THE PRIME MINISTER

Decision No. 282/QD-TTg of February 24, 2011, promulgating the Plan on implementation of the Political Bureau's Directive No. 48/CT-TW of October 22, 2010, on enhancing the Party's leadership over crime prevention and combat in the new situation

Pursuant to the December 25, 2001 Law on Organization of the Government;

Pursuant to the Political Bureau's Directive No. 48/CT-TW of October 22, 2010, on enhancing the Party's leadership over crime prevention and combat in the new situation;

At the proposal of the Minister of Public Security - Head of Steering Committee 138/CP,

DECIDES:

Article 1. To promulgate together with this Decision the Plan on implementation of the Political Bureau's Directive No. 48/CT-TW of October 22, 2010, on enhancing the Party's leadership over crime prevention and combat in the new situation.

Article 2. This Decision takes effect on the date of its signing.

Article 3. Ministers, heads of ministerial-level agencies and government-attached agencies, and chairpersons of provincial-level People's Committees shall implement this Decision.

Plan on implementation of the political bureau's Directive No. 48/CT-TW of October 22, 2010, on enhancing the party's leadership over crime prevention and combat in the new situation

(Promulgated together with the Prime Minister's Decision No. 282/QD-TTg of February 24, 2011)

On October 22, 2010, the Political Bureau of the Communist Party of Vietnam (the Xth National Congress) issued Directive No. 48/CT-TW on enhancing the Party's leadership over crime prevention and combat in the new situation. This Directive is very important to the entire Party and people as it sets forth guidelines for the achievement and performance of crime prevention and combat objectives, requirements and tasks to assure security and order in the new situation. The Prime Minister issues the Plan on implementation of this directive and continued implementation of Resolution No. 09/ NQ-CP, and the national program on crime prevention and combat, as follows:

I. OBJECTIVES AND REQUIREMENTS

1. Objectives       

a/ To institutionalize the Party's leadership of crime prevention and combat; to as cure the Party's absolute and direct leadership and raise the effectiveness of the state management of security and order, contributing to perfecting mechanisms and policies on crime prevention and combat in the new situation;

b/ To raise the entire population’s sense of law observance and respect and awareness about their duty to actively participate in the crime prevention and combat, building a healthy living environment and effectively serving the performance of socio-economic development tasks to achieve the goal of a prosperous people, a strong country and an equal, democratic and civilized society;

c/ To take the initiative in precluding and preventing the causes of and conditions for commission and development of crimes in order to incrementally curb and reduce crimes, especially new and serious crimes;

d/To mobilize all social resources, and bring into full play the combined strength of the entire political system and people for crime prevention and combat.

2. Requirements  

a/ To organize the study, dissemination and thorough grasp of the Political Bureau's Directive No. 48/CT-TW of October 22, 2010, among all ministries, committees, sectors, agencies, units and people in order to further raise the awareness and responsibility of Party Committees and administrations at all levels, social organizations, cadres, Party members and people for crime prevention and combat work; to improve the leadership and direction by Party Committers and administrations at all levels and mobilize the die combined strength of people of all strata for this work;

b/On the basis of correctly and adequately assessing the practical situation of crimes, crime prevention and combat results, causes of problems and limitations and lessons and experience drawn from 12 years' implementation of the Government's Resolution No. 09/NQ-CP on intensifying crime prevention and combat in the new situation, and the Prime Minister’s Decision No. 138/1998/QD-TTg of July 31, 1998, approving the national program on crime prevention and combat, to further effectively implement schemes I, III and IV and other schemes and projects already approved by the Prime Minister. At the same time, to implement new schemes and projects which are of urgent and breakthrough nature in 2011 and during 2011-2015;

c/ To step up communication to raise the awareness of agencies, organizations, administrations at all levels and all people about the causes of and conditions for commission of crimes, consequences of crimes and the necessity to intensity crime prevention and combat in the new situation; to heighten the role and responsibility of communication, education and crime prevention agencies;

d/ To raise the effectiveness and efficiency of the state management of security and order and the effectiveness of crime preclusion and prevention. To concentrate efforts on promptly and strictly investigating, uncovering and handling crimes of all kinds, especially crimes against the national security, corruption, organized crimes, drug-related crimes, human trafficking and deception to misappropriate large-value state property, etc.

