On approving the national target program on building new rural areas for the 2021-2025 period

Pursuant to the Law on Organization of the Government dated June 19, 2015; the Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration dated November 22, 2019;

Pursuant to the Law on Public Investment dated on June 13, 2019;

Pursuant to the Law on the State Budget dated June 25, 2015;

Pursuant to the National Assembly’s Resolution No. 25/2021/QH15 dated July 28, 2021, on approving the investment policy for the national target program on building new rural areas for the 2021-2025 period;

At the request of the State Appraisal Council and the Minister of Agriculture and Rural Development in Document No. 9454/BC-HDTDNN dated December 31, 2021, Document No. 9094/TTr-BNN-VPDP dated December 29 2021, Document No. 909/TTr-BNN-VPDP dated February 16, 2022 on the results of appraisal of the Feasibility Study Report of the national target program on building new rural areas for the 2021-2025 period.

 

DECIDES:

 

Article 1. To issue the national target program on building new rural areas for the 2021-2025 period with this Decision.

Article 2. This Decision takes effect from the date of its signing.

Article 3. The Ministries, Heads of ministerial-level agencies, Heads of Government-attached agencies, the Chairpersons of the People’s Committees of centrally run cities and provinces, heads of relevant agencies, units shall take responsibilities for implementation of this Decision.

NATIONAL TARGET PROGRAM ON BUILDING NEW RURAL AREAS FOR THE 2021-2025 PERIOD

(Attached to Decision No. 263/QD-TTg dated February 22, 2022 of the Prime Minister)

In order to synchronously, promptly, uniformly and effectively implement Resolution No. 25/2021/QH15 dated July 28, 2021 of the 15th National Assembly on approving the investment policy for the national target program on building new rural areas for the 2021-2025 period, the Prime Minister approved the national target program on building new rural areas for the 2021-2025 period (hereinafter referred to as the Program) with the following main contents:

I. OBJECTIVES OF THE PROGRAM

1. General objectives:

To further implement the Program in association with efficient agricultural restructuring, rural economic development and urbanization process in an in-depth, effective and sustainable manner; to build a new advanced rural area, a new exemplary rural area and a new-style rural area. To improve material and spiritual lives of and promote gender equality among the rural population. To build a synchronous and gradually modern rural socio-economic infrastructure and ensure bright, green, clean and beautiful rural environment and landscape imbued with traditional cultural identity, adaptable to climate change and sustainable development.

2. Specific targets by 2025:

a) At least 80% of communes nationwide will reach new rural area standards (the Northern mountainous region: 60%, the Red River Delta: 100%, the North Central region: 87%, the South Central region: 80%, the Central Highlands region: 68%; the South East region: 95%, the Mekong Delta region: 80% of communes reach new rural area standards), of which, about 40% of communes meet new advanced rural area standards, at least 10% of communes meet new exemplary rural area standards and there will be no commune satisfying less than 15 new rural area criteria; To continue building a new advanced rural area and new exemplary rural area in communes, districts and provinces that have been recognized as meeting new rural area standards with rural people’s average income increasing by at least 1.5 times compared to 2020;

b) At least half of districts, towns and provincial cities nationwide will reach new rural area standards or fulfill the task of building a new rural area (the Northern mountainous region: 30%; the Red River Delta: 90%; the North Central region: 45%; the South Central region: 35%; the Central Highlands region: 30%; the South East region: 80%; the Mekong Delta region: 35% of units), with at least 20% of total districts recognized as new advanced and new exemplary rural districts. Every province or centrally run city will have at least 2 district-level units meeting new rural area standards;

c) At least 17 - 19 provinces and centrally run cities nationwide will be recognized by the Prime Minister as having fulfilled the task of building a new rural area (the Northern mountainous region: at least 01 province, the Red River Delta: 10 provinces, the North Central region: 01 province, the South Central region: 01 province, the Central Highlands region: at least 01 province; the South East region: 04 provinces, the Mekong Delta region: 03 provinces);

d) Sixty percent of total hamlets and villages (below collectively referred to as villages) in extreme difficulty-hit communes in border, mountainous, alluvial and coastal areas and on islands will be recognized as meeting new rural area standards according to new rural area criteria set by provincial-level People’s Committees.

II. SCOPE, SUBJECTS AND PERIOD OF IMPLEMENTATION OF THE PROGRAM

1. Scope of implementation: rural areas nationwide, including villages, communes, districts, towns and provincial cities of 63 provinces and centrally run cities; and provinces and centrally run cities.

2. Beneficiaries: rural people, communities, cooperatives, enterprises and socio-economic organizations in rural areas.

3. Subjects of implementation: the political system from the central to the grassroots and the whole society in which the subjects are the people in rural areas.

4. Period of implementation: Until the end of 2025.

III. COMPONENT CONTENTS OF THE PROGRAM

1. Component content number 01: Improve the efficiency of management and implementation of building new rural area according to planning to improve rural socio-economic life associated with the urbanization process.

a) Objectives:

- Meet the requirements of the criterion No. 1 of the set of national standards for new rural communes, advanced new rural communes, new rural districts, advanced new rural districts;

- By 2025:

+ Commune level: 100% of communes achieving the criterion No. 1 for the Planning in the set of national standards for new rural communes, at least 50% of communes achieving the criterion No. 1 on Planning in the set of national standards for advanced new rural communes;

+ District level: At least 60% of districts achieving the criterion No. 1 on Planning in the set of national standards for new rural districts, of which at least 25% of districts achieving the criterion No. 1 on Planning in the set of national standards for advanced new rural districts.

b) Content:

- Content 01: Review, adjust, formulate (in case the planning has expired) and deploy and implement the general commune construction planning associated with the process of industrialization and urbanization in accordance with the law on planning, the local socio-economic development orientation, including the regional planning to support rural economic development. Gradually formulate detailed construction planning (after general commune construction planning) to manage construction investment, manage space, and landscape architecture in rural areas. Focus on re-planning residential clusters/villages in border communes;

- Content 02: Review and adjust district construction planning associated with the process of industrialization - urbanization to meet the requirements of building new rural area, including regional planning to support rural economic development;

- Content 03: Develop, review and adjust provincial planning, create conditions for implementing the Program associated with socio-economic development and environmental protection.

c) Agency assuming the prime responsibility for and guiding the implementation:

- The Ministry of Construction shall assume the prime responsibility for, and coordinate with the Ministry of Agriculture and Rural Development in guiding the contents 01, 02;

- The Ministry of Planning and Investment shall assume the prime responsibility for and guide the content 03.

2. Component content number 02: Develop basic, synchronous and modern socio-economic infrastructure, ensuring rural-urban connectivity and connection of regions.

a) Objectives:

- Meet the requirements of the criterion No. 2 on traffic, the criterion No. 3 on irrigation and natural disaster prevention, the criterion No. 4 on electricity, the criterion No. 5 on schools, the criterion No. 6 on cultural facilities, the criterion No. 7 on rural infrastructure, the criterion No. 8 on information and communication, the criterion No. 15 on health, the criterion No. 17 on environment and food safety in the set of national standards for new rural communes;

- Meet the requirements of the criterion No. 2 on traffic, the criterion No. 3 on irrigation and natural disaster prevention, the criterion No. 4 on electricity, the criterion No. 5 on education, the criterion No. 6 on culture, the criterion No. 7 on rural commercial infrastructure, the criterion No. 8 on information and communications, the criterion No. 17 on environment, the criterion No. 18 on living environment quality in the set of national standards for advanced new rural communes;

- Meet the requirements of the criterion No. 2 on traffic, the criterion No. 3 on irrigation and natural disaster prevention and control, the criterion No. 4 on electricity, the criterion No. 5 on health - culture - education, the criterion No. 6 on economics, the criterion No. 7 on environment, the criterion No. 8 on quality of living environment in the set of national standards for new rural districts;

- Meet the requirements of the criterion No. 2 on traffic, the criterion No. 3 on irrigation and natural disaster prevention and control, the criterion No. 4 on electricity, the criterion No. 5 on health - culture - education, the criterion No. 6 on economics, the criterion No. 7 on environment, the criterion No. 8 on living environment quality in the set of national standards for advanced new rural districts.

b) Content in details:

- Content 01: Continue to complete and improve the commune transportation infrastructure system, the inter-commune and inter-district transportation infrastructure. By 2025:

+ Commune level: Reach 98% of communes achieving the criterion No. 2 on traffic in the set of national standards for new rural communes, of which 50% of communes achieving the criterion No. 2 on traffic in the set of national standards for advanced new rural communes;

+ District level: Reach 60% of districts achieving the criterion No. 2 on traffic in the set of national standards for new rural districts, of which 25% of districts achieving the criterion No. 2 on traffic in the set of national standards for advanced new rural districts.

