DECISION

Approving the Master Plan of Tra Vinh province for the 2021-2030 period, with a vision toward 2050[1]

 

THE PRIME MINISTER

Pursuant to the June 19, 2015 Law on Organization of the Government; and the November 22, 2019 Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration;

Pursuant to the November 24, 2017 Planning Law;

Pursuant to the June 15, 2018 Law Amending and Supplementing a Number of Articles of Eleven Laws concerning Planning;

Pursuant to the November 20, 2018 Law Amending and Supplementing a Number of Articles of Thirty-Seven Laws concerning Planning;

Pursuant to the National Assembly’s Resolution No. 61/2022/QH15 of June 16, 2022, on further improving the effectiveness and efficiency of the implementation of planning policies and laws and a number of solutions to tackle difficulties and obstacles, accelerate the formulation and improve the quality of master plans for the 2021-2030 period;

Pursuant to the Government’s Decree No. 37/2019/ND-CP of May 7, 2019, detailing the implementation of a number of articles of the Planning Law;

Pursuant to the Government’s Decree No. 58/2023/ND-CP of August 12, 2023, amending and supplementing a number of articles of the Government’s Decree No. 37/2019/ND-CP of May 7, 2019;

Pursuant to the Prime Minister’s Decision No. 804/QD-TTg of June 9, 2020, approving the task of formulating the Master Plan of Tra Vinh province for the 2021-2030 period, with a vision toward 2050;

Pursuant to the Government’s Resolution No. 78/NQ-CP of June 18, 2022, promulgating the Government’s Program of Action to implement the Political Bureau’s Resolution No. 13-NQ/TW of April 2, 2022, on orientations for socio-economic development and national defense and security assurance in the Mekong River delta for the 2021-2030 period, with a vision toward 2050;

Pursuant to the National Assembly’s Resolution No. 81/2023/QH15 of January 9, 2023, on the National Overall Master Plan for the 2021-2030 period, with a vision toward 2050;

Pursuant to the Prime Minister’s Decision No. 287/QD-TTg of February 28, 2022, approving the Master Plan of the Mekong River delta for the 2021-2030 period, with a vision toward 2050;

At the proposal of the People’s Committee of Tra Vinh province in Report No. 2794/TTr-UBND of June 30, 2023, for approval of the Master Plan of Tra Vinh province for the 2021-2030 period, with a vision toward 2050; Appraisal Report No. 8578/BC-HDTD of November 28, 2022, of the Appraisal Council for Provincial Master Plans for the 2021-2030 period, with a vision toward 2050; the Appraisal Council’s Official Letter No. 4521/CV-HDTD of June 6, 2023, on review of dossiers of provincial master plans for the 2021-2030 period, with a vision toward 2050; and the Ministry of Planning and Investment’s Official Letter No. 6352/BKHDT-QLQH of August 8, 2023, on the overall review of the dossier of, and the draft decision approving, the Master Plan of Tra Vinh province for the 2021-2030 period, with a vision toward 2050,

 

DECIDES:

Article 1. To approve the Master Plan of Tra Vinh province for the 2021-2030 period, with a vision toward 2050 (below referred to as the Master Plan), with the following principal contents:

I. SCOPE AND BOUNDARIES OF THE MASTER PLAN

The scope of boundaries of the Master Plan covers the entire land territory of Tra Vinh province and the marine space area determined in accordance with the 2012 Law of the Sea of Vietnam, the 2015 Law on Sea and Island Resources and Environment, and the Government’s Decree No. 40/2016/ND-CP of May 15, 2016, detailing the implementation of a number of articles of the Law on Sea and Island Resources and Environment.

II. DEVELOPMENT VIEWS, OBJECTIVES AND BREAKTHROUGHS

1. Development views

a/ The Master Plan must closely follow the Party’s guidelines and line and the Strategy for socio-economic development for the 2021-2030; conform to national-level master plans and plans, national sectoral master plans and plans, the national marine space master plan, master plans and plans of the Mekong River delta for the 2021-2030 period, with a vision toward 2050, and relevant master plans and plans. 

b/ To efficiently tap the different potential, prominent opportunities, competitive advantages and advantages for linkage of the Mekong River delta with the whole country for rapid, efficient and sustainable development; to regard agricultural economy as the foundation and marine economy as the driving force for development; to associate socio-economic development and marine economy with the protection of natural resources and assurance of water sources; to proactively adapt to climate change.

c/ To mobilize to the utmost and economically and efficiently use every resource for investment in socio-economic infrastructure facilities and development of marine economy; to apply new and modern economic models and apply high technologies in crop production, aquaculture, clean energy generation, coastal industries, river port and seaport tourism and services, and logistics services.

d/ To proceed with innovation in order to improve the management and administration efficiency; to promote socio-economic development in association with digital transformation based on the pillars of digital economy, digital society and digital government; to carry out administrative reform, and improve the business investment environment and the provincial competitiveness; to intensify investment in the development of education and training; to ensure social security; to conserve and promote cultural values of ethnic groups in the province; to assure national defense and security and social order and safety.

2. Development objectives and targets through 2030

a/ General objectives

Tra Vinh will be a province of the upper middle development level and among the top provinces of the Mekong River delta, have complete transport infrastructure facilities connecting it with other localities in the Mekong River delta and the whole country. The province will have a developed marine economy adaptable to climate change; cultural values of local ethnic groups will be conserved and promoted and the local people will have a prosperous and happy life.

b/ Specific targets

- Economically:

+ The annual growth rate of gross regional domestic product (GRDP) will be around 11.5% on average, in which the agro-forestry-fisheries sector will grow by 3.32%/year, industry and construction, 15.49%/year, and commerce and services, 10.8%/year. By 2030, the per-capita GRDP (at current prices) will reach VND 148 million. The province’s budget revenues will increase by 12%-15% per year on average.

+ The proportions of agro-forestry-fisheries; industry and construction; services; and taxes less subsidies on products, to the GRDP will be around 17.98%, 46.14%, 33%, and 2.88%, respectively.

+ By 2030, the export value will reach USD 1.7-1.8 billion.

+ The investment capital mobilized from the entire society will reach VND 350-400 trillion. 

- Socially:

+ The population growth rate will be 0.75% per year on average.

+ By 2030, the rate of trained laborers will reach 75%; the rate of trained laborers possessing degrees or training certificates will reach 40%.

+ The labor productivity growth rate will be 11.65% per year on average.

+ Annually, new jobs will be created for 30,000 people.

+ By 2030, around 73% of early childhood schools, 89% of primary schools, 70% of lower secondary schools, and 91% of upper secondary schools will attain the relevant national standards.

+ There will be 35 hospital beds and 14-16 medical doctors per 10,000 people.

+ By 2030, the health insurance coverage rate will reach 95%.

+ The percentage of poor households classified based on multidimensional poverty standards will fall by 1-1.5% annually.