II. MAJOR TASKS

1. To organize thorough study and grasp of the Political Bureau's Directive No. 48/CT-TW of October 22, 2010, among agencies, committees and sectors at the central and local levels in order to unify their perception and action. To direct effective implementation of the Government's programs and plans on crime prevention and combat; to monitor, urge, inspect and supervise and settle difficulties and problems arising in the implementation of these programs and plans by agencies, organizations, units and localities; to properly perform the state management of security and order, and promptly address loopholes which may be taken advantage of by criminals.

2. To enhance the state management of such business lines and services prone to violations as online game service, violent video games, dance halls, cultural services and obscene video tapes and disks. To concentrate on directing the prevention and combat of some crimes which tend to rise, such as transnational crimes, hi-tech crimes, socially caused crimes, drug-related crimes, corruption crimes, environmental crimes, juvenile delinquencies, human trafficking, armed robbery, etc. To speed up the investigation and handling of major criminal cases which are of public concern; and to properly make criminal statistics.

3. To institutionalize the Party's viewpoints on crime prevention and combat. To step up the building and perfection of the legal system on crime prevention and combat; to concentrate efforts on studying, elaborating or revising legal documents on crime prevention and combat and propose competent authorities to early promulgate them to meet the requirements of crime prevention and combat in the new situation. To continue stepping up the judicial reform; to raise the effectiveness and quality of investigation, prosecution and trial of criminal cases, enforcement of criminal sentences, and legal aid, in order to proactively prevent, detect, promptly stop and strictly handle all violations, neither allowing criminals to escape justice nor doing injustice against the innocent.

4. To strengthen crime prevention and combat organizations and forces for at all levels to properly and effectively perform their function of advising, directing, inspecting and performing crime prevention and combat; to adequately supply personnel for anti-crime forces at all levels, especially at the grassroots level; to work out plans on procurement of special-use equipment and vehicles for anti-crime task forces; to strengthen and heighten the leading role of these organizations and forces from the central to grassroots level. At the central level are the Steering Committee for Prevention and Combat of Crimes and Trafficking in Women and Children; and the National Committee for AIDS, Drug and Prostitution Prevention and Control, which is composed of a Deputy Prime Minister as its head, leaders of the Ministry of Public Security as standing members and leaders of concerned ministries, sectors and mass organizations as its members.

Ministries, sectors, agencies and mass organizations shall actively prevent, detect, promptly stop and strictly handle their cadres and Party members who cover up, or tolerate crimes or show negative practices in the performance of the crime prevention and combat tasks.

5. To consider crime prevention and combat an important task which should be prioritized in the implementation of socio-economic development strategies in localities, especially in villages, hamlets, wards, communes and population quarters; to combine the implementation of the national program on crime prevention and combat with other socio­economic target programs on hunger eradication and poverty alleviation, employment, building of a new cultured lifestyle in population quarters, drug prevention and control, etc., thus contributing to doing away with the causes of crimes; to raise this work's social prevention effect. To specify crime prevention and combat tasks and measures for concentrated leadership and direction.

6. To step up the mobilization of all social resources for crime prevention and combat renovate 'the contents and measures of communication and education of people of all strata about morality, healthy lifestyle, law
observant and active participation in crime prevention and combat. To develop and perfect policies to encourage, commend and reward
collectives and individuals that record merits in detecting and investigating crimes; and to protect individuals participating in crime prevention, and combat and their families. To adopt adequate policies towards collectives and individuals who get wounded or killed or suffer from property damage while preventing and combating crimes.

7. The Government shall work out annual plans to make adequate investment from the state budget in the national target program on crime prevention and combat, especially in grassroots areas and strategic localities and ministries and sensitive economic sectors, and at the same time devise plans to mobilize and make the best use of international aid and other lawful contributions of organizations, enterprises and individuals for crime prevention and combat work. To set up the crime prevention and combat fund to effectively support this work.

8. To step up scientific research and review crime prevention and combat work. To apply scientific, technical and technological advances to this work.

