SUMMARY

National Strategy on Green Growth in the 2021 – 2030 period

The Decision No. 1658/QD-TTg on approving the National Strategy on Green Growth in the 2021 - 2030 period, with a vision toward 2050 is promulgated by the Prime Minister on October 01, 2021.

Specifically, by 2050, strive to reduce the intensity of greenhouse gas emissions per GDP by at least 30% compared to 2014. Also, the primary energy consumption per average GDP in each period (10 years) will reduce 1.0%/year; the proportion of renewable energy in the total primary energy supply will reach 25 - 30%; digital economy reaches 50% of GDP; forest cover rate will remain at 42 - 43%; at least 60% of the total irrigated dry crop area will apply advanced and water-saving irrigation methods.

To achieve the above objectives, the Ministry of Planning and Investment is assigned to develop and submit to the Prime Minister for promulgation the National Green Growth Action Plan for the 2021 - 2030 period within 6 months after the Strategy is approved. The Ministry of Finance shall develop and complete tools for preferential financial policies, programs, and solutions to promote capital markets and green insurance; use tax instruments to correct unreasonable consumption behavior, harmful to health, culture, and environment, etc.

Besides, ministries and sectors shall, within their assigned tasks, develop specific solutions to implement the Strategy, focusing on the groups of solutions such as: Development and perfection of institutions and policies; Communication, education and awareness raising; Development of green human resources and employment; etc.

This Decision takes effect from the signing date.

DECISION

Approving the National Strategy for Green Growth for the 2021-2030 period, with a vision toward 2050[1]

 

THE PRIME MINISTER

Pursuant to the June 19, 2015 Law on Organization of the Government, and the November 22, 2019 Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration;

Pursuant to the Resolution No. 24-NQ/TW of June 3, 2013, of the 14th Party Central Committee, on proactively responding to climate change and enhancing natural resource management and environmental protection;

Pursuant to Conclusion No. 56-KL/TW of August 23, 2019, of the Party Central Committee’s Political Bureau, on continued implementation of the Resolution of the 7th Plenum of the 11th Party Central Committee, on proactively responding to climate change and enhancing natural resource management and environmental protection;

At the proposal of the Minister of Planning and Investment,

 

DECIDES:

Article 1. To approve the National Strategy for Green Growth for the 2021-2030 period, with a vision toward 2050 (below referred to as the Strategy), with the following contents:

I. VIEWPOINTS

1. Green growth contributes to boosting economic restructuring combined with renewal of growth model, raising competitiveness and resilience to external impacts, realizing the 2021-2030 socio-economic development strategy, national master plans, and sectoral development strategies. 

2. Green growth is an important mode to realize sustainable development, directly contributing to the reduction of greenhouse gas emission toward a carbon-neutral economy in the long run.

3. Green growth follows the human-centered approach, helping reduce human vulnerability to climate change; encouraging every individual to lead a responsible lifestyle toward the community and society, orienting future generations toward a green living culture and forming a civilized and modern society in harmony with the nature and environment.

4. Green growth must be based on modern institutions and governance, advanced science and technology, and high-quality human resources and suit the international situation and domestic conditions.

5. Green growth directs investment in advanced technologies, digital transformation, and smart and sustainable infrastructure; creates an impetus for private investment to play an increasingly important role in the green economy.

6. Green growth is the cause of the whole political system, the entire people, the business community and related agencies and organizations and driven by the spirit of innovation and the desire to develop the country toward prosperity and sustainability.

II. OBJECTIVES

1. Overall objectives

Green growth contributes to boosting economic restructuring combined with renewal of growth model in order to achieve economic prosperity, environmental sustainability and social justice, striving for a green carbon-neutral economy and contributing to fulfilling the goal of limiting global temperature rise.

2. Specific targets

a/ Reducing the greenhouse gas emission intensity per GDP

By 2030: The greenhouse gas emission intensity per GDP will reduce by at least 15% over 2014’s.

