SUMMARY

To report the Ministry of Health on suspicious cases of category A contagious diseases

The Minister of Health promulgates the Circular No. 28/2019/TT-BYT dated October 28, 2019 on guidelines for notification and reporting by medical quarantine activities at border.

Accordingly, reporting authorities include: Border quarantine agencies in provinces and centrally affiliated cities (International Quarantine Centers, provincial Preventive Health Centers, Disease control centers in provinces and cities which conduct medical quarantine activities); Regional institutes:(National Institute of Hygiene and Epidemiology, Pasteur Institute in  Ho Chi Minh City, Pasteur Institute in Nha Trang and Tay Nguyen Institute of Hygiene and Epidemiology).

In particular, Periodic reporting include: Weekly report, monthly report, six-month report and annual report. Besides, ad-hoc reporting upon detection of individuals suspicious of or infected with category A contagious diseases in border areas  or signs  and factors which may cause infectious diseases and events that are likely to affect public health at the border area.

Reports are made in writing or by online reporting software. Ad-hoc reports may be executed by fax, by email or telephone or directly spoken before given in writing within 24 hours or by online reporting software.

This Circular takes effect on December 10, 2019.

CIRCULAR

ON GUIDELINES FOR NOTIFICATION AND REPORTING OF MEDICAL QUARANTINE ACTIVITIES AT BORDER

Pursuant to the Government’s Decree No. 89/2018/ND-CP dated June 25, 2018 on details for the enforcement of certain Articles of the Law on Prevention and Control of Infectious Diseases on medical quarantine at border;

Pursuant to the Government’s Decree No. 75/2017/ND-CP dated June 20, 2017 defining the functions, tasks, powers and organizational structure of the Ministry of Health;

At the proposal of Head of General Department of Preventive Medicine;

The Minister of Health hereby promulgates the Circular on guidelines for notification and reporting by medical quarantine activities at border.
 

Article 1. Scope of adjustment and Subjects of application

1. This Circular prescribes principles, implementation agencies, regime, form, content, process and time of notification and reporting of the medical quarantine activities at border.

2. This Circular applies with agencies, organizations and individuals related to notification and reporting of the medical quarantine activities at border.

Article 2. Principles for notification and reporting

1. Accuracy, adequacy, punctuality and integrity must be maintained.

2. Adherence to order, procedures, authority and forms enclosed to this Circular.

3. In case of reporting by online software, written report is not necessary.

Article 3. Reporting authorities

1. Border quarantine agencies in provinces and centrally affiliated cities (referred to as provinces) include: International Quarantine Centers, provincial Preventive Health Centers, Disease control centers in provinces and cities which conduct medical quarantine activities.

2. Regional institutes: National Institute of Hygiene and Epidemiology, Pasteur Institute in Ho Chi Minh City, Pasteur Institute in Nha Trang and Tay Nguyen Institute of Hygiene and Epidemiology.

Article 4. Regimes and formats of notification and reporting

1. Reporting regimes:

a) Periodic reporting include: Weekly report, monthly report, six-month report and annual report;

b) Ad-hoc reporting: Upon detection of individuals suspicious of or infected with category A contagious diseases in border areas or signs and factors which may cause infectious diseases and events that are likely to affect public health at the border area.

c) Upon requests by superior authorities.

2. Formats of notifications and reports:

Reports are made in writing or by online reporting software. Ad-hoc reports may be executed by fax, by email or telephone or directly spoken before given in writing within 24 hours or by online reporting software.

Article 5. Contents and indicators in notifications and reports

1. Periodic reporting:

a) Provincial border quarantine agencies:

- Weekly reports: Contents and indicators in notifications and reports are stipulated in Appendix 1 enclosed to this Circular;

- Monthly reports: Contents and indicators in notifications and reports are stipulated in Appendix 2 enclosed to this Circular;

- Monthly reports: Contents and indicators in notifications and reports are stipulated in Appendix 3 enclosed to this Circular;

- Annual reports: Contents and indicators of notifications and reports are regulated in Appendix 4 enclose to this Circular;

b) Regional institutes: Contents and indicators of six-month and yearly reports adhere to Appendix 5 enclosed to this Circular.

2. Ad-hoc reporting:

a) Reports on suspicious cases and afflictions of category A contagious diseases detected in border areas: Contents and indicators of notifications and reports are stipulated in Appendix 6 enclosed to this Circular;

Reports on signs and factors which may cause infectious diseases and events that are likely to affect public health. Contents of reports are subject to event-based monitoring Guidelines of the Ministry of Health.

