DECISION

Approving the Child Accident and Injury Prevention Program for the 2021-2030 period

___________

THE PRIME MINISTER

 

Pursuant to the Law on Organization of the Government dated June 19, 2015; the Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration dated November 22, 2019;

Pursuant to the Law on Children dated April 5, 2016;

Pursuant to the Government’s Decree No. 56/2017/ND-CP dated May 9, 2017, detailing a number of articles of the Law on Children;

At the proposal of the Minister of Labor, Invalids and Social Affairs.

 

DECIDES:

 

Article 1. To approve the Child Accident and Injury Prevention Program for the 2021-2030 period (hereinafter referred to as the Program) with the following contents:

I. OBJECTIVES

1. Overall objectives:

To control and mitigate child accidents and injuries of all kinds, particularly drowning and vehicle crashes, with a view of ensuring children’s lives and health and the happiness of families and society.

2. Specific objectives:

a) Goal 1: Reducing the rate of accidents, injuries and deaths due to accidents and injuries of children:

- By 2025 and 2030, the ratio of child accidents and injuries will be reduced to 550/100,000 children and 500/100,000 children, respectively.

- By 2025 and 2030, the rate of child fatality caused by accidents will be reduced to 16/100,000 children and 15/100,000 children, respectively.

- The child fatality and injury rate caused by road traffic accidents is expected to decrease by 5-10% annually.

- The number of children dying from drowning will be reduced by 10% by 2025 and 20% by 2030.

- 7,000,000 houses belonging to households with children will meet Safe Home Standards by 2025 and 8,000,000 houses belonging to households with children will meet Safe Home Standards by 2030; 12,000 schools will meet Safe School Standards by 2025 and 15,000 schools will meet Safe School Standards by 2030; 400 and 500 communes, wards and townships will meet Safe Community Standards for preventing and preventing child accidents and injuries by 2025 and 2030, respectively.

b) Goal 2: Communicating about child accident and injury prevention and control to authorities, communities, parents, caregivers and children at all levels.

- 90% and 95% of children, fathers, mothers and caregivers will be provided with knowledge and skills to prevent and control accidents and injuries to children by 2025 and 2030, respectively.

- 90% and 95% of children from 6 to under 16 years old will be provided with knowledge about road traffic safety regulations by 2025 and 2030, respectively.

- 60% of children from 6 to under 16 years old will be provided with safety skills in the water environment by 2025 and 70% of that by 2030; 50% of children from 6 to under 16 years old will know how to swim safely by 2025 and 60% of children from 6 to under 16 years old will know how to swim safely by 2030.

- 90% of children will use life jackets when participating in traffic on inland waterway vessels with mandatory use of life buoys by 2025 and 95% of children will use life jackets when participating in traffic on inland waterway vessels with mandatory use of life buoys by 2030.

c) Goal 3: Training and educating on child accident and injury prevention and control for officials at all levels, relevant sectors and organizations.

- 100% of civil servants, public employees, and officials at provincial and district levels in charge of protecting, caring for, and educating children from relevant sectors and organizations will be trained in knowledge and skills to prevent and control child accidents and injuries.

- 70% and 90% of commune-level officials, civil servants, public employees, teachers, and collaborators in charge of protecting, caring for, and educating children from related sectors, organizations, educational institutions, and child care facilities and child protection service providers will be trained in knowledge and skills to prevent and control child accidents and injuries by 2025 and 2030, respectively.

- 70% of village health staff and school health staff will know initial first aid techniques for children with accidents and injuries by 2025 and 100% of village health staff and school health staff will know initial first aid techniques for children with accidents and injuries by 2030.

- 100% of provinces and centrally-run cities will deploy information and data collection on child accidents and injuries.

- Provinces and centrally-run cities will pilot and replicate the implementation of programs to guide, advise, and educate on skills to prevent and control child accidents, injuries, and ensure safety in the water environment for children, teach children how to swim safely.

II. TASKS AND SOLUTIONS

1. Strengthening communication, education, and social mobilization to raise awareness, knowledge, and skills on preventing and controlling child accidents and injuries for all levels, sectors, and the entire society:

a) Researching, building and developing communication products, diversifying communication methods on child accident and injury prevention and control suitable for each locality, region and ethnic group.

b) Organizing and deploying regular communication activities and direct communication campaigns in communities, schools, educational institutions for children, and child care facilities.

2. Providing guidance, advice and eduction for children on knowledge and skills to prevent and prevent child accidents and injuries. Piloting and replicating models of consulting, educating knowledge, practicing skills to prevent and control child accidents and injuries in communities, schools, and child care facilities.

3. Improving capacity in child accident and injury prevention and control for staff involved in child affairs at all levels, sectors and organizations.

4. Reviewing, amending, supplementing and organizing the implementation of laws and policies on child accident and injury prevention and control. Researching and completing standards and criteria on safety in child accident and injury prevention and control.