+ The human development index (HDI) will reach 0.75 or higher.

- Regarding environmental protection:

+ Ninety-nine percent or more of households in urban areas and around 85% of households in rural areas will have access to domestic-use clean water.

+ Ninety-nine percent or more of domestic solid wastes in urban areas and around 90% of domestic solid wastes in rural areas will be collected and treated up to relevant technical regulations and standards.

+ All urban centers will have their own sewer systems for collection and treatment of wastewater up to relevant standards.

+ The forest coverage rate will reach 4.5%.

- Regarding urban and rural development:

+ By 2030, the urbanization rate will reach around 40%.

+ The task of building a new-style countryside will be completed before 2025.

- The task of national defense and security and social order and safety assurance will be properly performed.

3. Vision toward 2050

Tra Vinh will be a highly developed province of the Mekong River delta, and have a modern marine economic center and a clean energy center of the Mekong River delta which are adaptable to climate change; and boast a complete socio-economic infrastructure system efficiently connected to the Mekong River delta and the whole country. The province’s societal community will be civilized and modern and national defense and security assured, and people will have a prosperous, civilized and happy life.

4. Development breakthroughs

- To vigorously renew the leadership, management and governance mindset of administrations at all levels and economic mindset of enterprises and the people in association with digital transformation based on the 3 major pillars (digital economy, digital society and digital government).

- To develop high-quality human resources for fisheries, organic agriculture, tourism, seaports, logistics, and clean energies; to build efficient linkages with training institutions and intensive research institutions at home and abroad in order to achieve development goals.

- To study, formulate and promulgate mechanisms and policies to efficiently mobilize to the utmost all resources for investment in transport and hydraulic infrastructure facilities, particularly inter-provincial and inter-district transport routes, inland waterway routes and port system, disaster prevention and control works, supply of freshwater sources for domestic use and production, and control of seawater intrusion.

III. ORIENTATIONS FOR DEVELOPMENT OF SECTORS AND FIELDS AND PLANS ON ORGANIZATION OF ECONOMIC AND SOCIAL ACTIVITIES

1. Orientations for development of important sectors and fields      

a/ Industry: To develop industry in a rapid and sustainable manner toward modernity, applying new and environmentally friendly technologies and bringing into play advantages of marine economy.

To develop the following key industries:

- Energy industry: To develop renewable and new energy sources, turning the province into a clean energy center of the Mekong River delta; to operate existing thermal power plants at full capacity, and step by step increase the proportion of power sources generated from renewable energy sources, thus contributing to ensuring energy security for socio-economic development of the South.

- Agro-fisheries product processing industry: To scale up, renew technology and increase capacity of existing processing plants; to build new processing plants with modern technologies and based on material areas; to diversify processed products and increase the proportion of deeply processed products in order to increase the value of export products; to intensify the application and transfer of scientific and technological advances to agricultural product processing and preservation.

b/ Services: To quickly develop diverse services toward modernity and high quality; to focus on developing a number of services with advantages, promoting the growth and restructuring of the service sector, specifically as follows:

- Commerce: To develop commercial services, improving the capacity to participate in regulating and balancing the goods supply and demand, ensuring uninterrupted goods circulation, supplying sufficient goods items for production and the people’s consumption; to intensify the application of information technology and e-commerce; to take the initiative in undertaking international economic integration, intensifying trade promotion and diversifying export markets.

- Tourism: The province will become an attractive destination of the Mekong River delta; to develop green, sustainable and highly competitive tourism; to simultaneously develop sea tourism, cultural heritage tourism (especially in Khmer ethnic minority areas), eco-orchard tourism, community-based tourism, and agritourism; to connect the province’s tourism zones with destinations in the Mekong River delta and the whole country.

- Seaport and logistic services: To develop seaport and logistic services, and efficiently exploit road, inland waterway and seaway transportation; to upgrade the system of warehouses and storing yards for goods preservation and logistic services, especially in ports; to intensify the application of information technology and improvement of competitiveness, labor productivity and quality of logistic services; to form and develop a provincial-level logistics center in Dinh An economic zone.

c/ Agriculture: To develop agriculture in a modern, sustainable and circular manner with centralized and large-scale commodity production based on value chains toward higher efficiency and competitiveness and on science and technology application and adaptation to climate change, specifically as follows:

- Fisheries: To develop concentrated and industrial aquaculture with modern technologies; to strongly develop intensive aquaculture areas for key products.

- Crop production: To develop crops with competitive advantages; to form agricultural areas and hi-tech agricultural areas.

- Livestock production: To develop concentrated and organic livestock production to produce high-quality products meeting food safety and hygiene and epidemic prevention and control requirements; to reorganize livestock production in the direction of value chain-based cooperation and linkage in association with the building of product brands and marks for cow and pig herds and poultry flocks.

2. Orientations for development of other sectors and fields

a/ Education and training: To create progressive changes in education and training to meet requirements of industrialization, modernization and international integration; to build the education system toward openness, quality and efficiency in association with the building of a learning society, focusing on:

- Upgrading physical foundations and improving the quality of early childhood and general education institutions; and developing vocational education in order to supply high-quality human resources.

- Building a contingent of teachers with sufficient quantity and rational structure and meeting law-specified qualification standards; training and further training the contingent of education administrators and teachers meeting requirements of the renovation of education and training programs.

b/ Health and health care:

- To build and upgrade the health system toward modernity and efficiency to meet the people’s health protection, care and improvement needs; to improve the population quality; to ensure that every citizen has access to health services.

- To consolidate and improve the grassroots health network to provide primary health care to the people; to build a complete preventive medicine and disease control system; to promote investment in developing non-public health establishments.

- To build and develop the contingent of medical workers with sufficient quantity and satisfactory quality to meet the people’s medical examination and treatment and health care needs.

c/ Culture and sports:

- To build and develop the province’s culture into an advanced one deeply imbued with national identities in the direction of ensuring uniformity in diversity of the province’s ethnic community in association with human development goals; to conserve and embellish tangible and intangible historical and cultural relics.

- To upgrade sports facilities; to improve the quality of athlete training for high-achievement sports; to develop physical training and sports in a diverse, abundant and sustainable manner; to intensify the mobilization of social resources for physical training and sports activities.

d/ Social security: To develop the province’s social security network; to intensify child protection and care and social relief activities; to sustainably reduce poverty and improve the people’s living standards; to prevent and push back social evils.

dd/ Science, technology and innovation: To develop science, technology and innovation, and make digital transformation become the province’s development driving force; to intensify science investment and research; to apply and transfer scientific and technological advances to production of enterprises and daily life of the people.

e/ Information and communications: To develop information technology infrastructure, digital infrastructure and Internet of Things infrastructure in an interconnected, complete and modern manner; to develop the press and communications toward professionalism, humanity and modernity; to develop the post sector toward higher quality of digital services.

g/ National defense and security: To build the all-people national defense and fortified defense zones, and firmly protect the national sovereignty on the sea; to improve the combat readiness capacity of the armed forces; to build regular, elite, modern and comprehensively powerful public security forces.                       