- Content 02: Complete and improve the quality of natural disaster prevention and irrigation systems at commune and district levels, ensuring sustainability and adaptation to climate change. By 2025:

+ Commune level: Reach 98% of communes achieving the criterion No. 3 on irrigation and natural disaster prevention in the set of national standards for new rural communes, of which 50% of communes achieving the criterion No. 3 on irrigation and natural disaster prevention in the set of national standards for advanced new rural communes;

+ District level: Reach 60% of districts achieving the criterion No. 3 on irrigation and natural disaster prevention in the set of national standards for new rural districts, of which 25% of districts achieving the criterion No. 3 on irrigation and natural disaster prevention in the set of national standards for advanced new rural districts.

- Content 03: Renovate and upgrade the rural power grid system towards safety, reliability, stability and aesthetics. By 2025:

+ Commune level: Reach 98% of communes achieving the criterion No. 4 on electricity in the set of national standards for new rural communes, of which 50% of communes achieving the criterion No. 4 on electricity in the set of national standards for advanced new rural communes;

+ District level: Reach 60% of districts achieving the criterion No. 4 on electricity in the set of national standards for new rural districts; 25% of districts achieving the criterion No. 4 on electricity in the set of national standards for advanced new rural districts.

- Content 04: Continue to build and complete commune- and district-level projects meeting the standards on facilities for early childhood schools, primary schools, lower secondary schools, upper secondary schools or multi-level general education schools, continuing education - vocational education centers according to regulations of the Ministry of Education and Training. By 2025:

+ Commune level: Reach 90% of communes achieving the criterion No. 5 on education in the set of national standards for new rural communes; 50% of communes achieving the criterion No. 5 on education in the set of national standards for advanced new rural communes;

+ District level: Reach 60% of districts achieving the criterion No. 5 on health - culture - education in the set of national standards for new rural districts, of which 25% of districts achieving the criterion No. 5 on health - culture - education in the set of national standards for advanced new rural districts.

- Content 05: Build and improve the system of commune-level, village-level cultural and sports facilities and district-level cultural and sports centers; renovate and embellish cultural heritages associated with rural tourism development. By 2025:

+ Commune level: Reach 90% of communes achieving the criterion No. 6 on cultural facilities in the set of national standards for new rural communes, of which 50% of communes achieving the criterion No. 6 on culture in the set of national standards for advanced new rural communes;

+ District level: Reach 60% of districts achieving the criterion No. 5 on health - culture - education in the set of national standards for new rural districts; 25% of districts achieving the criterion No. 5 on health - culture - education in the set of national standards for advanced new rural districts.

- Content 06: Invest in building modern rural commercial infrastructure systems and commune-level food safety markets; central markets, wholesale markets, district-level safe agricultural product purchasing and supply centers; agricultural technical centers; agricultural product supply center system. By 2025:

+ Commune level: Reach 100% of communes achieving the criterion No. 7 on rural commercial infrastructure in the set of national standards for new rural communes; 70% of communes achieving the criterion No. 7 on rural commercial infrastructure in the set of national standards for advanced new rural communes;

+ District level: Reach at least 60% of districts achieving the criterion No. 6 on economy in the set of national standards for new rural districts; 25% of districts achieving the criterion No. 6 on economy in the set of national standards for advanced new rural districts.

- Content 07: Focus on investing in synchronous infrastructure of concentrated raw material areas associated with value chain connectivity and infrastructure of craft village clusters and rural industries. By 2025: Reach at least 60% of districts achieving the criterion No. 6 on economy in the set of national standards for new rural districts; 25% of districts achieving the criterion No. 6 on economy in the set of national standards for advanced new rural districts.

- Content 08: Continue to build, renovate and upgrade infrastructure and equipment for commune-level health stations and district-level health centers. By 2025:

+ 100% of communes achieving the criterion No. 15 on health in the set of national standards for new rural communes;

+ 60% of districts achieving the criterion No. 5 on health - culture - education in the set of national standards for new rural districts.

- Content 09: Develop and complete the digital infrastructure system and digital transformation in agriculture and rural areas (according to the national digital transformation program through 2025, with orientations toward 2030 approved in Decision No. 749/QD-TTg dated June 3, 2020 of the Prime Minister); strengthen the construction of facilities for basic information and communication systems, prioritize the development and upgrading of commune radio stations with loudspeaker clusters operating in villages, and strengthen means of producing information and propaganda products for district-level radio and television establishments; develop and maintain postal service provision points. By 2025, reach 97% of communes achieving the criterion No. 8 on information and communication in the set of national standards for new rural communes; 50% of communes achieving the criterion No. 8 on information and communication in the set of national standards for advanced new rural communes.

- Content 10: Develop and complete centralized domestic water supply works, ensuring quality in accordance with the prescribed standards. By 2025:

+ Commune level: Reach at least 90% of communes achieving the criterion No. 17 on environment and food safety in the set of national standards for new rural communes; 50% of communes achieving the criterion No. 18 on living environment quality in the set of national standards for advanced new rural communes;

+ District level: Reach about 60% of districts achieving the criterion No. 8 on living environment quality in the set of national standards for new rural districts; 25% of districts achieving the criterion No. 8 on living environment quality in the set of national standards for advanced new rural districts.

- Content 11: Focus on building infrastructure to protect the rural environment; attract enterprises to invest in inter-district and inter-provincial centralized waste treatment zones; invest in infrastructure of collection and transfer points for household solid waste; build centralized domestic waste treatment models (at district and inter-district levels), applying advanced, modern, and environmentally friendly technology; invest in, renovate and upgrade synchronously the appropriate wastewater collection and drainage system and centralized and on-site domestic wastewater treatment works; including developing domestic wastewater treatment models at household and village levels. By 2025:

+ Commune level: Reach at least 90% of communes achieving the criterion No. 17 on environment and food safety in the set of national standards for new rural communes; 50% of communes achieving the criterion No. 17 on environment in the set of national standards for advanced new rural communes;

+ District level: Reach at least 60% of districts achieving the criterion No. 7 on living environment in the set of national standards for new rural districts; 25% of districts achieving the criterion No. 7 on environment in the set of national standards for advanced new rural districts.

c) Agency assuming the prime responsibility for and guiding the implementation:

- The Ministry of Transport assumes the prime responsibility for and guides the implementation of the content 01.

- The Ministry of Agriculture and Rural Development assumes the prime responsibility for and guides the implementation of the following contents: 02; 07; 10; assumes the prime responsibility for, and coordinates with the Ministry of Industry and Trade in guiding the implementation of content of investment in building modern district-level safe agricultural product purchasing and supply centers; agricultural technical centers; agricultural product supply center system under the content 06; assumes the prime responsibility for, and coordinates with the Ministry of Natural Resources and Environment in guiding the implementation of the content of developing domestic wastewater treatment models at household and village levels under the content 11.

- The Ministry of Industry and Trade guides the implementation of the contents 03 and 06 (except for investment in building modern district-level safe agricultural product purchasing and supply centers; agricultural technical centers; agricultural product supply center system).

- The Ministry of Education and Training guides the implementation of the content 04.

- The Ministry of Culture, Sports and Tourism guides the implementation of the content 05.

- The Ministry of Health guides the implementation of the content 08.

- The Ministry of Information and Communications guides the implementation of the content 09.

- The Ministry of Natural Resources and Environment assumes the prime responsibility for and guides the implementation of the content 11 (except for the content of developing domestic wastewater treatment models at household and village levels).

