Defining the functions, tasks, powers and organizational structure of the Ministry of Culture, Sports and Tourism^[1]

Pursuant to the February 18, 2025 Law on Organization of the Government;

At the proposal of the Minister of Culture, Sports and Tourism;

The Government promulgates the Decree defining the functions, tasks, powers and organizational structure of the Ministry of Culture, Sports and Tourism.

Article 1. Position and functions

The Ministry of Culture, Sports and Tourism is an agency of the Government, performing the function of state management of culture; family; physical training and sports; tourism; press; radio and television; news agency; publishing, printing and distribution; electronic information; grassroots information and external information nationwide; and public services in the sectors and fields under the Ministry’s state management.

Article 2. Tasks and powers

The Ministry of Culture, Sports and Tourism shall perform the tasks and exercise the powers prescribed in the Law on Organization of the Government, and the Government’s regulations on the functions, tasks, powers and organizational structures of ministries and ministerial-level agencies, and has the following specific tasks and powers:

1. To submit to the Government draft laws and draft resolutions of the National Assembly; draft ordinances and draft resolutions of the National Assembly Standing Committee; draft decrees and draft resolutions of the Government according to the approved annual lawmaking programs and plans of the Ministry and resolutions, projects and schemes as assigned by the Government or the Prime Minister.

2. To submit to the Government or the Prime Minister strategies, master plans, long-term, medium-term and annual development plans, and national important  programs, projects and works in the sectors and fields under the Ministry’s state management.

3. To submit to the Prime Minister drafts of decisions, directives and other documents on the sectors and fields under the Ministry’s state management.

4. To promulgate circulars, decisions, directives and other documents on the state management in the sectors and fields under the Ministry’s state management.

To formulate national standards; to promulgate national technical regulations, processes, regulations, and techno-economic norms in the sectors and fields under the Ministry’s state management.

5. To direct, guide, examine and organize the implementation of legal documents, strategies, master plans, programs, plans, and national important projects and works that have been promulgated or approved; to carry out public communication and education, and monitoring of the enforcement of law in the fields under the Ministry’s state management.

6. Regarding cultural heritage:

a/ To submit to the Prime Minister the ranking, cancellation of ranking; supplementation and modification of scientific dossiers; and approval of, and decision on, boundaries, adjustment of boundaries of protected areas of special national relics; the nomination to the United Nations Educational, Scientific and Cultural Organization (UNESCO) for: recognition of historical-cultural relics and scenic spots of Vietnam and historical-cultural relics and scenic spots of Vietnam nominated in coordination with other countries as World Heritage; cancellation of recognition, and modification of dossiers of these historical-cultural relics and scenic spots; inscription, additional inscription, and support for the protection of intangible cultural heritage, documentary heritage of Vietnam, and of intangible cultural heritage, documentary heritage of Vietnam nominated in coordination with other countries;

b/ To submit to the Prime Minister the recognition and cancellation of recognition of national treasures; grant of permission for bringing national treasures and documentary heritage items inscribed by the UNESCO abroad for display, exhibition, research or preservation, and plans for handling assets being cultural heritage in accordance with law; plans on recovery, purchase and repatriation of overseas vestiges, antiquities, national treasures and valuable documentary heritage items of Vietnamese origin; mechanisms and policies for mobilizing, managing and using resources for safeguarding and promotion of values of cultural heritage;

c/ To appraise and submit to the Prime Minister for approval planning tasks, master plans, and adjustments to master plans on preservation, restoration and revitalization of world heritage sites and special national relics;

d/ To promulgate the National Action Program on safeguarding of intangible cultural heritage after inscribed by the UNESCO; to guide the reporting on, and appraisal of, schemes on the safeguarding and promotion of values of intangible cultural heritage and documentary heritage after inscribed;

dd/ To guide the organization of the inventory of cultural heritage, preparation of scientific dossiers of cultural heritage for proposal for ranking or inscription, and cancellation of decisions on ranking or inscription in national lists of national relics, intangible cultural heritage and documentary heritage items;

e/ To appraise planning tasks, master plans and adjustments to master plans on  preservation, restoration and revitalization of national relics; to appraise projects and techno-economic reports on preservation, restoration and revitalization of national relics, special national relics and world heritage sites; to certify cases in which world heritage sites, special national relics and national relics are degraded and meet conditions for formulation of relic preservation, restoration and revitalization projects; to appraise plans on management and regulations on protection of world heritage sites; to give opinions on the conformity with requirements and on promotion of values of cultural heritage with regard to the repair, renovation, construction or reconstruction of works and implementation of the activities of directly serving the safeguarding and promotion of values ​​of relics or world heritage, individual houses, or socio-economic works; using sea areas for the purpose of exploitation and use of marine resources, and carrying out socio-economic activities in accordance with specialized laws;

