SUMMARY

Approving the task of formulating health establishment network master plan for 2021-2030

On May 18, 2020, the Prime Minister issues the Decision No. 648/QD-TTg on approving the task of formulating health establishment network master plan for the period of 2021-2030, with a vision to 2045.

Specifically, the scope of planning objects is inter-sectoral, inter-regional, inter-provincial health establishments (including establishments for medical examination and treatment, rehabilitation, preventive health, public health, population, family planning, testing, standardization, inspection, medical assessment, production of pharmaceuticals, vaccines, biological products, medical equipment, etc.).

Besides, the Master plan’s objectives are to ensure that all people have their health monitored; receive health care, protection, and improvement; have access to convenient, quality disease prevention, medical examination and treatment services; to ensure health security, prompt response to climate change and emergency situations. To consolidate, complete and develop the preventive health network, ensuring sufficient capacity to forecast, monitor, early detect, and promptly and effectively control epidemics; prevent and control non-communicable diseases; etc.

The time limit for formulation of master plan shall be no more than 12 months after the master plan formulation task is approved.

This Decision takes effect from the signing date.

On approving the task of formulating health establishment network master plan for the period of 2021-2030, with a vision to 2045

THE PRIME MINISTER

 

Pursuant to the Law on Organization of the Government dated June 19, 2015;

Pursuant to the Law on Planning dated November 24, 2017;

Pursuant to the Law Amending and Supplementing a Number of Articles of Eleven Laws Related to the Planning Law dated June 15, 2018;

Pursuant to the Law Amending and Supplementing a Number of Articles of Thirty Seven Laws Related to the Planning Law dated November 20, 2018;

Pursuant to the Ordinance No. 01/2018/QH14 dated December 22, 2018 of the National Assembly Standing Committee on Amending and Supplementing a Number of Planning-Related Articles of 4 Ordinances;

Pursuant to the Resolution No. 751/2019/UBTVQH14 dated August 16, 2019 of the National Assembly Standing Committee on explaining a number of articles of the Planning Law;

Pursuant to the Decree No. 37/2019/ND-CP dated May 7, 2019 of the Government detailing a number of articles of the Planning Law;

Pursuant to the Resolution No. 11/NQ-CP dated February 5, 2018 of the Government on implementing the 2017 Planning Law;

Pursuant to the Resolution No. 110/NQ-CP dated December 2, 2019 of the Government promulgating the List of master plans integrated into national master plans, regional master plans, and provincial master plans under Point c, Clause 1, Article 59 of the Planning Law;

At the proposal of the Minister of Health,

 

DECIDES:

 

Article 1. To approve the task of formulating health establishment network master plan for the period of 2021-2030, with a vision to 2045 with the following main contents:

1. Name, scope, period of the master plan

a) Name of the master plan: Health establishment network master plan for the period of 2021-2030, with a vision to 2045.

b) Period of the master plan: The master plan is formulated for the period of 2021-2030, with a vision to 2045.

c) Scope of the master plan:

- The boundary scope is the entire territory and territorial sea of Vietnam.

- The scope of planning objects is inter-sectoral, inter-regional, inter-provincial health establishments (including establishments for medical examination and treatment, rehabilitation, preventive health, public health, population, family planning, testing, standardization, inspection, medical assessment, production of pharmaceuticals, vaccines, biological products, medical equipment, etc.).

2. Perspectives, objectives, and principles of formulation of the master plan

a) Perspectives of formulation of the master plan:

- The health establishment network master plan ensures that all people have their health monitored and have convenient access to health care, protection and improvement services.

- The master plan ensures comprehensive, integrated and continuous supply of health services.

- The master plan ensures balance, synchronization, connection, and efficiency between the national health establishment network and the local health establishment network; and regional and international health establishments.

- The health establishment network master plan follows the direction of harmonious combination of grassroots and specialized health care; between traditional medicine and western medicine; between military medicine and civilian medicine associated with building national defense and security medical potential; between public health care and non-public health care.

b) Objectives of formulation of the master plan

- Overall objectives:

Build and develop a network of national health establishments in accordance with the requirements of caring for, protecting and improving the health of the entire population and of each person, demonstrating the superiority of the regime; the country's socio-economic development conditions; improve the quality of health services on a par with advanced countries in the region, meeting the people's increasing and diverse needs for health care and protection, towards the goals of fairness, quality, efficiency and international integration.

- Specific objectives:

+ Ensure that all people have their health monitored; receive health care, protection, and improvement; have access to convenient, quality disease prevention, medical examination and treatment services.

+ Ensure health security, prompt response to climate change and emergency situations. Consolidate, complete and develop the preventive health network, ensuring sufficient capacity to forecast, monitor, early detect, and promptly and effectively control epidemics; prevent and control non-communicable diseases, control risk factors affecting public health.

+ Develop network of medical examination, treatment, and rehabilitation to meet people's needs, in accordance with disease patterns and population aging trend. Develop a number of regional hospitals and specialized medical centers, provide high-tech services to reduce overload of central hospitals in big cities. Consolidate and develop the out-of-hospital emergency system.