3. Component content number 03: Continue to effectively restructure the agricultural sector and develop the rural economy; Strongly deploy the One Commune One Product (OCOP) Program to increase added value, in line with the process of digital transformation and adaptation to climate change; strongly develop rural industries; develop rural tourism; improve the operational efficiency of cooperatives; support start-up enterprises in rural areas; improve the quality of vocational training for rural workers, etc. contributing to raising people's income in a sustainable way.

a) Objectives:

- Meet the requirements of the criterion No. 10 on income, the criterion No. 12 on labor, the criterion No. 13 on production organization and rural economic development in the set of national standards for new rural communes; the criterion No. 10 on income, the criterion No. 12 on labor, the criterion No. 13 on production organization and rural economic development the set of national standards for advanced new rural communes; the criterion No. 6 on economy in the set of national new rural district standards; the criterion No. 6 on economy in the set of national criteria for advanced rural areas.

- By 2025:

+ 90% of communes achieving the criterion No. 10 on income; 95% of communes achieving the criterion No. 12 on labor; 100% of communes achieving the criterion No. 13 on production organization and rural economic development in the set of national standards for new rural communes; 50% of communes achieving the criterion No. 10 on income; 50% of communes achieving the criterion No. 12 on labor; 50% of communes achieving the criterion No. 13 on production organization and rural economic development in the set of national standards for advanced new rural communes;

+ Reach at least 60% of districts achieving the criterion No. 6 on economy in the set of national standards for new rural districts; 25% of districts achieving the criterion No. 6 on economy in the set of national standards for advanced new rural districts.

b) Content:

- Content 01: Focus on restructuring the agricultural sector and developing the rural economy, handicrafts and services towards a circular economy, ecological agriculture, promoting advantages in terrain, climate, natural landscape and socio-economic infrastructure.

- Content 02: Build and effectively develop concentrated raw material areas, synchronous mechanization, improve agricultural product processing and preservation capacity according to the value chain- based production connectivity models associated with quality standards and raw material area code; apply high technology in modern agricultural production, transformation of production structure, contributing to promoting digital transformation in agriculture.

- Content 03: Continue to effectively implement investment policies for forest protection and development, policies on payment for forest environmental services and the Sustainable Forestry Development Program for the 2021-2025 period; focus on promoting the development of models of connectivity of large concentrated timber forests, associated with sustainable forest certification; develop non-timber forest products according to the strengths of each region.

- Content 04: Deploy the One Commune One Product (OCOP) Program associated with regional advantages, establish the National OCOP Center; develop handicrafts, rural industries and services, preserve and promote traditional craft villages in rural areas; promote the value chain-based salt production and processing.

- Content 05: Improve operational efficiency of forms of production organization, with priority given to supporting agricultural cooperatives applying high technology connected along the value chain; attract and encourage enterprises to invest in agriculture and rural areas; promote the implementation of insurance in agriculture.

 - Content 06: Improve the operational efficiency of connection and promotion systems for agricultural products; diversify the distribution and consumption channel system to ensure sustainability against fluctuations in natural disasters and epidemics, with priority given to the development of e-commerce; improve the quality of rural trade human resources associated with meeting rural trade infrastructure criteria and meeting market needs.

- Content 07: Continue to effectively implement the science and technology program to serve the construction of new rural area for the 2021-2025 period.

- Content 08: Effectively implement the Rural Tourism Development Program in building new rural area for the 2021-2025 period associated with preserving and promoting traditional cultural values ​​in a sustainable, inclusive and multi-valued manner.

- Content 09: Continue to improve the quality of vocational training for rural workers, linked to market needs; support the promotion and development of innovative startup models in rural areas.

c) Agency assuming the prime responsibility for and guiding the implementation:

- Ministry of Agriculture and Rural Development: Assume the prime responsibility for and guide the implementation of contents 01, 02, 03, 04, 07; assume the prime responsibility for, and coordinate with the Ministry of Planning and Investment, the Vietnam Cooperative Alliance and relevant ministries and central sectors in guiding the implementation of the content 05; assume the prime responsibility for, and coordinate with the Ministry of Industry and Trade in implementing the content No. 06 (except for the content of improving the quality of rural trade human resources associated with meeting rural trade infrastructure criteria and meeting market needs); assume the prime responsibility for, and coordinate with the Ministry of Culture, Sports and Tourism in implementing the content 08; coordinate with the Ministry of Labor, Invalids and Social Affairs in guiding the implementation of vocational training for rural workers under the content 09; assume the prime responsibility for organizing agricultural vocational training for rural workers, support the development of innovative and start-up programs and models under the content 09.

- The Ministry of Industry and Trade assumes the prime responsibility for and guides the implementation of the content of improving the quality of rural trade human resources associated with meeting rural trade infrastructure criteria and meeting market needs under the content 06.

- The Ministry of Planning and Investment assumes the prime responsibility for and guides the implementation of policies to encourage enterprises to invest in agriculture and rural areas under the content 05.

- The Ministry of Agriculture and Rural Development assumes the prime responsibilities for and coordinates with the Ministry of Culture, Sports and Tourism in implementing the content 08.

- The Ministry of Labor, Invalids and Social Affairs assumes the prime responsibility for and guides the implementation of the content 09; organizes non-agricultural vocational training for rural workers.

- The socio-political organizations (the Central Committee of the Vietnam Peasants' Association, the Central Committee of Ho Chi Minh Communist Youth Union, the Central Committee of Vietnam Women's Union, etc.) assume the prime responsibility for and guide the implementation the innovative startup program associated with the OCOP Program and cooperative development, rural tourism development.

4. Component content number 04: Carry out sustainable poverty reduction, especially in ethnic minority areas, mountainous areas, alluvial and coastal areas and on islands.

a) Objectives: Meet the requirements of the criterion No. 9 on residential housing and the criterion No. 11 on poor households in the set of national standards for new rural area; the criterion No. 9 on residential housing and the criterion No. 11 on poor households belong to the set of national standards for advanced new rural communes. By 2025, reach 90% of communes achieving the criterion No. 9 on residential housing, reach 90% of communes achieving the criterion No. 11 on poor households in the set of national standards for new rural communes; 50% of communes achieving the criterion No. 9 on residential housing, 50% of communes achieving the criterion No. 11 on poor households in the set of national standards for advanced new rural communes.

b) Content:

- Content 01: Effectively implement the national target program on sustainable poverty reduction in the 2021-2025 period, the national target program on socio-economic development in ethnic minority and mountainous areas in the 2021-2030 period, Phase I: From 2021 to 2025.

- Content 02: Effectively deploy housing support policies, eliminate temporary and dilapidated houses; improve the quality of residential housing.

c) Agency assuming the prime responsibility for and guiding the implementation:

- The Ministry of Labor, Invalids and Social Affairs assumes the prime responsibility for and guides the implementation of the national target program on sustainable poverty reduction for the 2021-2025 period and social security policies under the content No. 01;

- The Committee for Ethnic Minority Affairs assumes the prime responsibility for and guides the implementation of the national target program on socio-economic development in ethnic minority and mountainous areas in the 2021-2030 period, Phase I: From 2021 to 2025, under the content 01;

- The Ministry of Construction assumes the prime responsibility for and guides the implementation of the content 02.

5. Component content number 05: Improve the quality of education, medicine and health care for the rural people.

a) Objectives:

- Meet the requirements of the criterion No. 14 on education and training; the criterion No. 15 on health in the set of national standards for new rural communes. - Meet the requirements of the criterion No. 5 on health - culture - education in the set of national standards for new rural districts; the criterion No. 5 on health - culture - education in the set of national criteria for advanced new rural districts. By 2025, reach at least 60% of districts achieving the criterion No. 5 on health - culture - education in the set of national standards for new rural districts; 25% of districts achieving the criterion No. 5 on health - culture - education in the set of national standards for advanced new rural districts.

b) Content:

- Content 1: Continue to improve the quality and develop education in rural areas, focusing on maintaining and improving the quality of general early childhood education for five-year-old children, general primary education, and general lower secondary education. Maintain and strengthen the quality of level 1 literacy; gradually increase the level 2 literacy rate for adults aged 15-60 years old.