9. To expand cooperation with foreign countries and international organizations in the crime prevention and combat in order to effectively combat all crimes, especially organized transnational crimes, on the basis of judicial assistance agreements, treaties and national laws, and at the same time make the best use of foreign technical assistance to improve law enforcement institutions and capacity of law enforcers.

III. ASSIGNMENT OF RESPONSIBILITIES

1. The Ministry of Public Security

a/To assume the prime responsibility for, and coordinate with ministries, sectors and provincial-level People's Committees in, further effectively implementing Resolution No. 09/ NQ-CP, the national program on crime prevention and combat and the national target program on drug prevention and control, and the Government's program of action on human trafficking prevention and combat during 2011-2015; to guide ministries, sectors and mass organizations in elaborating, appraising and approving details of each scheme or project under the national target program on crime prevention and combat; to assure consistency between these schemes and projects; to inspect, urge, summarize, evaluate and report on results of implementation of the program to the Prime Minister;

b/ To assume the prime responsibility for, and coordinate with concerned agencies in, studying, formulating and proposing to the


Government for promulgation guidelines, policies and measures for crime prevention and combat in each period; to elaborate and submit to the Prime Minister for approval the national target program on crime prevention and combat during 2011-2015;

c/ To assume the prime responsibility for, and coordinate with the Ministry of Justice, the Supreme People's Procuracy, the Supreme People's Court and concerned ministries and sectors in, elaborating and perfecting legal documents on crime prevention and combat. In the near future, to draft and propose to the National Assembly for promulgation the Anti-Terrorism Law, the Law on Use of Weapons and Supporting Tools in Crime Prevention and Combat and the Law on Protection of Witnesses; to elaborate and issue legal documents guiding the implementation of the Law Amending and Supplementing a Number of Articles of the Penal Code, the Criminal Procedure Code and the Regulation on assessment of the protection of national security and social order and safety maintenance for socio-economic development projects; to adopt policies on protection of individuals participating in crime prevention and combat and their families; to coordinate with other ministries and sectors in elaborating and perfecting legal documents on crime prevention and combat which are promulgated by these ministries and sectors;

d/ To assume the prime responsibility for, and coordinate with concerned ministries, departments, sectors and localities in, stepping up social prevention work, step by step doing away the causes of and conditions for commission and development of crimes, concentrating efforts on strongly combating and repressing crimes, especially organized crimes, transnational crimes, crimes involving foreign elements, hi-tech crimes, environmental crimes and juvenile delinquencies; to coordinate closely
with these ministries, sectors and localities in detecting, investigating, prosecuting and strictly handling violations;      

e/ To direct police offices at all levels in fully grasping the criminal situation, performing basic professional operations, raising the effectiveness of the state management of security and order, closely managing changes and movements in local populations in order to prevent criminals from taking advantage of these changes and movements to commit crimes, and stepping up the administrative reform; and coordinating with agencies, enterprises, families, schools and society in mobilizing mass organizations and people to actively participate in crime prevention and combat. To further raise the effectiveness of the movement "All the people participate in protecting the national security"; to Consolidate and further build the people's security and security disposition, especially strategic locations and sectors. To mobilize people to actively participate in attacking and repressing crimes and pursuing and arresting wanted criminals. To work out inter-disciplinary plans for coordinated crime prevention and combat in the youth, pupils and students; to build physical foundations for the management, education and reformation of offenders, detainees, persons held in custody or confined to educational facilities;

f/ To build strong and specialized forces to prevent and combat crimes, especially organized crimes, transnational crimes, serious crimes and particularly serious crimes. To assume the prime responsibility for reviewing Scheme III on prevention and combat of organized crimes, dangerous crimes and international crimes and Scheme IV on prevention and combat of crimes against children and juvenile delinquencies, and to study, elaborate and submit to the Government for approval schemes to meet the requirements of crime prevention and combat in the current period and in subsequent periods;

g/ To specifically guide the strengthening and consolidation of the steering committees for prevention and combat of crimes, drug addiction and social evils in provinces and centrally run cities into a sole steering committee to assure centralized and unified direction and avoid overlapping; operations;

h/ To coordinate with the Vietnam Fatherland Front and mass organizations in mobilizing people to actively participate in crime prevention and repression; to review and widely apply effective models of crime prevention and combat;

