DECISION
ON APPROVAL OF THE MASTER PLAN FOR BASIC GEOLOGICAL INVESTIGATION ON MINERAL RESOURCES TO THE YEAR 2015, WITH ORIENTATION TO THE YEAR 2020
THE PRIME MINISTER
Pursuant to the Law on organization of the Government dated 25 December 2001;
Pursuant to the Mineral Law dated 20 May 1996 and the Law on amendment and supplement of some Articles of the Mineral Law dated 14 June 2005;
Pursuant to Decree No 160/2005/ND-CP dated 27 December 2005 of the Government stipulating in detail and guiding on the implementation of the Mineral Law and the Law on amendment and supplement of some Articles of the Mineral Law;
Considering the request of the Minister of Natural Resources and Environment and the Minister of Planning and Investment,
DECIDES:
Article 1.To approve the Master plan for basic geological investigation on mineral resources to the year 2015, with orientation to the year 2020 with the following main contents:
1. Point of view:
a) Basic geological investigation on mineral resources is evaluation of the mineral resources potential based on the basic geological investigation according to the master plan and plan assigned by the State according to the socio-economic development strategy, master plan and plan in each period, serving as the scientific basis for the orientation of the mineral investigation, exploration, exploitation and processing activities;
b) The basic geological investigation on mineral resources must be implemented a step in advance and must be carried out at the same time with the basic geological, environmental geological, geo-hazard, marine geological and mineral investigations; thematic researches on geology and mineral resources within the whole territory and territorial waters; with priority given to the remote, isolated, border and island areas;
c) Mineral resources belong to the whole people, are unifically managed by the State; therefore investment is required for investigation, discovery and assessment of mineral potentials on the surface and in the depth for each kind of mineral or group of minerals; at the same time, there must be policies and measures for protection and rational, effective, economical and long-term utilization of mineral resources.
2. Objectives:
a) Cover 90% of the mainland area by geological map and mineral investigation at the scale of 1/50,000, part of the territorial water to 100 m water depth at the scale of 1/500,000, part of the coastal sea area to 30 m water depth at the scale of 1/50,000 to 1/100,000, with the aim to clarify the geological structure, mineral distribution and to delineate the mineral prospective areas serving as the basis for planning the socio-economic development of the country;
b) Investigate and evaluate the potential of various types of minerals, with focus on iron ore, titanium, copper, lead – zinc, radioactive ore, kaolin, feldspar, industrial minerals, facing stone and coal to serve as the basis for planning the exploration and discovery of new deposits, for the objective of sustainable development of the mining industry;
c) Strengthen the capacity, qualification, renovate the equipment and advanced technology with high accuracy, meeting the requirements for analyzing geological and mineral samples; to consolidate and develop the unified data and information system on geology and mineral resources throughout the country.
3. Duties:
a) Geological mapping and mineral investigation:
- To the year 2015:
Carry out geological mapping and mineral investigation at the scale of 1/50,000 in 35 mainland areas in the provinces of Northern mountainous region, Tay Nguyen and Nam Bo, covering about 75,624 km2; including 10 areas where work had been carried out before 2006.
Carry out geological, mineral, geo-environmental, geo-dynamic, geo-hazard investigations at the scale of 1/50,000 - 1/100,000, of which special importance is to be attached to coastal zone to 30 m water depth covering about 33,000 km2. To carry out geological, mineral, geo-environmental, geo-dynamic and geo-hazard investigations at the scale of 1/500,000; of which special importance is to be attached to the coastal zone to 100 m water depth, covering about 266,000 km2.
Carry out airborne magnetic, gamma radiometric and spectrometric surveys at the scale of 1/50,000 - 1/25,000, evaluate the geostructural characteristics and mineral resources of South Pleiku area (Kon Tum, Gia Lai), Dak Glei - Kham Duc area (Quang Nam, Kon Tum), covering about 11,600 km2.
