RESOLUTION
On the reorganization of commune-level administrative divisions of Phu Tho province in 2025

THE NATIONAL ASSEMBLY STANDING COMMITTEE
Pursuant to the Constitution of the Socialist Republic of Vietnam, as amended and supplemented by the Resolution No. 203/2025/QH15;
Pursuant to the Law on Organization of Local Administration No. 72/2025/QH15;
Pursuant to the National Assembly’s Resolution No. 202/2025/QH15 dated June 12, 2025, on the reorganization of provincial-level administrative divisions;
Pursuant to the Resolution No. 76/2025/UBTVQH15 dated April 14, 2025 of the National Assembly Standing Committee, on the reorganization of provincial-level administrative divisions in 2025;
Considering the proposals of the Government in the Report No. 386/TTr-CP and Scheme No. 387/DA-CP dated May 09, 2025, and Appraisal Report No. 435/BC-UBPLTP15 dated June 3, 2025, of the NA Committee for Legal and Judicial Affairs,
RESOLVES:
Article 1. Reorganization of commune-level administrative divisions of Phu Tho province
Based on the Scheme No. 387/DA-CP dated May 09, 2025 of the Government on the reorganization of commune-level administrative divisions of (new) Phu Tho province in 2025, the National Assembly Standing Committee decides the reorganization of commune-level administrative divisions of Phu Tho province as follows:
1. To merge the entire natural area and population of communes of Thanh Dinh, Chu Hoa and Hy Cuong into a new commune named Hy Cuong commune.
2. To merge the entire natural area and population of townships of Hung Son and Lam Thao, and Thach Son commune into a new commune named Lam Thao commune.
3. To merge the entire natural area and population of communes of Tien Kien, Xuan Huy and Xuan Lung into a new commune named Xuan Lung commune.
4. To merge the entire natural area and population of communes of Tu Xa, Son Vi and Phung Nguyen into a new commune named Phung Nguyen commune.
5. To merge the entire natural area and population of communes of Cao Xa, Vinh Lai and Ban Nguyen into a new commune named Ban Nguyen commune.
6. To merge the entire natural area and population of Phong Chau township and communes of Phu Nham, Phu Loc, Phu Ninh into a new commune named Phu Ninh commune.
7. To merge the entire natural area and population of communes of Bao Thanh, Tri Quan, Ha Giap and Gia Thanh into a new commune named Dan Chu commune.
8. To merge the entire natural area and population of communes of Lien Hoa, Le My and Phu My into a new commune named Phu My commune.
9. To merge the entire natural area and population of communes of Tien Phu, Trung Giap and Tram Than into a new commune named Tram Than commune.
10. To merge the entire natural area and population of communes of Tien Du, An Dao and Binh Phu into a new commune named Binh Phu commune.
11. To merge the entire natural area and population of Thanh Ba township, and communes of Dong Xuan, Hanh Cu and Van Linh into a new commune named Thanh Ba commune.

137. To merge the entire natural area and population of Phong Chau ward, communes of Phu Ho and Ha Thach into a new ward named Phong Chau ward.
138. To merge the entire natural area and population of wards of Thanh Vinh and Au Co, and Thanh Minh commune into a new ward named Au Co ward.
139. To merge the entire natural area and population of wards of Dinh Trung, Lien Bao, Khai Quang, Ngo Quyen and Dong Da into a new ward named Vinh Phuc ward.
140. To merge the entire natural area and population of wards of Tich Son, Hoi Hop, and Dong Tam, and Thanh Tru commune into a new ward named Vinh Yen ward.
141. To merge the entire natural area and population of wards of Hung Vuong (Phuc Yen city), Hai Ba Trung, Phuc Thang, Tien Chau and Nam Viem into a new ward named Phuc Yen ward.
142. To merge the entire natural area and population of wards of Dong Xuan and Xuan Hoa, communes of Cao Minh and Ngoc Thanh into a new ward named Xuan Hoa ward.
143. To merge the entire natural area and population of communes of Dong Tien, Huu Nghi, Phuong Lam, Quynh Lam, Tan Thinh, Thinh Lang and Trung Minh into a new ward named Hoa Binh ward.
144. To merge the entire natural area and population of Ky Son ward and communes of Doc Lap and Mong Hoa into a new ward named Ky Son ward.
145. To merge the entire natural area and population of Tan Hoa ward, communes of Hoa Binh and Yen Mong into a new ward named Tan Hoa ward.
146. To merge the entire natural area and population of wards of Dan Chu, Thai Binh and Thong Nhat, and the remaining part of the natural area and population of Vay Nua commune after the reorganization defined in Clause 99 of this Article into a new ward named Thong Nhat ward.
147. After then reorganization, Phu Tho province has 148 commune-level administrative divisions, comprising 133 communes and 15 wards. This includes 131 communes and 15 wards formed after the reorganization as prescribed in this Article, and 02 communes not subject to the reorganization, namely Thu Cuc and Trung Son communes.
Article 2. Effect
1. This Resolution takes effect on the date of its approval.
2. Competent authorities shall expeditiously carry out the necessary preparations to ensure that the local governments in the commune-level administrative divisions formed after the reorganization, as prescribed in Article 1 of this Resolution, officially commence operations from July 01, 2025.
3. The local governments in the commune-level administrative divisions prior to the reorganization shall continue to operate until the local governments in the commune-level administrative divisions formed after the reorganization officially commence operations.
Article 3. Organization of implementation
1. The Government, the People's Council and People's Committee of Phu Tho province, local governments in the administrative divisions related to the reorganization and other relevant agencies and organizations shall organize the implementation of this Resolution; arrange and stabilize the apparatus of local agencies and organizations; stabilize the lives of local people, and ensuring requirements of socio-economic development, national defense, and security in the localities.
2. The Government shall, based on this Resolution and Scheme No. 387/DA-CP dated May 9, 2025 of the Government, to accurately determine the natural areas of commune-level administrative divisions and publicly announce such information before September 30, 2025. Concurrently, it must urgently deploy surveying efforts to define the boundaries of administrative divisions on the ground to establish administrative boundary dossiers according to regulations.
3. The Ethnic Council, National Assembly’s Committees, National Assembly deputies’ delegations and National Assembly deputies of Phu Tho province shall, within the scope of their responsibilities and powers, be responsible for supervising the implementation of this Resolution.