i/ To assume the prime responsibility for, and coordinate, with the Ministries of Labor, War Invalid and Social Affairs; Health; and Education and Training in, properly organizing education and job training for prisoners and persons confined to educational facilities or reformatories; to organize review and evaluation of job-training models and widely apply effective models; to elaborate and issue documents on entitlements and policies for collectives and individuals who get wounded or killed or suffer from property damage while participating in crime prevention and combat;

j/ To direct police offices at all levels in closely coordinating with the functional forces of the Ministry of National Defense (the Border Guards and the Marine Police) in the prevention and combat of crimes in border and sea areas; to continue implementing regulations on coordinated performance of tasks jointly issued by the two ministries.

2. The Ministry of National Defense

a/ To direct the Border Guards and the Marine Police in assuming the prime responsibility for, and coordinating with the public security force and other sectors in, performing the crime prevention and combat tasks under law; to raise the effectiveness of the prevention and combat of crimes, especially organized crimes, dangerous crimes, illegal drug trading and transportation, human trafficking and smuggling in localities under their management, border areas, sea areas and islands; to renovate the coordinated communication among and mobilization of local people in order to raise their awareness about crime prevention and combat and the sense of law observance and promote their active participation in crime prevention and combat in these localities;

b/To coordinate with ministries, sectors and provincial-level People's Committees in implementing socio-economic development schemes, stabilizing and improving material and spiritual life of inhabitants of border and sea areas and islands.

3. The Ministry of Labor. War Invalids and Social Affairs



a/To assume the prime responsibility for, and coordinate with the Ministry of Public Security, the Ministry of Health and concerned ministries and sectors in, organizing job training, detoxification and rehabilitation for drug addicts currently undergoing detoxification at education-labor-social relief centers or medical establishments;

b/ To review and evaluate effective job-training models nationwide for wide application; to coordinate with administrations at all levels and all sectors in creating jobs and reducing unemployment rate, especially for the youth;

c/ To assume the prime responsibility for, and coordinate with the Ministry of Public Security in, elaborating and proposing to the Government for promulgation documents on entitlements for and policies to support collectives and individuals who get wounded or killed or suffer from property damage while participating in crime prevention and combat;

d/ To assume the prime responsibility for, and coordinate with concerned ministries and sectors in, performing other assigned tasks related to crime prevention and combat;

e/To assume the prime responsibility for, and coordinate with the Ministry of Agriculture and Rural Development, the Committee for Ethnic Minorities, concerned ministries and sectors and provincial-level People's Committees in, elaborating and effectively implementing the programs on hunger eradication and poverty alleviation.

4. The Ministry of Planning and Investment

a/ To assume the prime responsibility for, and coordinate with the Ministry of Finance in, proposing plans on annual funding and investment (investment capital and non-business capital) for the national target program on crime prevention and combat to the Prime Minister for consideration and decision;

b/ To assume the prime responsibility for, and coordinate with other ministries and functional sectors in, mobilizing domestic and international resources for crime prevention and combat;         

c/ To coordinate with the Ministry, of Public Security in guiding other ministries and sectors in formulating, appraising, approving and implementing schemes and projects under the national target program on crime prevention and combat during 2011-2015; to inspect, supervise and evaluate the implementation of this program.

5. The Ministry of Finance

a/ To assume the prime responsibility for, and coordinate with the Ministry of Planning and Investment in, proposing annual budget allocations (regular funding) for the national target program on crime prevention S3 combat;

b/ To assume the prime responsibility for, and coordinate with concerned ministries and sectors in, guiding the application of an appropriate financial management the mechanism and concurrently inspecting, supervising and reporting to the Prime Minister on the use of funds allocated for crime prevention and combat;

c/ To direct the General Department of Customs in taking inspection and control measures to detect, stop and arrest criminals in localities under customs management and control;

d/ To assume the prime responsibility for, and coordinate with the Ministry of Public Security and concerned ministries and sectors in, elaborating and submitting to the Prime Minister for issuance a decision to set up a crime prevention and combat fund; to guide the management and use of this fund.