- Content 02: Enhance the service quality of the grassroots medical network to ensure health care for all people; promote the online medical examination and monitoring system; ensure effective prevention of infectious and contagious diseases; improve the health and nutrition of women and children; increase the rate of people participating in health insurance.

c) Agency assuming the prime responsibility for and guiding the implementation:

- The Ministry of Education and Training assumes the prime responsibility for and guides the implementation of the content 01.

- The Ministry of Health assumes the prime responsibility for and guides the implementation of the content 02.

6. Component content number 06: Improve the quality of cultural life of rural people; preserve and promote traditional cultural values ​​in a sustainable manner associated with rural tourism development.

a) Objectives:

- Meet the requirements of the criterion No. 16 on culture in the set of national standards for new rural communes. By 2025, 80% of communes achieving the criterion No. 16 on culture in the set of national standards for new rural communes.

- Meet the requirements of the criterion No. 6 on culture in the set of national standards for advanced new rural communes. By 2025, 50% of communes achieving the criterion No. 6 on culture in the set of national standards for advanced new rural communes.

- Meet the requirements of the criterion No. 5 on health - culture - education in the set of national criteria for advanced new rural districts. By 2025, 25% of districts achieving the criterion No. 5 on health - culture - education in the set of national criteria for advanced new rural districts.

b) Content:

- Content 01: Improve the operational efficiency of the system of grassroots cultural and sports institutions; strengthen and improve the quality of rural cultural and sports activities, associated with community organizations, meeting the needs of recreation and entertainment, improving the health of people (especially children, women and the elderly). Launch sports, health training, culture, and mass arts movements suitable for each subject and each locality; replicate the model of cultural and artistic clubs to preserve and promote traditional cultural values.

- Content 02: Strengthen inventory and registration of cultural heritage; preserve and promote cultural heritage; research and expand models connecting traditional and new cultures, ensuring regional and ethnic cultural diversity for tourism development.

The Ministry of Culture, Sports and Tourism assumes the prime responsibility for and guides the implementation of the content 01 and the content 02.

7. Component content number 07: Improve environmental quality; build a bright - green - clean - beautiful and safe rural landscape; preserve and restore the traditional landscape of rural areas in Vietnam.

a) Objectives:

- Meet the requirements of the criterion No. 17 on environment and food safety of the set of national standards for new rural communes. By 2025, at least 90% of communes achieving the criterion No. 17 on environment and food safety in the set of national standards for new rural communes.

- Meet the requirements of the criterion No. 17 on environment and the criterion No. 18 on quality of living environment of the set of national standards for advanced new rural communes. By 2025, at least 50% of communes achieving the criterion No. 17 on environment; 50% of communes achieving the criterion No. 18 on living environment quality in the set of national standards for advanced new rural communes.

- Meet the requirements of the criterion No. 7 on environment and the criterion No. 8 on quality of living environment of the set of national criteria for new rural districts. By 2025, at least 60% of districts achieving the criterion No. 7 on environment; about 70% of districts achieving the criterion No. 8 on living environment quality in the set of national standards for advanced new rural districts.

- Meet the requirements of the criterion No. 7 on environment and criterion No. 8 on quality of living environment of the set of national standards for advanced new rural districts. By 2025, reach at least 25% of districts achieving the criterion No. 7 on environment; 40% of districts achieving the criterion No. 8 on living environment quality in the set of national standards for advanced new rural districts.

b) Content:

- Content 01: Develop and organize instructions for implementing schemes/plans on organizing the classification, collection and transportation of solid waste in the district in compliance with regulations; develop and replicate at-source waste classification models;

- Content 02: Collect, recycle, and reuse all types of waste (agricultural by-products, livestock waste, post-use pesticide packaging, plastic waste, etc.) according to the principle of circulation; strengthen plastic waste management in agricultural, forestry and fishery production activities in Vietnam; build a residential community without plastic waste;

- Content 03: Promote the treatment and remediation of pollution and improve environmental quality in areas with many concentrated waste sources, places causing serious environmental pollution and polluted water surface areas; efficient and economical use of resources;

- Content 04: Renovate cemeteries in accordance with the environmental landscape; newly build and expand burial and cremation facilities in accordance with regulations and planning;

- Content 05: Preserve and restore the traditional landscape of rural Vietnam; increase the rate of planting flowers and scattered trees associated with implementing the Scheme on planting one billion trees in the 2021-2025 period approved in Decision No. 524/QD-TTg dated April 1, 2021 of the Prime Minister; focus on developing bright, green, clean, beautiful and safe village and hamlet models; exemplary residential area;

- Content 06: Strengthen food safety management at food production and business establishments and households; ensure environmental hygiene at livestock and aquaculture facilities; improve household hygiene;

- Content 07: Effectively deploy the Program on "Strengthening environmental protection, food safety and rural clean water supply in building new rural area in the 2021-2025 period".

c) Agency assuming the prime responsibility for and guiding the implementation:

- The Ministry of Natural Resources and Environment assumes the prime responsibility for and guides the implementation of the contents 01 and 03; coordinates with the Ministry of Agriculture and Rural Development in guiding the implementation of the content 07;

- The Ministry of Construction assumes the prime responsibility for and guides the implementation of the content No. 04;

- The Ministry of Agriculture and Rural Development assumes the prime responsibility for and guides the implementation of the contents 02, 05, 07, the content of ensuring environmental hygiene at livestock and aquaculture facilities in the content 06;

- The Ministry of Health assumes the prime responsibility for and guides the implementation of the content on strengthening food safety management at food production and business establishments and households, and improving household hygiene in the component content 06.

8. Component content number 08: Promote and improve the quality of administrative services; improve the quality of grassroots government operations; promote the digital transformation process in new rural area, increase the application of information technology and digital technology, and build smart new rural areas; ensure and enhance access to the law for people; strengthen solutions to ensure gender equality and prevent gender-based violence.

a) Objectives:

- Meet the requirements of the criterion No. 8 on information and communication, the criterion No. 18 on political system and access to the law of the set of national standards for new rural communes. By 2025, at least 97% of communes achieving the criterion No. 8 on information and communication; 95% of communes achieving the criterion No. 18 on access to law in the set of national standards for new rural communes.

- Meet the requirements of the criterion No. 8 on information and communication, the criterion No. 15 on public administration, the criterion No. 16 on access to law in the set of national standards for advanced new rural communes. By 2025, at least 50% of communes achieving the criterion No. 8 on information and communication; at least 50% of communes achieving the criterion No. 15 on public administration; 50% of communes achieving the criterion No. 16 on access to law in the set of national criteria for advanced new rural communes.

- Meet the requirements of the criterion No. 9 on security, order and public administration in the set of national criteria for new rural districts. By 2025, 60% of districts achieving the criterion No. 9 on security, order and public administration in the set of national criteria for new rural districts.

- Meet the requirements of the criterion No. 9 on security, order and public administration in the set of national criteria for advanced new rural districts. By 2025, 25% of districts achieving the criterion No. 9 on security, order and public administration in the set of national criteria for advanced new rural districts.

b) Content:

- Content 01: Implement the scheme on training and further training on knowledge and capacity in administrative management, in-depth socio-economic management, and transforming thinking on rural economic development for commune officials and civil servants according to regulations, meeting the requirements of building new rural area.

- Content 02: Strengthen the application of information technology in the implementation of public administrative services to improve the quality of administrative procedures in the direction of transparency, openness and efficiency at all levels (commune, district, province); assign codes, update, notify and attach digital address plates to each household and agencies and organizations in rural areas associated with the digital map of Vietnam; further training and training in digital knowledge, skills and information security for commune-level officials; disseminate knowledge, improve digital skills and information access capacity for rural people.

- Content 03: Effectively deploy the digital transformation program in building new rural area, towards smart new rural areas in the 2021-2025 period.

- Content 04: Enhance the effectiveness of dissemination of law and education, conciliation at the grassroots, and conciliation and conflict resolution in rural areas.

- Content 05: Raise awareness and information on legal aid; enhance the ability to enjoy legal aid services.

- Content 06: Strengthen solutions to ensure gender equality and prevent gender-based violence; strengthen care, protect children and support the vulnerable in all aspects of family and social life.

