Decision No. 287/QD-TTg 2021 adjustments to the plan on water supply in the Mekong River delta

DECISION

Approving partial adjustments to the master plan on water supply in the Mekong River delta through 2030, with a vision toward 2050^[1]

THE PRIME MINISTER

Pursuant to the June 19, 2015 Law on Organization of the Government; and the November 22, 2019  Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration;

Pursuant to the June 18, 2014 Law on Construction;

Pursuant to November 20, 2018 Law Amending and Supplementing a Number of Articles of Thirty-Seven Laws Concerning Planning;

Pursuant to the Government’s Decree No. 117/2007/ND-CP of July 11, 2007, on supply and consumption of clean water, and Decree No. 124/2011/ND-CP of December 28, 2011, amending and supplementing a number of articles of Decree No. 117/2007/ND-CP;

Pursuant to the Government’s Decree No. 98/2019/ND-CP of December 27, 2019, amending and supplementing a number of articles of the decrees concerning technical infrastructure;

At the proposal of the Ministry of Construction in Document No. 64/TTr-BXD of December 31, 2020, approving partial adjustments to the master plan on water supply in the Mekong River delta through 2030, with a vision toward 2050.

DECIDES:

Article 1. To approve partial adjustments to the master plan on water supply in the Mekong River delta through 2030, with a vision toward 2050, under Decision No. 2140/QD-TTg of November 8, 2016 (the 2016 master plan), with the following principal contents enclosed with dossiers as follows:

1. To consolidate Region I (Northern Tien River) and Region II (between Tien River and Hau River) into the Northeastern Hau River, embracing Long An, Tien Giang, Ben Tre, Tra Vinh, Vinh Long, and Dong Thap provinces.

2. To additionally install a raw water pump station in Cai Be urban district, Tien Giang province with a capacity of up to 300,000 m³ per day by 2025, and 600,000 m³ per day after 2025.

3. To adjust the network of water supply pipelines and booster pump stations:

- To use clean water pipelines of the Tien River water plant 1 for supply of raw water to Tien Giang province and a part of Long An province, and use raw water pipelines crossing Tien River for supply to Ben Tre province for the 2020-2025 period (the list of water pipelines is provided in the Appendix to this Decision).

- To relocate booster pump stations as suitable to locations of raw water pipelines, including: Booster pump station ST1.1 located in Cai Lay township will be moved along raw water pipelines installed on Road 846 (Tien Giang province), and booster pump station ST1.2 will be installed within the Dong Tam water plant in My Tho city (Chau Thanh urban district, Tien Giang province).

Article 2. Organization of implementation

1. The Ministry of Construction shall:

- Publicize partial adjustments to the 2016 master plan after acquiring the Prime Minister’s approval, in an appropriate form and economical manner.

- Guide localities in reviewing, checking and adjusting other relevant master plans of their provinces in conformity with the plan on partial adjustments to the 2016 master plan.

- Continue to coordinate with provincial-level People’s Committees in the region in reviewing projects on investment in water plants and water supply development; incrementally limit the exploitation of groundwater and replace it with surface water sources in order to minimize land depression and groundwater pollution.

2. The Ministry of Planning and Investment shall review and update partial adjustments to the 2016 master plan to the master plan on the Mekong River delta in the 2021-2030 period, with a vision toward 2050.

3. Other relevant ministries and sectors shall within the ambit of their assigned functions and tasks, coordinate with the Ministry of Construction and provincial-level People’s Committees in the Mekong River delta in implementing partial adjustments to the 2016 master plan.

4. The People’s Committees of Long An, Tien Giang, Ben Tre, Tra Vinh, Vinh Long, and Dong Thap provinces shall:

- Review and adjust other relevant master plans of their localities in conformity with partial adjustments to the 2016 master plan as approved by the Prime Minister.

- Organize the implementation of the plan on partial adjustments to the 2016 master plan on water supply; participate in investing in construction of the inter-provincial water supply system and water pipeline network; implement agreements on provision of water supply services with inter-regional water supply units; and direct investment in and development of water supply in their localities under the approved plan on partial adjustments to the 2016 master plan.

- Coordinate with the Ministry of Construction in publicizing contents of the plan on partial adjustments to the 2016 master plan.

Article 3. This Decision takes effect on the date of its signing.

The Minister of Construction, relevant ministers, chairpersons of People’s Committees of Tien Giang, Long An, Ben Tre, Tra Vinh, Vinh Long, and Dong Thap provinces, and heads of related agencies shall implement this Decision.-