By 2050: The greenhouse gas emission intensity per GDP will reduce by at least 30% over 2014’s.

b/ Greening economic sectors

To change the growth model along the line of greening economic sectors, applying the circular economy model through economical and efficient exploitation and use of natural resources and energies on the basis of science and technology, application of digital technology and digital transformation, development of sustainable infrastructure to improve growth quality, bring into full play competitive edge and minimize negative impacts on the environment.

Major targets by 2030: The primary energy consumption per GDP during 2021-2030 will reduce by 1-1.5%/year on average; the proportion of renewable energy to the total primary energy supply will reach 15-20%; the digital economy will make up 30% of GDP; the forest coverage will be kept stable at 42%; advanced and water-efficient irrigation methods will be used for at least 30% of irrigated land areas under terrestrial plants.

Major targets by 2050: The primary energy consumption per GDP in each period (10 years) will reduce by 1%/year on average; the proportion of renewable energy to the total primary energy supply will reach 25-30%; the digital economy will make up 50% of GDP; the forest coverage is kept stable at 42-43%; advanced and water-efficient irrigation methods will be used for at least 60% of irrigated land areas under terrestrial plants.

c/ Greening lifestyles and promoting sustainable consumption

To develop a green lifestyle combined with fine traditional ways of life so as to build high-quality life in harmony with the nature. To carry out urbanization and build a new-style countryside in order to attain green and sustainable growth goals; to form sustainable consumption culture in the context of international integration.

Major targets by 2030: The rate of urban domestic solid waste collected and treated up to standards or technical regulations will reach 95%; the proportion of urban domestic solid waste treated by the method of landfilling to the total quantity of collected waste will be 10%; the rate of urban wastewater collected and treated up to standards or technical regulations will reach over 50% for urban centers of grade II or higher grade and 20% for other urban centers, respectively; the mass transit usage rate in special-grade urban centers and grade-I urban centers will reach at least 20% and 5%, respectively; clean-energy buses will account for at least 15% of the total number of buses currently in use in special-grade urban centers and 10% of newly procured buses in grade-I urban centers; green public procurement will make up at least 35% of total public procurement; and at least 10 urban centers will approve and implement the Overall Scheme on urban green growth toward sustainable smart urban centers.

Major targets by 2050: The rate of solid waste collected and treated up to standards or technical regulations will reach 100%, while landfilling of organic solid waste and recyclable waste will be minimized; 100% of urban centers will have synchronous and complete water drainage systems, putting an end to the situation of urban inundation and ensuring that 100% of treated wastewater will reach standards or technical regulations before being discharged to receiving waters; the mass transit usage rate in special-grade urban centers and grade-I urban centers will reach at least 40% and 15%, respectively; clean-energy buses will account for 100% and at least 40% of newly procured buses in special-grade urban centers and grade-I urban centers, respectively; green public procurement will make up at least 50% of total public procurement; and at least 45 urban centers will approve and implement Overall Scheme on urban green growth toward sustainable smart urban centers.

d/ Greening the process of transformation on the principle of equality, inclusiveness and raising of resilience 

To improve people’s life quality and resilience to climate change, ensuring equality in terms of conditions and opportunities to promote their abilities and benefit from achievements of development, and leaving no one behind in the process of green transformation. 

Major targets by 2030: The human development index (HDI) will reach over 0.75; All of provinces and centrally run cities will formulate and implement provincial plans on management of air environment quality; at least 70% of the population will have access to clean water up to standards set out by the Ministry of Health.

Major targets by 2050: The HDI will reach over 0.8. At least 90% of the population will have access to clean water up to standards set out by the Ministry of Health.

III. STRATEGIC ORIENTATIONS

1. General orientations: To focus on restructuring the economy combined with renewal of growth model, reduction of greenhouse gas emission intensity through efficient and economical exploitation and use of energies and natural resources on the basis of science and technology, application of digital technology and digital transformation, development of green and sustainable infrastructure, building of a green lifestyle, adherence to the principle of equality, inclusiveness and raising of resilience of the whole economy throughout the green transformation process.