- The Ministry of Home Affairs assumes the prime responsibility for and guides the implementation of the content 01;

- The Ministry of Justice assumes the prime responsibility for and guides the implementation of the contents 04 and 05;

- The Ministry of Labor, Invalids and Social Affairs assumes the prime responsibilities for and coordinates with the Central Committee of Vietnam Women's Union in guiding the implementation of the content 06.

9. Component content number 09: Improve quality and promote the role of the Vietnam Fatherland Front and socio-political organizations in building new rural area.

a) Objectives:

Meet the requirements of the criterion No. 18 on political system and access to the law in the set of national standards for new rural communes. By 2025, 100% of communes achieving the criterion No. 18 on political system and access to the law in the set of national standards for new rural communes.

b) Content:

- Content 01: Continue to organize and deploy “All people unite to build new rural area and civilized urban areas” campaign; improve the effectiveness of monitoring and social criticism in building new rural area; strengthen advocacy and promote the people’s role as masters in building new rural area; improve the effectiveness of collecting people's opinions and satisfaction on the results of building new rural area;

- Content 02: Effectively deploy the movement "Farmers emulate good production, business, and unity to help each other get rich and save money for sustainable poverty reduction"; build professional farmer associations and professional farmer associations according to the principles of "5 self-reliance principles” and "5 same direction principles”;

- Content 03: Effectively deploy the Project "Supporting women's startups in the 2017-2025 period";

- Content 04: Promote start-up and youth’s business programs; effectively deploy the Program on young intellectuals volunteer to join hands in building new rural area;

- Content 05: Build, preserve good values ​​and develop the Vietnamese family value system; implementing the campaign on "Building family with 5 Without-s, 3 Clean-s".

- The Central Committee of the Vietnam Fatherland Front assumes the prime responsibility for and guides the implementation of the content 01;

- The Central Committee of the Vietnam Peasants' Association assumes the prime responsibility for and guides the implementation of the content 02;

- The Central Committee of Vietnam Women's Union assumes the prime responsibility for and guides the implementation of the contents No. 03, 05;

- The Central Committee of Ho Chi Minh Communist Youth Union assumes the prime responsibility for and guides the implementation of the content 04.

10. Component content number 10: Maintain national defense, security and rural social order.

a) Objectives:

- Meet the requirements of the criterion No. 19 on national defense and security in the set of national criteria for new rural communes and advanced new rural communes. By 2025, 99% of communes achieving the criterion No. 19 on national defense and security in the set of national standards for new rural communes; 50% of communes achieving the criterion No. 19 on national defense and security in the set of national criteria for advanced new rural communes;

- Meet the requirements of the criterion No. 9 on security, order and public administration in the set of national criteria for new rural districts and advanced new rural districts. By 2025, at least 60% of districts achieving the criterion No. 9 on security, order and public administration in the set of national criteria for new rural districts; 25% of districts achieving the criterion No. 9 on security, order and public administration in the set of national criteria for advanced new rural districts.

b) Content:

- Content 01: Strengthen the work of ensuring security and order in rural areas, promptly detect and resolve potential risks to national security, social order and safety, and complex arising problems right from the beginning, from the point of origin and right at the grassroots; at the same time, we must be ready with plans to respond promptly and effectively when complex situations arise according to four on-the-spot motto, limit the formation of complex hot spots of security and order, etc. ; improve the quality and effectiveness of the movement of all people to protect national security; consolidate, build and replicate models of mass organizations participating in protecting security and order at the grassroots in the direction of self-defense, self-management, self-reconciliation, etc. effectively deploy the Program on improving quality and effectiveness of implementing security and order criteria in building new rural area in the 2021-2025 period;

- Content 02: Build a resilient and widespread militia force and complete assigned military and defense targets; contribute to building the all-people national defense, the all-people national defense posture associated with the people's security, the people's security posture; actively build comprehensively strong rural areas, ensuring that military and national defense criteria are maintained in building new rural area.

c) Agency assuming the prime responsibility for and guiding the implementation:

- The Ministry of Public Security assumes the prime responsibility for and guides the implementation of the content 01;

- The Ministry of National Defense assumes the prime responsibility for and guides the implementation of the content 02.

11. Component content number 11: Strengthen monitoring and evaluation of implementation of the Program; improve capacity to build new rural area; make communications on building new rural area; implement the emulation movement on "the whole country joins hands to build new rural area".

a) Objectives: Ensure that 100% of officials in charge of building new rural area at all levels, 100% of officials in the political system participating in direction of building new rural area are fostered and trained in knowledge of building new rural area; improve the operational efficiency of the New Rural Coordination Office system at all levels; deeply deploy the movement on "the whole country joins hands to build new rural area" from the central to the grassroots level.

b) Content:

- Content 01: Improve the quality and efficiency of inspection, supervision and evaluation of Program implementation results; build a synchronous and comprehensive monitoring and evaluation system to meet the Program management requirements, specially building a monitoring system through digital maps and databases; replicate community and supervision modern security surveillance models;

- Content 02: Continue to enhance capacity building, change awareness and thinking for staff working on building new rural area at all levels, especially the grassroots officials;

- Content 03: Carry out training and further training to raise awareness and change the thinking of people and communities on agricultural economic development and building new rural area;

- Content 04: Promote and diversify forms of information and communication to raise awareness and change the thinking of officials and people on building new rural area; effectively carry out communication on building new rural area;

- Content 05: Continue to widely deploy the emulation movement on "the whole country joins hands to build new rural area".

c) Agency assuming the prime responsibility for and guiding the implementation:

- The Ministry of Agriculture and Rural Development assumes the prime responsibility for and guides the implementation of the contents 01 and 02; assumes the prime responsibility for, and coordinates with the Central Committee of the Vietnam Peasants' Association in guiding the implementation of the content 03; assumes the prime responsibility for, and coordinates with the Ministry of Information and Communications, relevant ministries and sectors in guiding the implementation of the content 04;

- The Ministry of Home Affairs (the Central Emulation and Commendation Committee) assumes the prime responsibility for and guides the implementation of the content 05.

IV. TOTAL ESTIMATED FUND AND RESOURCE STRUCTURE FOR PROGRAM IMPLEMENTATION

1. The state budget allocated for the Program is at least VND 196,332 billion, of which:

a) Central budget funds: VND 39,632 billion, including:

- Development investment fund: VND 30,000 billion.

- Administrative fund: VND 9,632 billion.

b) Local budget fund: VND 156,700 billion.

During the administration process, the Prime Minister continues to balance the central budget to prioritize additional support for the Program in accordance with actual conditions and gives reasonable solutions to mobilize all legal fund sources for implementation.

2. Total fund mobilized for implementation in the 2021-2025 period is expected to be about VND 2,455,212 billion, with the specific structure as follows:

a) Central budget fund allocated directly to implement the Program: VND 39,632 billion (accounting for 1.6%).

b) Local budget fund: expected to be about VND 156,700 billion (accounting for 6.4%).

c) Integrated fund from the national target program for socio-economic development in ethnic minority and mountainous areas for the 2021-2030 period, the national target program for sustainable poverty reduction for the 2021-2025 period, other programs and projects implemented in rural areas to support the completion of new rural area criteria: about VND 224,080 billion (accounting for 9%).

d) Credit fund (loan balance in communes nationwide in the 2021-2025 period): expected to be about VND 1,790,000 billion (accounting for 73%).

dd) Enterprise fund: expected to be about VND 105,500 billion (accounting for 4.3%).

e) Mobilize voluntary contributions from people and communities: expected to be about VND 139,300 billion (accounting for 5.7%).

