Pursuant to the Law on Planning dated November 24, 2017;

Pursuant to the Law Amending and Supplementing a Number of Articles of Thirty Seven Laws related to the Law on Planning dated November 20, 2018;

Pursuant to the Law on Public Investment dated June 13, 2019;

Pursuant to the Resolution  No. 751/2019/UBTVQH14 dated August 16, 2019 of the National Assembly Standing Committee on explanation a number of article of the Law on Planning;

Pursuant to the Decree No. 37/2019/ND-CP dated May 07, 2019 of the Government on detailing the implementation of a number of articles of the Law on Planning;

Pursuant to the Resolution No. 119/NQ-CP dated September 27, 2021 of the Government on tasks and solutions to improve the quality and speed up the formulation of master plans for the 2021-2030 period;

Pursuant to the Decision No. 1226/QD-TTg dated September 24, 2018 of the Prime Minister on the establishment of the National Planning Council for the 2021 - 2030 period;

According to the Appraisal Report No. 37/BC-HDTDNVLQHV dated March 28, 2022 of the Appraisal Council on regional planning tasks for the period of 2021 - 2030, with a vision towards 2050 and the proposal of the Ministry of Planning and Investment in Report No. 2105/TTr-BKHDT dated April 01, 2022.

 

DECIDES:

Article 1. To approve the task of formulating the Red River Delta Master Plan in the period of 2021 - 2030, with a vision toward 2050 with the following contents:

1.  Planning name, scope, planning boundary, planning period:

a) Planning name: The master plan for the Red River Delta in the period of 2021 - 2030, with a vision toward 2050.

Planning period: Prepared for the period of 2021 - 2030, with a vision toward 2050.

b) Planning boundary, planning period

The Red River Delta includes the entire administrative boundary of land and sea space of Hanoi, Hai Phong cities and 9 provinces: Vinh Phuc, Bac Ninh, Quang Ninh, Hai Duong, Hung Yen, Thai Binh, Ha Nam, Nam Dinh, Ninh Binh.

- To the North, Northeast and West, Southwest borders the Northern Midlands and Mountains;

- The South borders the North Central region and the Central Coast;

- The East borders the Gulf of Tonkin.

The research scope of spatial planning is extended to areas that affect and affect the Red River Delta in terms of economy, culture - society, environment, defense - security, regional links and international cooperation.

2. Perspectives, objectives and principles of planning

a) Perspectives on planning

- The formulation of the master plan for the Red River Delta in the 2021 - 2030 period with a vision toward 2050 must be consistent, consistent and synchronous with the objectives and orientations of the country's socio-economic development strategy in period of 2021 - 2030, 5-year socio-economic development plan in 2021 - 2025 period of the whole country, National strategy on green growth and sustainable development, Strategy for sustainable development of Vietnam's marine economy, international treaties to which Vietnam is a contracting party and in accordance with the national planning in accordance with the law on planning;

- Formulate the master plan for the Red River Delta in the direction of ensuring maximum exploitation and use of existing infrastructure in order to maximize the potential and advantages of each locality on the basis of connecting localities in the region;

- To closely combine economic, social and environmental development with ensuring national defense and security, firmly consolidating domestic security, ensuring border defense on land and at sea;

- Ensure planning and development requirements in the entire territorial space of the region towards the goal of sustainable development associated with environmental protection and adaptation to climate change; allocating, exploiting, rationally and effectively using natural resources and preserving historical-cultural relics, cultural heritages and natural heritages of the region;

- Ensure to minimize negative socio-economic and environmental impacts on the livelihoods of the population community. The planning formulation process should be combined with other policies to promote the development of disadvantaged and extremely difficult areas and ensure sustainable livelihoods of the people.

b) Planning objectives

- The master plan for the Red River Delta is a management tool of the State in the management of socio-economic development, in order to mobilize, allocate, effectively and rationally use the national resources for development of the country quickly and sustainably; serve as the basis for planning the provinces in the region;

- Determining the viewpoints, development goals, orientations and solutions to arrange a reasonable socio-economic development space in order to resolve conflicts between sectors and fields in the region planning when planning the development plan of each sector, each locality in the inter-sectoral, inter-regional relationship. Identifying industries with advantages of the region, objectives, plans and spatial arrangement for the development of industries, ensuring effective exploitation of potentials and strengths of the region;