2. Orientations for development of major sectors and fields:

a/ To increase energy efficiency and reduce energy consumption rate in production, transportation, trade and industrial activities; to ensure national energy security toward synchronously developing energy sources, exploiting and economically using domestic energy sources and changing the energy source structure toward reducing dependence on fossil fuel sources; to accelerate efficient exploitation and increase the proportion of renewable energy and new energy sources in national energy production and consumption.

b/ To develop modern agriculture and sustainable organic and clean agriculture, increase quality, added value and competitiveness of agricultural production through adjusting and changing the structure of livestock and crop production, forestry and aquaculture and applying processes and technologies that enable the economical and efficient use of breeds/varieties, seeds, animal feed, agricultural supplies, natural resources, etc.; to speed up the implementation of forestation, reforestation and sustainable forestry development projects.

c/ To step by step limit economic sectors that generate large volumes of waste and cause environmental pollution and degradation and create conditions for development of new green manufacturing industries. To promote fast development of green economic sectors so as to create more jobs, increase income and enrich natural funding sources. To attach importance to application of green technologies and production management and control systems according to good practice experiences so as to save natural resources, reduce emissions and improve the ecological environment.

d/ To develop sustainable transport, energy and irrigation infrastructure through increasing investment in upgrading transport systems and networks toward energy conservation, high economic and environmental efficiency, and resilience to climate change; to apply modern technologies to improve the quality of power distribution grids, reduce electricity loss and improve electricity end-use efficiency and strive to build smart electricity grids; to develop and modernize irrigation systems synchronously linked with infrastructure systems of other sectors and fields in order to ensure water source security, improve disaster prevention, control and reduction and climate change response capacity, and serve people’s production and life.

dd/ To boost urbanization toward smart, sustainable, and climate change-resilient urban centers, ensuring eco-economic efficiency and convenience for development of mass transit, increasing attractiveness, competitiveness and eco-friendliness, and saving travel time; to prioritize the development of urban mass transit systems with the participation of all economic sectors in procurement of vehicles for and operation of mass transit systems.

e/ To build a new-style countryside with a lifestyle harmonious with the environment and nature, following good standards of living, and protecting and developing the landscape and environment to be green, clean, beautiful and civilized. To implement synchronous measures and harmoniously combine structural and non-structural solutions; to focus on disaster risk management, climate change adaptation and environmental protection.

g/ To enhance waste and air quality management through researching and developing models of integrated solid waste management, waste treatment technology in the direction of transforming waste into resources and production materials; to promote the application of measures to separate solid waste at source and reuse and recycle solid waste; to prevent and reduce the generation of air pollutants by sectors and fields and enhance the effectiveness of air quality management.

h/ To promote green and sustainable consumption and shopping through programs on energy labeling, eco-labeling, green labeling, etc.; to promote green public procurement and continue applying economic tools to effectively regulate consumption behaviors. To step by step create an environment for, and form, green culture and lifestyle.

l/ To strengthen the management of water resources, land resources and biodiversity by promoting effective use of land resources and protecting the soil environment, overcoming land degradation and desertification; to ensure water source security and protect and effectively use national water resources; to strengthen the protection and restoration of natural ecosystems and conserve biodiversity; to study and promote marine economic development.

k/ To promote green transformation in social fields such as employment, health and tourism; to ensure equal access to opportunities, information and basic social services during the process of green transformation.

IV. TASKS AND SOLUTIONS

In order to achieve the development objectives and orientations set out by the Strategy, ministries and ministerial-level agencies shall, within the ambit of their assigned functions, tasks and powers, assume the prime responsibility for, and closely coordinate with localities, the business community and related agencies in, implementing the following tasks and solutions:

1. Tasks:

a/ The Ministry of Planning and Investment shall

- Formulate and submit to the Prime Minister for promulgation the National Action Plan on Green Growth for the 2021-2030 period within 6 months after the Strategy is approved.