g/ To approve and decide on the boundaries and adjust the boundaries of protected areas of national relics; to decide on the addition, relocation, and change of objects in world heritage and special national relics;

h/ To carry out the ranking and re-ranking of class-I museums; to certify the satisfaction of conditions for establishment of public museums; to give opinions on the ranking and re-ranking of class-II and -III museums in accordance with law; to give opinions on the exhibition outlines and investment projects on construction, renovation and upgrading of architectural works and technical infrastructure and exhibition at public museums; to decide to hand over vestiges, antiquities and national treasures to public museums or state agencies and organizations with appropriate functions and tasks in accordance with law;

i/ To grant licenses for archaeological exploration and excavation and approve the person in charge of archaeological exploration and excavation; to guide the procedures for registration of vestiges and antiquities and the operation of establishments providing vestige and antiquity inspection services, and vestige and antiquity trading establishments; to decide on the sending of antiquities abroad for exhibition, research or preservation; to decide on the sending of national treasures for exhibition, research or preservation for a definite time within the country; to grant licenses for the import of vestiges, antiquities and national treasures of Vietnamese origin from abroad into the country; to grant licenses for production of replicas of national treasures; to give opinions on the research, collection and documentation of intangible cultural heritage and documentary heritage distributed in 2 or more provinces or centrally run cities in Vietnam by overseas Vietnamese and foreign organizations and individuals in accordance with law;

k/ To build and manage a national database on cultural heritage;

l/ To guide and examine activities of safeguarding and promoting values of cultural heritage.

7. Regarding performing arts:

a/ To provide for the organization of contests and festivals of professional art genres;

b/ To approve and halt the organization of art performances, contests and festivals of performing arts; to cancel the results of contests and festivals of performing arts of different genres within the Ministry’s authority in accordance with law;

c/ To receive legal deposit copies of audio and video recordings of art performances for commercial purposes from organizations under central agencies in accordance with law;

d/ To guide the collection, preservation, introduction and promotion of values of traditional Vietnamese performing arts ​at the national level and the quintessence of world performing arts.

8. Regarding cinema:

a/ To organize national and international film festivals in Vietnam; to approve the organization of specialized and thematic film festivals, foreign film days and weeks in Vietnam and Vietnamese film days and weeks abroad;

b/ To manage the submission of legal deposits and storage of films and documentary materials and moving images produced domestically; and the submission of legal deposits of foreign films that are disseminated and released in Vietnam;

c/ To grant and revoke licenses in the field of cinema within the authority of the ministry in accordance with law.

9. Regarding fine arts, photography, and exhibition:

a/ To perform the state management of national cultural symbols in accordance with law;

b/ To manage the organization of fine arts creation contests on a national or regional scale; to receive written notices for creative campaigns, creative camps, contests and festivals of photographic works in Vietnam that are organized by ministries, central sectors and organizations, and foreign organizations; to receive written notices of Vietnamese photographic works’ participation in overseas contests and festivals in the capacity of Vietnamese national representative;

c/ To guide the organization of, and organize, the display and exhibition of fine art and photographic works;

d/ To guide the organization of inspection of fine art and photographic works;

dd/ To grant and revoke licenses in the fields of fine arts, photography, and exhibition within the Ministry’s authority in accordance with law.

10. Regarding copyright and related rights:

a/ To implement measures to protect the lawful rights and interests of the State, organizations, individuals, and society in the field of copyright and related rights;

b/ To guide the provision, cooperation, ordering, use, and guarantee of copyright over, works, and related rights over performances, audio recordings, video recordings, and broadcasts;

c/ To manage and exploit copyright over works and related rights over performances, audio recordings, video recordings, and broadcasts of which the State acts as the owner’s representative or as the management representative; to receive copyright and related rights transferred from organizations and individuals to the State in accordance with law;

d/ To manage the grant, re-grant, renewal, and invalidation of certificates of registration of copyright and certificates of registration of related rights; to conduct copyright certification; to build a system of databases and establish a national information network on copyright and related rights;

dd/ To manage and organize the assessment of copyright and related rights; to grant, re-grant, and revoke copyright and related rights assessor cards and certificates of copyright and related rights assessment organizations;

e/ To approve the translation of works from foreign languages ​​into Vietnamese and reproduction of works for teaching and research for non-commercial purposes according to the provisions of the Appendix to the Berne Convention for the Protection of Literary and Artistic Works; to approve the use of anonymous works; works, performances, audio recordings, video recordings, and broadcasts of Vietnamese organizations and individuals that have been published in case the copyright holders or related rights holders cannot be found or identified;

g/ To manage the operation of collective representative organizations, and consultancy and service organizations operating in the field of copyright and related rights; to approve the royalty rates and payment methods.