6. The Ministry of Education and Training

a/ To assume the prime responsibility for, and coordinate with concerned ministries and sectors in, elaborating and implementing plans on coordination and regulations on management of pupils, students and teachers in schools, preventing them from committing violations and social evils and at the same time, to step up public information and education about morality, healthy lifestyle, prevention and combat of crimes and violence in schools, and build a healthy educational environment;

b/ To further integrate the content of crime and social evil prevention and combat into education programs for all school grades and training (labels during 2011-2015.

7. The Ministry of Justice

a/To coordinate with the Ministries of Public Security; Home Affairs; and Labor, War Invalids and Social Affairs, and concerned ministries and sectors in further building and perfecting the system of legal documents on crime prevention and combat; to assume the prime responsibility for, and coordinate with these ministries and sectors in drafting and finalizing the Law on Human Trafficking Prevention and Combat before submitting it to the National Assembly for passage, and elaborating documents guiding the Law Amending and Supplementing a Number of Articles of the Penal Code as assigned;

b/ To discharge the responsibilities of the standing body of the Government's Council for Law Dissemination and Education; to coordinate with the Ministry of Public Security and concerned ministries and sectors in organizing law propaganda, dissemination and education in all regions and areas and among people of all strata, especially inhabitants in deep-lying and remote areas and persons with criminal records.

8. The Ministry of Agriculture and Rural Development

a/To assume the prime responsibility for, and coordinate with the Ministry of Labor, War Invalids and Social Affairs, the Committee for Ethnic Minorities, concerned ministries and sectors and provincial-level People's Committees in, elaborating and effectively implementing the programs, plans and projects on development of agriculture, forestry and fishery, building of a new countryside, restructuring of crops and livestock in areas in which inhabitants used to grow narcotic-bearing plants in order to stabilize and raising the living standards for inhabitants in highland, deep-lying or remote areas;

b/To coordinate with the Ministry of Labor, War Invalids and Social Affairs, the Committee for Ethnic Minorities, concerned ministries and sectors   and   provincial-level   People's Committees in elaborating and effectively implementing the programs on hunger eradication and poverty alleviation.

9. The Ministry of Health

a/ To assume the prime responsibility for AIDS prevention and control, coordinate with the Ministry of Public Security and the Ministry of Labor, War Invalids and Social Affairs in preventing and combating prostitution, and take the initiative in elaborating and submitting to the Government for promulgation documents guiding the process of detoxification for drug addicts, especially those addicted to synthetic drugs;

b/ To review and assess therapies for drug detoxification; to research, prove and provide instructions for using remedies for hunger for drugs and drug detoxicants;

c/ To coordinate with concerned ministries and sectors in organizing medical treatment for inmates and drug addicts currently undergoing detoxification and learning at medical treatment establishments, educational facilities and reformatories.

10. The Ministry of Industry and Trade

a/ To take the initiative in preventing, detecting and combating violations in export and import activities, and trade frauds; to assure quality of products and goods, protect consumer interests and combat infringements of industrial property rights;

b/ To study measures to guarantee benefits of Vietnamese enterprises in the process of international economic and commercial integration in compliance with international law and laws of partner countries;

c/To assume the prime responsibility for. and coordinate with the Ministry of Agriculture and Rural Development, concerned ministries and sectors and provincial-level People's Committees in, properly providing the services of supplying, selling and processing products of farmers as a result of the implementation of the crop and livestock restructuring programs
and schemes.       

11. The Ministry of Information and Communications

a/ To direct the consolidation and development of the contingent of legal affairs reporters and editors of the central and local mass media; to increase time volume for crime prevention and combat broadcasts of central and
local television and radio stations; regularly train those reporters and editors in law knowledge and journalism in order to assure truthful public information on the Party's line and policies and the State's law on crime
prevention and combat. To direct information as well as the development, improvement and maintenance of specialized pages and columns of newspapers, broadcasting swoons and newswires to disseminate the law on crime prevention and combat;         

b/ To assume the prime responsibility for, and coordinate with the Ministry of Public Security and concerned ministries and sectors in, closely and effectively controlling net information; to coordinate with other ministries and sectors in assuring information security and taking measures to prevent acts of taking advantage of the cyber space to infringe upon the national security and social order and safety.