- Provide instructions for integrating contents on implementation of the Strategy in socio-economic development strategies, master plans and plans of all sectors and authorities at all levels.

- Formulate a mechanism for supervising, evaluating, reporting on the implementation of the Strategy and tools for managing and supporting the implementation (database and system of statistical indicators on green growth; developing and implementing on a pilot basis the “Composite Green Growth Index”).

- Mobilize resources, coordinate donation sources at home and abroad and climate finance sources; develop a system of national green classification standards and criteria; identify key green growth tasks and projects; develop a “roadmap for realization of green growth goals in association with socio-economic development goals in the direction of carbon neutrality”.

- Formulate and improve institutions and policies on green public procurement; integrate green public procurement criteria into the contractor selection process; formulate a specific incentive mechanism for enterprises participating in the supply of green products and services; improve institutions and policies on eco-industrial parks, increasing the application of circular economy principles in the construction and management of industrial parks and economic zones; and formulate and implement programs to promote the innovation ecosystem and develop enterprises to be green.

b/ The Ministry of Finance shall

- Review, amend and supplement policies on management and use of state budget expenditures to promote green growth.

- Formulate and improve preferential financial instruments and policies, programs and solutions to promote the capital market and green insurance; use tax and charge tools to adjust improper consumption behaviors that are harmful to health, culture and the environment.

- Establish a carbon market, striving for synchronously developing a mechanism for exchange of the right to emit according to market rules.

c/ The Ministry of Natural Resources and Environment shall

- Build and implement a national measurement, reporting and verification (MRV) system for greenhouse gas emission reduction activities according to its competence.

- Control environmental pollution sources; prevent and respond to environmental incidents, and control transboundary environmental issues according to its competence.

- Direct the management and treatment of waste according to its assigned functions, tasks and powers; handle key and urgent environmental issues related to solid waste management, air quality, craft village environment, water environment and river basins, and marine and island environment; remediate environmental pollution and degradation; and maintain and improve environmental quality and hygiene.

- Formulate and implement programs and projects on environmental protection in exploitation and use of natural resources and conservation of natural ecosystems and biodiversity according to its functions, tasks and powers.

- Build national geospatial data infrastructure in conformity with current legal regulations toward a digital government and digital economy development.

d/ The Ministry of Industry and Trade shall

- Formulate policies to promote energy shifting in a green, clean and sustainable direction, increasing the proportion of renewable energy, reducing dependence on imported energy and fossil energy, strictly managing the approval and implementation of coal-fired power projects to ensure compliance with the national electricity master plan approved by a competent authority; strengthen technological solutions to ensure the harmonious development of new and renewable energy, enhance the ability to integrate renewable energy into the power system; and formulate a mechanism to promote the development of hydrogen fuel associated with offshore wind power.

- Formulate and improve mechanisms and policies to encourage various economic sectors to invest in the energy sector; study and propose the application of financial instruments and mechanisms to promote and improve access to finance for investment projects in energy efficiency.

- Complete necessary conditions for synchronous development of a competitive energy market and promote the mechanism for exploiting shared-use energy infrastructure facilities; and boost the market for high-performance equipment and energy service companies.

- Formulate a list and guide the implementation of the best available technical solutions and the best environmental management experience for industries according to the country’s conditions and the development level of science and technology; review, formulate and issue energy consumption norms for industries; and implement managerial and technological solutions in mineral mining and processing, focusing on deep processing and creation of products of high economic value.

- Formulate and improve institutions and policies on sustainable ecological industrial clusters; and apply the circular economy model in construction, operation and management of industrial clusters.

- Assume the prime responsibility for organization and implementation of the National Program on Energy Efficiency and Conservation.

dd/ The Ministry of Agriculture and Rural Development shall

- Formulate and perform tasks to develop efficient, sustainable, low-emission commodity agriculture in the direction of a smart and climate-adaptive circular economy.

