DECREE
Defining the functions, tasks, powers and organizational structure of the Vietnam Television[1]
Pursuant to the February 18, 2025 Law on Organization of the Government;
At the proposal of the Minister of Information and Communications;
The Government promulgates the Decree defining the functions, tasks, powers and organizational structure of the Vietnam Television.
Article 1. Position and functions
1. The Vietnam Television is a government-attached agency, a national television station and a major multimedia communications agency, performing the function of informing and disseminating the Party’s guidelines and the State’s policies and laws, thus contributing to educating and raising the people’s intellectual level, and serving the people’s spiritual life through television programs and channels, and various forms of press and media.
2. The Vietnam Television is its English name in international transactions, abbreviated as VTV, and as THVN in Vietnamese.
3. The Vietnam Television submits to the state management by the ministry assigned to perform the state management of press.
Article 2. Tasks and powers
The Vietnam Television shall perform the tasks and exercise the powers specified in the Law on Organization of the Government and the Government’s regulations on government-attached agencies, and has the following specific tasks and powers:
1. To formulate and submit to the Government and the Prime Minister the Vietnam Telelvision’s long-term, medium-term and annual strategies, programs and plans, and important projects and schemes, and organize the implementation of these strategies, programs, plans, projects and schemes after they are approved.
2. To study and propose the formulation of, and submit to competent authorities for declaration, national standards; to promulgate in-house standards in accordance with law.
3. To organize the production, transmission, broadcasting, distribution and storage of television programs, e-newspapers and printed newspapers in accordance with law.
4. To participate in the formulation of strategies for, and master plans on, development of the network of press, radio and television establishments.
5. To decide on and take responsibility for contents, programs and time of daily broadcasts on the Vietnam Telelvision’s program channels in accordance with law.
6. To directly manage the Vietnam Telelvision’s specialized technical system serving the production of contents; transmission of signals on telecommunications infrastructure and broadband Internet; broadcasting of programs via satellite, terrestrial and cable television networks; and provision of programs and program channels at home and abroad on its digital platform and other digital platforms in accordance with law.
7. To provide external information in Vietnamese and foreign languages for overseas Vietnamese and foreigners through television programs and channels, and various forms of press and communications.
8. To assume the prime responsibility for, and coordinate with local television stations and radio-television stations in, formulating plans on production of programs to be broadcast on the Vietnam Telelvision’s program channels.
9. To manage and decide on investment and construction projects falling under the Vietnam Telelvision’s competence in accordance with law; to participate in the appraisal of important schemes and projects according to its expertise and professional operations as assigned by the Prime Minister.
10. To implement the mechanism of autonomy and accountability for the Vietnam Telelvision’s tasks, organizational apparatus and number of employees; to apply the performance-based finance and salary mechanism as a state enterprise; to operate not for profit-making purposes.
11. To coordinate with related ministries and agencies in formulating and submitting the Vietnam Telelvision’s financial mechanism to a competent authority for promulgation in accordance with law.
12. To exercise the rights and perform the responsibilities of the state owner’s representative with regard to establishment of, or capital contribution at, enterprises in accordance with law.
13. To research and apply scientific and technological advances and carry out digital transformation in the Vietnam Telelvision’s operations; to research and develop a (online) digital television platform applying information technology, digital technology and digital transformation in order to promote viewers’ involvement and content creation.
14. To provide professional training and further training and vocational training in the field of television and communications; to carry out international cooperation in the field of television and other multimedia communications in accordance with law.
15. To decide on and direct the implementation of the Vietnam Telelvision’s administrative reform program according to the objectives and contents of the state administrative reform program approved by the Government and the Prime Minister.
16. To manage the Vietnam Telelvision’s organizational apparatus, public employees and workers; to decide on the appointment, reappointment, relief from duty, commendation and disciplining; to direct the implementation of the salary regime and remuneration, training and further training regimes and policies applicable to its public employees and workers under its management in accordance with law.
17. To manage and use the Vietnam Telelvision’s budget funds and public assets in accordance with law.
18. To settle complaints and denunciations according to its competence; to prevent and combat corruption and waste in accordance with law.
19. To organize service provision activities in accordance with law
20. To report to the Government, the Prime Minister, the ministry assigned to perform the state management of press and other competent agencies in accordance with law.
20. To perform other tasks and exercise other powers in accordance with law.
Article 3. Organizational structure
1. The Office.
2. The Organization and Personnel Department.
3. The Planning and Finance Department.
4. The Inspection Department.
5. The Program Department
6. The News and Current Affairs Department.
7. The Special Affairs, Science and Education Department.
8. The Literature and Arts Department.
9. The Ethnic Language Television Department.
10. The Department of Television for Foreign Service.
11. The Culture and Entertainment Department.
12. The Sports Department.
13. The Department of Multimedia Television.
14. The Vietnam Television Film Center.
15. The VTV Center in Ho Chi Minh City.
16. The VTV Center in Central Vietnam and the Central Highlands.
17. The VTV Center in the Southwestern region.
18. The Television Technical and Fine Arts Center.
19. The Digital Content Production and Development Center.
20. The Technology, Transmission and Broadcasting Center.
21. The Advertising and Copyright Exploitation Center.
22. The VTV Times.
The Vietnam Television has its overseas bureaus which are established in accordance with law.
The units specified in Clauses 1 thru 4 of this Article are those assisting the General Director of the Vietnam Television; the unit specified in Clause 5 of this Article is that assisting the General Director of the Vietnam Television and producing programs; the units specified in Clauses 6 thru 18 of this Article and overseas bureaus are those producing programs; the unit specified in Clause 19 of this Article is that producing programs and providing contents on digital platforms; the unit specified in Clause 20 of this Article is that in charge of technologies and broadcasting programs; the unit specified in Clause 21 of this Article is that conducting copyright licensing and exploitation activities; and the unit specified in Clause 22 of this Article is a press agency, a public non-business unit attached to the Vietnam Television.
The General Director of the Vietnam Television shall report and seek opinions of the Prime Minister on the establishment, dissolution and organization of other units under his/her competence in accordance with law and submit to the Prime Minister for promulgation the list of other public non-business unit attached to the Vietnam Television.
The Program Department has no more than 10 divisions; the Office has no more than 8 divisions.
Article 4. Leadership
1. The Vietnam Television has a General Director and no more than 4 Deputy General Directors.
2. The General Director and Deputy General Directors of the Vietnam Television shall be appointed, relieved from duty or dismissed by the Prime Minister in accordance with law.
3. The General Director of the Vietnam Television shall take responsibility before the Government and the Prime Minister and before law for all activities of the Vietnam Television. Deputy General Directors shall assist and take responsibility before the General Director and before law for their assigned tasks.
4. The General Director shall appoint, relieve from duty and dismiss heads and deputy heads, and define the functions, tasks, powers, organizational structures and working relations, of units attached to the Vietnam Television.
Article 5. Transitional provisions
The Vietnam Television shall continue to implement the financial mechanism applicable to enterprises under current regulations until the Government promulgates a decree providing its applicable financial mechanism.
Article 6. Effect
1. This Decree takes effect on March 1, 2025.
2. This Decree replaces the Government’s Decree No. 60/2022/ND-CP of September 8, 2022, defining the functions, tasks, powers and organizational structure of the Vietnam Television.
Article 7. Implementation responsibility
Ministers, heads of ministerial-level agencies, heads of government-attached agencies, and chairpersons of provincial-level People’s Committees shall implement this Decree.-