5. Building a safe environment for prevention and control of child accidents and injuries.

a) Guiding the implementation and replication of Safe Home Standards and Safe School Standards on preventing and preventing child accidents and injuries appropriate to each locality and region. Monitoring, inspecting, evaluating and recognizing Safe Homes and Safe Schools for child accident and injury prevention and control.

b) Reviewing, completing, guiding the implementation, monitoring, checking and evaluating criteria and standards and replicating the model of communes, wards and townships to achieve safe communities for prevent and control of child accidents and injuries.

c) Mobilizing the participation of all levels, sectors, organizations and social communities in detecting, monitoring, guarding, reinforcing and renovating areas at risk of causing child accidents and injuries.

6. Interventions to prevent and reduce morbidity and mortality due to accidents and injuries in children, especially preventing child drowning, child traffic accidents, falls, fires and burns, animal bites, and preventing suicide in children.

a) Child drowning prevention and control: Consulting and educating knowledge and skills on safety in the water environment for children at schools, communities, and child care facilities; supervising and caring for children safely. Intervening to eliminate the risk of drowning accidents for children, preventing and combating drowning in natural disasters, storms and floods. Replicating models of child drowning prevention and control, especially safe swimming teaching models nationwide. Providing guidance for sports and physical training service facilities related to swimming and diving activities to ensure safety and prevent child drowning. Checking and inspecting the implementation of safety regulations to prevent and prevent child drowning.

b) Preventing and combating road traffic accidents for children: Mobilizing the entire society, community, and people to use safety equipment for children when participating in road traffic such as: helmets, seat belts and seats. Providing knowledge, skills, and road traffic safety regulations for parents, children at schools, child care facilities, and the community. Replicating road traffic safety models for children, safe school gate models, and intervention models to reduce the risk of road traffic accidents for children in areas with a large concentration of children. Checking and inspecting the implementation of traffic safety regulations for children.

c) Falls prevention for children: Reviewing and implementing regulations, standards and criteria on safety and falls prevention for children at home, community and schools, especially in construction projects, apartment complexes, and skyscrapers. Checking and inspecting the compliance with regulations, standards and safety criteria for preventing and preventing falls for children, especially at construction projects, apartments and skyscrapers.

d) Fire and burn prevention and control for children: Reviewing and implementing regulations, standards and criteria on fire and burn prevention and control for children. Providing information and instruction for parents, caregivers and children in knowledge and skills on preventing and fighting fires and burns, handling dangerous situations and providing first aid in case of fires and burns. Checking and inspecting the implementation of regulations and safety standards on fire and burn prevention and control at homes, schools and public works relating to children's activities.

d) Prevention and control of animal bites for children: Researching and reviewing regulations on prevention and control of animal bite accidents for children, especially domestic animals; providing information and instructions for parents, caregivers and children in knowledge and skills on animal bite prevention and control and first aid in case of animal bites. Inspecting and examining the implementation of regulations on animal bite prevention and control for children at home and in the community.

e) Prevention of suicide in children: Researching risk factors and causes of suicide in children. Reviewing legal regulations and policies on providing mental healthcare services and life skills education for children. Providing information and instructions for parents, caregivers, teachers and children with knowledge and skills to prevent suicide in children; early detecting, monitoring and supporting cases of children at risk of suicide.

7. Strengthening the system of first aid, treatment, rehabilitation, rescue and recovery to ensure life safety, reduce death, disability and health loss for children due to accidents and injuries.

8. Strengthening the cooperation and mobilizing support from international organizations, participation of authorities at all levels, sectors, organizations, communities and people in implementing the Program.

9. Strengthening the inspection, supervision, monitoring and evaluation of the implementation of the Program. Developing a set of indicators to monitor and evaluate the Program implementation, integrating the database on child accidents and injuries in the child database system. Applying information technology in statistics, collecting data and indicators on child accidents and injuries. Researching, surveying, and evaluating the situation of accidents and injuries to children.

III. FUNDING FOR IMPLEMENTATION

1. Funding for implementation includes the state budget allocated in annual budget expenditure estimates of ministries, branches and localities according to current budget decentralization; other related programs, projects and schemes in accordance with law provisions;.

Sponsorship, international aid and mobilization of society, community and other legal sources (if any).

2. Ministries, central and local agencies shall, based on the tasks assigned in this Program, proactively make annual expenditure estimates and submit them to competent agencies for approval.

Article 2. Implementation organization

1. The Ministry of Labor, Invalids and Social Affairs shall act as the agency in charge of:

a) Guiding and urging ministries, branches and localities to implement the Program; reviewing and strengthening the implementation of inter-sectoral coordination mechanisms on child accident and injury prevention and control, especially child drowning prevention and control. Coordinating child drowning prevention and control work.

b) Communicating to raise awareness of child accident and injury prevention and control; deploying consulting and disseminating knowledge and skills to prevent and control accidents and injuries to children. Improving capacity in preventing and combating child accidents and injuries for officials, civil servants, public employees, and collaborators involved in children affairs.

c) Reviewing, amending and supplementing according to the competence or proposing competent agencies to amend and supplement the legal system and policies on child accident and injury prevention and control. Coordinating with authorities at all levels and sectors to complete criteria and standards. Providing guidance on implementing the construction of communes, wards and townships that meet the safe community standards and building a safe house for child accident and injury prevention and control.

d) Checking, inspecting, monitoring, collecting data, and evaluating the results of the Program implementation. Organizing preliminary and final reviews and developing the next phase of the Child Accident and Injury Prevention Program.

