DECREE

Defining the functions, tasks, powers and organizational structure of the Voice of Vietnam[1]

 

Pursuant to the February 18, 2025 Law on Organization of the Government;

At the proposal of the Minister of Information and Communications;

The Government promulgates the Decree defining the functions, tasks, powers and organizational structure of the Voice of Vietnam.

Article 1. Position and functions

 1. The Voice of Vietnam is a government-attached agency, a national radio station and a major multimedia communications agency, performing the function of informing and disseminating the Party’s guidelines and the State’s policies and laws, thus contributing to educating and raising the people’s intellectual level, and serving the people’s spiritual life through radio programs, printed newspapers and e-newspapers.

2. The Voice of Vietnam is its English name in international transactions, abbreviated as VOV, and as TNVN in Vietnamese.

3. The Voice of Vietnam submits to the state management by the ministry assigned to perform the state management of press.

Article 2. Tasks and powers

The Voice of Vietnam shall perform the tasks and exercise the powers specified in the Law on Organization of the Government and the Government’s regulations on government-attached agencies, and has the following specific tasks and powers:

1. To formulate and submit to the Government and the Prime Minister the Voice of Vietnam’s long-term, medium-term and annual strategies, programs and plans, and important projects, and organize the implementation of these strategies, programs, plans, and projects after they are approved.

2. To study and propose the formulation of, and submit to competent authorities for declaration, national standards; to promulgate in-house standards in accordance with law.

3. To decide on and take responsibility for the contents, programs and time of daily broadcasts on the Voice of Vietnam’s program channels, and coverage range and scope of impacts of internal and external information; to direct and guide its attached press agencies to adhere to the principles, purposes, tasks and directions of operation in accordance with law.

4. To participate in the formulation of strategies for, and master plans and plans on, development of Vietnam’s press network.

5. To organize the production, transmission, broadcasting, distribution and storage of radio programs, printed newspapers and e-newspapers in accordance with law. To organize the production of digital information content products in conformity with the Voice of Vietnam’s assigned functions and tasks

6. To decide on, manage, and organize the implementation of, investment and construction projects falling under the Voice of Vietnam’s competence in accordance with law; to participate in the appraisal of important schemes and projects according to its expertise and professional operations at the request of the Government or the Prime Minister.

7. To directly manage the Voice of Vietnam’s specialized technical system serving content production, transmission of signals on telecommunications infrastructure and broadband Internet;  broadcasting of programs via terrestrial and satellite radio networks; provision of programs and program channels at home and abroad on its digital platform and other digital platforms in accordance with law.

8. To research and apply scientific and technological advances and carry out digital transformation in the Voice of Vietnam’s operations;

9. To carry out international cooperation in the fields falling under the Voice of Vietnam’s functions, tasks and powers in accordance with law.

10. To perform political tasks as assigned by competent authorities and be allocated with funds from the state budget to perform these tasks; to implement the financial autonomy mechanism in accordance with law; in particular cases, to propose and coordinate with related ministries and agencies in, formulating a particular financial autonomy mechanism, and submit it to a competent authority for promulgation.

11. To exercise the rights and perform the responsibilities of the state owner’s representative with regard to establishment of, or capital contribution at, enterprises in accordance with law.

12. To decide on, and direct the implementation of, the Voice of Vietnam’s own administrative reform program according to the objectives and contents of the state administrative reform program approved by the Government or the Prime Minister.

13. To provide professional training and further training in press in accordance with law.

14. To manage the Voice of Vietnam’s organizational apparatus, public employees and workers; to decide on appointment, reappointment, transfer, rotation, dismissal, relief from duty, provide training and further training, and conduct commendation and discipline work; to implement the salary regime and other regimes and policies applicable to public employees and workers under its management in accordance with law.

15. To manage and use state budget allocations and public assets in accordance with the law on the state budget, the law on management and use of public assets and other relevant laws;

16. To organize service provision activities in accordance with law.

17. To report to the Government, the Prime Minister, the ministry assigned to perform the state management of press and other competent agencies in accordance with law.

