RESOLUTION
On the reorganization of commune-level administrative divisions of Ho Chi Minh City in 2025

THE NATIONAL ASSEMBLY STANDING COMMITTEE
Pursuant to the Constitution of the Socialist Republic of Vietnam, as amended and supplemented by the Resolution No. 203/2025/QH15;
Pursuant to the Law No. 72/2025/QH15 on Organization of Local Administration;
Pursuant to the National Assembly’s Resolution No. 202/2025/QH15 dated June 12, 2025, on the reorganization of provincial-level administrative divisions;
Pursuant to the Resolution No. 76/2025/UBTVQH15 dated April 14, 2025 of the National Assembly Standing Committee, on the reorganization of provincial-level administrative divisions in 2025;
Considering the proposals of the Government in the Report No. 355/TTr-CP and Scheme No. 356/DA-CP dated May 09, 2025, and Appraisal Report No. 443/BC-UBPLTP15 dated June 3, 2025, of the NA Committee for Legal and Judicial Affairs,
RESOLVES:
Article 1. Reorganization of commune-level administrative divisions of Ho Chi Minh City
Based on the Scheme No. 356/DA-CP dated May 09, 2025 of the Government on the reorganization of commune-level administrative divisions of (new) Ho Chi Minh City in 2025, the National Assembly Standing Committee decides the reorganization of commune-level administrative divisions of Ho Chi Minh City as follows:
1. To merge the entire natural area and population of Ben Nghe ward, and part of the natural area and population of Da Kao ward, Nguyen Thai Binh ward into a new ward named Sai Gon ward.
2. To merge the entire natural area and population of Tan Dinh ward (District 1) and the remaining part of Da Kao ward after the reorganization defined in Clause 1 of this Article into a new ward named Tan Dinh ward.
3. To merge the entire natural area and population of Ben Thanh ward, Pham Ngu Lao ward and part of the natural area and population of Cau Ong Lanh ward, and the remaining part of Nguyen Thai Binh ward after the reorganization defined in Clause 1 of this Article into a new ward named Ben Thanh ward.
4. To merge the entire natural area and population of Nguyen Cu Trinh, Cau Kho and Co Giang wards, and the remaining part of Cau Ong Lanh ward after the reorganization defined in Clause 3 of this Article into a new ward named Cau Ong Lanh ward.
5. To merge the entire natural area and population of Ward 1, Ward 2, Ward 3, Ward 5 (District 3) and part of the natural area and population of Ward 4 (District 3) into a new ward named Ban Co ward.
6. To merge the entire natural area and population of Vo Thi Sau ward and the remaining part of Ward 4 (District 3) after the reorganization defined in Clause 5 of this Article into a new ward named Xuan Hoa ward.
7. To merge the entire natural area and population of Ward 9, Ward 11, Ward 12 and Ward 14 (District 3) into a new ward named Nhieu Loc ward.
8. To merge the entire natural area and population of Ward 13, Ward 16, Ward 18 and part of the natural area and population of Ward 15 (District 4) into a new ward named Xom Chieu ward.
9. To merge the entire natural area and population of Ward 8 and Ward 9 (District 4), part of the natural area and population of Ward 2 and Ward 4 (District 4), and the remaining part of Ward 15 (District 4) after the reorganization defined in Clause 8 of this Article into a new ward named Khanh Hoi ward.
10. To merge the entire natural area and population of Ward 1 and Ward 3 (District 4), and the remaining part of Ward 2 and Ward 4 (District 4) after the reorganization defined in Clause 9 of this Article into a new ward named Vinh Hoi ward.
11. To merge the entire natural area and population of Ward 1, Ward 2 and Ward 4 (District 5) into a new ward named Cho Quan ward.
12. To merge the entire natural area and population of Ward 5, Ward 7 and Ward 9 (District 5) into a new ward named An Dong ward.
13. To merge the entire natural area and population of Ward 11, Ward 12, Ward 13 and Ward 14 (District 5) into a new ward named Cho Lon ward.
14. To merge the entire natural area and population of Ward 2 and Ward 9 (District 6) into a new ward named Binh Tay ward.