V. MECHANISM AND SOLUTIONS FOR IMPLEMENTATION OF THE PROGRAM

1. Program implementation mechanism:

a) Central budget fund allocation mechanism:

- The central budget supporting for ministries, central sectors and localities shall comply with the principles, criteria and allocation norms promulgated by the Prime Minister. Based on the total funds supported by the central budget, along with local budget fund, the Province-level People's Council shall decide on allocation, ensuring synchronization, no overlap, and no duplication with the national target program for sustainable poverty reduction in the 2021-2025 period and the national target program for socio-economic development in ethnic minority and mountainous areas in the 2021-2025 period;

- The projects under the Program using central budget development investment fund must be established, appraised and submitted to competent authorities for investment approval in accordance with the Law on Public Investment and current legal documents.

b) Support mechanism:

- 100% support from the state budget for implementation:

+ Review and adjust new planning at commune and district levels; carry out propaganda; carry out training, further training, disseminate knowledge, improve capacity for communities, people and officials at all levels, funding for managing the implementation of Programs at all levels; improve quality, promote the role of governments, unions, and socio-political organizations in building new rural area; implement emulation movements in building new rural area.

+ Organize vocational training for rural workers (the beneficiaries in ethnic minority and mountainous areas, alluvial and coastal areas and on islands, and poor districts are supported from the budget of the national target program on socio-economic development in ethnic minority and mountainous areas, the national target program for sustainable poverty reduction).

- Provide partial support from the state budget to implement the following contents:

+ Support the construction and upgrading of roads to the commune center, village roads, and inner-field road; inner-field irrigation system; essential infrastructure serving commune natural disaster prevention; schools; commune-level health stations; develop the grassroots-level health network; sports centers, commune-level cultural houses, sports areas, village-level cultural houses; domestic water supply works; rural environmental protection infrastructure; facilities for grassroots-level information and communication systems; information technology infrastructure system and database serving the process of applying digital technology and digital transformation in rural areas; rural power grid system; rural commercial infrastructure and commune-level food safety markets according to regulations; infrastructure of concentrated production zones, handicrafts and fisheries; agricultural technical center; notify and attach digital address signs to each household and agencies and organizations in rural areas associated with the digital map of Vietnam; rural economic development, chain-linked production development, traceability of key products of communes, districts and provinces, VietGap certification (or equivalent certificate), attach planting area codes; improve the operational efficiency of agricultural cooperatives associated with product consumption; organize training and improve capacity for cooperative officials; support enterprises and cooperatives to start up and innovate in restructuring the agricultural sector and developing the rural economy; organize the implementation of the OCOP Program and support subjects to develop OCOP products; support investment in repairing, renovating, expanding facilities, factories, classrooms, purchasing training equipment, transport vehicles for mobile training and conditions to ensure training quality for professional educational institutions providing vocational training for rural workers; environmental treatment works at commune and village levels, renovate cemeteries, improve rural landscapes, develop rural tourism; ensure increased access to the law for people, promote gender equality and prevent gender-based violence; improve nutritional status for children and improve the quality of medical examination and treatment for rural people; models of security and order, support closed-circuit televisions in communes and villages; improve the quality of achieved new rural area criteria.

+ Support districts to reach new rural area standards: Complete urgent infrastructure connecting communes and districts; infrastructure serving community activities; develop the healthcare; works serving treatment and collection of household waste and garbage; concentrated clean water; environmental pollution treatment in craft villages, OCOP Program, etc. The maximum central budget support for a work or project is no more than 70% for mountainous districts, no more than 50% for the remaining districts. Based on the medium-term fund plan for the 2021-2025 period approved by the competent authorities and the actual conditions of localities, the Province-level People's Council decides the level of support from the state budget for each specific content and task.

Communes in ethnic minority and mountainous areas, alluvial and coastal areas and on islands, and poor districts: The program's fund only supports contents not covered by the support content of the national target program for socio-economic development of ethnic minority and mountainous areas, the national target program on sustainable poverty reduction for implementation. Remaining communes: Based on the medium-term fund plan for the 2021-2025 period approved by the competent authorities and the actual conditions of localities and support needs, the Province-level People's Council decides the level of support from the state budget for each specific content and task.

- For construction materials, plant varieties, livestock and other goods (made directly by the people) when purchased directly from the people to use in the Program’s projects, the price must be consistent with the general market price in the area at the same time; documents for payment are purchase and sale receipts with households, certified by the village head at the place of purchase, and confirmed by the Commune-level People’s Committee.

- The Program management expenses are allocated a maximum of 1.5% of the state budget to directly support the Program on implementation of the following tasks: Inspect, monitor, evaluate the program, organize implementation meetings, preliminary and final reviews of the Program implementation, per diem for officials attending central-level, province-level and district-level conferences, seminars, seminars and trainings, organize trips to learn experience and office equipment for activities of the Steering Committee, Working Group and agencies assisting the Steering Committee at all levels; organize surveys, inspections and appraisals to meet new rural area standards, and complete new rural area construction at village, commune, district and provincial levels. The Province-level People's Committees specifically allocate funds for the activities of Steering Committees at all levels, Working Groups and agencies assisting the Steering Committees at all local levels. Based on the specific situation and local budget capacity, the Province-level People's Committees support additional operating funds for agencies assisting the Steering Committee at all levels from local budget sources.

- Investment fund to implement the Program from the budget must be managed and paid centrally and uniformly through the State Treasury. For contributions in kind and labor days or completed projects, based on the unit price of the objects and the value of labor days, they will be accounted for in the value of works and projects for monitoring and management, not to account for state budget revenues and expenditures.

- Funds for maintenance, repair and operation of investment projects after they are completed and put into use: Based on the actual situation and budget capacity of each commune, balance and prioritize funding for maintenance of the project after it has been completed and put into use;

- The local governments (provinces, districts, communes) do not require the people’s contribution, they only use appropriate mobilization forms for the people’s voluntary contribution to building the local socio-economic infrastructure. The community and people in the commune discuss the specific voluntary contribution level for each project and request the approval of the Commune-level People's Council.

Poor households that directly participate in labor to build the local socio-economic infrastructure are considered and remunerated by the local government at a level consistent with the general salary level of the local labor market and the ability to balance the local budget, the People's Committee shall consider and decide on the specific remuneration level after submitting it to the Standing People's Council at the same level. The People's Committees of provinces and centrally run cities direct and guide departments, sectors, districts and communes in implementation.

- The People's Committees of provinces and centrally run cities guide and allocate funds (including support funds from the central budget and sources from local budgets at all levels) to implement projects and work contents in accordance with the law.

c) Investment mechanism to implement works and projects under the Program:

- The Investor of projects on building new rural area:

+ For infrastructure construction projects in communes: The Commune-level People's Committee is the investor. For the projects with high technical requirements and professional qualifications that the commune does not have enough capacity and does not accept as the investor, the district People's Committee will assign a qualified unit to be the investor and with the participation of the Commune-level People's Committee.

+ For infrastructure construction projects at district and inter-commune levels: The Province-level People's Committee selects an investor with sufficient capacity and in compliance with the nature, scale, and object for implementation.

 - Investment mechanism:

+ For small-scale projects with simple designs, they will be implemented according to the simplified specific mechanism under the Government's regulations.

+ For other projects, comply with current legal regulations.

d) Mechanism for management and administration of implementation of the Program: Follow the management mechanism and organize the implementation of the national target programs for the 2021-2025 period issued by the Government and the national target program on building new rural areas for the 2021-2025 period approved by the Prime Minister.