3. Plans on organization of socio-economic activities

a/ Socio-economic areas: The province will have 2 socio-economic areas, with the eastern area serving as the development driving force:

- The eastern inter-district area, which consists of Duyen Hai, Cau Ngang and Tra Cu districts, and Duyen Hai town as the area’s center, will become a modern marine economy center that can help create a new driving force for the province’s economic development, and the Mekong River delta’s waterway transport gateway, specifically as follows:

- To develop the marine economy, focusing on the development of the renewable energy industry; to develop commercial services and sea tourism; to combine fishing, aquaculture and aquatic product processing with fisheries logistics services.

+ To develop Dinh An economic zone into a center for development of industry, seaport and logistics services, and coastal areas’ industry and tourism; to develop Ba Dong tourist area.

+ To form and develop the coastal urban network, with Duyen Hai town being the center.

- The western inter-district area, which consists of Tra Vinh city and Chau Thanh, Cang Long, Cau Ke and Tieu Can districts, with Tieu Can district (planned to be upgraded into a town) being the area’s center. Tra Vinh city (to be expanded to part of Chau Thanh and Cang Long districts) will be an urban area serving as the province’s political, economic, cultural and social center. General economic activities will be developed in Tra Vinh city and Cang Long, Cau Ke and Chau Thanh districts. Agricultural production will be developed in Cau Ke and Tieu Can districts.

b/ Development driving-force axes: The province’s socio-economic development space will be built on the basis of 3 major connection axes, including:

- The development axis along the coastal road route, which is the province’s dynamic economic development axis with Dinh An economic zone as its center; focus will be placed on developing renewable energies, seaports, logistics, processing and manufacturing industry and tourism, and connecting coastal urban centers.

- The development axis along national highway 60, which is the province’s North-South spatial connection axis (connecting Ben Tre, Tra Vinh and Soc Trang provinces); this axis will serve goods trading activities between Tra Vinh province and the eastern sub-regional hubs and inter-regional urban clusters of the Mekong River delta, and be connected to Ho Chi Minh City.

- The development axis along the Hong Ngu-Tra Vinh expressway (expressway 36), which is the province’s East-West connection axis; this axis will connect the eastern inter-district area and the western inter-district area of the province and connect the province’s marine economy to the provinces in the upstream areas of Mekong River and Cambodia.

c/ Connection gateways

- The northwestern gateway, embracing Cang Long district and expanded Tra Vinh city: This gateway will serve as the province’s gateway for economic-cultural-social exchange with the province’s 2 important transport routes being national highway 53 connected to Vinh Long province and heading to the western provinces and national highway 60 connected to Ben Tre province and heading to Ho Chi Minh City.

- The southwestern gateway, embracing Tieu Can and Tra Cu districts: This gateway will serve as the province’s important gateway to the development axis formed along the urban corridor in the east of Hau river and connected to national highways 60 and 54 in the south of Hau river and the waterway on Hau river heading to Soc Trang, Bac Lieu and Ca Mau provinces.

- The eastern gateway: This gateway will provide a fairway for large-tonnage ships into Hau river (planned to be upgraded to an international shipping route) and Dinh An-Cambodia border channel.

IV. PLANS ON URBAN AND RURAL SYSTEMS, INTER-DISTRICT AREAS AND DISTRICT AREAS, AND PLANS ON DEVELOPMENT OF FUNCTIONAL ZONES

1. Plan on rearrangement of district- and commune-level administrative units

To review and rearrange district- and commune-level administrative units for the 2023-2030 period under the Political Bureau’s Resolution No. 37-NQ/TW of December 24, 2018, and Conclusion No. 48-KL/TW of January 30, 2023, specifically as follows:

By 2025, to rearrange district- and commune-level administrative units that satisfy the criteria of land area and population at under 70% of the law-specified level; district-level administrative units that satisfy the criterion of land area at under 20% and the criterion of population at under 200% of the law-specified levels; and commune-level administrative units that satisfy the criterion of land area at under 20% and the criterion of population at under 300% of the law-specified levels.

By 2030, to rearrange the remaining district- and commune-level administrative units that satisfy the criteria of land area and population at under 100% of the law-specified level; district-level administrative units that satisfy the criterion of land area at under 30% and the criterion of population at under 200% of the law-specified levels; and commune-level administrative units that satisfy the criterion of land area at under 30% and the criterion of population at under 300% of the law-specified levels.

The criteria of land area and population of administrative units must comply with the National Assembly Standing Committee’s Resolution on criteria and classification of administrative units. The formulation and implementation of master plans on rearrangement of district- and commune-level administrative units for the 2023-2030 period must, in addition to the criteria of land area and population, take into account arrangement results in the previous period, and the fact that administrative units that remain stable for a long time and have isolated locations and special features, and rural administrative units that have been planned into urban administrative units.

The scope of specific boundaries of each district- or commune-level administrative unit subject to rearrangement must comply with the National Assembly Standing Committee’s Resolution.

2. Plan on the urban system

As soon as conditions permit and law-specified criteria are fully satisfied, by 2030, the province will have 14 urban centers, including 1 grade-II urban center (expanded Tra Vinh city), 1 grade-III urban center (Duyen Hai town), 3 grade-IV urban centers and 9 grade-V urban centers, specifically as follows:

a/ The central urban area, which consists of expanded Tra Vinh city (grade-II urban center), expanded Cang Long township (grade-IV urban center) and Chau Thanh township, Tan An urban center of Cang Long district (grade-V urban center), and Hung My urban center of Chau Thanh district (grade-V urban center). Tra Vinh city will be the province’s political, administrative, economic, cultural, social, scientific-technological, and education-training center, and serve as an important transport hub connecting the province’s urban centers and inter-provincial areas in the Mekong River delta.

b/ The western urban centers, including Tieu Can town (grade-IV urban center), and Cau Ke and Ninh Thoi townships (grade-V urban centers). These urban centers will serve as a transport hub of the province’s southwestern area connected to other provincial localities and Soc Trang province.

c/ The eastern urban centers, including Duyen Hai town (grade-III urban center) and Tra Cu, Dinh An, My Long, Long Thanh and Ngu Lac townships and expanded Cau Ngang township. These urban centers will serve as a driving force for the development of the province’s marine economy, connect transport routes in the province and other provinces in the Mekong River delta, and constitute a maritime transport hub.

(Details are provided in Appendix I to this Decision).

