SUMMARY

Northern midlands and mountains: the multidimensional poverty rate is 21.92%

On January 19, 2023, the Ministry of Labor, Invalids and Social Affairs issues Decision No. 71/QD-LDTBXH announcing the results of reviewing poor and near-poverty households in 2022 according to the multidimensional poverty standards for the 2022-2025 period.

Accordingly, multidimensional poverty rate (including the rate of poor and near-poverty households): Northern midlands and mountains has the multidimensional poverty rate is 21.92%, the total number of poor households and multidimensional near-poverty households is 701,461 households; North Central and Central Coast has the multidimensional poverty rate is 10.04%, the total number of poor households and multidimensional near-poverty households is 571,251 households, etc.

In addition, poor districts according to the Prime Minister’ s Decision No. 353/QD-TTg dated March 15, 2022, approving the list of poor districts and communes with special difficulties in horizontal, coastal and island areas for the 2021–2025 period, inclunding:

First, the multidimensional poverty rate is 55.45%; the total number of poor and near-poverty households is 538,737 households.

Second, the poverty rate is 38.62%; the total number of poor households is 375,141 households.

Third, the rate of near-poverty households is 16.84%; the total number of near-poverty households is 163,596 households.

This Decision takes effect on the date of its signing.

DECISION

Announcing the results of reviewing poor and near-poverty households in 2022 according to the multidimensional poverty standards for the 2022-2025 period

THE MINISTER OF LABOR, INVALIDS AND SOCIAL AFFAIRS

Pursuant to the Government’s Decree No. 62/2022/ND-CP dated September 12, 2022, defining the functions, tasks, powers and organizational structure of the Ministry of Labor, Invalids and Social Affairs;

Pursuant to the Government’s Decree No. 07/2021/ND-CP dated January 27, 2021, promulgating multidimensional poverty standards for the 2021-2025 period;

Based on the report on the results of reviewing poor households and near-poverty households in 2022 of localities;

At the proposal of the Director General of the National Office for Poverty Reduction.

DECIDES:

Article 1. To announce the results of reviewing poor and near-poverty households in 2022 according to the multidimensional poverty standards for the 2022-2025 period on nationwide as follows:

1. Multidimensional poverty rate (including the rate of poor and near-poverty households):

a) Nationwide: The multidimensional poverty rate is 7.52%; the total number of poor households and multidimensional near-poverty households is 1,972,767 households.

b) By regions:

- Northern midlands and mountains: The multidimensional poverty rate is 21.92%; the total number of poor households and multidimensional near-poverty households is 701,461 households.

- Red River Delta: The multidimensional poverty rate is 2.45%; the total number of poor households and multidimensional near-poverty households is 169,566 households.

- North Central and Central Coast: The multidimensional poverty rate is 10.04%; the total number of poor households and multidimensional near-poverty households is 571,251 households.

- Central Highlands: The multidimensional poverty rate is 15.39%; the total number of poor households and multidimensional near-poverty households is 236,766 households.

- Southeast region: The multidimensional poverty rate is 0.34%; the total number of poor households and multidimensional near-poverty households is 15,787 households.

- Mekong River Delta: The multidimensional poverty rate is 5.73%; the total number of poor households and multidimensional near-poverty households is 277,936 households.

2. Poor households

a) Nationwide: The poverty rate is 4.03%; the total number of poor households is 1,057,374 households.

b) By regions:

- Northern midlands and mountains: The rate of poor households is 14.23%; the total number of poor households is 455,271 households.

- Red River Delta: The rate of poor households is 1.00%; the total number of poor households is 69,239 households.

- North Central and Central Coast: The rate of poor households is 4.99%; the total number of poor households is 284,137 households.

- Central Highlands: The poverty rate is 8.39%; the total number of poor households is 129,160 households.

- Southeast region: The poverty rate is 0.21%; the total number of poor households is 9,710 households.

- Mekong River Delta: The rate of poor households is 2.26%; the total number of poor households is 109,767 households.

3. Near-poverty households

a) Nationwide: The rate of near-poverty households is 3.49%; the total number of near-poverty households is 915,274 households.

b) By regions:

- Northern midlands and mountains: The rate of near-poverty households is 7.69%; the total number of near-poverty households is 246,190 households.

- Red River Delta: The rate of near-poverty households is 1.45%; the total number of near-poverty households is 100,237 households.

- North Central and Central Coast: The rate of near-poverty households is 5.05%; the total number of near-poverty households is 287,114 households.

- Central Highlands: The rate of near-poverty households is 6.99%; the total number of near-poverty households is 107,487 households.

- Southeast region: The rate of near-poverty households is 0.13%; the total number of near-poverty households is 6,077 households.

- Mekong River Delta: The rate of near-poverty households is 3.46%; the total number of near-poverty households is 168,169 households.

4. Poor districts according to the Prime Minister’ s Decision No. 353/QD-TTg dated March 15, 2022, approving the list of poor districts and communes with special difficulties in horizontal, coastal and island areas for the 2021–2025 period:

a) The multidimensional poverty rate is 55.45%; the total number of poor and near-poverty households is 538,737 households.

b) The poverty rate is 38.62%; the total number of poor households is 375,141 households.

c) The rate of near-poverty households is 16.84%; the total number of near-poverty households is 163,596 households.

Article 2. Effect

This Decision takes effect on the date of its signing.

The multidimensional poverty rate, the number of poor households, and near-poverty households announced in this Decision serves as a basis for implementing poverty reduction and social welfare policies and other socio-economic policies from January 1, 2023.

Article 3. Implementation organization

1. Ministers, heads of ministerial-level agencies, heads of government-attached agencies shall base on this Decision to direct and guide the implementation of poverty reduction and social welfare policies and other socio-economic policies according to their assigned functions and tasks.

2. Chairpersons of provincial-level People’s Committees shall implement this Decision./.