+ Continue to strengthen and innovate the organization and network of population and family planning establishments, effectively implement the goals and solutions in the Resolution No. 21-NQ/TW dated October 25, 2017 of the 12th Central Executive Committee on population work in the new situation.

+ Build and strengthen inspection, testing, calibration and inspection establishments in the direction of reducing focal points, developing regional testing centers under international and regional standards to meet the needs of testing, inspection, and standardization of the quality of medical services, drugs, cosmetics, food, medical equipment, vaccines and medical bio-products; consolidate and reorganize medical assessment, forensic and mental forensic examination establishments.

c) Principles of formulation of the master plan

- Comply with the Planning Law and relevant legal regulations, ensure continuity, stability and hierarchy in the national master plan system.

- Ensure consistency and synchronization between the master plan and socio-economic development strategies and plans; and other related social infrastructure plans; ensure the combination of industry management with territorial management; ensure national defense and security; environmental protection.

- Ensure the participation of agencies, organizations, communities and individuals; ensure harmony of the interests of the nation, regions, localities and the interests of the people, in which national interests are the highest; ensure the principle of gender equality.

- Ensure scientificity, application of modern technology, interconnection, forecasting, feasibility, savings and effective use of the country's resources; ensure objectivity, openness, transparency, and conservation.

- Ensure feasibility and compatibility with the technical foundation and resources to implement the master plan.

- Ensure appropriate openness, updates and concretizations in each period.

- Ensure inheritance and effective use of the existing health establishment network.

3. Method of formulation of the master plan

a) Approach method: The master plan is formulated based on a systematic, integrated, multi-dimensional approach, ensuring the requirements of science, practicality, application of modern technology and high reliability.

b) Methods used for master plan formulation

- Method of survey, information collection, statistics, and information processing.

- Method of general basic investigation.

- Mapping method.

- Inheritance method.

- System analysis method.

- Forecasting method.

- Professional method.

- Cause and effect analysis method.

- Workshop method.

- Comparison and synthesis method.

4. Requirements on content of the master plan

a) Analysis and evaluation of the current situation, factors, natural conditions, resources, context and current situation of distribution and use of space of the health establishment network.

b) Forecast of development trends and development scenarios, including population growth and scale and climate change that directly affect the health establishment network.

c) Assessment of industry and regional linkages in developing the health establishment network; identification of socio-economic development requirements for the industry, opportunities and challenges.

d) Determination of perspectives and objectives for developing the health establishment network.

dd) Plan for developing health establishment network.

e) Orientation of land use arrangement for developing health establishment network and environmental protection activities, responding to climate change and preserving ecology, landscape, and nationally ranked monuments related to the development of health establishment network.

g) List of important national projects, priority investment projects of the industry and order of implementation priority:

- Develop criteria to determine priority projects for investment in developing health establishment network during the period of the master plan.

- Justification for building a list of important national projects, priority investment projects of the industry during the period of the master plan, expected total investment, proposed implementation priority order and investment phasing plan.

h) Development of solutions and resources to implement the master plan.

5. Requirements for master plan products

a) Report to the Prime Minister;

b) General report and summary report on the health establishment network master plan for the period of 2021-2030, with a vision to 2045.

c) Draft Decision of the Prime Minister approving the health establishment network master plan for the period of 2021-2030, with a vision to 2045.

d) General report on comments from agencies, organizations, communities and individuals on the master plan, copies of comments from relevant ministries, ministerial-level agencies and localities; report on explanation and assimilation of opinions on the master plan;

dd) System of maps, diagrams and databases on health establishment network master plan. List and scales of master plan maps specified in section IV, Appendix I of the Decree 37/2019/ND-CP.

6. Costs of formulation of the master plan

- Costs for formulation of health establishment network master plan are from public investment capital from the Ministry of Health approved by competent authorities according to regulations.

- The Minister of Health shall specifically decide on the costs for formulation of health establishment network master plan in accordance with the guidance of the Ministry of Planning and Investment on norms for planning activities, law on public investment and other relevant laws.

7. Time limit for formulation of master plan: No more than 12 months after the master plan formulation task is approved.

Article 2. Implementation organization

1. The Ministry of Health is the agency in charge of organizing the formulation of the health establishment network master plan for the period of 2021-2030, with a vision to 2045, shall assume the prime responsibilities for and coordinate with relevant ministries, sectors, agencies and organizations in implementation according to approved master plan formulation task, ensuring quality, progress and efficiency.

2. Ministries, sectors and People's Committees of centrally-run cities and provinces are responsible for coordinating with the Ministry of Health in the process of formulation of the health establishment network master plan for the period of 2021-2030, with a vision to 2045 in accordance with the laws and assignments of the Government and the Prime Minister.

Article 3. This Decision takes effect from the signing date.

Article 4. Ministries, Heads of ministerial-level agencies, Heads of government-attached agencies, Chairpersons of People’s Committees of provinces and centrally-run cities, heads of the relevant agencies shall take responsibilities for implementation of this Decision./.