3. Plan on territorial organization of rural areas

The province’s rural areas will be spatially organized into 3 areas associated with agricultural production:

a/ The fresh water area: To focus on developing intensive and large-scale production of high-quality commodity rice; to renovate, upgrade and expand specialty orchards and coconut plantations into a concentrated, intensive, large-scale and high-quality plantation area; to attach importance to developing models of agricultural production combined with eco-tourism in orchards and river tourism.

b/ The fresh and brackish water area: To convert the low-yield rice fields into areas for other crops or for aquaculture; to develop the production of high-quality specialty and organic rice varieties, vegetables and industrial crops; to develop domestic animal herds and aquatic animals with advantages.

c/ The brackish and salt water area: To develop aquaculture and fishing; to protect and consolidate protection forests for coastal and estuary wave-breaking purpose; to restore and develop the mangrove forest ecosystem in association with ecological aquaculture, hi-tech aquaculture and sea tourism.

4. Plans on inter-district areas and district areas

a/ Plan on inter-district areas: These areas include the eastern inter-district area and the western inter-district area under the plan on organization of the province’s socio-economic areas.

b/ Plan on district areas: There will be 7 district areas planned in conformity with the province’s general development objectives and orientations, including Tieu Can district (planned to be upgraded to a town by 2030), and Chau Thanh, Cang Long, Cau Ke, Tra Cu, Cau Ngang, and Duyen Hai districts, specifically as follows:

- Cang Long district area: By 2030, this district area will attain the criteria for a grade-IV urban center and have complete infrastructure facilities; in this area, to develop hi-tech and ecological agriculture in the vicinities of urban centers to produce safe and clean agricultural products in combination with the processing industry; to develop cottage industry villages in association with tourism development; to form and develop Co Chien industrial park.

- Chau Thanh district area: This district will become a district with rapid and sustainable economic development based on concentrated industry and services, in which commercial services constitute a sector of breakthrough development; and sustainably develop agriculture based on the renovated organization of production, consolidation of value chain-based linkages, and commodity logistics.

- Cau Ngang district area: To develop the industry sector in a modern and selective manner, attaching importance to advantageous industries and fields, such as electric energy generation, agro-fisheries product and food processing, garment, manufacturing mechanical engineering, ship building and repair, etc.; to develop coastal eco-tourism associated with traditional festivals; to build a modern agriculture focusing on concentrated commodity production zones.

- Cau Ke district area: To develop the processing industry, garment and leather footwear; to develop concentrated hi-tech agriculture for production of safe commodities; to develop tourism on the basis of bringing into the fullest play the district’s potential and advantages in eco-tourism, orchard tourism, and tourism based on ethnic minority cultures and festive activities.

- Duyen Hai district area: To efficiently tap marine economy’s potential and advantages, particularly clean energy industry, aquaculture and aquatic product processing; to develop highly intensive aquaculture areas, hi-tech agriculture and organic agriculture; to develop diverse services, particularly tourist services in Long Khanh mangrove forest eco-tourism site.

- Tieu Can district area: To build urban technical infrastructure facilities, striving for the target that by 2030 this district will satisfy criteria for a grade-IV urban center and become a town with rapidly developing and sustainable economy based on high-quality commodity agriculture; to establish Cau Quan industrial park; to develop diverse urban services and tours.

- Tra Cu district area: To vigorously develop marine economy, particularly coastal industries, seaports, sea shipping services, and agro-fisheries product processing industry; to form concentrated agricultural production areas, agricultural enterprises and farms; to develop highly intensive aquaculture; to make development breakthroughs in the trade-service sector; to create typical tourism products such as river tourism, orchard tourism, and cultural-historical-belief tourism.

5. Plan on development of functional zones

a/ Economic zone: To develop Dinh An economic zone into a driving-force economic zone accommodating multiple sectors of the province and the Mekong River delta; to prioritize the development of such sectors as renewable energy, agro-fisheries product processing, ship building and supporting industries; to develop hi-tech aquaculture zones; to develop services and tourism with unique products associated with seaports and logistics services.

b/ Industrial parks: To focus on developing 4 industrial parks, attaching importance to their infrastructure systems, internal traffic systems and roads connected to surrounding areas, power supply and water supply and drainage systems, and environmental protection facilities; to intensify the attraction of investment in industrial parks, particularly investment projects using advanced and environmentally friendly technologies in conformity with their own master plans; to develop new industrial parks in Dinh An coastal economic zone with multiple functions of industrial production, urban construction and service activities in case they are additionally included in national land-use master plans and satisfy the law-specified conditions on industrial parks.

(Details are provided in Appendix II to this Decision).

c/ Cottage industry zones: To renew and improve the efficiency of the attraction of investment, especially from investors with financial capacity, advanced technologies and modern governance methods; to attract investment in sectors with advantages in high and environmentally friendly technologies and high added value. By 2030, the province will have 8 cottage industry zones.

(Details are provided in Appendix III to this Decision).                   

d/ Tourism zones: To develop sea, cultural heritage, ecological, community-based and wellness tourism; by 2030, to develop 6 key tourism zones, including:

- Long Tri islet eco-tourism zone, Tra Vinh city;

- Ba Om Pond culture and tourism zone, Tra Vinh city;

- Ba Dong mangrove forest eco-tourism zone, Duyen Hai town;

- Duyen Hai hot spring tourism zone, Duyen Hai town;

- Tan Qui islet eco-tourism zone, Cau Ke district;

- Hang Duong eco-tourism zone, Cau Ngang district.

dd/ Concentrated agricultural production zones: To develop concentrated agricultural production zones to produce products with the province’s advantages, including:

- High-quality rice production zones in Tieu Can, Chau Thanh, Cau Ngang, Tra Cu, Cang Long and Cau Ke districts.

- Fruit tree and coconut zones in Cang Long, Cau Ke, Tieu Can, Chau Thanh and Tra Cu districts, and Tra Vinh city.

- Food crop zones in almost all districts and towns.

- Livestock production zones in Cang Long, Cau Ke, Tieu Can, Chau Thanh, Tra Cu, Cau Ngang and Duyen Hai districts.

- Aquaculture zones for rearing white shrimps, giant tiger prawns, sea crabs, clams, etc., in Duyen Hai, Cau Ngang, Chau Thanh and Tra Cu districts, and Duyen Hai town; and for rearing Pangasius catfish, snakehead fish and giant freshwater prawns in Cang Long, Cau Ke, Tieu Can, Chau Thanh, Duyen Hai and Tra Cu districts, and Tra Vinh city.

e/ Other functional zones: To develop a number of centralized specialized centers: hi-tech agricultural zones, and university and scientific research zones.

g/ Territorial areas in need of conservation and subject to development restriction

- Territorial areas in need of conservation and subject to development restriction include architectural works and historical and cultural relics that need conservation and embellishment, the coastal mangrove forest ecosystem conservation zone in Long Khanh commune, Duyen Hai district; and such areas prone to disaster risks as riparian areas, areas prone to landslide, and reservoirs.

- The maintenance, embellishment or renovation of existing works or building of new ones must conform to the current architectural status of these areas; to control construction activities, and types, grades and architecture of construction works in conformity with landscapes and cultural identities that need to be conserved.