15. To merge the entire natural area and population of Ward 1, Ward 7 and Ward 8 (District 6) into a new ward named Binh Tien ward.
16. To merge the entire natural area and population of Ward 10 and Ward 11 (District 6), and part of the natural area and population of Ward 16 (District 8) into a new ward named Binh Phu ward.
17. To merge the entire natural area and population of Ward 12, Ward 13 and Ward 14 (District 6) into a new ward named Phu Lam ward.
18. To merge the entire natural area and population of Binh Thuan, Tan Thuan Dong and Tan Thuan Tay wards into a new ward named Tan Thuan ward.
19. To merge the entire natural area and population of Phu Thuan ward and part of the natural area and population of Phu My ward (District 7) into a new ward named Phu Thuan ward.
20. To merge the entire natural area and population of Tan Phu ward (District 7) and the remaining part of Phu My ward (District 7) after the reorganization defined in Clause 19 of this Article into a new ward named Tan My ward.
21. To merge the entire natural area and population of Tan Phong, Tan Quy, Tan Kieng and Tan Hung wards into a new ward named Tan Hung ward.
22. To merge the entire natural area and population of Ward 4 (District 8), Rach Ong, Hung Phu ward and part of the natural area and population of Ward 5 (District 8) into a new ward named Chanh Hung ward.
23. To merge the entire natural area and population of Ward 14 and Ward 15 (District 8), Xom Cui ward and part of the natural area and population of Ward 16 (District 8) into a new ward named Phu Dinh ward.
24. To merge the entire natural area and population of Ward 6 (District 8), part of the natural area and population of Ward 7 (District 8), An Phu Tay commune and the remaining part of Ward 5 (District 8) after the reorganization defined in Clause 22 of this Article into a new ward named Binh Dong ward.
25. To merge the entire natural area and population of Ward 6 and Ward 8 (District 10), and part of the natural area and population of Ward 14 (District 10) into a new ward named Dien Hong ward.
26. To merge the entire natural area and population of Ward 1, Ward 2, Ward 4, Ward 9 and Ward 10 (District 10) into a new ward named Vuon Lai ward.
27. To merge the entire natural area and population of Ward 12, Ward 13 and Ward 15 (District 10), and the remaining part of Ward 14 (District 10) after the reorganization defined in Clause 25 of this Article into a new ward named Hoa Hung ward.

To merge the entire natural area and population of Vinh Loc B commune, the remaining part of Pham Van Hai commune after the reorganization defined in Clause 113 of this Article and the remaining part of Tan Tao ward after the reorganization defined in Clause 38 and Clause 39 of this Article into a new commune named Tan Vinh Loc commune.
115. To merge the entire natural area and population of Le Minh Xuan commune and Binh Loi commune into a new commune named Binh Loi commune.
116. To merge the entire natural area and population of Tan Tuc township and Tan Nhut commune, the remaining part of Tan Tao A ward and Tan Kien commune after the reorganization defined in Clause 39 of this Article and the remaining part of Ward 16 (District 8) after the reorganization defined in Clause 16 and Clause 23 of this Article into a new commune named Tan Nhut commune.
117. To merge the entire natural area and population of Tan Quy Tay commune and Binh Chanh commune, and the remaining part of An Phu Tay commune after the reorganization defined in Clause 24 of this Article into a new commune named Binh Chanh commune.
118. To merge the entire natural area and population of Da Phuoc, Qui Duc and Hung Long communes into a new commune named Hung Long commune.
119. To merge the entire natural area and population of Phong Phu commune and Binh Hung commune, and the remaining part of Ward 7 (District 8) after the reorganization defined in Clause 24 of this Article into a new commune named Binh Hung commune.
120. To merge the entire natural area and population of Tam Thon Hiep commune and Binh Khanh commune, and part of the natural area and population of An Thoi Dong commune into a new commune named Binh Khanh commune.
121. To merge the entire natural area and population of Ly Nhon commune and the remaining part of An Thoi Dong commune after the reorganization defined in Clause 120 of this Article into a new commune named An Thoi Dong commune.
