Guiding the adjustment of monthly allowances from July 1, 2018, for commune cadres who retired under the Government Council’s Decision No. 130-CP of June 20, 1975, and the Ministers’ Council’s Decision No. 111-HDBT of October 13, 1981

Pursuant to the Government’s Decree No. 34/2017/ND-CP of April 3, 2017, defining the functions, tasks, powers and organizational structure of the Ministry of Home Affairs;

Pursuant to Clause 2, Article 4 of the Government’s Decree No. 88/2018/ND-CP of June 15, 2018, on adjustment of pensions, social insurance allowances and monthly allowances;

At the proposal of the Director of the Department of Salary Affairs;

The Minister of Home Affairs promulgates the Circular guiding the adjustment of monthly allowances from July 1, 2018, for commune cadres who retired under the Government Council’s Decision No. 130-CP of June 20, 1975, and the Ministers’ Council’s Decision No. 111-HDBT of October 13, 1981.

Article 1. Subjects of application

This Circular applies to commune, ward and township cadres who retired and are enjoying monthly allowances under the Government Council’s Decision No. 130-CP of June 20, 1975, and the Ministers’ Council’s Decision No. 111-HDBT of October 13, 1981 (below referred to as retiring senile commune cadres).

Article 2. Adjustment of monthly allowances

From July 1, 2018, to increase monthly allowances for retiring senile commune cadres by 6.92% of the allowances applicable in June 2018 as prescribed in Article 2 of the Government’s Decree No. 88/2018/ND-CP of June 15, 2018, on the adjustment of pensions, social insurance allowances and monthly allowances; specifically as follows:

1. Formula for adjustment of monthly allowances from July 1, 2018:

In which: The allowance applicable in June 2018 is the allowance specified in Clause 2, Article 2 of the Ministry of Home Affairs’ Circular No. 04/2017/TT-BNV of July 17, 2017, guiding the adjustment of monthly allowances from July 1, 2017, for commune cadres who retired under the Government Council’s Decision No. 130-CP of June 20, 1975, and the Ministers’ Council’s Decision No. 111-HDBT of October 13, 1981.

2. The monthly allowances applicable from July 1, 2018, of retiring senile commune cadres (rounded up under the formula specified in Clause 1 of this Article) shall be determined as follows:

a/ For cades who were secretaries of commune-level Party Committees or chairpersons of commune-level People’s Committees: VND 1,846,000/month x 1.0692 = VND 1,974,000/month.

b/ For cadres who were deputy secretaries, vice-chairpersons or standing members of commune-level Party Committees, secretariats of commune-level People’s Committees, secretaries of commune-level People’s Councils, heads of commune-level military units, or heads of commune-level public security offices: VND 1,786,000/month x 1.0692 = VND 1,910,000/month.

c/ For persons who held other titles: VND 1,653,000/month x 1.0692 = VND 1,768,000/month.

Article 3. Organization of implementation

1. Provincial-level People’s Committees shall guide and pay monthly allowances from July 1, 2018, to the persons under their management in accordance with this Circular.