3. Reports made at superior authorities' requests: Contents and indicators are subject to superior authorities’ requisitions.

Article 6. Procedures for notification and reporting

1. A provincial border quarantine agency shall send notifications and reports to the General Department of Preventive Medicine and regional institute(s) intra vires and concurrently to the department of health.

Apart from sending notifications and reports to the General Department of Preventive Medicine, regional institute(s) and the department of health, international quarantine center intra vires, when discovering suspicious cases or afflictions of category A contagious diseases in border areas, must notify the provincial Preventive Health Centers, Disease control centers.

2. Regional institutes:

a) With regard to periodic reports:

- Receive, analyze and respond to notifications and reports from border quarantine agencies intra vires;

- Execute and submit six-month and annual reports to the General Department of Preventive Medicine;

b) With regard to ad-hoc reports: Receive, evaluate and verify ad-hoc notifications and reports from provincial border quarantine agencies intra vires and make reports to the General Department of Preventive Medicine.

Article 7. Time of notification and reporting

1. Provincial border quarantine agencies shall be responsible for delivering notifications and reports according to these following time:

a) Week reports (given 7 days for data preparation, from 00:00 o'clock on
Monday to 24:00 o'clock on Sunday in the reporting week): must be delivered by 14:00 o’clock on next Thursday;

b) Monthly reports (data prepared from 00:00 o'clock on the first day to 24:00 o'clock on the last day of the reporting month):  must be delivered by the 15th of the following month;

c) Six-month reports (data prepared from 00:00 o'clock on the first day of the year to 24:00 o'clock on the last day of the 6th month):  must be delivered by the 15th of July in the reporting year;     

d) Annual reports (data prepared from 00:00 o'clock on the first day of the reporting year to 24:00 o'clock on the last day of the same year):  must be delivered by the 15th of January in the following year;

dd) Reports on suspicious cases and afflictions of category A contagious diseases in border areas: Report at the right time of detection of suspicious case;

e) Reports on signs and factors which may cause infectious diseases and events that are likely to affect public health in areas: Implement in accordance to event-based monitoring Guidelines of the Ministry of Health.

f) Reports made at superior authorities' requests: Superior authorities shall decide the reporting time.

2. Regional institutes shall be responsible for delivering reports according to these following time:

a) Six-month reports (data prepared from 00:00 o'clock on the first day of the year to 24:00 o'clock on the last day of the 6th month): must be delivered by the 20th of July in the reporting year;

b) Annual reports (data prepared from 00:00 o'clock on the first day of the reporting year to 24:00 o'clock on the last day of the same year):  must be delivered by the 20th of January in the following year;

Ad-hoc reporting: Ad-hoc reports must be delivered in 24 hours upon the receipt of notifications from provincial border quarantine agencies;

Reports made at superior authorities' requests: Superior authorities shall decide the reporting time.

Article 8. Responsibilities of the General Department of Preventive Medicine

1. Provide instructions and guidelines for notification and reporting by quarantine activities on nation-wide scale.

2. Summarize, analyze and assess notifications and reports on quarantine
activities across the nation.

3. Inspect and supervise the notification and reporting by nation-wide activities of quarantine.

4. Coordinate with Ministries, agencies, mass media bodies and international organizations to share information on quarantine activities as per regulations.

5. Build, run the information systems, make the online reports on border medical quarantine activities.

Article 9. Responsibilities of regional institutes

1. To organize, command, provide guidelines, supervise and assess notifications and reports from provincial border quarantine agencies intra vires.

2. Verify, summarize, analyze, store information and report medical quarantine activities of provincial quarantine agencies intra vires.

3. Cooperate with regional institutes and share information on quarantine activities.

Article 10. Responsibilities of Health Departments and border quarantine agencies

1. Health Department are responsible to command, check and urge the implementation of notification, reporting regimes on medical quarantine activities in accordance to law. Arrange fund for implementing and maintaining of notification, reporting of medical quarantine activities.

2. Provincial border quarantine agencies: Are responsible to arrange specialized staffs, equipment and fund for the implementation of notification, reporting of medical quarantine activities.

Article 11. Effect

1. This Circular takes effect on December 10, 2019.

2. The Circular No. 15/2014/TT-BYT dated May 15, 2014 of the Minister of Health on guidelines for notification and reporting by quarantine activities shall be null and void from the effective date of this Circular.

Any difficulties that arise during the implementation of this Circular shall be reported to the Ministry of Health (General Department of Preventive Medicine) for consideration and settlement./.