122. To merge the entire natural area and population of Long Hoa commune (Can Gio District) and Can Thanh township into a new commune named Can Gio commune.
123. To merge the entire natural area and population of Tan Phu Trung, Tan Thong Hoi and Phuoc Vinh An communes into a new commune named Cu Chi commune.
124. To merge the entire natural area and population of Cu Chi township, Phuoc Hiep commune and Tan An Hoi commune into a new commune named Tan An Hoi commune.
125. To merge the entire natural area and population of Trung Lap Thuong, Phuoc Thanh and Thai My communes into a new commune named Thai My commune.
126. To merge the entire natural area and population of Phu My Hung, An Phu and An Nhon Tay communes into a new commune named An Nhon Tay commune.
127. To merge the entire natural area and population of Pham Van Coi, Trung Lap Ha and Nhuan Duc communes into a new commune named Nhuan Duc commune.

129. To merge the entire natural area and population of Binh My commune (Cu Chi District), Hoa Phu and Trung An communes into a new commune named Binh My commune.
130. To merge the entire natural area and population of Thoi Tam Thon, Nhi Binh and Dong Thanh communes into a new commune named Dong Thanh commune.
131. To merge the entire natural area and population of Tan Hiep commune (Hoc Mon District), Tan Xuan commune and Hoc Mon township into a new commune named Hoc Mon commune.
132. To merge the entire natural area and population of Tan Thoi Nhi, Xuan Thoi Dong and Xuan Thoi Son communes into a new commune named Xuan Thoi Son commune.
133. To merge the entire natural area and population of Xuan Thoi Thuong, Trung Chanh and Ba Diem communes into a new commune named Ba Diem commune.
134. To merge the entire natural area and population of Nha Be township and Phu Xuan, Phuoc Kien and Phuoc Loc communes into a new commune named Nha Be commune.
135. To merge the entire natural area and population of Nhon Duc, Long Thoi and Hiep Phuoc communes into a new commune named Hiep Phuoc commune.
136. To merge the entire natural area and population of Lac An, Hieu Liem and Thuong Tan communes, and the remaining part of Tan My commune after the reorganization defined in Clause 99 of this Article into a new commune named Thuong Tan commune.
137. To merge the entire natural area and population of Tan Thanh township, Dat Cuoc commune and Tan Dinh commune into a new commune named Bac Tan Uyen commune.
138. To merge the entire natural area and population of Phuoc Vinh township, An Binh commune and part of the natural area and population of Tam Lap commune into a new commune named Phu Giao commune.
139. To merge the entire natural area and population of Vinh Hoa commune and Phuoc Hoa commune, and the remaining part of Tam Lap commune after the reorganization defined in Clause 138 of this Article into a new commune named Phuoc Hoa commune.
140. To merge the entire natural area and population of Tan Hiep commune (Phu Giao District), An Thai and Phuoc Sang communes into a new commune named Phuoc Thanh commune.
141. To merge the entire natural area and population of An Linh, Tan Long and An Long communes into a new commune named An Long commune.
142. To merge the entire natural area and population of Tru Van Tho commune and Cay Truong II commune, and part of the natural area and population of Lai Uyen township into a new commune named Tru Van Tho commune.
143. To merge the remaining part of Lai Uyen township after the reorganization defined in Clause 142 of this Article into a new commune named Bau Bang commune.
144. To merge the entire natural area and population of Long Tan commune and Long Hoa commune (Dau Tieng District), part of the natural area and population of Minh Tan commune and Minh Thanh commune into a new commune named Long Hoa commune.
145. To merge the entire natural area and population of Thanh An commune, part of the natural area and population of Dinh Hiep commune and the remaining part of Thanh Tuyen commune and An Lap commune after the reorganization defined in Clause 93 of this Article into a new commune named Thanh An commune.
146. To merge the entire natural area and population of Dau Tieng township, Dinh An commune and Dinh Thanh commune, and the remaining part of Dinh Hiep commune after the reorganization defined in Clause 145 of this Article into a new commune named Dau Tieng commune.