- To limit to the utmost activities that are likely to cause landslides; to strictly manage and limit the grant of permits for exploitation of construction materials, and refrain from building industrial parks, cottage industry zones and concentrated residential areas; to control construction density and types and grades of construction works; to attach importance to using anti-landslide methods; to promote the planting of forests and trees and application of measures to protect the soil and other vegetative covers.

V. PLANS ON DEVELOPMENT OF TECHNICAL INFRASTRUCTURE

1. Plan on development of the transport network

To develop the transport network in conformity with the national master plan and plan on development of the transport sector to be complete, modern and interconnected to promote regional connectivity, ensure traffic safety, convenience and environmental friendliness, and adaptation to climate change.

a/ Roads

- Expressways and national highways must comply with the master plan and plan on development of the road network for the 2021-2030 period, with a vision toward 2050, specifically as follows:

+ To build 2 expressways running through Tra Vinh province, namely: the Ho Chi Minh City-Tien Giang-Ben Tre-Tra Vinh-Soc Trang expressway (expressway 33) and the Hong Ngu-Tra Vinh expressway (expressway 36);

+ To build coastal roads up to grade-III standards applicable to roads;

+ To expand and upgrade national highways in the province, and completely build Dai Ngai bridge according to a set schedule and national highway 60’s section connected to Co Chien and Dai Ngai bridges;

- Provincially managed roads:

+ To renovate and upgrade 5 existing provincial roads of grade III or grade IV, and build 12 provincial roads of grade II to grade IV on the basis of building or renovating and upgrading existing district roads. Grades of road sections running through urban centers must comply relevant urban master plans.

+ To renovate and upgrade district roads and build new roads of grade V or higher grade in conformity with the master plan on construction of district areas.

+ To build or renovate and upgrade the rural transport system in conformity with the master plan on construction of district areas and the master plan on new-style rural communes meeting the criteria of enhanced or model new-style rural communes and enhanced or model new-style rural districts.

+ To develop bus stations in districts, towns and cities and Dinh An economic zone in conformity with the master plan on construction of district areas and urban master plans.

b/ Inland waterways

- Inland waterway routes, harbors and anchorage areas must comply with relevant national master plans or plans on sector development, specifically as follows:

+ To complete the building of navigable channels for large-tonnage ships to enter Hau river according to the adjusted scale approved by the Ministry of Transport;

+ To build a harbor system under the master plan on inland waterway navigation infrastructure for the 2021-2030 period, with a vision toward 2050, serving socio-economic development of the province, including the Duyen Hai - Dinh An harbor area, Tra Cu - Kim Son harbor area and buoy berths and anchorage areas for transshipment and storm sheltering.

+ To invest in and upgrade inland waterway routes, including: the Dinh An - Cambodian border’s route which is of special grade, and the Co Chien river’s section from Co Chien to Tien river’s confluence which is of special grade; to upgrade or build ports of the Tra Vinh cargo port cluster and the Tra Vinh passenger port cluster along Co Chien and Hau rivers.

- To maintain and renovate provincially managed waterway routes up to grade-IV or grade-V standards applicable to inland waterways, or up to special-grade standards (applicable to inland waterways) particularly for the Long Toan river and Rach Ham river routes; to develop inland waterway ports and wharves in conformity with relevant specialized master plans, ensuring waterway-road transport interconnection to serve socio-economic development and security and national defense of the province.

(Details are provided in Appendices IV and V to this Decision).

2. Plans on development of the power supply network

a/ To develop power sources, build or upgrade and renovate transformer stations and 500 kV, 220 kV and 110 kV power lines in conformity with the National Electricity Development Plan for the 2021-2030 period, with a vision toward 2050, approved under the Prime Minister’s Decision No. 500/QD-TTg of May 15, 2023, and in association with socio-economic development orientations of the province.

b/ To promote the development and use of renewable and new energy sources, and form and develop smart power systems adaptable to renewable energy sources.

c/ Development of medium-voltage power grids, specifically as follows:

- To renovate or build medium-voltage main lines and feeder lines to ensure power supply for residential areas;

- To build output power lines for 110 kV transformer stations, and increase the cross-section and circuit link of medium-voltage axial lines in order to efficiently operate 110 kV transformer stations;

- To develop power grids for industrial parks, cottage industry zones, residential areas, urban centers and other socio-economic establishments in the province.

(Details are provided in Appendix VI to this Decision).

3. Plans on development of the information and communications network

a/ To develop the telecommunications infrastructure network, focusing on improving the quality of 4G and 5G broadband mobile networks; to invest in and upgrade underground technical infrastructure works, lay underground peripheral network infrastructure facilities, and install wifi access points; to develop passive telecommunications technical infrastructure facilities.

b/ To develop interconnected, complete and modern information technology infrastructure, digital infrastructure and Internet of Things (IoT) infrastructure so as to facilitate comprehensive digital transformation and develop digital economy, digital society and digital government; to build a Data Integration Center based on cloud computing technology and a data integration and sharing platform, thereby creating a foundation for complete e-government development according to the National E-Government Architectural Framework.

c/ To develop the post sector in the direction of improving service quality, and digitizing the provision of traditional postal services on the basis of the people’s electronic identification and authentication numbers (PostID); to complete the special-use data transmission networks from the provincial to commune level.

4. Plans on development of hydraulic-work and water supply and drainage networks

a/ To improve the operational efficiency of existing hydraulic structures; to build complete and modern hydraulic structures serving agricultural production and domestic use in urban and rural areas; to build or renovate, repair and upgrade canals, dikes, embankments, culverts and reservoirs.

b/ To renovate and upgrade centralized clean-water supply facilities in urban and rural areas.

c/ To raise the capacity to drain and discharge water into main rivers, ensuring water drainage in low-lying areas serving the people’s life and agriculture and meeting requirements of water drainage and discharge for urban centers into the system of hydraulic structures.

(Details are provided in Appendix VII to this Decision).

5. Plans on development of waste treatment facilities

a/ Solid waste treatment

- To collect and transport hazardous industrial solid wastes and normal industrial solid wastes to hazardous waste treatment facilities built according to the Master Plan of the Mekong River delta; to organize waste collection and transportation and assign units with the waste treatment function licensed by the Ministry of Natural Resources and Environment to treat such wastes.

- To sort domestic solid wastes generated from organizations and households and stored in garbage bins along roads in residential areas to ensure environmental sanitation and urban aesthetics; wastes will then be collected and transported to collection points and transfer stations and treated at district-level incinerators or landfill sites and solid waste treatment plants.

- To sort hospital solid wastes at source; normal hospital solid wastes will be collected together with municipal domestic solid wastes for treatment; hazardous hospital solid wastes shall be collected, transported and transferred to hazardous waste treatment units licensed by the Ministry of Natural Resources and Environment for treatment.

b/ Wastewater collection and treatment

- To build centralized systems for collection, drainage and treatment of domestic wastewater in urban centers, towns, townships and concentrated residential areas; to build centralized systems for treatment of wastewater up to technical regulations before discharging wastewater is discharged into receiving waters, for centralized production, business and service establishments and zones, industrial parks and cottage industry zones.