- Building the development space of the Red River Delta on the basis of synchronous connection of the infrastructure system, associated with effective exploitation of natural resources and other resources for socio-economic development and development of sectors and localities in the region. At the same time, the planning must be towards sustainable development of the Red River Delta on the following basis: economic development - ensuring social security - environmental, cultural heritage protection; sustainable development in the long term, reducing greenhouse gas emissions, responding to climate change, ensuring national defense and security;

- Creating an information system, database of the planning of the Red River Delta region uniformly among localities in the region, in order to meet the requirements of development management of localities in the region and of the country.

c) Principles of planning

The formulation of Red River Delta master plan in the period of 2021 - 2030, with a vision toward 2050 adheres to the following main principles:

- Ensure compliance with regulations on the planning process, content and principles in accordance with the law on planning;

- Ensure feasibility in implementation, in line with the ability to mobilize resources in the period of 2021 - 2025; 2026 - 2030 and vision toward 2050;

- Ensure the scientificity, application of modern technology, digitization of information and databases in the planning process; meet standards, technical regulations and conform to the requirements of development, international integration and regional linkage;

- Ensure the participation of relevant agencies and organizations in the formulation and implementation of the master plan; consult widely from all classes, social sectors, enterprises and communities related to regional development.

3. Approaches and requirements for master plan formulation methods

a) Planning approach

The Red River Delta master plan formulation is carried out based on the following approaches:

- A holistic and systematic approach, in which the Red River Delta is considered an important part of the overall national development; sub-regions and localities in the region are a part of the overall development of the region; economic, social and environmental factors and conditions in the territory of the region must have close relationships with each other;

- The strategic approach to regional planning should focus on solving key, strategic issues for long-term development through the selection of steps and priority orientations for regional development in each period appropriate with the ability to mobilize resources;

- The approach from potentials and advantages (including comparative and competitive advantages) must be analyzed and evaluated on the basis of promoting the strengths and specific characteristics of the region in terms of geographical location, natural conditions, natural resources, human resources, infrastructure, science and technology application level, cultural identity, etc. to determine regional development goals and directions; combine the potentials and advantages of the country and region with the conditions of localities in the region, thereby effectively mobilizing all resources for socio-economic development;

- A space-based approach must be considered, comprehensively assessed the impacts of development options to come up with appropriate solutions, towards the goal of sustainable and balanced development of the whole region, between sub-regions and localities in the region;

- Multidisciplinary integrated approach to ensure synchronization and consistency between sectors and fields, limiting overlap and contradiction between sectors; improve overall efficiency based on the mutual development between sectors and fields;

- A multi-dimensional, top-down, bottom-up approach with the participation of many parties (state management agencies at central and local levels, research institutes, scientists, investors, enterprises, socio-political organizations, residential communities, etc.) to ensure the feasibility, efficiency and transparency of the process of making, implementing and monitoring the implementation of the plan, as well as towards the goal of inclusive and sustainable development;

- The approach based on the socialist-oriented market principle, which harmoniously combines the policy mechanisms and management tools of the state with the market mechanism in planning direction, development solutions;

- The argument-based approach to determine orientations and solutions must be based on reliable data and scientific methods, models of analysis, evaluation and forecasting; applying modern technology in data collection, processing and analysis to ensure the scientificity, practicality and reliability of the planning.

b) Requirements for planning methods:

- Methods and tools are used to provide scientific bases and demonstrations for assessing the current situation, making comparisons with the world, forecasting the context, determining goals, directions and solutions for socio-economic development in the area;

- The applied methods and tools ensure a theoretical and practical basis, assess the development factors in dynamic and comparative relationships, update and ensure objectivity in research;

- The planning method must be suitable to the reality of Vietnam, respect and ensure the marketability of socio-economic activities;

- The planning method must be updated, supplemented and adjusted in accordance with the new situation and context of the country and abroad; at the same time, the planning method ensures the community's criticality;