- Promote the market toward product value chain linkage, improving competitiveness of green, safe and organic agricultural products, meeting international and domestic standards; and promote and support the implementation of regulations on intellectual property for green agricultural products with application of good agricultural practice standards in agricultural production.

- Formulate and implement programs and projects on the protection and restoration of ecosystems and biodiversity in agriculture, forestry, fisheries and aquaculture, recovery and increase of carbon accumulation in natural reservoirs (agricultural and forestry land and forests), survey, inventory and supervise the developments of, and establish a system for monitoring, forest resources; improve and effectively implement the policies on payment for forest environment services; promote socialization in forest protection and development through the application of incentive mechanisms and policies on land, credit, insurance, and taxes, and market mechanism associated with sustainable forest management certification according to international standards.

- Accelerate the construction of a new-style countryside to be green and sustainable and speed up communes’ attainment of new-style countryside standards; review and improve targets and criteria on rural environment; and build climate-adaptive eco-villages and smart villages.

e/ The Ministry of Transport shall

- Formulate and improve institutions and policies on development of green transport infrastructure, develop the public transport system and improve the productivity of freight transport in the transport sub-sectors.

- Formulate, and organize the implementation of, solutions to encourage clean energy-fueled, energy-efficient, and eco-friendly vehicles; promote the restructuring of the transport market share in the direction of converting freight transport by road to inland waterway, seaway and railway.

- Provide resources first of all for investment, completion and exploitation of green transport infrastructure to ensure economic efficiency and environmental protection, contribute to reducing greenhouse gas emissions, and raising resilience to climate change and sea level rise; implement programs on science and technology research and application to ensure efficient use of energy in the implementation of investment projects on improvement of public transport infrastructure, development of mass transit infrastructure, non-motorized transport infrastructure, and infrastructure for connection of modes of transport.

- Review and recommend adjustments to development schemes and projects of the transport sector to ensure restructuring the transport market share toward green and sustainable growth. Study the formulation and organize the implementation of national programs and schemes on development of eco-friendly means of transport and public transport systems, including electric vehicles, development of green logistics centers and green ports, and application of new technology and new energy in replacement of traditional fuel for vehicles and transportation equipment.

- Study and apply digital technology to optimize the management and operation of traffic infrastructure and transport activities, ensuring safe and smooth traffic and reducing energy consumption.

g/ The Ministry of Construction shall

- Formulate and promulgate mechanisms and policies on green growth urban development; develop a system of green and smart urban technical infrastructure; formulate technical regulations, standards, and techno-economic norms in development of green materials, green buildings, and energy-efficient buildings.

- Implement science and technology research and application programs in development of the green material production industry, green buildings, and energy conservation; build a system of multi-sectoral interoperable smart, digitalized databases on urban space, pilot programs and projects on development of smart and sustainable urban centers; formulate and implement training and further training programs on capacity building to meet the demand for development and operation of sustainable and smart urban centers.

- Implement the Scheme on development of Vietnam’s sustainable smart urban centers for the 2018-2025 period, with orientations toward 2030.

h/ The Ministry of Science and Technology shall

Draw up a national list of clean technologies, advanced technologies, high technologies and low-carbon emission technologies in manufacturing industries to facilitate investment mobilization; prioritize the allocation of science and technology, and innovation tasks on green growth, and attach importance to tasks with counterpart funds of enterprises.

i/ The Ministry of Education and Training shall

Formulate and deploy training programs, integrate green growth-related contents in education activities at different levels of education; raise the awareness of the contingent of teachers and education administrators about the role and significance of, and orientations for, green growth activities, enhance coordination among school, family and society in education activities to build a green lifestyle and sense of a green living in school and society.

k/ The Ministry of Health shall

- Formulate technical regulations, standards and roadmap for application of green, sustainable health facilities resilient to climate change and environmental incidents.

