THE PRIME MINISTER
Decision No. 1287/QD-TTg dated July 29, 2011 of the Prime Minister approving the detailed master plan on belt road 4 of Hanoi Capital Region, the section south of national highway 18
Pursuant to the December 25, 2001 Law on Organization of the Government;
Pursuant to the master plan on construction of Hanoi Capital region through 2020, with orientations toward 2050;
At the proposal of the Minister of Transport in Report No. 2841/TTr-BGTVT of May 17, 2011, on the detailed master plan on belt road 4 of Hanoi Capital region, the section south of national highway 18.
DECIDES:
Article 1. To approve the detailed master plan on belt road 4 of Hanoi Capital region, the section south of national highway 18, with the following principal contents:
1. Objectives of the master plan:
- To concretize the master plan on transport development of Hanoi capital through 2020, approved by the Government in Decision No. 90/2008/QD-TTg of July 9, 2008, identifying the direction and size of the whole route and determining prioritized route sections to be invested under sub-projects in different provinces so as develop transport infrastructure in localities within the Hanoi Capital region.
- To serve as a basis for determining boundary landmarks for localities to implement their socio-economic development, construction and land use master plans and other master plans concerning the belt road.
- To link radial expressways and national highways already put into operation or being under construction so as to bring into full play their effectiveness, contribute to mitigating traffic congestion in the inner city and provide proactive and effective transport services for regional economic development.
2. Contents of the master plan:
a/ Planning scope:
The belt road will run through the administrative boundaries of 14 districts and cities of 3 provinces and cities:
- Hanoi city: Soc Son, Me Linh, Dan Phuong, Hoai Duc, Thanh Oai and Thuong Tin rural districts and Ha Dong urban district.
- Hung Yen province: Van (Jiang, Khoai Chan, Yen My and Van Lam rural districts.
- Bac Ninh province: Thuan Thanh and Que Vo rural districts and Bac Ninh city.
b/ Route direction:
- Starting point: Km3+695 on Noi Bai - Lao Cai expressway (in Thanh Xuan commune, Soc Son district, Hanoi).
- Ending point: Km 35+300 on Noi Bai -Ha Long expressway (in Nam Son commune, Bac Ninh city, Bac Ninh province).
- The total length of belt road IV's section south of national highway 18 is around 98 km.
- Detailed directions of each section are specified as follows:
+ The section running through Hanoi city: From the starting point on Noi Bai - Lao Cai expressway in Thanh Xuan commune. Soc Son district, the road will head southwesterly, cross national highway 2 in Thanh Xuan commune, run through Me Linh new urban center and span over the Red River via Hong Ha bridge (its northern end is in Van Khe commune. Me Linn district, and its southern end is in Hong Ha commune, Dan Phuong district). It will cross national highway 32 in Duc Thuong commune, Hoai Duc district, Thang Long avenue at Km 12+600 and national highway 6 in Yen Nghia ward. Ha Dong district, then head southeasterly, cross national highway 1A and Phap Van - Cau Gie expressway in Van Binh commune, Thuong Tin district, and span over the Red River via Me So bridge about 1 km away from Me So ferry landing upstream. The length of the section is around 56.5 km;
+ The section running through Hung Yen province; The section will start at the inter-section with national highway 5 at km 17+900 about 150 m away from national highway 5's tollbooth in the direction to Hanoi; cross Hanoi -Hai Phong railway at a location between Ngoc village and Lac Dao railway station. Lac Dao commune, Van Lam district, then turn left and head westerly to Thuan Thanh district, Bac Ninh province. The length of the section is around 20.3 km;
+ The section running through Bac Ninh province: Starting from the boundary between Hung Yen and Bac Ninh provinces, the road will run easterly through Nguyen Duc commune, Thuan Thanh district, turn left and cross national highway 38 in Tram Lo commune, Thuan Thanh district, then head northerly and span over Duong river about 1 km away from Ho bridge (on the existing national highway 38) downstream, and link to Noi Bai - Ha Long expressway in Nam Son commune, Bac Ninh city, Bac Ninh province. The length of the section is around 21.2 km.
c/ Facilities to be built on the road:
- 12 interchanges and some overpasses and tunnels for convenient traffic link between the two roadsides.
- Intelligent traffic administration systems,
d/ Sizes and technical standards:
- The belt expressway:
+ Size: To have 6 express lanes with collector roads and corridors along both sides reserved for planting trees, building technical infrastructure facilities and future expansion. The total width is 120 m. The reserve land strip at some special positions may be narrowed (as indicated in Appendix I to this Decision - not primed herein);
- Technical standard: Cirade-A expressway, with a design speed of 100 km/h according to expressway design standard TCVN 5729-97.
- Collector roads: To have 2 lanes according to Vietnam's standard TCVN 4054-05 or Vietnam's construction standard 104-2007. Investment in collector roads shall be phased depending on transport demands and development of roadside urban centers and calculated and specified in investment projects.
e/ Land areas:
The land area used for construction of the road under the master plan is approximately 1.230 ha, including around 740 ha of Hanoi city, some 230 ha of Hung Yen province and about 260 ha of Bac Ninh province.
f/ Construction schedule:
- Based on transport demands and fund raising capacity, belt road IV's section south of national highway 18 shall be constructed under different independent projects identified based on the administrative boundaries of the related provinces and existing roads so as to increase investment effectiveness. Construction schedules of these projects are provided in Appendix II to this Decision.
- The construction schedule of each project may be adjusted to suit the specific socio-economic development situation in each period.
g/ Investment capital sources:
- The total investment capital demand for construction of the belt road 4's section south of national highway 18 is estimated at around VND 66.5 trillion (exclusive of funds for construction of overpasses on roads being planned which will be built under investment projects on building such roads).
- State budget funds, Government bonds and ODA capital.
- Capital raised from land funds of the localities through which the belt road will run.
- Capital raised from the private sector.
Article 2. Organization of implementation
1. The Ministry of Transport shall:
- Manage and implement the master plan according to its state management functions.
- Perform the state management of the bell road when it is put into operation.
- Assume the prime responsibility for appraising the ITS (intelligent transport system) traffic management system so as ensure synchronism along the whole route.
2. Concerned ministries and sectors shall, according to their respective functions, tasks and powers, coordinate with the Ministry of Transport and provincial-le\ el People's Committees in the process of implementing the master plan, ensuring its consistency and synchronism with relevant strategies, master plans and plans.
3. Provincial-level People's Committee shall:
- Manage land funds and implement sub-projects when all conditions are met.
- On the basis of this master plan, take the initiative in formulating projects and raise funds for construction investment.
- Act as competent state agencies in projects implemented in the form of Build-Transfer (BT). Build-Operation-Transfer (BOT) or Public-Private Partnership (PPP) contracts.
- Coordinate with the Ministry of Transport in the management and operation of belt road 4’s sections in their respective localities.
- Review and adjust local master plans and projects in line with this master plan.
Article 3. This Decision takes effect on the date of its signing.
Article 4. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, and chairpersons of provincial-level People's Committees shall implement this Decision.-