- Methods of making planning components must comply with the promulgated national regulations and standards. The system of indicators used in the planning needs to be comprehensive, reflect the nature of economic, social and environmental issues, ensure flexibility and diversity in accordance with the reality and context of the market economy;

- Planning methods related to quantification in integrated treatment should be considered in terms of efficiency for the whole system;

- Planning methods must be based on reality (documents, reliable data), reflecting the actual requirements of the region. Necessary information for planning must be appropriate and compatible with existing information and socio-economic indicators;

- Information for regional planning must be collected from official information sources provided by competent agencies or updated from reliable information sources.

c) Methods used in planning:

- Statistical methods;

- Integrated planning method;

- Map overlay method;

- System analysis methods, comparative methods, expert methods and specialized analytical methods are also used in the planning process;

- The modeling method is used to forecast key socio-economic development indicators;

- Expert method and consultation with ministries, sectors, communities, enterprises, local authorities (if necessary);

- Methods of selecting priority industries for investment and development.

4. Main contents of the planning

The main contents of the Red River Delta Master Plan in the period of 2021 - 2030, with a vision toward 2050 shall be implemented in accordance with the Law on Planning and the Government’s Decree No. 37/2019/ND-CP dated May 7, 2019 and include:

a) Analyze and evaluate the current situation of specific factors, natural conditions and resources of the region; comprehensive assessment of strengths, weaknesses, opportunities and challenges; key issues to be resolved in regional planning.

b) Forecast prospects and needs of regional development in terms of economy, society and environment and spatial organization; build and select development scenarios.

c) Determine the views and goals of regional development

- Perspectives on regional development;

- Perspectives on spatial organization for the development of socio-economic activities, national defense and security, infrastructure development, resources use and environmental protection in the territory of the region during the planning period;

- Formulate general goals for regional development by 2030, with a vision toward 2050; specific goals and targets on socio-economic, national defense and security, infrastructure development, resource use and environmental protection in association with spatial organization of regional development for the period up to 2030 and for each 5-year period.

d) Formulate the development direction of the region's advantageous industry.

dd) Formulate a development plan, arrange, select and distribute development resources in the territory of the region.

e) Construction orientation, space organization.

g) Formulate directions for regional infrastructure development.

h) Develop directions for environmental protection, natural disaster prevention and control and response to climate change in the region's territory.

i) Develop directions for exploitation and protection of water resources in river basins in the region's territory.

k) Develop criteria for determining investment priority projects; justify the list of important projects of the region, the order of priority and the implementation phase of the projects.

l) Identify solutions and estimated resources to implement the master plan.

5. Planning components and strategic environmental assessment report

- Planning components: Develop 14 planning components to integrate into the Red River Delta Master Plan in the period of 2021 - 2030, with a vision toward 2050 (according to the attached Appendix).

- Prepare the regional planning strategic environmental assessment report: Comply with the provisions of law on environmental protection and law on planning.

6. Time limit for planning

Ensure on schedule as assigned by the Government in the Resolution No. 119/NQ-CP dated September 27, 2021 on tasks and solutions to improve quality and speed up the formulation of master plans for the period of 2021 - 2030.

7. Requirements on composition, quantity and specifications of planning documents

a) Planning components and dossiers:

- Planning report products:

+ Draft documents submitted for planning appraisal;

+ Draft documents submitted for planning approval;

+ Draft Decision of the Prime Minister on planning approval;

+ An explanatory report summarizing the planning together with a list of A3 size maps;

+ Summary planning report;

+ Report on assessment of strategic planning environment;

+ Report on receipt and explanation of comments on the planning; attached copy of comments;

+ Report on receipt and explanation of appraisal opinions;

+ The planning map, the database on the planning of the Red River Delta  stored in CD disks must meet the general requirements of the national planning information system and database;

+ Legal documents and related documents.

- Planning component report products:

+ Summary report on the planning component together with the list of A3 size maps;

+ Summary report of the planning component;

+ Map and database of planning components;

+ Appraisal report for the planning component; copies of opinions of relevant units and individuals;

+ Report on receipt and explanation of appraisal opinions.