- Develop a system of management and supervision of medical waste separation, disposal and treatment up to national and international standards; build and deploy models that apply green technologies and use clean energy in medical waste treatment.

- Build a system of databases on monitoring, forecast and early warning of impacts of climate change and air pollution on health.

l/ The Ministry of Culture, Sports and Tourism shall

Develop programs on green living culture and lifestyles and development of green tourism products; build and apply models of tourism development toward green growth in tourist sites and tourist attractions; formulate criteria on and implement green tourism labeling programs for tourism service establishments.

m/ The Ministry of Labor, Invalids and Social Affairs shall

Provide training to technical staff in disciplines and occupations of green economic sectors according to its competence; formulate and implement policies to encourage green job creation; develop and implement social welfare and social assistance policies for vulnerable groups and subjects affected by green transformation.

n/ The State Bank of Vietnam shall

Review, adjust and improve banking and credit institutions conformable with green growth targets; study and build green bank development models; and adopt preferential credit policies for green investment projects.

o/ The Ministry of Information and Communications shall

- Instruct management agencies in charge of press, radio and television broadcasting and electronic information and grassroots information to step up the dissemination of the Strategy and other relevant contents so as to raise the entire society’s awareness about green growth.

- Organize the implementation of the program on national digital transformation through 2025, with orientations toward 2030 (promulgated together with the Prime Minister’s Decision No. 749/QD-TTg of June 3, 2020) with the aim of developing a digital government, digital economy and digital society, increasing productivity, creating impetus for green growth and ensuring sustainable development.

p/ Ministries, ministerial-level agencies and government-attached agencies shall coordinate closely with ministries and ministerial-level agencies assigned to take charge of the above tasks in the process of implementing the Strategy.

2. Solutions

Ministries and sectors shall, based on their assigned tasks, work out specific solutions to implement the Strategy, focusing on the following groups of solutions:

a/ Formulating and improving institutions and policies

- To improve institutions, policies and legal frameworks toward inter-regional and inter-sectoral coordination and integrate green growth targets and solutions to boost economic restructuring associated with renewal of growth model and optimization of resources, especially in construction of multi-purpose infrastructure facilities.

- To integrate targets, solutions and contents of, and criteria for, investment in green growth into socio-economic, sectoral and territorial development strategies, master plans and plans toward reduction of greenhouse gas emissions and substances causing environmental pollution and degradation and application of the circular economy model, facilitate the development of green industries, step by step reduce and shift away from investment activities that impede greenhouse gas emission reduction efforts, increase resilience to climate change and sea level rise with the focus placed on vulnerable areas.

- To accelerate the application of green economic instruments to production and consumption activities and the system of national green classification standards and criteria to ensure consistency and transparency and regularly update them to programs, projects, products, services, technologies, and sectors.

- To improve the effect and effectiveness of state management in supervision and evaluation of the Strategy implementation and greening level of the economy.

b/ Communications, education and awareness raising

- To further implement dissemination and education activities to raise the awareness of the entire society about the role and significance of green growth.

- To popularize good practices and practical actions regarding green lifestyle and green consumption which are harmonious with nature and attached to traditional values.

- To attach importance to soft skill education and enhance the coordination between school and family as well as society so as to form  green, civilized, dedicative and creative lifestyle and sense of living.

- To raise the capability to identify energy labels, eco-labels and green labels for goods and products; to increase the popularization of information on low-emission and eco-friendly products and services.

c/ Developing human resources and green employment

- To encourage the development of human resources for green industries and create green jobs.

- To attach importance to providing training and further training on governance and administration knowledge and skills in the green economy and green manufacturing industries for the contingent of public administration cadres and enterprise managers, paying special attention to leaders, managers and policy planning staff.

- To raise green growth capability and knowledge of the contingent of teachers and education administrators; to integrate green growth contents into education programs and activities at different levels of education; to open discipline codes for training human resources for green sectors; to expand models of safe, green, clean and smart school.