- After 2015:
Carry out geological mapping and mineral investigation at the scale of 1/50,000 in 16 mainland areas in the provinces of Tay Nguyen, Northern midland-mountainous, Bac Bo, Nam Bo plain regions covering about 38,960 km2. Carry out airborne magnetic, gamma radiometric and spectrometric surveys at the scale of 1/50,000 - 1/25,000 in Bac Kan - Tuyen Quang area, covering about 6,200 km2; carry out airborne electromagnetic survey at the scale of 1/10,000 - 1/25,000 in Tu Le area (Yen Bai, Son La), and Tuyen Quang, Bac Kan areas covering about 10,000 km2. Carry out geological, mineral, environmental geological, geo-dynamic, geo-hazard investigations in the Truong Sa archipelago area at the scale of 1/500,000.
Carry out, during the process of geological mapping and mineral investigation maps to the year 2020, researches on topics of petrology, stratigraphy and tectonics of structural zones; on ore-forming models of various types of mineral deposits, and prediction of prospective areas on the surface and in the depth shall be carried out.
b) Investigation and evaluation of mineral potential:
- To the year 2015:
Carry out investigation and evaluation in 62 areas in the provinces of Northern mountainous, Mid Trung Bo and Tay Nguyen regions with the aim to discover 40 - 45 prospects of coal, iron, copper, lead-zinc, facing stone and industrial minerals, which may become deposits.
- After 2015:
Carry out investigation and evaluation of 15 areas in the provinces of Northern mountainous, Mid Trung Bo and Tay Nguyen regions with the aim to discover 10 prospects of tin, lead-zinc, copper and lignite.
The list of areas subjected to the geological mapping, mineral investigation and evaluation is presented in Appendix I and Appendix II to this Decision.
c) Strengthening the capacity and qualification, renovation of equipment and technology with high accuracy, meeting the requirements for analysis and testing of geological and mineral samples:
- Upgrade the two analytical and experimental centers for geology in Hanoi and Ho Chi Minh city with advanced equipment, sufficient capacity for processing, analyzing and testing precisely geological and mineral samples;
- Consolidate and develop the geological investigation units to become neat, with high capacity and professional qualification, modern equipment for investigation and data processing.
d) Development of geological and mineral database and information system:
Accomplish, by the year 2015, the development of a unified geological and mineral database and information system throughout the country. Upgrade the Geological Information and Archive Center with sufficient modern facilities and equipment meeting the need for assembling, processing and providing the information timely and favorably. Consolidate and expand the Geological Museum, store and preserve the of geological and mineral specimens and related information, meeting the need of serving the management, production and the demands of the community.
4. Solutions:
a) Focus investment in the research and selection of advanced and modern methods and equipment with high accuracy to be used effectively in the geological and mineral investigation, analysis and testing of samples;
b) Improve, renovate the policies and mechanism for management, allocation and account settlement of for the basic geological and mineral investigation activities in accordance with the Law on State Budget and actual situation;
c) Renovate and improve technical, procedures, specifications, and standards for basic geological investigation on mineral resources in accordance with the advanced level of development and technological capacity of other countries in the region and world wide;
d) Strengthen the international cooperation in basic geological investigation on mineral resources and mineral prediction for the deep structures with mineral potential; study and cooperate for accessing the geoscientific achievements of other countries, promote the application of advanced methods, equipment and technology in basic geological investigation on mineral resources.
5. Funding
- The funding for basic geological investigation on mineral resources to the year 2020 will be about 2,400 billion VND and that for enhancing the equipment capacity will be about 250 billion VND. The funding will be mainly from the State budget. The funding for each concrete project shall be approved by competent authorities according to the regulations and State budget item allocated.
- Funding from foreign organizations and individuals cooperating with Vietnam.
Article 2.Organizing the implementation:
1. The Ministry of Natural Recourses and Environment shall take the lead, in coordination with the related Ministries and sectors and localities to organize the implementation of this master plan.
2. The Ministry of Finance, Ministry of Planning and Investment shall balance the State budget to implement this master plan.
3. People’s Committees of provinces and cities directly under the central authority shall have the responsibility to coordinate, create favorable conditions, ensure the implementation of the basic geological investigation on mineral resources according to the master plan within the administrative jurisdiction of the provinces and cities; use effectively the results of basic geological investigation on mineral resources for planning socio-economic development.
Article 3. This Decision shall be effect for implementation after 15 with thickness s from the date of publication on the Official Gazette.
Article 4. Ministers, Heads of the bodies at the ministerial level, heads of the bodies under the Government, Chairmen of People’s Committees of provinces and cities directly under the central authority shall have the responsibility to implement this Decision./.