18. To perform other tasks and exercise other powers as assigned by the Government or the Prime Minister and provided by law.

Article 3. Organizational structure

1. The Editorial Secretariat Department.

2. The Department of Organization and Personnel, and International Cooperation.

3. The Planning and Finance Department.

4. The Office.

5. The News and Current Affairs Department (VOV1).

6. The Cultural, Social and Ethnic Affairs Department (VOV2).

7. The Literature, Arts and Music Department (VOV3).

8. The VOV World (VOV5).

9. The Voice of Vietnam E-newspaper (VOV).

10. The VOV Transport Radio (VOVGT).

11. The VTC News E-newspaper.

12. The VOV Bureau in the Northeastern Region.

13. The VOV Bureau in the Northwestern Region.

14. The VOV Bureau in Central Vietnam.

15. The VOV Bureau in the Central Highlands.

16. The VOV Bureau in Ho Chi Minh City.

17. The VOV Bureau in the Mekong River Delta.

18. The Program Production and Archive Center.

19. The Technical Center.

20. The Advertising and Media Service Center.

21. The Information Technology Research and Development (R&D) Center.

The Voice of Vietnam has its overseas bureaus which are established in accordance with law.

The units specified in Clauses 1 thru 4 of this Article are those assisting the General Director of the Voice of Vietnam; the units specified in Clause 5 thru Clause 18 of this Article and overseas bureaus are content and program production organizations; the unit specified in Clause 19 of this Article is a transmission and broadcasting unit; and the units specified in Clauses 20 and 21 of this Article are other public non-business units.

The Editorial Secretariat Department has no more than 4 divisions; the Department of Organization and Personnel, and International Cooperation, no more than 3 divisions; the Planning and Finance Department, no more than 2 divisions; and the Office, no more than 4 divisions.

The General Director of the Voice of Vietnam shall submit to the Prime Minister for promulgation the list of other public non-business units attached to the Voice of Vietnam.

Article 4. Leadership

1. The Voice of Vietnam has a General Director and no more than 4 Deputy General Directors.

2. The General Director and Deputy General Directors of the Voice of Vietnam shall be appointed, relieved from duty and dismissed by the Prime Minister in accordance with law.

3. The General Director of the Voice of Vietnam shall take responsibility before the Government and the Prime Minister and before law for all activities of the Voice of Vietnam; Deputy General Directors shall assist the General Director in, and take responsibility before the General Director and before law for, their assigned tasks.

4. The General Director shall appoint, relieve from duty, dismiss and discipline heads and deputy heads of, and define the functions, tasks, powers, organizational structures and working relations, of units attached to, the Voice of Vietnam.

Article 5. Transitional provisions

1. The VOV News and the VOV E-newspaper shall continue to operate until the General Director of the Voice of Vietnam promulgates a decision on the functions, tasks, powers and organizational structure of the Voice of Vietnam E-newspaper (VOV) and the e-newspaper is granted an operation license by the competent authority. The time limit for implementation thereof is 3 months from the effective date of this Decree.

2. The Vietnam Television Corporation shall cease its television operation. The Vietnam Television Corporation shall settle issues related to its finances and assets; regimes and policies for its public employees and workers; and other remaining issues (if any) within 6 months from the effective date of this Decree. The Voice of Vietnam shall assume the prime responsibility for, and coordinate with related ministries and agencies in, formulating plans on settling issues related to finances and assets, and other remaining issues (if any) of the Vietnam Television Corporation under regulations.

Article 6. Effect

1. This Decree takes effect on March 1, 2025.

2. This Decree replaces the Government’s Decree No. 92/2022/ND-CP of November 2, 2022, defining the functions, tasks, powers and organizational structure of the Voice of Vietnam.

Article 7. Implementation responsibility

Ministers, heads of ministerial-level agencies, heads of government-attached agencies, and chairpersons of provincial-level People’s Committees shall implement this Decree.-