- To promote researches, surveys, making statistics and periodical forecast of demand and supply of human resources for green sectors; to disseminate and provide information on green job markets.

- To prioritize investment in physical foundations of schools, vocational education institutions up to green standards and criteria in order to serve training and teaching work.

d/ Mobilizing financial resources for green growth

- To improve policies and tools to mobilize resources for green growth, focusing on support policies, financial incentives, development of the capital market, green credit and insurance markets, and carbon market, striving to synchronously develop an emissions trading system according to market mechanism.

- To prioritize investment funds from the state budget, attach importance to funding sources under public investment plans and current expenditures for green growth programs, schemes, projects and tasks. To uphold the role of state enterprises and large enterprises in orienting the market and leading green manufacturing and consumption in the economy.

- To continue mobilizing financial sources from international financial institutions, foundations and private investors, prioritize the use of concessional loans, official development assistance (ODA) loans and technical assistance from countries, international organizations and non-governmental organizations for green growth.

- To encourage the participation of the private sector by facilitating the cooperation in different forms between the State and private sector and between domestic investors and foreign investors in green projects and projects that apply green transformation technologies and solutions.

- To increase accessibility to green financial sources for women and vulnerable groups in the society.

dd/ Science and technology, innovation

- To encourage the research and development of models of application of science and technology and innovation to serve green growth.

- To step up digital transformation in a comprehensive manner in sectors and fields for Vietnam to become a digital nation.

e/ International integration and cooperation

- To enhance and improve the quality of international economic integration, cooperate and take advantage of international support to turn Vietnam into one of the green growth models, effectively fulfill international commitments on sustainable development and climate change.

- To take the initiative in cooperating in research, education and training and create favorable conditions for enterprises and research bodies to access advanced science and technologies, carry out technology transfer, develop human resources for green economic sectors.

- To actively take part in and organize the sharing and learning of experiences in and raise the capability to achieve green growth; to proactively coordinate with and join the international community in settling global and regional issues as well as challenges to green growth.

g/ Equality in green transformation

To ensure that different groups, especially subjects affected by economic restructuring associated with renewing growth model, and vulnerable groups (women, children, ethnic minority people, poor people and people with disabilities), get equal access to opportunities, information, technical infrastructure and basic social services suitable to new fields and jobs during the process of transformation into the green economy.

h/ Mobilizing the participation of stakeholders

- To mobilize the participation of the entire political system, ministries, sectors, localities, agencies, the business community, social organizations, non-governmental organizations, residential communities and development partners in the Strategy implementation.

- To strengthen the leadership and direction of authorities of all levels and sectors, the coordination between managing agencies and coordinating agencies, political and social organizations, professional associations, the business community and non-governmental organizations, and between central agencies and local agencies in implementing the Strategy.

- To encourage the participation of the entire society in implementing, supervising and evaluating the implementation of the Strategy and greening levels of the economy.

V. ORGANIZATION OF IMPLEMENTATION

1. To set up the National Steering Committee for Green Growth to direct the Strategy implementation; the Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with related agencies in, defining the National Steering Committee’s functions, tasks and formulating the National Steering Committee’s working regulation for submission to the Prime Minister for decision; the National Steering Committee’s assisting body shall work on a part-time basis, be located at the Ministry of Planning and Investment and organized by the Minister of Planning and Investment.

2. Assignment of responsibilities

a/ The Ministry of Planning and Investment shall

- Act as the national focal point for green growth, assuming the prime responsibility for, and coordinating with and assisting related ministries and sectors as well as provincial-level People’s Committees and related agencies in, organizing the implementation of the Strategy.

- Assume the prime responsibility for, and coordinate with related ministries and sectors in, balancing, mobilizing, and regulating domestic resources and foreign donations, climate financial sources; identify key green growth tasks and projects in each period, and submit them to the Prime Minister for consideration and decision.

