DECISION
APPROVING THE MASTER PLAN ON DEVELOPMENT OF VIETNAMS PERFORMING ARTS TO 2010
THE PRIME MINISTER
Pursuant to the December 25, 2001 Law on Organization of the Government:
Pursuant to the July 12, 2001 Law on Cultural Heritages;
Pursuant to the Governments Decree No. 92/2002/ND-CP of November 11, 2002, detailing the implementation of a number of articles of the Law on Cultural Heritages;
At the proposal of the Minister of Culture, Sports and Tourism in Document No. 1229/BVHTTDL-NTBD of October 29, 2007,
DECIDES:
Article 1. To approve the master plan on development of Vietnams performing arts to 2010 with the following principal contents:
I. GUIDING VIEWPOINTS
1. To develop performing arts in order to contribute to building Vietnams advanced culture deeply imbued with national identity.
2. To preserve and promote the values of forms of traditional arts and simultaneously build and develop other forms of modern arts.
3. To enhance the socialization of art performance activities increase state management effectiveness. To mobilize to the utmost domestic overseas resources and the entire societys contributions to building and developing Vietnams performing arts.
II. OBJECTIVES
1. Overall objectives:
a/ To develop performing arts in the direction of prioritizing investment in maintaining and promoting forms of traditional performing arts; to build and develop a number of world classical art forms suitable to Vietnams conditions and train young talents for performing arts.
b/ To socialize performing arts in order to mobilize the entire societys material and intellectual potential in service of peoples increasing cultural activities.
c/ To intensify the promotion of Vietnams performing arts overseas and selectively absorb the quintessence of foreign advanced arts. To improve material and technical foundations for art performance activities.
2. Specific targets:
a/ For traditional arts:
- To preserve and develop traditional art forms, including tuong (traditional classical opera), cheo (traditional popular opera), cai luong (renovated theater) and Hue imperial court music. To maintain and disseminate valuable typical works of each form of art;
- To collect, restore, consolidate and develop a number of traditional art forms in danger of being lost such as ca tru (ceremonial song), chau van (spiritual music), hat xam (songs of blind street musicians), and folk songs and dances of ethnic minority groups.
b/ For modem arts:
- To develop modern song-dance-music. symphonic music, chorus. opera, ballet. folk opera and drama:
- To preserve and develop domestic works of artistic value. To invest in staging the worlds works of artistic value.
c/ To improve the quality of art works and art contests, performance events and festivals:
- To organize the creation and staging of 5-8 quality works of performing arts on themes of the 1.000th anniversary of Thang Long (the ancient name of Hanoi), the renewal (doi moi) and historical-cultural traditions;
-.To continue maintaining regional, national and international art performance events, festivals and contests.
d/ To improve domestic audiences art enjoyment and increase international exchange:
- Art performance before audience:
+ To raise peoples level of art enjoyment, ensuring that the national average rate of people watching professional art performance will reach 0.4 lime/person/year. The rate will be 0.2 time/ person/year in deep-lying and remote areas;
+To increase Vietnamese art troupes overseas performance in thenumber of shows and countries and territories.
- Art performance on radio and television:
+ To increase the volume and time of television broadcast in popular foreign languages on Vietnams performing arts for overseas Vietnamese and foreigners.
e/ To build technical and material infrastructure
To invest in modern equipment used for ait performance activities. To upgrade and improve existing theaters and build a number of theaters and cultural centers to facilitate peoples art enjoyment.
III. MAJOR .SOLUTIONS
1. To organize the network of an performance troupes toward socialization of art performance activities:
a/ Central art units attached to the Ministry of Culture. Sports and Tourism shall continue maintaining public typical and traditional art troupes, including tuong, cheo, cai luong, circus, traditional songs and dances, symphonic music, ballet, puppetry and opera.
b/ Local art units shall reduce the number of troupes (which shall be merged or changed into non-state art troupes i and maintain only one typical and traditional art troupe for each locality.
c/The Ministry of Culture. Sports and Tourism shall coordinate with the Ministry of Defense and the Ministry of Public Security in elaborating a master plan on organization of an units attached to the armed forces in the direction of reducing their number and increasing their efficiency and submit it to competent authorities for approval.
d/ For non-state an units:
-To encourage all forms of participation from non-state economic sectors in preserving and bringing into play national cultural values, and developing forms of traditional, folklore and national arts and sen ices for an performance:
- To encourage collectives and individuals to enter into joint ventures or associations for building theaters and art centers, organize an performance activities, and trade in equipment for an performance, sounds and lights.