147. To merge the entire natural area and population of Minh Hoa commune and the remaining part of Minh Tan commune and Minh Thanh commune after the reorganization defined in Clause 144 of this Article into a new commune named Minh Thanh commune.
148. To merge the entire natural area and population of Toc Tien commune and Chau Pha commune into a new commune named Chau Pha commune.
149. To merge the entire natural area and population of Long Hai township, Phuoc Tinh commune and Phuoc Hung commune into a new commune named Long Hai commune.
150. To merge the entire natural area and population of Long Dien township and Tam An commune into a new commune named Long Dien commune.
151. To merge the entire natural area and population of Phuoc Hai township and Phuoc Hoi commune into a new commune named Phuoc Hai commune.
152. To merge the entire natural area and population of Dat Do township and Long Tan commune (Long Dat District), Lang Dai commune and Phuoc Long Tho commune into a new commune named Dat Do commune.
153. To merge the entire natural area and population of Da Bac commune and Nghia Thanh commune into a new commune named Nghia Thanh commune.
154. To merge the entire natural area and population of Ngai Giao township, Binh Ba commune and Suoi Nghe commune into a new commune named Ngai Giao commune.
155. To merge the entire natural area and population of Kim Long township, Bau Chinh commune and Lang Lon commune into a new commune named Kim Long commune.
156. To merge the entire natural area and population of Cu Bi commune and Xa Bang commune into a new commune named Chau Duc commune.
157. To merge the entire natural area and population of Binh Trung, Quang Thanh and Binh Gia communes into a new commune named Binh Gia commune.
158. To merge the entire natural area and population of Suoi Rao, Son Binh and Xuan Son communes into a new commune named Xuan Son commune.
159. To merge the entire natural area and population of Phuoc Buu township, Phuoc Tan commune and Phuoc Thuan commune into a new commune named Ho Tram commune.
160. To merge the entire natural area and population of Bong Trang, Bung Rieng and Xuyen Moc communes into a new commune named Xuyen Moc commune.
161. To merge the entire natural area and population of Hoa Hung, Hoa Binh and Hoa Hoi communes into a new commune named Hoa Hoi commune.
162. To merge the entire natural area and population of Tan Lam commune and Bau Lam commune into a new commune named Bau Lam commune.
163. To merge the entire natural area and population of Con Dao District into a new special zone named Con Dao special zone.
164. After the reorganization, Ho Chi Minh City has 168 commune-level administrative divisions, including 113 wards, 54 communes, and 01 special zone; of which there are 112 wards, 50 communes, and 01 special zone formed after the reorganization specified in this Article and 05 commune-level administrative divisions not subject to reorganization, which are Thoi Hoa ward, and Long Son, Hoa Hiep, Binh Chau and Thanh An communes.
Article 2. Effect
1. This Resolution takes effect on the date of its approval.
2. Competent authorities shall expeditiously carry out the necessary preparations to ensure that the local governments of the commune-level administrative divisions formed after the reorganization, as prescribed in Article 1 of this Resolution, officially commence operations from July 01, 2025.
3. The local governments of the commune-level administrative divisions prior to the reorganization shall continue to operate until the local governments in the commune-level administrative divisions formed after the reorganization officially commence operations.
Article 3. Organization of implementation
1. The Government, the People's Council and People's Committee of Ho Chi Minh City, local governments of the administrative divisions related to the reorganization and other relevant agencies and organizations shall organize the implementation of this Resolution; arrange and stabilize the apparatus of local agencies and organizations; stabilize the lives of local people, and ensuring requirements of socio-economic development, national defense, and security in the localities.
2. The Government shall, based on this Resolution and Scheme No. 356/DA-CP dated May 9, 2025 of the Government, to accurately determine the natural areas of commune-level administrative divisions and publicly announce such information before September 30, 2025. Concurrently, it must urgently deploy surveying efforts to define the boundaries of administrative divisions on the ground to establish administrative boundary dossiers according to regulations.
3. The Ethnic Council, National Assembly’s Committees, National Assembly deputies’ delegations and National Assembly deputies of Ho Chi Minh City shall, within the scope of their responsibilities and powers, be responsible for supervising the implementation of this Resolution.