11. Regarding libraries:

a/ To direct the deployment of interlibrary collaboration; to direct and guide the organization of professional operations of libraries, and the development of the reading culture; to guide the evaluation of library activities according to national standards and regulations;

b/ To guide the conditions for establishment and operation of libraries in accordance with law; to receive, and notify the Ministry’s opinions on, dossiers for the establishment, merger, consolidation, division, separation, dissolution, and termination of operation of specialized libraries at the central level and public libraries of provinces and centrally run cities; to give the Ministry’s opinions concerning the determination of public libraries with important roles that are prioritized for investment by the State in accordance with law;

c/ To formulate mechanisms and policies to mobilize, manage and use resources to develop libraries and the reading culture in accordance with law.

12. Regarding advertising:

a/ To perform the state management of advertising in accordance with law;

b/ To guide the formulation of local outdoor advertising master plans;

c/ To organize the appraisal of advertising products in accordance with law;

d/ To perform tasks related to management of advertising in the press, on the Internet, and on publications in accordance with law;

dd/ To grant, extend, modify and revoke licenses for advertising channels and programs for radio and television media; to receive notices of specialized advertising supplements of printed newspapers;

e/ To receive notices of provision of cross-border advertising services in Vietnam; to receive and handle notices of illegal cross-border advertising and take preventive measures in accordance with law.

13. Regarding grassroots culture and propaganda:

a/ To guide and organize the implementation of regulations on founding days, traditional days, response days, ceremonies, funerals and other rituals under the Ministry’s state management or as assigned by the Government;

b/ To direct, guide and organize the implementation of propaganda contents (except radio and television broadcasting activities; public bulletin boards) on the Party’s guidelines and the State’s policies and laws through cultural, artistic, visual propaganda and mobile propaganda activities in accordance with law;

c/ To guide the use of the National Flag, National Emblem, National Anthem and portrait of President Ho Chi Minh in accordance with law;

d/ To prescribe the organization of mass art festivals, contests, and performances, mobile propaganda (except radio and television broadcasting activities), and the organization of cultural activities; to manage cultural activities, and provision of culture and entertainment services in public places;

dd/ To perform the state management of festivals in accordance with law; to guide the realization of civilized lifestyles in weddings, funerals, and building lifestyles; to implement the movement “All people unite to build a cultured life”; to implement measures to prevent superstitions, backward customs, and depraved cultural products that are contrary to good customs and traditions, harmful to health, and destructive to the ecological environment;

e/ To monitor, examine and synthesize information on organization of explosive fireworks displays in localities, and report to the Prime Minister for the latter to direct ministries, sectors, and localities in organizing explosive fireworks displays; to assume the prime responsibility for, and coordinate with the Ministry of National Defense, the Ministry of Public Security, and provincial-level People’s Committees in, directing the organization of explosive fireworks displays, and decide on changes in the range and duration of explosive fireworks displays in accordance with law.

14. To perform the state management of the formulation and implementation of village codes and conventions in accordance with law.

15. Regarding ethnic culture:

a/ To formulate, and guide and organize the implementation of, policies, programs, schemes and projects on preservation and promotion of values ​​of the cultures of ethnic minority communities in Vietnam;

b/ To guide and organize the implementation of cultural, sports and tourism festivals of ethnic groups in each region and nationwide; to guide cultural and artistic activities serving deep-lying, remote, border, island and ethnic minority areas; to disseminate and promote the traditional cultures of ethnic minority groups in Vietnam;

c/ To directly perform the state management of the Vietnam National Village for Ethnic Culture and Tourism in accordance with law.

16. Regarding literature:

a/ To formulate, and guide and organize the implementation of, mechanisms and policies on literary activities;

b/ To guide the implementation and examination of literary activities;

c/ To organize literary and artistic creation camps;

d/ To guide and organize national literature contests.