12. The Ministry of Construction

a/ To prevent negative practices and acts of corruption in capital construction and urban development planning; to strictly handle wrongdoings and violations in these domains;

b/ To closely coordinate with the Ministry of Public Security in elaborating and implementing the Regulation on assessment of the protection of national security and maintenance of social order and safety with regard to socio-economic development projects.

13. The Ministry of Culture, Sports and Tourism

To assume the prime responsibility for, and coordinate with ministries, sectors, the Central Committee of the Vietnam Fatherland Front and relevant mass organizations in, stepping up cultural, artistic, physical training, sport and tourist activities combined with the building of cultured lifestyles in agencies, organizations, units, schools, population quarters and families, thereby contributing to preventing and combating crimes and other social evils; to enhance close management, inspection and control cultural services to prevent crimes and other social evils.

14. The Ministry of Transport

a/To propagate the law on and work of crime prevention and combat among workers and employees in the transport sector and other related sectors, road users and inhabitants in the vicinity of stations, terminals, ports, etc;

b/ To take the initiative in coordinating with the public security force in organizing patrol and control in major stations, storing yards, ports and transport routes in order to promptly detect and prevent acts of taking advantage of transport activities to commit crimes;

c/ To study and organize scientific observance of traffic and transport information and signaling rules, especially in urban centers and strategic areas, to prevent crimes in transport activities;

d/ To regularly and closely coordinate with the public security force in detecting, combating and repressing acts of taking advantage of transport vehicles and routes and places in which transport vehicles operate to commit crimes, especially national railways, trunk roads, major seaports and airways.

15. The Committee for Ethnic Minorities

To coordinate with the Ministry of Agriculture and Rural Development, the Ministry of Labor. War Invalids and Social Affairs and the Ministry of Justice in studying, proposing and implementing policies on restructuring or replacing crops and plants to achieve higher economic efficiency; to coordinate with ministries, sectors and provincial-level People's Committees in stepping up the dissemination of and education about the law on prevention and combat of crimes, drug addiction and social evils in ethnic minority and mountainous areas.

16. The Ministry of Home Affairs

a/ To assume the prime responsibility for, and coordinate with the Ministries of Public Security; National Defense; Finance; and Labor, War Invalids and Social Affairs, and the Government Inspectorate in, elaborating regulations on disciplining of cadres, civil servants and public employees for their involvement in crimes or joint responsibility when their spouses or children are examined for penal liability;

b/To coordinate with the Ministries of Public Security; National Defense; and Finance in reorganizing and assuring sufficient cadres and civil servants directly engaged in crime prevention and combat;

c/ To coordinate with the Ministries of Public Security; National Defense; Finance; and Labor, War Invalids and Social Affairs in guiding other ministries, sectors, provinces and centrally run cities in strengthening the organization of and employing more cadres to monitor and perform crime prevention and combat work in all sectors and administrations at all levels, especially in strategic communes, wards and townships with complicated crime developments, according to their decentralized personnel management responsibilities.

17. The Ministry of Science and Technology

To assume the prime responsibility for, and coordinate with ministries, sectors and provincial-level People's Committees in, stepping up scientific research and application of technological and scientific advances to crime prevention and combat work, especially in intellectual property, standardization, metrology and quality control, atomic energy, radiation and nuclear safety under law.

18. The Ministry of Foreign Affairs

To coordinate with the Ministries of Public Security; National Defense, concerned ministries and sectors, and provincial-level People's Committees in elaborating programs on external affairs activities, expansion of cooperation with foreign countries and international organizations in crime prevention and combat, especially bordering countries. countries with many Vietnamese people and countries experienced in crime prevention and combat, in order to intensify the coordinated combat of transnational crimes, pursuit and arrest of internationally wanted criminals and step up judicial cooperation and assistance and extradition of criminals.

19. The Ministry of Natural Resources and Environment

a/ To take part in formulating strategies and policies on national defense, security and foreign affairs related to the national sovereignty, sovereign rights and jurisdiction of Vietnam over its sea areas and islands;       

b/To take the initiative in coordinating with the Ministry of Public Security in preventing, detecting and stopping violations in the exploitation of natural resources, minerals marine resources, management on and  environmental and ecological protection.