2. Some key solutions implemented:

a) Further promote propaganda work, raise awareness for officials and rural residents, improve the quality of emulation movements on building new rural area, the movement on "the whole country joins hands to build new rural area” in the 2021-2025 period launched by the Prime Minister.

b) Continue to review and improve the legal framework and system of support mechanisms and policies on building new rural area, ensuring compliance with actual conditions; direct localities to proactively promulgate specific mechanisms and policies to support the implementation of the Program's contents in the direction of quality improvement, depth and sustainability;

c) Direct, coordinate and effectively implement 11 contents of the Program; 06 key specialized programs to improve the quality of life of rural people and solve urgent and existing problems in building new rural area (environment, food safety, clean rural water, development of rural economy, improvement of the operational efficiency of cooperatives, support for enterprises and cooperatives in starting a business, creating, implementing the OCOP Program; digital transformation in building new rural area, rural tourism development, etc.).

d) Strengthen decentralization to provinces and centrally run cities, based on actual conditions, proactively strengthen the organizational apparatus to advise and assist the Steering Committee at all levels in implementing the Program in the 2021-2025 period, in the direction of inheriting the apparatus built in the 2016-2020 period; ensure synchronization and consistency in positions, functions and tasks; ensure specialization, professionalism, stability, and sustainability without increasing the total assigned payroll and increasing seconded staff. Adjust and add a number of new tasks in accordance with the Program for the 2021-2025 period approved by the Prime Minister and current law.

dd) Mobilize the resources to implement the Program

- Synchronously implement fund mobilization solutions, ensuring full and timely mobilization according to regulations; based on the actual situation, the Government continues to balance the central budget to give priority to supplementing the Program; the localities must be responsible for allocating enough local budget fund to implement the Program;

- Mobilize maximum local resources (at the province, district, commune levels) to organize and implement the Program. The provinces and cities prioritize the allocation of state budget fund for investment in difficult areas to contribute to narrowing the gap in building new rural area between regions. Based on the actual situation in the locality, the Province-level People's Council shall decide specifically on the ratio of revenue decentralization to the commune and district budget from auction of land use rights, land allocation, and collection of land use fees (after reimbursement of compensation and site clearance) in the commune to carry out the content of building new rural area. Encourage localities with developed economies to support disadvantaged localities to accelerate the progress of building new rural area;

- Effectively integrate the fund sources of 03 national target programs and other programs and projects in rural areas in the 2021-2025 period to support localities in completing the objectives of building new rural area approved by the National Assembly;

- Effectively implement investment credit policies for agriculture and rural areas; supplement credit fund for the system of the Cooperative Development Support Funds and mobilize maximum resources from the Cooperative Support Fund system; research, review, amend and supplement the content and subjects of loan support for developing the OCOP Program, support the application of small- and medium-sized processing technology in agriculture, clean water and rural environmental sanitation in the existing policy credit programs, submit to competent authorities for approval; encourage entrusted lending through social policy banks;

- Strengthen mobilization of economic organizations to register to support localities (districts and communes) in implementing building new rural area; mobilize people to continue contributing to building new rural area according to the principle of voluntariness for each project and specific content, approved by the Commune-level People's Council.

e) Continue to strengthen activities to mobilize international donors and Non-Governmental Organizations (NGOs) to support resources and share experiences in implementing contents related to urgent issues of the Program and compliance with the general development trend of other countries in the world; at the same time, take advantage of preferential loan fund, non-refundable aid fund, etc. to increase investment resources for the Program.

g) Strengthen inspection, examination, supervision and evaluation of Program implementation at all levels and sectors. Take preventive measures to promptly prevent manifestations of negativity and waste, and strictly handle violations during the implementation of the Program.

VI. ASSIGNMENT OF MANAGEMENT AND IMPLEMENTATION ORGANIZATION

1. Responsibilities of the ministries and central sectors

a) The Ministry of Agriculture and Rural Development (as the agency in charge of the Program) shall

- Assume the prime responsibility for managing the Program; take responsibility for overall management and supervision of the results of implementation of building new rural area in all localities across the country;

- Assume the prime responsibility for, and coordinate with the relevant ministries, the central sectors and the People's Committees of provinces and centrally run cities in organizing the implementation of the Program according to regulations;

- Assume the prime responsibility for, and coordinate with the Ministry of Planning and Investment, the Ministry of Finance, the relevant ministries, the central sectors and localities in developing regulations on principles, criteria, and norms for allocation of central budget fund and counterpart fund ratio of local budget for the 2021-2025 period and submit to the Prime Minister for promulgation according to regulations;

- Assume the prime responsibility for, and coordinate with the ministries, the central sectors and the localities in developing the regulations on promulgating the set of national standards for new rural area at all levels (provincial, district and commune levels) and degrees (standard, advanced and exemplary) in the 2021-2025 period;

- Assume the prime responsibility for, and coordinate with central and local ministries and sectors in synthesizing the central budget fund needs to be supplemented for the Program for the 2021-2025 period and annually submitting it to the Ministry of Planning and Investment and the Ministry of Finance to report to the Prime Minister according to regulations;

- Assume the prime responsibility for, and coordinate with ministries and sectors in assume the prime responsibility for component content to unify specific and 5-year objectives, targets, annual tasks to be assigned to each ministry, central agency and localities for implementing and submit it to the Ministry of Planning and Investment for synthesis and submit to the Prime Minister for consideration and decision to assign localities for implementation;

- Assume the prime responsibility for, and coordinate with ministries and agencies in charge of component content in developing plans to allocate central budget fund to implement the Program for the 5-year period and annually submitting it to the Ministry of Planning and Investment, the Ministry of Finance to synthesize and submit to the Prime Minister for decision;

- Assume the prime responsibility for, and coordinate with relevant ministries and agencies in continuing to develop and complete and submit to competent authorities for approval in accordance with the law 06 specialized programs to support the implementation of the national target program on building new rural areas for the 2021-2025 period after the national target program on building new rural areas for the 2021-2025 period is approved;

- Coordinate with the Ministry of Finance, the State Bank of Vietnam and relevant agencies to research and propose to the Government and the Prime Minister on amending and promulgating investment credit policies for agriculture, rural areas implemented in accordance with the Party's policies, legal regulations and the Government's credit fund mobilization mechanism on credit policies to implement the national target programs, Decree No. 116/2018/ND-CP dated September 7, 2018 of the Government, while ensuring compliance with the balancing ability of the central budget and other relevant documents;

- Assume the prime responsibility for the development of instructions for relevant ministries, sectors and localities to effectively implement the Program implementation plan for the 2021-2025 period and annual plans after being approved by the Prime Minister for completion of the Program's objectives;

- Assume the prime responsibility for the development of the Program monitoring and evaluation system and documents guiding the Program-implementing agencies on the Program evaluation and monitoring process in accordance with the law;

- Advise the Prime Minister to assign specific tasks, direct to strengthen the coordination of the ministries and the sectors and promote the role of the Vietnam Fatherland Front and other unions and socio-political organizations in organizing and implementing the Program;

- Coordinate with the Vietnam Fatherland Front and socio-political organizations in developing a specific implementation plan for assigned contents and guiding the localities to implement;

- Assume the prime responsibility for, and coordinate with the ministries and central sectors to organize scheduled and unscheduled inspection and supervision of the implementation of the Program by localities according to regulations.

b) The Ministry of Planning and Investment shall

- Implement unified state management of national target programs in accordance with the Law on Public Investment;

- Assume the prime responsibility for, and coordinate with ministries, central sectors and localities in developing and submitting to the Government for promulgation of regulations on management and implementation of national target programs, ensuring compliance with the Law on Public Investment, the Law on the State Budget and other relevant laws;

- Assume the prime responsibility for, and coordinate with the ministries and the central sectors in appraising and synthesizing the 5-year and annual medium-term public investment plans, targets and specific tasks of the Program based on the proposal of the program owner to submit to the Government and the Prime Minister according to regulations;

- Assume the prime responsibility for, and coordinate with the Ministry of Agriculture and Rural Development in balancing and prioritizing the additional central budget fund (development investment fund) for the Program in the 2021-2025 period and on an annual basis at the request of the National Assembly, in accordance with the Law on Public Investment and the balance ability of the state budget;

- Assume the prime responsibility for, and coordinate with the Ministry of Health, the Ministry of Agriculture and Rural Development, the Ministry of Finance and relevant agencies in completing procedures for reporting to the Government and the Prime Minister for consideration and submission to the National Assembly immediately at the latest meeting, allowing an additional 88.6 million USD in ODA fund from the Asian Development Bank to implement the investment program to develop basic health care networks in disadvantaged areas in the medium-term public investment plan for the 2021-2025 period in accordance with the law;

- Assume the prime responsibility for, and coordinate with relevant agencies in appraising the principles, criteria, and norms for allocation and use of public investment fund of the Program in accordance with the law.

c) The Ministry of Finance shall:

- Assume the prime responsibility for, and coordinate with the Ministry of Agriculture and Rural Development in balancing and prioritizing additional central budget fund (non-business funding) for the Program for the 2021-2025 period and on an annual basis according to the request of the National Assembly, in accordance with the Law on the State Budget, guiding documents and the balance ability of the state budget;