17. Regarding family work:

a/ To disseminate and educate ethics, lifestyle, family behaviors and Vietnamese family values ​​in the new era;

b/ To build and develop the system of Vietnamese family values in the new era; to build cultured family standards;

c/ To build a database on families and prevention and combat of domestic violence; to build, and guide the replication of, happy, sustainably developed family models;

d/ To guide and organize the celebration of Vietnamese family days in accordance with law.

18. Regarding physical training and sports for all:

a/ To submit to the Prime Minister for decision the organization of regional, continental and world sports events in Vietnam for people with disabilities;

b/ To specify criteria for evaluating mass physical training and sports movements;

c/ To organize and guide the building of a contingent of mass physical training and sports instructors and collaborators; to disseminate and guide methods of physical training and sports; to foster expertise and skills for grassroots physical training and sports collaborators;

d/ To conduct surveys on people’s physical fitness; to guide, apply and develop traditional sports and traditional health training methods at home and abroad;

dd/ To decide to organize regional, continental and world-level sports competitions in Vietnam for people with disabilities; and national-level mass sports competitions;

e/ To coordinate with the Ministry of Education and Training, the Ministry of National Defense, and the Ministry of Public Security to guide and organize the implementation of physical education and sports activities in schools and physical training and sports in the people’s armed forces;

g/ To guide the registration of operation of clubs, mass physical training and sports establishments and fan clubs.

19. Regarding high-performance sports and professional sports:

a/ To submit to the Prime Minister for decision the organization of regional, continental and world games in Vietnam; and national games;

b/ To guide and organize the implementation of regulations on regimes and policies for athletes, coaches and sports referees;

c/ To decide to organize championship competitions and youth championship competitions in Vietnam for each sport at regional, continental and world levels; to organize annual national championships and national youth championships for each sport at the proposal of national sports federations; to prescribe the management of international sports activities held in Vietnam; to approve the regulations of the National Games;

d/ To promulgate standards and guidelines for ranking athletes, coaches, and sports referees; to recognize the ranking of international sports organizations for Vietnamese athletes, coaches, and sports referees in accordance with law;

dd/ To prescribe the management of the transfer of athletes and selection of athletes to national sports teams; to specify the order and procedures for establishing national sports delegations and national sports teams for each sport;

e/ To guide the formulation of training and coaching programs for athletes, coaches, and sports referees; to prescribe sports-related professional training programs for professional staff of sports enterprises;

g/ To guide the registration of operation of professional sports establishments.

20. Regarding tourism resources and tourism system planning:

a/ To guide and organize the investigation, assessment, and classification of tourism resources; to build a database on tourism resources;

b/ To guide and organize the implementation of the master plan on the tourism system.

21. Regarding tourist sites and tourist spots:

a/ To decide on the recognition of national tourist sites; to submit to the Prime Minister for recognition national tourist sites located in 2 or more provincial-level administrative units;

b/ To guide and inspect the recognition of tourist spots and tourist sites;

c/ To guide the management of national tourist sites;

d/ To coordinate and link international, inter-regional and inter-provincial tourism activities.

22. Regarding tourism business, tourist guides and tourism promotion:

a/ To manage and organize the grant and revocation of licenses, tour guide cards and other certifications on tourism activities;

b/ To provide guidance on conditions, procedures, and dossiers for grant, renewal, re-grant and revocation of tour operator licenses;

c/ To provide guidance on standards, order, procedures, and dossiers for registration for recognition of tourist accommodation establishments’ ranks and revocation of decisions on recognition of tourist accommodation establishments’ ranks;

d/ To organize the appraisal and recognition of tourist accommodation establishments’ ranks and inspect the quality of tourist accommodation establishments in accordance with law;

dd/ To provide guidance on standards applicable to, model signboards of, dossiers, and procedures for recognition of, tourist service establishments meeting tourist serving standards;

e/ To specify conditions on persons in charge of tour operation services; contents of training and further training, organization of exams, and grant of tour operation certificates; contents of training and further training, organization of exams, and grant of tour guide certificates; contents of on-site tour guide examination; and foreign-language proficiency standards;

g/ To formulate, and organize the implementation of, tourism promotion strategies, plans, and programs at home and abroad; to coordinate inter-regional and inter-local tourism promotion activities;

h/ To appraise dossiers of application for establishment of Vietnam-based representative offices of foreign tourism agencies, and international and regional tourism organizations;

i/ To build a tourism management database.