20. The Government Office

To assume the prime responsibility for, and coordinate with the Ministry of Public Security and related ministries and sectors in, assisting Government Steering Committee 138 in guiding, directing, inspecting, urging and monitoring the implementation of Decision No. 138; to propose



integrated and combined implementation of programs and plans on and use of resources for crime prevention and combat according to general requirements and objectives; to assist Government Steering Committee 138 in directing and coordinating crime prevention and combat activities of ministries, sectors and mass organization is and summarizing and reporting on crime prevention and combat work to the Prime Minister. "

21. The Government Inspectorate

To properly inspect, examine, prevent and stop violations of law and prevent and combat corruption, smuggling and other violations. To concentrate efforts on inspecting key sectors, areas, programs and projects prone to crimes, especialr$3corruption. To coordinate with the Ministry of Public Security and other law enforcement agencies in inspecting and examining the law observance by ministries, sectors and localities.

22. The State Bank of Vietnam

To assume the prime responsibility for studying and elaborating documents to direct and guide the entire banking system; to coordinate with the Ministry of Public Security, concerned ministries, sectors and localities in studying, elaborating, approving and implementing the scheme on prevention and combat of crimes in credit and banking operations; to coordinate with the Ministry of Public Security and the Ministry of Finance in preventing crimes in the management of financial, credit and banking operations and money laundering.

23. Provincial-level People's Committees

a/ To advise provincial or municipal Party Committees on elaborating and issuing resolutions and directives of these Committees' Executive Boards on the implementation of Directive No. 48/CT-TW in their localities; to formulate specific programs of action or plans on the implementation of programs or resolutions of provincial or municipal Party Committees; to direct lower-level People's Committees in advising and assisting Party Committees at the same level in properly implementing the Political Bureau's Directive No. 48/CT-TW and directing documents of provincial-level Party Committees;

b/ To specify crime prevention and combat task set in Directive No. 48/CT-TW and the Government's implementation plan and include them in their annual and periodical socio­economic development plans; to consider crime prevention and combat an important task in their socio-economic development and security and defense strategies;

c/ To direct provincial-level departments, bureaus, sectors and People's Committees at all levels to launch campaigns to study Directive No. 48/CT-TW and work out plans on its implementation;

d/ To coordinate with concerned ministries and sectors in effectively implementing the schemes and projects under the national target program on crime prevention and combat through 2015 and subsequent periods; to integrate these schemes and projects with programs, resources and projects under their management; to mobilize local resources to support the implementation of the program;

e/ To seriously observe the content of Directive No. 48/CT-TW on the responsibility of officials and Party members for crime prevention and combat and handle these persons for their joint liability in crime prevention and combat work.

24. The Supreme People's Procuracy and the Supreme People's Court shall work out their plans on implementation of the Regulation on working coordination between the Government and these agencies (promulgated together with Joint Resolution No. 15/NQLT-CP-TANDTC-VKSNDTC of March 31, 2010) in elaborating and perfecting legal documents on crime prevention and combat, and proposing the National Assembly Standing Committee to interpret laws; take the initiative in guiding the application of criminal and criminal procedure laws to the investigation, prosecution and trial of crimes. At the same time, these agencies shall closely coordinate with the Ministry of Public Security and the Government-attached functional agencies in directing and stepping up crime prevention and combat, especially the prompt and strict investigation, prosecution and trial of crimes of all kinds.

25. The Central Committee of the Vietnam Fatherland Front and its member organizations shall elaborate programs of action and coordinate with one another in widely spreading typical models and examples in the crime prevention and combat movement; and further effectively perform crime prevention and combat work combined with the movement "All the people unite to build a cultured life in population quarters."

Socio-political organizations and mass organizations shall actively coordinate with ministries, sectors and localities in properly performing their tasks and satisfying the requirements set forth in Directive No. 48/CT-TW

- The Central Committee of the Vietnam War Veterans' Association shall direct its chapters at all levels in coordinating with task forces in preventing and combating crimes, with mass organizations in conducting public information work to prevent and stop crimes, and at the same time educate and help criminals rehabilitate and integrate themselves into the community. To review and widely spread effective models and good examples of crime prevention and combat in its association, contributing to maintaining social security, order and safety in population quarters.     