- List of maps:

+ Map system specified in Section VIII, Appendix I of the Government’s Decree No. 37/2019/ND-CP dated May 07, 2019;

+ Map products with projection grid using the VN-2000 coordinate system according to regulations of the Ministry of Natural Resources and Environment;

+ The scale of the map complies with the Government’s Decree No. 37/2019/ND-CP dated May 07, 2019; presentation techniques in compliance with relevant laws;

+ The submitted map products must be packaged and standardized in GIS format as a basis for integration into the information system and national database on planning;

+ For the map and planning database of the planning components, it must meet the requirements and purposes of the identified contents to be integrated into the regional planning.

b) Quantity and specification of planning documents:

- Number of dossiers: Ensure that the quantity requirements are met for consultation on planning, submission for appraisal, submission for approval, publication and archiving of planning dossiers in accordance with law provisions.

- Format of dossiers:

+ Documents, reports and maps on planning, including color prints and electronic copies, meeting the requirements as prescribed in regulations on composition of planning dossiers; presentation techniques in compliance with relevant laws;

+ Database on planning: Comply with law provisions on planning, law provisions on surveying and cartography, and other relevant laws; packaged, standardized to ensure synchronous integration with the information system and national database on planning.

8. Cost of planning

Comply with law provisions on public investment, the law on planning and other relevant laws.

Article 2. Implementation organization

1. Based on the approved tasks in Article 1 of this Decision, the National Planning Council is responsible for directing the formulation of the Red River Delta Master Plan in the 2021-2030 period with a vision toward 2050 according to law provisions on planning and the provisions of current laws.

2. The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with ministries, ministerial-level agencies and People's Committees of provinces and centrally-run cities in the Red River Delta in performing the following tasks:

a) Formulate, organize the appraisal and approval of cost estimates for formulation of the Red River Delta Master Plan in the period of 2021 - 2030, with a vision toward 2050 (including the estimate for preparation of the regional planning strategic environmental assessment report) in accordance with law provisions on planning, law on public investment and other relevant laws.

b) Submit to the Prime Minister for consideration and approval the contractor selection plan in special cases for the formulation of the Red River Delta Master Plan in the period of 2021 - 2030, with a vision toward 2050, and prepare the regional planning environmental assessment report in accordance with the Government’s Resolution No. 119/NQ-CP dated September 27, 2021.

c) Develop tasks to study planning components to ensure integration into regional planning; implement the planning of the Red River Delta in accordance with the law on planning and the approved regional planning task, prepare the report on regional planning strategic environmental assessment, meet the required progress in the Government’s Resolution No. 119/NQ-CP dated September 27, 2021.

d) Submit to competent authorities for appraisal and approval the Red River Delta Master Plan in the period of 2021 - 2030, with a vision toward 2050 in accordance with law provisions on planning.

3. Ministries assigned by the Prime Minister to organize the formulation of the planning component in the Appendix to this Decision shall have to propose the Research Institute of the ministries to participate in the formulation of the planning component and send it to the Ministry of Planning and Investment for summarizing to develop a contractor selection plan in special cases; coordinate with the Ministry of Planning and Investment in directing the formulation of the planning component; organize the appraisal of the planning component in accordance with the law on planning, and send it to the Ministry of Planning and Investment for synthesis to integrate into the Red River Delta Master Plan in the period of 2021 - 2030, with a vision toward 2050.

4. The People's Committees of the provinces and centrally-run cities in the region are responsible for coordinating with the Ministry of Planning and Investment in the process of formulating the Red River Delta Master Plan; proactively coordinating and updating information of the Red River Delta Master Plan in the period of 2021 - 2030, with a vision toward 2050 to adjust, supplement and complete the provincial planning to ensure consistency and synchronism among the planning levels according to the Resolution No. 751/2019/UBTVQH14 dated August 16, 2019 of the National Assembly Standing Committee on the interpretation of a number of articles of the Law on Planning.

Article 3. Effect

1. This Decision takes effect from the date of signing.

2. National Planning Council; Ministers, heads of ministerial-level agencies, heads of government-attached agencies; the Chairpersons of the People's Committees of the provinces and centrally-run cities in the Red River Delta and the heads of relevant agencies and units are responsible for the implementation of this Decision./.