23. Regarding the press (including: printed newspapers, electronic newspapers, radio, television, news bulletins, newsletters, and special issues):

a/ To organize information activities for the press and manage press information; to conduct measurement and publication of data related to press activities in accordance with law;

b/ To promulgate regulations on organization of press competitions and festivals;

c/ To examine submission of legal deposits in the press sector; to manage the national system of legal deposits of printed newspapers; to deploy the legal deposit with regard to audio, video and electronic press products in accordance with law; to guide and examine the making of statements and provision of information to the press by state administrative agencies in accordance with law;

d/ To grant, modify, supplement, suspend, terminate, and revoke licenses in the fields of press, radio and television; to grant and revoke press cards; to approve the organization of press conferences in accordance with the press law;

dd/ To guide press activities and activities of journalists nationwide, and coordinate with relevant agencies to manage the activities of the Vietnamese press related to foreign countries and the press activities of foreigners and foreign organizations in Vietnam;

e/ To give opinions on the appointment, reappointment, and assignment of leadership of press agencies according to regulations.

24. Regarding publishing (including publishing, printing, and distribution):

a/ To grant, extend, modify, supplement, suspend, terminate, and revoke licenses in the fields of publishing, printing, and distribution in accordance with law;

b/ To certify and manage publishing registration of publishing houses, registration of operation of printing establishments, registration of printing activities for products not subject to licensing, registration of publishing of publications, and registration of electronic publishing and distribution of electronic publications in accordance with law;

c/ To organize the appraisal of publications in accordance with law; to organize the examination of legal deposit copies of publications and manage the submission of legal deposits of publications; to organize the ordering and delivery of publications to areas with extremely difficult socio-economic conditions, deep-lying, remote, mountainous and border areas, and islands; to organize national publishing fairs and manage the distribution of publications abroad in accordance with law;

d/ To decide to suspend, revoke, confiscate, prohibit the circulation of, and destroy, illegal publications;

dd/ To grant, extend and revoke editorial practice certificates in accordance with law;

e/ To manage publishing support activities in accordance with law;

g/ To give opinions on the appointment, reappointment and assignment of leadership of publishing houses in accordance with law.

25. Regarding electronic information:

a/ To manage online electronic game services; websites, and social networks; information contents, and applications providing information online in accordance with law;

b/ To grant, extend, modify, supplement, suspend, terminate and revoke licenses and certificates for online electronic games, establishment of websites, provision of social network services and electronic information in the cyberspace in accordance with law;

c/ To manage contents, quality and price of radio and television services in accordance with law.

26. Regarding grassroots information:

a/ To develop grassroots information and propaganda contents within the Ministry’s functions and tasks and guide the implementation thereof;

b/ To guide the building and operation of grassroots information systems;

c/ To organize the provision of information and manage information content of grassroots information systems nationwide.

27. Regarding external information:

a/ To guide the content of, and coordinate in the provision of external information to Vietnamese news and press agencies;

b/ To assume the prime responsibility for, and coordinate with others in, examining and assessing the effectiveness of external information work of ministries, ministerial-level agencies, government-attached agencies, provincial-level People’s Committees, and press and publishing agencies at home and abroad;

c/ To formulate a mechanism for exchange, coordination, provision and sharing of information between state agencies and press agencies;

d/ To monitor, synthesize and report to the Prime Minister the provision of information to explain and clarify false information about Vietnam in various fields.

28. To organize the implementation of the law on intellectual property for press products, encrypted radio and television programs, and publications in accordance with law; to coordinate and direct intermediary service providers to comply with the law on intellectual property.

29. Regarding international cooperation:

a/ To submit to competent authorities the signing, approval, and ratification of, and accession to, treaties in the fields under the Ministry’s management in accordance with law; to participate in international organizations as assigned by the Government;

b/ To organize negotiations on treaties as authorized by competent state agencies; to organize the implementation of treaties under the Prime Minister’s direction; to sign and implement international agreements on the Ministry’s own behalf in accordance with law;

c/ To conclude, and organize and examine the implementation of, projects and programs receiving international donations; to decide to organize, and permit the organization of, international conferences and seminars in the fields under the Ministry’s management in accordance with law;

d/ To submit to competent authorities the establishment of Vietnamese Cultural Centers abroad and permit the establishment of foreign cultural establishments in Vietnam;

dd/ To manage the operation of Vietnamese Cultural Centers abroad and foreign cultural establishments in Vietnam in accordance with law;

e/ To organize events, fairs, seminars, exhibitions, and foreign affairs programs on culture, family, sports, tourism, press and publishing on national and international scales to introduce and promote the image of the Vietnamese country, people and culture and arts.

