CIRCULAR

On the suspension of temporary import for re-export of medical masks, medical gloves and disposable isolation suits

 

Pursuant to the June 12, 2017 Law on Foreign Trade Management;

Pursuant to the Government’s Decree No. 98/2017/ND-CP of August 18, 2017, defining the functions, tasks, powers and organizational structure of the Ministry of Industry and Trade;

Pursuant to the Government’s Decree No. 69/2018/ND-CP of May 15, 2018, detailing a number of articles of the Law on Foreign Trade Management;

At the proposal of the Director General of the Agency of Foreign Trade,

The Minister of Industry and Trade promulgates the Circular on the suspension of temporary import for re-export of medical masks, medical gloves and disposable isolation suits.

 

Article 1. Scope of regulation

This Circular prescribes the suspension of temporary import for re-export of medical masks, medical gloves and disposable isolation suits.

Article 2. Subjects of application

1. Traders engaged in temporary import for re-export of goods.

2. Organizations and agencies managing temporary import for re-export of goods.

3. Agencies, organizations and individuals involved in temporary import for re-export of goods.

Article 3. Suspension of temporary import for re-export of medical masks, medical gloves and disposable isolation suits

1. To suspend temporary import for re-export of medical masks, medical gloves and disposable isolation suits specified in the List provided in the Appendix to this Circular.

2. Shipments of medical masks, medical gloves and disposable isolation suits for which customs procedures for temporary import are completed in the period from January 1, 2022, to before the effective date of this Circular, may continue to be re-exported in accordance with the Government’s Decree No. 69/2018/ND-CP of May 15, 2018, detailing a number of articles of the Law on Foreign Trade Management, and current relevant regulations.

Article 4. Effect

1. This Circular takes effect from March 15, 2022, through December 31, 2022.

2. Any problems arising in the course of implementation of this Circular should be reported in writing to the Ministry of Industry and Trade for settlement.-

This List is formulated based on the List of Vietnam’s exports and imports promulgated together with the Ministry of Finance’s Circular No. 65/2017/TTBTC dated June 27, 2017.
