DECISION
Promulgating the Program on development of national products towards 2030

PRIME MINISER
Pursuant to the June 19, 2915 Law on Organization of the Government; the November 22, 2019 Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administrations;
Pursuant to the June 18, 2013 Law on Science and Technology;
Pursuant to the June 19, 2017 Law on Technological Transfer;
At the proposal of the Minister of Science and Technology,
HEREBY DECIDES:
Article 1. To promulgate the Program on development of national products towards 2030 (herein called the Program for short) with the following contents:
I. OBJECTIVES
1. To research and apply advanced technologies, the achievements of the fourth industrial revolution, to the production and development of national products for higher productivity, quality and competitiveness of national products on domestic and international markets. By 2030, to form and develop at least 10 new national products.
2. To further assist enterprises in research and development, expanding the production scale, raising the quality and competitiveness of the national products already approved in the Program on development of national products towards 2020.
II. MAJOR TASKS AND SOLUTIONS
1. To select national products from key, priority and leading products of sectors and domains
a/ National products selected for development shall satisfy the following requirements:
- To be produced on the basis of application of advanced technologies, being able to register the intellectual property right protection;
- To be produced on a large scale, with high value added and competitiveness, being capable of substituting imported goods or bringing about export value, having widespread and positive impacts on socio-economic development or national defense and security;
- To be able to bring into play the advantages in human resources, natural resources and conditions of Vietnam, in conformity with sustainable development strategies of sectors and domains.
b/ The selected national products concentrate on the following specific sectors and domains:
- Processing and manufacturing industries; energy; information, telecommunications and electronic industries as well as supporting industry;
- National leading agriculture;
- Defense and security;
- Pharmacy, healthcare and environmental protection;
- Products of competitive edges, efficiently serving Vietnam’s process of economic restructuring;
- Other priority products as requested by the Government, the Prime Minister.
2. To step up the research and application of new technologies, advanced technologies in service of the formation and development of national products
a/ To proceed with the tasks of research to master advanced technologies, intensifying the application of technologies of the fourth industrial revolution in support of the formation and development of national products.
b/ To seek and select to import new technologies, advanced technologies, to experiment, decode, master and modify technologies suitable to Vietnam’s practical conditions.
c/ To intensify international cooperation, exchanging information with prestigious specialists, scientific and technological organizations overseas in order to settle complicated scientific and technological matters at home; to form research groups capable of receiving, mastering, completing and innovating new technologies in service of the objectives of national-products development.
d/ To prioritize the adequate allocation of funds for scientific research and technological development activities, funds for search of information, purchase of ownership rights, use rights and technological secrets, hiring of foreign specialists and consultants in support of the development of national products.
3. To counsel and support the building and development of model organizations and enterprises producing national products
a/ To implement tasks of research into the completion of technologies, technological chains in order to raise the productivity and quality of national products and the competitiveness of enterprises producing national products on domestic and overseas markets.
b/ To formulate and materialize scientific and technological tasks according to value chains of national products; to apply achievements of the fourth industrial revolution in management, production and business activities, aiming to support national product- producing enterprises to sustainably develop and be fully capable of participating in the global supply chains.
c/ Organizations and enterprises which develop technologies to create and perfect the national products will be entitled to preferences as provided at Article 27 of Decree No.76/2018/ND-CP of May 15, 2018 of the Government, detailing and guiding a number of articles of the Law on Technological Transfer and other preferences prescribed by law.
d/ Organizations and enterprises involving in the production of national products shall enjoy preferential treatment in credit, taxes, land use as provided by law.
dd/ To give priority to national product- manufacturing enterprises and organizations to participate in national scientific and technological tasks directly managed by the Ministry of Science and Technology or by other delegated ministries or agencies.
4. To assist enterprises in carrying out national product-branding, trade promotion and market development activities
a/ To develop services of consultancy on building the geographical indications, goods origins, registration of intellectual property protection, Vietnamese brands; to apply advanced quality management systems and standard as well as technical norm systems in harmony with international standards.
b/ National product- manufacturing organizations and enterprises will be encouraged and given priority to bring national products for participation in domestic and international fairs as well as exhibitions, investment and/or trade promotion programs, building and development national brands.
5. To assist enterprises in heightening the qualification of research, technical and administration human resources fully capable of applying and mastering high technologies, advanced technologies and management skills through training and fostering activities in the course of deploying the Program’s tasks.
