SUMMARY

Implement the Program to ensure the supply of vaccines until 2030

Decision No. 1728/QD-BYT on the promulgation of the Ministry of Health’s Plan to implement the Program to ensure the supply of vaccines until 2030 according to the Prime Minister's Decision No. 1286/QD-TTg dated October 25, 2022, is issued on April 06, 2023 by the Ministry of Health.

Accordingly, on an annual basis, the Drug Administration of Vietnam shall assume the prime responsibility for, and coordinate with relevant units in, urging the annual report on the results of the Program implementation by localities; and establish the Steering Committee to implement the Program by May 2023.

The Administration of Science, Technology and Training, the Department of Legal Affairs; the Drug Administration of Vietnam; the General Department of Preventive Medicine and relevant units shall research and issue specific mechanisms, priorities and incentives for the research and production of vaccines, especially, vaccines for emerging, dangerous and highly infectious diseases; new vaccines not available in Vietnam; combination vaccines; vaccines for diseases uncovered in the Expanded Program on Immunization.

Besides, the Department of Planning and Finance, the Department of Legal Affairs and related units shall propose to develop regulations related to bidding and procurement of vaccines, complete in the period of 2023-2025.

This Decision takes effect on the signing date.

Pursuant to the Government’s Decree No. 95/2022/ND-CP dated November 15, 2022, defining the functions, tasks, powers and organizational structure of the Ministry of Health;

Pursuant to the Prime Minister’s Decision No. 1286/QD-TTg dated October 25, 2022, on approving the Program to ensure the supply of vaccines until 2030;

At the request of the Director of the Drug Administration of Vietnam - the Ministry of Health.

 

DECIDES:

 

Article 1. To promulgate the Plan of the Ministry of Health to implement the Program to ensure the supply of vaccines until 2030 according to the Prime Minister's Decision No. 1286/QD-TTg dated October 25, 2022, together with this Decision.

Article 2. This Decision takes effect from the date of its signing for promulgation.

Article 3. The Chief of the Ministry Office, the Director of the Drug Administration of Vietnam, the Directors of the Departments of Health of the provinces and centrally-run cities and the heads of Relevant units are responsible for the implementation of this Decision./.

Implementation organization

 

5.1. The head of the unit in charge is assigned to organize the implementation of activities to ensure quality and work schedule, and coordinate with the Department of Planning and Finance in estimating the fund for each activity. In case of difficulties, unit in charge shall proactively report to the Ministry of Health for advice and direction.

5.2. The Department of Planning and Finance shall guide units in estimating and allocating funds to carry out activities as prescribed.

5.3. The units shall implement activities; annually, develop plans and estimates and submit them to competent authorities for approval on contents and funding according to non-business medical, non-business scientific and other lawful funding sources.

5.4. The unit in charge is responsible for sending a report on the performance of the assigned task to the Drug Administration of Vietnam before every January 15.

5.5. The Drug Administration of Vietnam is responsible for monitoring, urging and summarizing the performance of tasks of the units, periodically reporting to the Ministry of Health the results of the implementation of the Plan before every March 15.

5.6. The units shall actively carry out planning to implement the contents assigned to the Ministry of Planning and Investment, the Ministry of Finance, the Ministry of Science and Technology, the People's Committees of the provinces and centrally-run cities mentioned in the Program to ensure the supply of vaccines until 2030 according to the Prime Minister's Decision No. 1286/QD-TTg dated October 25, 2022.