- For rural areas, to comply with the approved scheme on building of a new-style countryside, promoting the construction of centralized wastewater collection and treatment networks.

(Details are provided in Appendix VIII to this Decision).

6. Plans on fire prevention and fighting and salvage and rescue

To build a network of head offices, barracks and facilities of provincial- and district-level firefighting and salvage and rescue police forces, giving priority to arranging their head offices in urban centers and key areas in terms of fire prevention and fighting, ensuring that every district-level administrative unit has at least 1 firefighting and salvage and rescue police brigade; to invest in physical and technical foundations and facilities for emergency response, training, operation command, vehicle inspection and scientific and technological research concerning fire prevention and fighting and salvage and rescue, etc., in order to meet requirements of the building of regular, elite and modern firefighting and salvage and rescue police forces as suitable to functions, tasks and operation scale and characteristics of each unit.

VI. PLANS ON DEVELOPMENT OF SOCIAL INFRASTRUCTURE

1. Plan on development of the network of education and training institutions

a/ To review, adjust and upgrade the network of education institutions at all levels to be modern and suitable to actual needs and conditions of the locality; to promote investment, construction and development of non-public education institutions.

b/ By 2030, Tra Vinh province will have 32 upper secondary schools, including 5 new ones to be established.

c/ To continue building Tra Vinh University as an advanced and modern university.

d/ To invest, renovate, expand and upgrade Tra Vinh Provincial Political School up to law-specified standards.

(Details are provided in Appendix IX to this Decision).

2. Plan on development of the network of culture and sports establishments

a/ To continue protecting, embellishing, upgrading and efficiently exploiting historical-cultural relics; to research, collect, conserve and restore cultural heritages, fine customs and traditional practices of ethnic minority groups in the province; to pay attention to building provincial-level culture and sports facilities up to standards.

b/ To complete the system of cultural institutions at all levels, meeting scale and quality requirements to efficiently facilitate activities according to their functions; to upgrade and improve a number of cultural institutions of the province; to develop historical-cultural and belief relics with local typical characteristics to attract tourists.

c/ To invest in infrastructure and equipment for sports training and competition and organize physical training and sports movements; to build the Provincial Physical Training and Sports Complex.

d/ To promote the mobilization of social resources for culture and sports activities; to encourage organizations and individuals to invest in infrastructure development with a view to comprehensively developing the culture and sports sector of the province.

3. Plan on development of the network of medical and healthcare establishments

a/ To build a complete and modern provincial health system, ensuring harmonious combination between specialized health and universal health, between disease prevention and medical examination and treatment, and between traditional medicine and modern medicine; to continue to expand and raise the capacity of the Provincial General Hospital with 1,000-1,200 hospital beds, meeting the standards of class-I hospitals.

b/ To encourage organizations and individuals to invest in non-public health establishments in conformity with relevant master plans.

c/ To upgrade and renovate district health centers.

(Details are provided in Appendix X to this Decision).

4. Plans on development of the network of vocational education institutions and social assistance establishments

a/ To build physical foundations and a contingent of teachers for vocational education institutions up to Vietnamese standards and eventually international standards, giving priority to upgrading physical foundations and training equipment for key vocational education schools; to upgrade and expand existing specialized education institutions; to promote investment, construction and development of non-public vocational education institutions; to strive for the target that by 2030, the province will have 13 vocational education institutions, 1 employment service center, and 1 inclusive education support and development center.

b/ To expand and upgrade existing social assistance establishments and increase their receiving capacity; to encourage organizations, individuals and enterprises to invest in the construction and management of social assistance establishments; to establish 1 elderly care and rehabilitation establishment and a center for nursing people with meritorious service.

(Details are provided in Appendix XI to this Decision).

5. Plan on development of the science and technology network

a/ To upgrade physical foundations and equipment for scientific and technological research institutions in the province to be complete and modern for the performance of science and technology research and transfer tasks in conformity with the province’s socio-economic development goals, thereby best utilizing achievements of the Fourth Industrial Revolution.

b/ To prioritize investment in the Science and Technology Information and Application Center, Tra Vinh University, and Natural Resources and Environment Science Center.

6. Plans on development of commercial infrastructure

a/ To develop modern trade centers and supermarket systems in urban centers and commune centers under urban master plans, rural master plans and relevant master plans. By 2030, the province will have 27 supermarkets and 7 trade centers.

b/ To build a grade-II logistics center in Dinh An economic zone.

c/ To renovate and upgrade or build petroleum and gas storage facilities, liquefied petroleum gas filling stations, wholesale markets, rural marketplaces and other infrastructure facilities to serve tourism and service activities; to promote the attraction of investment and mobilization of social resources for the development of logistics centers, wholesale centers, trade centers, supermarkets and markets to meet economic development needs of localities.

(Details are provided in Appendix XII to this Decision).

VII. PLAN ON LAND ALLOCATION AND ZONING

1. By 2030, the total land area of Tra Vinh province will be around 239,077 hectares, including around 179,334 hectares of agricultural land; around 58,868 hectares of non-agricultural land; and around 875 hectares of unused land.

(Details are provided in Appendix XIII to this Decision).

2. To rationally exploit land areas and use them in an economical, proper, efficient and sustainable manner to meet demands in association with environmental protection and adaptation to climate change and sea level rise; to ensure rapid land-use restructuring in conformity with the province’s natural, environmental and socio-economic development conditions; to maintain agricultural land areas and increase land areas for the development of infrastructure and urban systems; to ensure rational land use on the basis of balancing land use demands of sectors and fields according to the norms allocated under the National Land Use Master Plan for the 2021-2030 period.

3. The People’s Committee of Tra Vinh province shall formulate provincial-level land-use plans and district-level land use master plans and plans in conformity with plans on land allocation and zoning by functional zone and land category in the Master Plan to serve as a basis to recover land for national defense, security and socio-economic development purposes in the national and public interests under Clause 2, Article 63 of the Land Law.

VIII. PROTECTION OF THE ENVIRONMENT AND BIODIVERSITY; EXPLOITATION, USE AND PROTECTION OF NATURAL RESOURCES; PREVENTION AND CONTROL OF DISASTERS AND RESPONSE TO CLIMATE CHANGE

1. Plan on protection of the environment and biodiversity

a/ Zoning for environmental protection: To divide the province into 3 zones for environmental protection to serve as a basis for implementing environmental protection measures, including:

- Strictly protected zones, including concentrated urban residential areas (including inner urban centers of grade II and grade III under regulations on classification of urban centers); areas with surface water sources used for domestic water supply purposes in accordance with the law on water resources (including water sources from Hau and Co Chien rivers, and freshwater reservoirs along the banks of Lang The river); the provincial-level nature reserve (Long Khanh mangrove forest nature reserve); and category-1 protection areas of historical-cultural relics.