6. To assist organizations and enterprises involving in national product development and production in upgrading, investment in a number of technical equipment and facilities in service of measuring-testing activities, production experimentation as provided by law.
III. IMPLEMENTATION FUNDS
1. The Program implementation funds shall be supplied from the sources: State budget allocated for implementation of the Program’s tasks; capital of organizations and enterprises participating in the Program implementation; donations from domestic and foreign organizations as well as individuals; other lawful funding sources as prescribed by law.
2. Annually, based on the objectives and contents of the Program, ministries, ministerial-level agencies, government-attached agencies and provincial/municipal People’s Committees shall prioritize the allocation of funds for materialization of tasks of the Program.
3. Organizations and enterprises proposing investment projects for production of national products shall elaborate schemes to mobilize other lawful capital sources, ensuring the feasibility under provisions of law.
4. The management and use of funds from the state budget capital sources, other lawful capital sources for implementation of the tasks defined at this Decision shall comply with the provisions of law on state budget and relevant legal provisions.
IV. IMPLEMENTATION ORGANIZATION
1. The Program Steering Board, the Management Board
The Program is placed under the direction and coordination of the National Steering Board decided by the Prime Minister.
The Program Management Board established under decision of the Minister of Science and Technology will counsel on carrying out activities of the Program.
2. The Ministry of Science and Technology
a/ To assume prime responsibility for, and coordinate with ministries, ministerial-level agencies and localities in, guiding the materialization of the Program’s contents, annually making sum-up reports to the Prime Minister on implementation results.
b/ To organize the preliminary review of the Program in 2025 and the final review of the Program in 2030.
c/ To assume prime responsibility for, and coordinate with relevant ministries, ministerial-level agencies and localities in, considering and deciding according to competence and relevant legal provisions the tasks under the Program on development of national products towards 2020 requiring the extended implementation in the 2021-2030 period.
d/ To assume prime responsibility for, and coordinate with ministries, ministerial-level agencies and localities in, proposing the supplementation of lists of national products and reporting thereon to the Prime Minister for consideration and approval.
dd/ To assume prime responsibility for, and coordinate with relevant ministries and agencies in, appraising tasks of the Program and approving tasks under management responsibility.
e/ To synthesize the state budget funding estimates for the Program’s tasks implemented at ministries, ministerial-level agencies and localities and forward them to the Ministry of Science and Technology and the Ministry of Finance for balance and arrangement in annual plans.
g/ To assume prime responsibility for, and coordinate with ministries, ministerial-level agencies and localities in, stepping up the communications activities on the Program’s contents, results and products; to attract the attention of community of Vietnamese enterprises to the Program’s activities.
h/ To organize the management and implementation of the Program under current regulations on task and financial management of the Program; to amend and supplement according to competence and responsibility the regulations on Program management, if necessary.
3. The Ministry of Finance
a/ To supply funds from the state budget capital sources for materialization of tasks of the Program and extended as well as transitional tasks of the Program on development of national products towards 2020 as provided by law.
b/ To assume prime responsibility for, and coordinate with the Ministry of Science and Technology in, reviewing, amending and supplementing the regulations on financial management of the Program implementation, if necessary.
4. The Ministry of Planning and Investment
To assume prime responsibility for, and coordinate with the Ministry of Science and Technology and the Ministry of Finance in, synthesizing and balancing resources for the implementation of tasks under the Program.
5. Other ministries, ministerial-level agencies, government-attached agencies and provincial/municipal People’s Committees
a/ To assist the organizations and enterprises manufacturing the national products already approved by the Prime Minister in developing their production capability, raising product quality, branding, trade promotion and developing the domestic and international markets.
b/ To assume prime responsibility for appraising investment projects on production of national products and approving and organizing the materialization of tasks under the Program according to management jurisdiction; to coordinate with the Ministry of Science and Technology in proposing the supplementation of lists of national products, tasks of the Program.
c/ To consider and decide according to competence or sum up and propose the Ministry of Science and Technology to consider and decide the tasks requiring the extension, transition for further implementation in the 2021-2030 period.
d/ To coordinate with the Ministry of Science and Technology as well as relevant ministries and ministerial-level agencies in, formulating and applying solutions and policies related to the national product development, production, trade promotion and market development.
Article 2. This Decision takes effect after its signing.
Article 3. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, presidents of provincial/municipal People’s Committees, and relevant organizations as well as individuals shall implement this Decision./.