- Assume the prime responsibility for guiding, inspecting, supervising, evaluating and annually reporting to the Prime Minister on the implementation results of the Strategy; hold the mid-term review in 2025 and the final review in 2030.

b/ The Ministry of Finance shall

Assume the prime responsibility for, and coordinate with the Ministry of Planning and Investment in, submitting to competent authorities for approval budget estimates and ensure funds for current expenditures for the Strategy implementation under current regulations.

c/ Ministries, sectors, localities and related agencies shall, based on the contents of the Strategy and their assigned functions and tasks

- Within 1 year after the National Action Plan on Green Growth for the 2021-2030 period is approved, complete the formulation of and promulgate ministerial or provincial-level action plans on green growth or integrate the Strategy’s objectives and implementation contents into socio-economic, sectoral and territorial development strategies, master plans and plans in conformity with reality.

- Organize the implementation, supervision and evaluation of outcomes of tasks laid out in the Strategy according to their competence, ensuring consistency and synchronicity with socio-economic development plans of corresponding levels; prioritize the balance and arrangement of budget funds for the Strategy implementation.

- Take the initiative in working out and implementing green growth solutions applying achievements of the Fourth Industrial Revolution, synchronously carry out digital transformation programs; develop programs on dissemination and awareness and capacity building; guide the implementation of good practices and provide training on green growth according to their assigned functions and tasks.

d/ Ministries and sectors shall formulate standards and criteria for green classification for sectors and fields under their management, ensuring consistency with the system of national standards and criteria for green classification.

dd/ Research institutes and universities shall, based on the Strategy’s contents and solutions, formulate and put forth recommendations to ministries, sectors and localities and conduct research, application and teaching tasks in their operation sectors and fields, thus contributing to green growth.

e/ The Vietnam Fatherland Front and its member organizations and residential communities shall disseminate information on the role and position of green growth to people, thus contributing to fulfilling the Strategy’s objectives and turn green growth into daily cultural behaviors and lifestyle; and organize policy criticism and supervise ministries, sectors and localities in the Strategy implementation.

g/ The business community and related agencies and organizations shall actively collaborate with ministries, sectors, localities and proactively implement and introduce initiatives to promote green growth and participate in supervision and evaluation of the implementation of the Strategy.

3. Supervision - evaluation - reporting

a/ The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with ministries, sectors, localities, agencies and organizations in

- Formulating and promulgating specific guidance and regulations on supervision, evaluation and regime of reporting on the implementation of the Strategy.

- Monitoring, inspecting, supervising and evaluating the implementation results of the Strategy and annually reporting thereon to the Prime Minister.

b/ Ministries, sectors and localities shall send annual reports on the implementation results of the Strategy (before December 10 every year) to the Ministry of Planning and Investment for summarization and reporting to the Prime Minister.

c/ The Ministry of Planning and Investment shall regularly monitor and supervise the Strategy implementation, timely settle arising issues in the course of implementation and report thereon to the Prime Minister.

d/ To encourage all stakeholders, including the business community, social organizations, non-governmental organizations, domestic and foreign organizations, to provide information and documents serving the evaluation of the implementation results of the Strategy.

4. Resources for implementation

a/ Resources for implementation of the Strategy include state budget funds, enterprises’ capital, international donations and other funding sources lawfully mobilized in accordance with law.

b/ State budget funds must comply with the current regulations on state budget decentralization. Ministries, sectors and localities shall, based on the objectives and tasks stated in the Strategy, formulate investment projects or estimate costs for specific tasks and comply with current regulations.

c/ To step up the mobilization of financial sources from organizations, individuals and enterprises at home and abroad that take part in implementing the Strategy in accordance with law; to integrate tasks assigned to ministries, sectors and localities into public investment programs and other related national target programs.

Article 2. This Decision replaces the Prime Minister’s Decision No. 1393/QD-TTg of September 25, 2012, and takes effect on the date of its signing.

Article 3. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of provincial-level People’s Committees, and heads of related agencies shall implement this Decision.-