- Assume the prime responsibility for, and coordinate with the relevant ministries and central sectors in developing and issuing instructions on the management and use of central budget fund (non-business funding) to implement the Program for the 2021-2025 period;

- Assume the prime responsibility for, and coordinate with the Ministry of Health and the relevant agencies in completing procedures for reporting to the Government and the President to issue the Decision to extend the closing time for ODA loan books of the Asian Development Bank to implement the investment program to develop the grassroots health care networks in disadvantaged areas in compliance with the Law on Treaties, the Law on Public Debt Management and Decree No. 114/2021/ND-CP dated December 16, 2021;

- Coordinate with the Ministry of Planning and Investment in balancing and allocating the fund for the Program under the progress and medium-term investment plan, annually submit to competent authorities for consideration and decision.

d) The Ministry of Labor, Invalids and Social Affairs shall

- Assume the prime responsibility for, and coordinate with the Ministry of Agriculture and Rural Development and the relevant ministries and sectors in guiding localities to integrate fund from the sustainable poverty reduction program in extreme difficulty-hit communes in alluvial and coastal areas and on islands, and poor districts to strive to complete the objectives of the approved Program according to the principles of fund integration of 03 national target programs for the 2021-2025 period in Resolution No. 25/2021/QH15 dated July 28, 2021 of the National Assembly and regulations in other relevant documents;

- Guide the relevant authorities and localities to implement component projects of the national target program on sustainable poverty reduction to ensure there is no overlap or duplication of subjects and implementation content with the national target program on building new rural areas

dd) The Committee for Ethnic Minority Affairs shall:

- Assume the prime responsibility for, and coordinate with the Ministry of Agriculture and Rural Development and the relevant ministries and sectors in guide localities to integrate fund from the national target program on socio-economic development in ethnic minority areas and mountainous areas in the 2021-2030 period in extreme difficulty-hit communes, villages in ethnic minority and mountainous areas to strive to complete the objectives of the approved Program according to the principles of fund integration of 03 national target programs for the 2021-2025 period in Resolution No. 25/2021/QH15 dated July 28, 2021 of the National Assembly and regulations in other relevant documents.

- Guide the relevant authorities and localities to implement component projects of the national target program on socio-economic development in ethnic minority and mountainous areas to ensure there is no overlap or duplication of subjects and implementation content with the national target program on building new rural areas.

e) The ministries and central agencies assigned to assume the prime responsibility for the Program's component content:

- Develop and propose specific goals and targets to implement the 5-year and annual component contents and send them to the Ministry of Agriculture and Rural Development and the Ministry of Planning and Investment for synthesis in the general plan of the Program and submission to the Prime Minister for consideration and implementation in accordance with the law;

- Prepare a 5-year and annual central budget fund plan to deploy activities to serve the direction, administration, and guidance on implementing the Program, and send it to the Ministry of Agriculture and Rural Development for synthesis into the general plan according to regulations;

- Guide the localities to implement targets, tasks and organize the implementation of program components under their assigned management;

- Fully implement the reporting regime on the results of implementation of component content and use of assigned fund and send it to the agency in charge of the Program for synthesis;

- Prioritize the integration of programs and projects in the assigned state management fields to contribute to the implementation of component contents and new rural area criteria as assigned;

- Guide and direct the localities to implement the criteria in the set of national standards for new rural area as assigned;

- Develop and promulgate national technical standards and regulations, economic-technical norms in investment, management and exploitation of infrastructure works under the assigned state management responsibilities;

- Assume the prime responsibility for, and coordinate with the agency in charge of the Program, the relevant ministries and sectors in organizing inspection, supervision and evaluation of the results of implementation of resources and targets, tasks, and component content of the Program under their assigned management according to regulations and send to the Ministry of Agriculture and Rural Development for synthesis and report to the Prime Minister and the Central Steering Committee; periodically organize inspection teams in localities according to regulations.

g) The ministries and central agencies participating in implementing the Program shall:

Take responsibilities for integrating target programs and projects of each ministry and sector with the national target program on building new rural areas.

h) The State Bank of Vietnam shall inspect and supervise the commercial banks in implementing credit policies to serve agriculture and rural areas, contributing to the implementation of the Program.

i) The Vietnam Bank for Social Policies shall:

- Focus on mobilizing resources and perfecting policy mechanisms to better and more effectively implement social policy credit, with special priority to support households subject to social policies in difficulty-hit communes in order to increase income, improve people's production and living conditions, and contribute to building new rural area;

- Implement the fund mobilization solutions in accordance with Resolution No. 25/2021/QH15 dated July 28, 2021 of the National Assembly and comply with the Party's policies, the legal regulations and the credit mobilization mechanism of the Government for credit policies to implement national target programs, Decree No. 116/2018/ND-CP dated September 7, 2018 of the Government, while ensuring compliance with the balancing ability of the central budget and other relevant documents;

k) The information and communication agencies are responsible for propaganda to serve the requirements of the Program.

2. Responsibilities of the People's Committees of provinces and centrally run cities

a) Develop and promulgate the 5-year and annual Program implementation plan, including the following contents: Plan on fund sources, objectives, and tasks to send to the agency in charge of the Program, the agency in charge of component content, and the relevant agencies according to regulations.

b) Direct and assign the responsibilities of each level and departments and sectors in organizing and implementing the Program according to the principle of strengthening decentralization and promoting a sense of the grassroots-level responsibility.

c) Promulgate the mechanisms, policies, and instructions on organizing and implementing the Program in the province according to assigned authority and tasks; issue regulations on integrating fund sources from other programs and projects with the same content and tasks to implement the Program in the localities, ensuring no overlap or duplication in scope, subjects, and content among the national target programs, striving to complete the objectives of the approved Program.

d) Establish the general Steering Committee for national target programs for the 2021-2025 period at the localities in accordance with Point b, Clause 4, Article 1 of Resolution No. 24/2021/QH15 dated July 28, 2021 of the National Assembly on approving the investment policy for the national target program on sustainable poverty reduction in the 2021-2025 period and Resolution No. 25/2021/QH15 dated July 28, 2021 of the National Assembly on approving the investment policy for the national target program on building new rural areas for the 2021-2025 period. Strengthen the advisory agency apparatus to assist the Steering Committee at all levels in unification and synchronization in accordance with the law and the actual conditions.

dd) Direct the review and coordination of district-level building new rural area plans in the localities to be consistent with the province's general plan on new rural area building.

e) Proactively balance and allocate enough counterpart funds from the local budget in accordance with the law, as well as have solutions to effectively mobilize other legal resources outside the budget to invest in building new rural area; encourage entrusted lending through the social policy bank to implement the Program's contents, with priority given to supporting the implementation of the OCOP Program, supporting the application of small- and medium-sized processing technology in agriculture, environment and rural clean water in accordance with the Party's policies, the legal regulations on the Government's credit fund mobilization mechanism, credit policy to implement national target programs, and management of policy credit fund, Decree No. 116/2018/ND-CP dated September 7, 2018 of the Government and in accordance with the characteristics of the local socio-economic situation and the balancing ability of the central budget and other relevant documents.

g) Based on actual conditions, research and promulgate a mechanism to encourage localities with developed economies to support disadvantaged localities to accelerate the progress of building new rural areas to ensure compliance with current law in a spirit of voluntariness, ensuring publicity, transparency, and clear accountability in accordance with the law on investment management.

h) Strengthen mobilization of economic organizations to register to support localities (district and commune levels) in implementation of building new rural area.

i) Strengthen mobilization and encourage people to participate and contribute to building new rural areas in a voluntary form, without mobilizing too much people and causing outstanding debts in the basic construction of the Program.

k) Organize the implementation, monitoring, evaluation and reporting of the results of the Program implementation in the province periodically and irregularly according to regulations.

3. Sincerely recommend the Central Committee of the Vietnam Fatherland Front and socio-political organizations

Within the scope of its functions and tasks, coordinate with the Ministry of Agriculture and Rural Development in developing a specific implementation plan for assigned contents to guide localities in implementation; proactively and actively participate in implementing the Program's contents and tasks as assigned; carry out supervision and social criticism during the implementation of the Program; continue to effectively implement "All people unite to build new rural areas and civilized urban areas” campaign./.
