ON AMENDING AND SUPPLEMENTINGSOMEOF ARTICLES OF THE DECISION NO. 315/QD-TTGDATEDMARCH 01, 2011 OF THE PRIME MINISTER ON THE PILOTIMPLEMENTATIONOF AGRICULTURAL INSURANCE DURING 2011- 2013

THE PRIME MINISTER

Pursuant to the Law on GovernmentOrganizationdatedDecember 25, 2001;

Pursuant to the Law on insurance businessdatedDecember 09, 2000;

Pursuant to the Resolution No. 24/2008/NQ-CPdatedOctober 28, 2008of the Governmentpromulgating“the Government s action programboardfor the Resolution’s implementationof the 7^thPlenum of the X^thParty Central Committee on agriculture, farmers and rural areas”;

At the proposal of the Minister of Finance,

DECIDES:

Article 1.To amend and supplementsomeof articles of the Decision No. 315/QD-TTg, of March 01, 2011 of the Prime Minister on the pilotimplementationof agricultural insurance during 2011- 2013 as follows:

1.To amendPoint b,Clause 2 Article 1,as follows:

“b)To support 90% of insurance premiums for farmer households and farmers living justto thepoverty lineparticipate in agricultural insurance”.

2.To supplementClause 9 to Article 1 as follows:

“9. Farmer households, farmers, organizations that participate inpilotagricultural insurance for domestic animalsin accordance withthis Decision still are enjoyed support mechanisms and policies under the Decision No. 719/QD-TTg,datedJune 05, 2008 of the Prime Minister on the support policy for prevention, combat of epidemic disease of cattle, poultry; Decision No. 1442/QD-TTgdatedAugust 23, 2011 of the Prime Minister, on amending and supplementing a number of articles of the Decision No. 719/QD-TTgdatedJune 05, 2008 of the Prime Minister on the support policy for prevention, combat of epidemic disease of cattle, poultry; Decision No. 142/2009/QD-TTg,datedDecember 31, 2009 of the Prime Minister on mechanism, policies of support of plant varieties, livestock, fisheries for production restoration of areas damaged by natural disasters, epidemics and Decision No. 49/2012/QD-TTgdatedNovember 08, 2012 of the Prime Minister on amending and supplementingtheArticle 3 of the Decision No. 142/2009/QD-TTg of the Prime Minister on mechanism, policies of support of plants, livestock, fisheries for production restorationfor damagedareas damaged by natural disasters, epidemics.

Based on the actual insurance compensation level,Chairmenof the People’s Committee of provinces, cities in pilot localities shall decide the specific level to directly support farmer households, farmers, organizations, ensuring total of insurance compensation levels and direct support levels for domestic animals damaged by disaster, epidemics intheprinciplethatnot exceeding the economic value of domestic animals at time of damage.”

3.To amendClause 1,Article 3 as follows:

“1. This Decision takes effect onthe signing date.These insurance contractsshall besignedto the end ofDecember 31, 2013; summarizedandevaluatedbefore June 30, 2014”.

Article 2.This Decision takes effect onthe signing date.

Ministers, heads of ministerial-level agencies, heads of government-attached agencies and chairmenof People s Committeesof provincial-level and municipal cities (which are selected for pilotimplementationof agricultural insurance)shall implement this Decision.
