Decision No. 2501/QD-BNN-TCCB dated September 17, 2010 of the Ministry of Agriculture and Rural Development on establishing a Program Coordination Office of the national targeted program on new rural development for period 2010 - 2020

DECISION

ESTABLISH A PROGRAM COORDINATION OFFICE OF THE NATIONAL TARGETED PROGRAM ON NEW RURAL DEVELOPMENT FOR PERIOD 2010 - 2020

MINISTER FOR AGRICULTURE AND RURAL DEVELOPMENT

Pursuant to Decree No. 01/2008/ND-CP dated 03 May 01, 2008 of Government regulating functions, tasks, powers and organizational structure of the Ministry of Agriculture and Rural Development, Decree No. 75 / 2009/ND-CP dated September 10, 2009 of the Government to amend Article 3 of Decree No. 01/2008/ND-CP dated 03 May 2001 by the Government in 2008;
Pursuant to Decision No. 800/QD-TTg dated June 4, 2010 by the Prime Minister approved the National Targeted Program on new rural development for the period 2010-2020;
Pursuant to Decision No. 1013/QD-TTg July 1, 2010 of the Prime Minister on the establishment of the Central Steering Committee for the National Targeted Program on new rural development, for the period 2010-2020;
At the request of the Director of Personnel and Organization,

DECIDE:

Article 1.Establish a Program Coordination Office of the national targeted on new rural development for the period 2010-2020 (hereinafter referred to as the Program Coordination Office) to help the Central Steering Committee, and also to assist the Minister for Agriculture and Rural Development in implementing the tasks and functions of the program’s focal agency.

Program Coordination Office is located at the Department of Cooperatives and Rural Development, has its own seal, and is allowed to open accounts at the State Treasury and the Banks in accordance with the law.

Funding for the operation of the Central Steering Committee and Program Coordination Office will be provided by the State budget as prescribed by laws and regulations.

Article 2.Duties of the Office of Program Coordination

1. Preparing annual working programs and plans of the Central Steering Committee; preparing content, program of conferences, seminars and submitting reports as being required by the Chairman of the Central Steering Committee.

2. Preparing annual plans for program implementation; plans for coordinating, inspection, supervision and providing guidance to agencies, local governments for program implementation.

3. Conducting researches, proposing mechanisms and policies and coordinating mechanisms to coordinate inter-ministerial activities to implement effectively the national targeted program on new rural areas for the period 2010-2020.

4. Conducting researches, making proposals to the Minister to report to the Central Steering Committee for solving important problems, and preparing inter-ministerial reports on operation of the Central Steering Committee.

5. Synthesis report on implementation of the NTP results and make recommendations on emerging issues.

6. Preparing financial needs to cover operations of the Central Steering Committee as well as of Program Coordination Office to submit to the Chairman of the Steering Committee for approval and implementation.

7. Preservation of records and documents of the Central Steering Committee in accordance with the law.

8. Management of funds, facilities, vehicles and equipment of the Program Coordination Office under the provisions of law.

9. Perform other duties assigned by the Chairman of the Central Steering Committee and the Minister for Agriculture and Rural Development.

Article 3.Organization structure

1. Human resources for the Program Coordination Office include officials from other relevant ministries, a number of officials from other agencies or units within the Ministry to work as part-time officials; and employees of the Department of Cooperatives and Rural Development to work as full-time officials.

2. Chief of the Program Coordination Office (hereinafter referred to as the Office Chief) is Director General for Cooperatives and Rural Development. Office Chief is fully responsible to the Central Steering Committee, the Minister of Agriculture and Rural Development and laws for all activities of the Program Coordination Office.

Office Chief is responsible for coordinating activities of the members are officials from the ministries, departments and agencies, units of the Ministry appointed part-time work in the Program Coordination Office.

3. Deputy Chiefs of the Office are between one and two, among which, one Deputy Chief in charge is the Deputy Director General for Cooperatives and Rural Development. Deputy Chief is fully responsible to the Office Chief and laws for their assigned tasks and duties.

4. Director General of Cooperatives and Rural Development assign a number of officials and employees within the Department of Cooperatives and Rural Development to work as full-time officials of the Program Coordination Office. Director General of Cooperatives and Rural Development may hires other qualified employees to work at the Program Coordination Office under the provisions of law.

Article 4.Director General of Cooperatives and Rural Development (Office Chief) prepare and submit the Program Coordination Office’s operating regulations to the Minister for approval.

Article 5.This decision takes effect from the date of signing.

Article 6.Ministry s Office, Department of Organization and Personnel, Director of Cooperatives and Rural Development and the heads of agencies and units concerned under the Ministry shall implement this Decision./.