2. The Ministry of Education and Training shall: Carry out the prevention and control of accidents and injuries to children and students in schools. Build a safe school for prevention and control of child accidents and injuries. Improve the capacity of teachers and education managers at all levels to prevent and control accidents and injuries to children. Propagate and educate knowledge and skills to prevent and control accidents and injuries to children in schools, in which focusing on knowledge and skills to prevent and control traffic accidents and drowning; educate students on safe swimming skills.

3. The Ministry of Transport shall: Implement the prevention and control of road and waterway traffic accidents for children. Improve the capacity of civil servants, public employees, and employees of the transportation sector to prevent and control accidents and injuries to children. Review and provide guidance on standards to ensure safety of shuttle buses for children and students to school. Coordinate with the Ministry of Education and Training to implement traffic accident prevention and control for children in schools.

4. The Ministry of Culture, Sports and Tourism shall: Implement the work of preventing and controlling child accidents and injuries in activities and institutions of the culture, sports and tourism sectors. Improve the capacity of culture, sports and tourism staff on child accident and injury prevention and control. Provide guidance for sports and physical training service facilities related to swimming and diving activities to ensure safety and prevent child drowning. Regularly check and inspect the implementation of legal regulations and safety standards to prevent and control accidents and injuries to children at service establishments and exercise, sports, entertainment, and travel activities.

5. The Ministry of Agriculture and Rural Development shall: Deploy the integration of child drowning prevention and control in natural disasters, storms and floods. Guide and manage to ensure safety in raising livestock and pets at home and in the community in order to prevent accidents and injuries to children.

6. The Ministry of Construction shall: Review safety standards and criteria for children and regularly check and inspect the compliance with safety standards and criteria to prevent and control accidents and injuries for children at construction works, apartments, and skyscrapers.

7. The Ministry of Public Security shall: Strengthen the state management of social order and safety. Inspect, patrol, control and strictly handle violations in the fields of road traffic, railways, aviation, inland waterways, fire prevention and fighting, management of weapons, explosives, fireworks, dangerous toys and other violations of social order and safety. Carry out rescue work. Inspect and examine the implementation of child accident and injury prevention and control managed by the police sector in localities.

8. The Ministry of Health shall: Direct and guide medical examination and treatment establishment in performing first aid, emergency care, emergency transport treatment, treatment and rehabilitation for children suffering accidents and injuries. Improve the capacity of civil servants, public employees, and employees of the medical sector to prevent and control accidents and injuries to children. Integrate child accident and injury prevention and control in building a safe community in the medical sector. Collect data on accidents and injuries of children in medical examination and treatment establishments.

9. The Ministry of Information and Communications shall: Direct and guide news agencies, newspapers and grassroots information systems to organize dissemination and propaganda to prevent and control accidents and injuries to children. Develop information technology applications, telecommunications networks and the Internet to communicate and disseminate information, legal knowledge and policies on child accident and injury prevention and control.

10. The Ministry of Finance shall: Synthesize and submit to competent authorities to allocate regular funds to implement the Program in the annual state budget estimates of ministries, branches and localities in accordance with the law on the state budget.

11. Ministries and sectors shall, based on their functions and tasks, actively participate and organize the implementation of this Program.

12. People's Committees of provinces and centrally-run cities shall:

a) Direct, develop programs, plans and organize the implementation of tasks and solutions of the Program in accordance with local conditions, with special attention given to building a safe environment and implementing solutions to control and reduce accidents and injuries to children. Provide instructions on educating skills to prevent and control accidents and injuries to children, especially safety skills in the water environment and safe swimming for children. Pilot and replicate models of child accident and injury prevention and control.

b) Arrange local budget and human resources and mobilize sponsorship from organizations, enterprises and individuals to implement the Program.

c) Inspect and examine the implementation of the Program. On an annual and irregular basis, make reports on data, child accidents and injuries, and results of the implementation of the Program to the Ministry of Labor, Invalids and Social Affairs for synthesis and reporting to competent authorities.

13. The Central Committee of the Vietnam Fatherland Front, Central Vietnam Women's Union, Central Ho Chi Minh Communist Youth Union, Central Vietnam Farmers' Union, Central Cross Vietnam Red Cross, other member organizations of the Vietnam Fatherland Front, Vietnam Association for the Protection of Children's Rights, socio-political organizations and social organizations are requested to actively participate in implementing the Program within the ambit of their functions and tasks.

Article 3. This Decision takes effect from the date of its signing.

Article 4. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, Chairpersons of People's Committees of provinces and centrally-run provinces and concerned organizations and agencies shall implement this Decision./.