- The Central Committee of the Vietnam Women's Union shall actively participate in crime prevention and combating, detecting and denouncing crimes; continue coordinating with the Ministry of Public Security in implementing Joint Resolution No. 01 on management and education of children by their families to keep them away from crimes and social evils with diversified and appropriate activities and forms; actively support women in developing family-based economy and building prosperous, equal and happy families.

- The Central Committee of the Vietnam Peasants' Association shall communicate and mobilize its cadres and members to actively participate in crime prevention and combat, detecting and denouncing criminals; persuade criminals to turn themselves in; manage, educate and turn criminals in population communities into good citizens useful for society, and maintain security and order in rural areas; promptly uncover and settle disputes among rural population; mobilize peasants to actively emulate in production and unite and help one another in eradicating hunger, alleviating poverty and lawfully getting rich, and step up the movement "Building cultured farmer families grassroots level".

- The Vietnam General Confederation of Labor shall educate officials, workers, employee and laborers to raise their sense of law observance; organize the signing of commitments and accords on emulation to build safe agencies, units or enterprises up to security and order requirements.

- The Central Committee of the Ho Chi Minh Communist Youth Union shall elaborate schemes to raise the effectiveness of communication and education about law, morality, and healthy lifestyle among the youth and adolescents; effectively organize youth volunteer groups and teams to directly participate 'n crime prevention and combat; effective implement Joint Resolution No. 02 of the -ministry of Public Security and the Central Committee of the Ho Chi Minh Communist Youth Union on prevention and stopping of crimes and social evils in the youth and adolescents.

- The Vietnam Elderly People's Association shall continue implementing the program of action for coordinated crime prevention and combat it has signed with the Ministry of Public Security; guide its chapters in effectively organizing crime prevention and combat activities.

26. Vietnam Television, Voice of Vietnam and press agencies shall step up public information and communication in diversified forms with pervasive effects on people of all strata; coordinate with functional agencies in formulating programs on broadcasting or publishing news, articles and reportages for the law education purpose, on crime prevention and combat and publicizing good examples, models and experience in crime prevention and combat; warn danger and take precautions against criminals' tricks and plots; and organize national contests of radio or television reportages and festivals of television films and radio broadcasts about the prevention and combat of crimes and social evils.

IV. ORGANIZATION OF IMPLEMENTATION

1. Ministries, ministerial-level agencies, government-attached agencies and provincial-level People's Committees shall direct proper performance of their assigned tasks and jobs to achieve the objectives and requirements set forth in this Plan, and biannually and annually review and report on the plan implementation to the Ministry of Public Security for summarization and reporting to the Prime Minister.

2. Ministries, sectors and agencies in charge of schemes and projects under the national target program on crime prevention and combat during 2011-2015 shall coordinate with concerned ministries and sectors and provincial-level People's Committees in elaborating, appraising, approving and effectively implementing these schemes and projects; and periodically reporting on implementation progress and results to the Ministry of Public Security - the crime prevention and combat standing body, for summarization and reporting to the Prime Minister.

3. Ministries, ministerial-level agencies and government-attached agencies shall base themselves on their functions and tasks to take the initiative in taking anti-crime measures in their attached agencies and units and to devise plans on coordination with concerned agencies in seriously implementing the Political Bureau's Directive No. 48/CT-TW, the Government's Resolution No. 09/NQ-CP and the national target program on crime prevention and combat.

4. The Ministry of Public Security shall assume the prime responsibility for, and coordinate with ministries, sectors, provinces and centrally run cities in, implementing this plan; organizing regular and periodical reviews of implementation results; summarizing and reporting them to the Prime Minister; assume the prime responsibility for, and coordinate with the Government Office and concerned ministries and sectors in, elaborating and issuing documents establishing the Inter-Disciplinary Standing Committee to assist the Prime Minister and the National Steering Committee for Prevention and Combat of Crimes and Trafficking in Women and Children, and defining their functions and tasks; monitor, inspect, urge and direct the implementation of the Political Bureau's Directive and tasks assigned to them in this Plan.      

5. Funds for directing and organizing the implementation of this Plan shall Unallocated from annual crime prevention and combat budgets of ministries, sectors and localities.