2. Human resource training:
a/ To standardize soon lecturers of art and culture schools. To improve their knowledge in different ways, including training, domestic and overseas professional exchange and invitation of specialists.
b/ To supplement a number of subjects and disciplines to the curriculum of an schools such as ca tru, chau van. Hue imperial court music, water puppetry, music program direction, art administration and art performance marketing.
c/ To expand training forms:
To encourage semi-public and private training and association with various partners for short-and long-term training at home and abroad.
d/ To rationally incorporate traditional perfonning arts and folksongs into the education system.
3. Material foundations:
To build a number of theaters and cultural centers suitable to urban development and localities econo-cultural conditions and population size and density. To increase 10%-15% of investment in material foundations and technical equipment for art units depending on each units conditions and rating to ensure social and economic effects.
4. Mechanisms and policies:
a/ To mobilize and diversify forms of domestic and overseas contributions. Beneficiaries of entitlement polices are entitled to exemption from or reduction of contribution.
b/ To finance organizations and indiviiduals and exempt labor obligations for those performing for political purposes in deep-lying and remote areas.
c/To adopt mechanisms and polices to reward and take care of veteran artists who have made great contributions to the countrys art performance.
d/ The State recognizes and grants titles of honor to operating artists and artisan who have gained achievements according to Law on Emulation and Commendation, adopts policies or. allowances for and assistance to artists and anisans to preserve, perform present and maintain art performance heritages for younger generations.
5. Funding sources for implementation:
a/ Central budget funds allocated under plans.
b/ Local budget funds allocated under plans.
c/ Defense budget funds allocated under plans.
d/ Funds raised from individuals and social organizations.
e/ Funds raised from other lawful sources.
Article 2. Organization of implementation
1. The Ministry of Culture. Sports and Tourism shall assume the prime responsibility for, and coordinate with concerned agencies in:
a/ Directing the master plans implementation according to its approved contents.
b/ Elaborating, promulgating or submitting to competent authorities for promulgation, documents according to law. and organizing the master plans implementation nationwide.
c/ Coordinating with the National Committee for the Union of Vietnam Literature and Arts Associations, central specialized literature and arts associations, the Vietnam Fatherland Front, the Vietnam General Federation of Labor, the Vietnam Womens Union, the Vietnam Farmers Association and the War Veterans Association in implementing the master plan.
d/ Disseminating new guidelines, mechanisms and polices set forth in the approved master plan.
2. The Ministry of Planning and Investment shall coordinate with the Ministry of Culture, Sports and Tourism and concerned ministries in formulating and implementing investment plans on building material foundations for public art units.
3. The Ministry of Finance shall elaborate and promulgate according to its competence documents on financial polices to be supplemented for the socialization of art performance activities, tax support and incentive mechanisms and policies, and ensure sufficient funds, for the implementation of the approved master plan.
4. The Ministry of Education and Training shall closely coordinate with the Ministry of Culture. Sports and Tourism and concerned agencies in incorporating traditional performing arts and folksongs into the education sv stem, and supplementing disciplines and training modes in line with the master plans orientations.
5. The Ministry of Natural Resources and Environment shall coordinate with the Ministry of Culture. Sports and Tourism in elaborating and promulgating according to their competence documents concerning policies on land rent support and the land fund for the construction of cultural works.
6. The Ministry of Defense and the Ministry of Public Security shall coordinate with the Ministry of Culture. Sports and Tourism in arransine art units attached to the armed forces and increase exchange of expertise to ensure that these units will develop in conformity with the master plans overall orientations.
7. The Vietnam Television Station and the Voice of Vietnam Radio shall increase broadcast contents and volume of art programs (national music and dance and traditional theater) for domestic, overseas Vietnamese and foreign audience in line with the master plans objectives.
8. Provincial/municipal Peoples Committees shall, based on their socio-economic-cultural conditions, direct provincial/municipal Culture. Sports and Tourism Services in formulating and implementing local master plans in conformity with the Ministry of Culture. Spoils and Tourisms approved master plan.
Article 3. This Decision takes effect 15 days after its publication in CONG BAO.
Article 4. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, and presidents of provincial/municipal Peoples Committees shall implement this Decision.