30. Regarding training, further training and development of human resources:

a/ To guide, examine and evaluate according to the Ministry’s competence the implementation of the law on training, further training and development of human resources in the fields under the Ministry’s management;

b/ To formulate and promulgate according to its competence, or submit to competent authorities for promulgation, legal documents, strategies, master plans, schemes and plans for training, further training and development of human resources in the fields under the Ministry’s management and particular  mechanisms and policies on training, further training, employment and special treatment for artistic and sports talents.

31. Regarding cultural industries:

To guide the implementation of the strategy for development of cultural industries after the strategy is approved; to directly organize the implementation of the strategy and scheme on development of cultural industries regarding the industries under the Ministry’s state management in accordance with law.

32. To perform the state management of public services in the sectors and fields under the Ministry’s state management in accordance with law.

33. To perform the tasks and exercise the powers over associations and non-governmental organizations operating in the sectors and fields under the Ministry’s state management in accordance with law.

34. To grant licenses for the import and export of goods in the fields falling under the Ministry’s state management in accordance with law.

35. To decide to approve, and organize the implementation of, investment projects in the fields falling under the Ministry’s authority in accordance with law.

36. To direct and organize the implementation of scientific research, application of scientific and technological advances, digital transformation and environmental protection, and response to climate change in the fields under the Ministry’s state management in accordance with law.

37. To exercise the rights and discharge the responsibilities of the representative of the owner of state capital in state enterprises, state capital-invested enterprises, and off-budget state financial funds under the Ministry’s management in accordance with law.

38. To perform the task of managing conditional business lines and services in the fields falling under the Ministry’s authority in accordance with law.

39. To carry out inspection and examination; to receive citizens; to resolve complaints and denunciations; to prevent and combat corruption and negative practices; to practice thrift, combat waste and handle violations in accordance with law; to conduct specialized inspection on cultural heritage.

40. To decide on, and direct the implementation of, the Ministry’s administrative reform program according to the objectives and contents of the state administrative reform program approved by the Government or the Prime Minister; to propose or decide according to the Ministry’s competence the decentralization of state management in the sectors and fields under its state management.

41. To organize, direct and guide the implementation of emulation and reward work in the fields under the Ministry’s state management in accordance with law.

42. To manage the organizational structure, job positions, civil servant structure by rank, public employee structure by professional title, civil servant payroll and number of workers in public non-business units in accordance with law; to manage cadres, civil servants, public employees and workers under the Ministry; to implement salary regimes and regimes and policies on preferential treatment, commendation and disciplining for cadres, civil servants, public employees and workers under the Ministry’s management in accordance with law.

43. To manage assigned finances and assets and organize the implementation of allocated budgets in accordance with law.

44. To perform other tasks assigned by the Government and the Prime Minister and prescribed by law.

5. The Office.

6. The Inspectorate.

7. The Department of Cultural Heritage.

8. The Department of Performing Arts.

9. The Department of Cinema.

10. The Department of Copyright.

11. The Department of Grassroots Culture, Family and Library.

21. The Vietnam Institute of Culture, Arts, Sports and Tourism.

22. The Culture Newspaper.

23. The Culture and Arts Magazine.

24. The Center for Digital Transformation of Culture, Sports and Tourism.

25. The School of Cultural, Sports and Tourism Management Staff.

The organizations specified in Clauses 1 thru 20 of this Article are administrative organizations assisting the Minister in performing the state management functions; the organizations specified in Clauses 21 thru 25 of this Article are public non-business units serving the Ministry’s state management functions.

The Vietnam National Authority of Tourism, the Sports Authority of Vietnam and the Vietnam Authority of Ethnic Cultures have seals with the national emblem.

The Minister of Culture, Sports and Tourism shall submit to the Prime Minister for decision and promulgation a list of other non-business units under the Ministry.

The Minister of Culture, Sports and Tourism shall define the functions, tasks, powers and organizational structures of the agencies and units under the Ministry.

The Department of Planning and Finance has 4 divisions; the Department of Organization and Personnel has 4 divisions.

Article 4. Effect

1. This Decree takes effect on March 1, 2025.

2. This Decree replaces the Government’s Decree No. 01/2023/ND-CP of January 16, 2023, defining the functions, tasks, powers and organizational structure of the Ministry of Culture, Sports and Tourism.

Article 5. Implementation responsibility

The Minister of Culture, Sports and Tourism, other ministers, heads of ministerial-level agencies, heads of government-attached agencies, and chairpersons of provincial-level People’s Committees shall implement this Decree.-
