CIRCULAR

Promulgating the list of infectious diseases, subjects and scope of obligatory use of vaccines and medical bio-products

Pursuant to the Law on Prevention and Control of Infectious Diseases dated November 21, 2007;

Pursuant to the Government's Decree No. 95/2022/ND-CP dated November 15, 2022, defining the functions, tasks, powers and organizational structure of the Ministry of Health;

At the request of the Director General of the General Department of Preventive Medicine;

 The Minister of Health promulgates the list of infectious diseases, subjects and scope of obligatory use of vaccines and medical bio-products.

 

Article 1. List of infectious diseases, subjects obliged to use vaccines and immunization schedules in the Expanded Program on Immunization

Pregnant women

1. For pregnant women who have never been vaccinated or have not been vaccinated with 3 primary doses of tetanus-containing vaccine (**), or have an unknown history of vaccination:

- Dose 1: Early administration during pregnancy;

- Dose 2: At least 1 month after dose 1;

- Dose 3: During subsequent pregnancy and at least 6 months after dose 2;

- Dose 4: During subsequent pregnancy and at least 01 year after dose 3;

- Dose 5: During subsequent pregnancy and at least 01 year after dose 4.

2. For pregnant women who have been vaccinated with 3 primary doses of tetanus-containing vaccine:

- Dose 1: Early administration during pregnancy;

- Dose 2: At least 01 month after dose 1;

- Dose 3: During subsequent pregnancy and at least 01 year after dose 2.

3. For pregnant women who have been vaccinated with 3 primary doses of tetanus-containing vaccine and 01 booster dose:

- Dose 1: Early administration during pregnancy;

- Dose 2: During subsequent pregnancy and at least 01 year after dose 1.

4. For pregnant women who have been vaccinated with 3 primary doses of tetanus-containing vaccine and 2 booster doses: Early administration during pregnancy

In all situations, the 2nd dose and subsequent doses should be administered at least 02 weeks before the expected date of birth.

(*) The interval between doses every 1 month is calculated to be at least 28 days.

(**) Primary dose is the dose administered before reaching 1 year of age

2. For those who have not been vaccinated on schedule or have not received full doses, they must be vaccinated as soon as possible but must ensure that they are suitable for the subjects under the guidance of the Ministry of Health and the manufacturer.

3. Immunization under campaign or supplementary immunization shall be carried out under the guidance of the Ministry of Health in each specific case.

Article 2. List of infectious diseases and subjects obliged to use vaccines and medical bio-products for people at risk of contracting infectious diseases in epidemic areas or going to epidemic areas.

2. The subjects obliged to use vaccines and medical bio-products for people at risk of contracting infectious diseases in epidemic areas or going to epidemic areas in the list specified in Clause 1 of this Article shall be determined by provincial-level Departments of Health and reported to provincial- or municipal-level People's Committees for decision, or determined according to the direction of the Ministry of Health based on the epidemic situation, conditions for supply of vaccines and medical bio-products, and local resources.

Article 3. Scope of obligatory use of vaccines and medical bio-products

1. Vaccines in the list specified in Clause 1, Article 1 of this Circular shall be deployed nationwide for children and pregnant women in the Expanded Program on Immunization.

2. The scope of use of vaccines and medical bio-products in the list specified in Clause 1, Article 2 of this Circular shall be determined by provincial-level Departments of Health and reported to provincial- or municipal-level People's Committees for decision, or determined according to the direction of the Ministry of Health based on the epidemic situation, conditions for supply of vaccines and medical bio-products, and local resources.

Article 4. Effect

1. This Circular takes effect from August 1, 2024.

2. Circular No. 38/2017/TT-BYT dated October 17, 2017 of the Minister of Health promulgating the list of infectious diseases, subjects and scope of obligatory use of vaccines and medical bio-products ceases to be effective from the effective date of this Circular.

Article 5. Implementation responsibilities

The Director General of the General Department of Preventive Medicine, heads of units under the Ministry of Health; Directors of provincial- and municipal-level Departments of Health and relevant agencies, organizations and individuals shall implement this Circular.

Any difficulties or problems arising during the course of implementation shall be promptly reported to the Ministry of Health (the General Department of Preventive Medicine) for consideration and resolution. /.