- Low-emission zones, including buffer zones of strictly protected zones; important wetlands; corridors for protection of surface water sources used for domestic water supply purposes in accordance with the law on water resources; concentrated residential areas being inner urban centers of grade IV and grade V under regulations on classification of urban centers; and other environmentally sensitive areas that are vulnerable to impacts of environmental pollution and need
to be protected.

- Other protection zones, including the remaining zones in the province.

b/ Environmental monitoring stations and points: To develop monitoring infrastructure, equipment and networks for each type of environment; to arrange monitoring points for air environment, surface water environment, coastal water environment, groundwater environment, soil environment, and coastal and estuary sediment, etc.; to build automatic and continuous environmental monitoring stations for monitoring water and air quality.

c/ Conservation of nature and biodiversity:

- To conserve, develop and sustainably use biodiversity resources in terms of genetic resources, biological species and rich ecosystems in the province in order to protect the people’s health, the environment and biodiversity values.

- To prevent biodiversity decline and ensure sustainable exploitation and efficient use of natural resources; to continue to conserve, preserve and restore ecosystems and natural landscapes; to increase forest coverage and prevent forest quality decline; to protect species and genetic resources and ensure biosafety; to ensure sustainable exploitation and efficient use of land, water, mineral and aquatic resources.

- To ensure that important natural ecosystems, and endangered, precious and rare species and genetic resources are conserved; to maintain and develop services of ecosystems adaptable to climate change in order to promote sustainable development.

d/ Management of sustainable forest protection and development: To focus on the protection and sustainable development of coastal protection forests; to maintain the quality of coastal protection forests so as to limit riverbank and coastal landslides.

2. Plan on exploration, exploitation, use and protection of mineral resources

- The exploitation of minerals shall be carried out in a rational, economical and efficient manner to ensure sustainable development and environmental protection.

- Zones where mineral activities are prohibited and zones where mineral activities are temporarily prohibited in the province must comply with approved decisions and current regulations.

- To zone off 12 areas for exploration, exploitation and use of riverbed sand resources (8 areas), and coastal sand resources (4 areas).

- Objects in need of protection for which survey, evaluation, exploration and exploitation have been carried out include riverbed sand, brick clay, coastal sand for leveling, and hot mineral water.

(Details are provided in Appendix XIV to this Decision).

3. Plans on exploitation, use and protection of water resources, prevention, control and remediation of consequences of water-caused harms

a/ Water resource zoning: It is planned to divide water resource areas of Tra Vinh province into 10 main zones, including: the Tra Vinh city zone; the Duyen Hai town zone; Cang Long district zone; Cau Ke district zone; Tieu Can district zone; Chau Thanh district zone; Cau Ngang district zone; Tra Cu district zone; Duyen Hai district zone; and Cu Lao zone.

b/ Distribution of water resources

- To prioritize the distribution of water sources in the following order: (1) water for domestic use; (2) water for agriculture; (3) water for aquaculture; (4) water for tourism and service development; and (5) water for industrial development, giving priority to industrial parks and cottage industry zones.

- In case of drought or water shortage, water sources shall be distributed to meet 100% of water demand for domestic use; the remaining water volume shall be distributed for other purposes in an appropriate proportion and based on the water supply zoning.

c/ Protection of water resources: To ensure rational exploitation and use of surface water and groundwater resources; to ensure the minimum flow on river systems; to restore polluted water sources, and build a network for monitoring, and supervising the exploitation and use of, water resources; to strictly control groundwater exploitation and use, and limit the exploitation of aquifers prone to saltwater intrusion.

d/ Prevention, control and remediation of consequences of water-caused harms: To formulate plans on timely monitoring, forecasting and notification of high tides and sea level rise within the province; to ensure construction safety, prevent landslides in riverbank and coastal areas; to consolidate the system of river dikes, sea dikes, and saltwater intrusion prevention and freshwater retention culverts, and protect and develop protection forests; to review areas prone to water shortage to practice crop restructuring as appropriate.

4. Plans on disaster prevention and control and climate change response

a/ Zoning of risk-prone areas for each type of disaster in the locality

- Areas highly vulnerable to high tides, storms and tropical depression include coastal and estuarial communes of Cau Ngang, Chau Thanh, Duyen Hai and Tra Cu districts and Duyen Hai town and communes lying along Co Chien and Hau rivers.

- Areas vulnerable to drought, saline intrusion and water shortage include Cau Ngang, Chau Thanh, Duyen Hai and Tra Cu districts and Duyen Hai town and communes lying along Co Chien and Hau rivers.

- Areas affected by landslides include districts lying along Tien and Hau rivers and in coastal areas.

b/ Plan on disaster prevention and control and climate change response

- To build or renovate, maintain and repair disaster prevention and control facilities; to give priority to the system of key dikes, embankments and sluice gates; to relocate population from areas prone to landslides; to build hydro-meteorological monitoring capacity, and build automatic measuring stations in river basins.

- To intensify public communication about, and the application of science and technology to improve the quality and timeliness of, disaster forecasting and warning activities; to organize regular drills for disaster prevention, control and mitigation.

IX. LIST OF PROJECTS PRIORITIZED FOR INVESTMENT

Based on orientations for development of important sectors and key fields, to identify massive projects that can link and create motivation to promote the rapid and sustainable socio-economic growth and development in order to prioritize and attract investment to meet the demand for, and ensure capacity to balance and mobilize, investment capital in each period under current regulations.

(Details are provided in Appendix XV to this Decision).

X. SOLUTIONS FOR IMPLEMENTATION OF THE MASTER PLAN

1. Investment capital mobilization and use solutions

a/ To mobilize to the utmost investment capital sources for infrastructure, urban, industrial, hi-tech agriculture, marine economy, trade-services, tourism and cottage industry development and new-style countryside building.

b/ To efficiently exploit resources; to efficiently use land resources; to diversify forms of capital mobilization, promote investment in the form of public-private partnership and attract investment from domestic and foreign enterprises.

c/ To manage and efficiently use public investment funds and other lawful funding sources; to restructure budget revenues in a sustainable manner; to make focused investment in key sectors and fields and projects that can create spillover effects and promote the socio-economic development; to access financial resources for investment in urban and rural development.

2. Human resource development solutions

To develop high-quality human resources in terms of quantity and structure to meet the demand for human resources for socio-economic development of the province and the region, particularly human resources meeting development needs of key programs, projects and trades in conformity with the province’s development orientations; to closely associate human resource development with scientific and technological development and application.

3. Environmental protection solutions

To build the capacity of state management of environmental protection, paying attention to investment in environmental protection facilities; to ensure rational exploitation and economical use of natural resources, and protection of marine and coastal environment; to control degradation and ensure efficient use of land resources, and protection and sustainable use of water resources and forest areas; to take measures to effectively and safely manage and treat wastes of different kinds, particularly solid wastes and wastewater.

