Circular 09/2025/TT-NHNN amending Circular 25/2023/TT-NHNN on emulation and commendation within the banking sector

CIRCULAR

Amending and supplementing a number of articles of Circular No. 25/2023/TT-NHNN dated December 31, 2023, of the Governor of the State Bank of Vietnam, providing for the emulation and commendation work within the banking sector

Pursuant to the Law on Emulation and Commendation dated June 15, 2022;

Pursuant to the Government’s Decree No. 98/2023/ND-CP dated December 31, 2020, detailing and guiding the implementation of a number of articles of the Law on Emulation and Commendation;

Pursuant to the Government’s Decree No. 26/2025/ND-CP dated February 24, 2025, defining the functions, tasks, powers and organizational structure of the State Bank of Vietnam;

At the proposal of the Director of the Organization and Personnel Department;

The Governor of the State Bank of Vietnam hereby promulgates the Circular amending and supplementing a number of articles of Circular No. 25/2023/TT-NHNN dated December 31, 2023, of the Governor of the State Bank of Vietnam, providing for the emulation and commendation work within the banking sector.

Article 1. Amending and supplementing a number of articles of Circular No. 25/2023/TT-NHNN

1. To amend and supplement Point b, Clause 1, Article 3 as follows:

“b) A grassroots collective means: Branches under Departments;”

2. To amend and supplement Point d, Clause 1, Article 14 as follows:

“d) The “Excellent Labor Collective” title shall be awarded to collectives specified at Point a, Clauses 1, 3, 4, and 5, Article 3 of this Circular, and to divisions under Departments, equivalent units, and non-business units under the State Bank;”

3. To amend and supplement Clause 9, Article 14 as follows:

“9. Directors of the Issue and Vault Department, Information Technology Departments shall decide on awarding the “Excellent Labor Collective” title to small collectives under Branches.”

4. To amend and supplement Clause 4, Article 20 as follows:

“4. Members: The Standing Deputy Secretary of the Party Committee of the State Bank, the Standing Vice President of the Vietnam National Union of Bank Workers, the Chief of Office, the Chief Inspector of the State Bank, the Director of the Credit Institution Supervision Department, the Director of the Monetary Policy Department, the Director of the Finance and Accounting Department, and the Deputy Director of the Organization and Personnel Department.”

5. To amend and supplement Clause 3, Article 21 as follows:

“3. Members: Representatives of the Party Committee (Party Cell) and other members who are key officials as decided by the Head of the unit, on the principle that the total number of members of the Council (Chairperson, Vice Chairperson, and Members) shall not exceed 11 persons”.

6. To amend and supplement Clause 2, Article 30 as follows:

“2. The Inspectorate and the Credit Institution Supervision Department shall, based on the functions and tasks of their units, provide information serving the commendation consideration according to Form No. 06 attached hereto with respect to credit institutions, foreign bank branches, and individuals who are Managers, Executive Officers of credit institutions, and General Directors (Directors) of foreign bank branches proposed for commendation under the competence of the Governor of the State Bank and for state-level commendations.”

7. To amend and supplement the first bullet point in the Notes section of Form No. 06 promulgated together with Circular No. 25/2023/TT-NHNN as follows:

“(1) Name of the unit providing the information (the Inspectorate, the Credit Institution Supervision Department, or the regional State Bank branches).”

Article 2. Replacing and annulling a number of phrases and clauses of Circular No. 25/2023/TT-NHNN

1. To replace the phrase “State Bank branches of provinces and cities” with the phrase “regional State Bank branches” in Clause 5, Article 14; Point b, Clause 13, Clause 14, Clause 15, Clause 16, Article 16; Clause 3, Article 27; Clause 3, Article 29; Clause 3, Article 30.
2. To replace the phrase “the Office of the State Bank” with the phrase “the Office” in Clause 11, Point b, Clause 12, Point b, Clause 13, Article 16; Clause 4, Article 20.
3. To replace the phrase “Party Designated Representation”, “Party Designated Representation of the State Bank” with the phrase “Standing Party Committee of the State Bank” in Clause 3, Clause 5, Clause 6, Clause 7, Clause 9, and Points a and b, Clause 12, Article 16.
4. To replace the phrase “the Communications Department” with the phrase “the Banking Times” in Clause 10, Article 16; and Clause 5, Article 30.
5. To annul Clause 5, Article 6 and Clause 4, Article 14.

Article 3. Responsibility for implementation organization

The heads of units under the State Bank, credit institutions, foreign bank branches, the Deposit Insurance of Vietnam, enterprises managed by the State Bank, and the Secretaries-General of associations managed by the State Bank shall organize the implementation of this Circular.

Article 4. Effect

This Circular takes effect on June 24, 2025.