4. Scientific and technological development and digital transformation solutions

a/ To research, apply and transfer science and technology to the production and trading of key products of the province and then for export and participation in the global value chain.

b/ To formulate digital transformation programs and plans, attaching importance to the development of digital infrastructure and databases, thereby creating foundations for the development of digital government, digital economy and digital society; to concentrate efforts on building e-administration and smart cities; to develop the automatic environmental monitoring system and electronic health records, etc.

5. Development linkage solutions

a/ To promote cooperation with other provinces and cities throughout the country, particularly localities in the Mekong River delta, in the construction of regional transport infrastructure facilities connecting urban areas, tourism centers and industrial parks and material and processing areas of the province; to exchange information on master plans and development orientations, and coordinate with localities in the region and the country in organizing investment promotion conferences.

b/ To strengthen friendly and cooperation relations with provinces and cities of countries that have similarities with Tra Vinh province and have potential and strengths for economic development cooperation, technology transfer and cultural exchange.

6. Urban and rural development management and control solutions

a/ To continue enhancing the management and control of urban and rural development under approved master plans.

b/ To complete construction master plans, urban master plans, programs, schemes and investment projects so as to ensure their satisfaction of classification criteria and standards; to improve the people’s quality of life.

c/ To formulate and improve urban detailed plans and designs in central areas and new urban centers; for new urban centers, it is necessary to focus on building domestic wastewater collection and treatment systems, planting trees in urban and public areas, and building power and water supply infrastructure facilities based on structure of urban centers located on typical river terrains and connected to the urban main axis; to limit the “oil spill” urban development, especially along new traffic axes; to prioritize the development of rural infrastructure facilities and intensify the mobilization of social resources for investment in infrastructure facilities; to properly set orientations for zoning of functional quarters/zones in urban and rural areas so that people and businesses can easily access information and supervise the implementation.

7. Solutions to improve efficiency and effectiveness of the state administrative management apparatus

a/ To formulate and promulgate mechanisms and policies to mobilize all resources and create a favorable business investment environment; to improve the capacity of management, direction and administration of cadres and civil servants at all levels, particularly managerial officials.

b/ To reform administrative procedures, improve the business investment environment and the provincial competitiveness, and promote the building of digital government to facilitate the provision of public administrative services.

c/ To intensify the renovation of working methods of state administrative agencies in order to raise the effectiveness and efficiency of state management activities; to build a civil service system with professional, responsible, dynamic and really capable duty performers.

8. Solutions to organize and supervise the implementation of the Master Plan

a/ To review, adjust and supplement or formulate general master plans, master plans on construction of district areas, district-level land use master plans and other master plans in accordance with the planning law, ensuring their consistency.

b/ To formulate action plans, regularly update and concretize contents of the Master Plan into 5-year and annual plans. All levels, sectors and district-level People’s Committees shall review, adjust and supplement development programs and plans to ensure their conformity with the Master Plan. To periodically evaluate, inspect and supervise the implementation of the Master Plan under regulations.

c/ To renew the organization of implementation of the Master Plan to meet requirements of the reality and conform to international practices; to assign dedicated leaders and qualified staffs meeting task requirements who will work under an effective and efficient management mechanism to successfully implement the Master Plan.

XI. MAPS OF THE MASTER PLAN

The detailed list of maps of the Master Plan is provided in Appendix XVI to this Decision.

Article 2. Organization of implementation

1. The Master Plan serves as a basis for formulation of urban master plans, rural master plans and technical and specialized master plans in Tra Vinh province in accordance with relevant laws.

2. The People’s Committee of Tra Vinh province shall:

a/ Announce and publicize the Master Plan in accordance with the planning law;

b/ Take full responsibility for management of the Master Plan; guide, control, assign, decentralize, coordinate, and ensure the full implementation of principles, processes and regulations during the implementation of the Master Plan; apply information technology and geographic information systems (GIS) in the management and implementation of the Master Plan.

c/ Formulate and submit a Plan on implementation of the Master Plan to a competent authority for promulgation; organize the implementation of the Master Plan in association with directing the implementation of socio-economic development tasks; and regularly evaluate the implementation of the Master Plan, review and adjust the Master Plan in accordance with law;

d/ Study, formulate and promulgate according to its competence or submit to a competent authority for promulgation mechanisms, policies and solutions as suitable to the province’s development requirements and compliant with law to mobilize resources for the implementation of the Master Plan;

dd/ Organize the formulation and adjustment of urban master plans, rural master plans and technical and specialized master plans to ensure their uniformity with the Master Plan; intensify the examination and inspection of the implementation of the Master Plan; and strictly handle violating organizations and individuals in accordance with law;

e/ Organize the review of the Master Plan after national-level master plans and plans and master plans and plans for the Mekong River delta are decided or approved and make adjustments to the Master Plan in case it has contradictory provisions under Point c, Clause 1, Article 2 of the National Assembly’s Resolution No. 61/2022/QH15 of June 16, 2022, and report thereon to the Prime Minister for consideration and decision;

g/ For projects phased out to be invested after 2030, in case the province has demand for investment in its socio-economic development and can mobilize resources, it shall report such to a competent authority for the latter to approve ahead-of-schedule investment.

3. The Chairperson of the People’s Committee of Tra Vinh province shall take full responsibility for the accuracy of contents, information, figures, databases, Appendices, opinions received, replied and reserved for the opinions reviewed and contributed by related ministries, sectors, localities, organizations and individuals, and the map system in the dossier of the Master Plan in accordance with the 2017 Planning Law and relevant laws, ensuring conformity and consistency with relevant master plans.

4. The approval of or decision on investment policy and implementation of programs, projects and schemes, including also projects not yet included in the List of projects prioritized for investment promulgated together with this Decision, must meet practical development requirements of the country, regions and localities, and ensure conformity with the development objectives, orientations and plans identified in this Decision and relevant master plans of higher level (if any).

In the course of studying and implementing specific projects, the agency competent to approve or decide on investment policy shall take full responsibility for determining the location, area, scale, capacity and investment phasing of works and projects in conformity with the capacity to mobilize resources and development reality of the province and in accordance with relevant regulations.

5. Related ministries, ministerial-level agencies and government-attached agencies shall, within the ambit of their functions and tasks, guide the People’s Committee of Tra Vinh province in the course of implementing the Master Plan; coordinate with the People’s Committee of Tra Vinh province in proposing mechanisms, policies and solutions, and mobilizing and allocating resources to effectively implement the objectives and orientations set in the Master Plan to ensure consistency and conformity with the implementation of the 2021-2030 National Ten-Year Socio-Economic Development Strategy, strategies, master plans and plans for sectoral development and local socio-economic development plans.

Article 3. This Decision takes effect on the date of its signing.

Article 4. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, and the Chairperson of the People’s Committee of Tra Vinh province shall implement this Decision.-
