Resolution 133/2024/QH15 ratification of Protocol on Accession of UK and Northern Ireland to CPTPP

RESOLUTION

On ratification of the Protocol on the Accession of the United Kingdom of Great Britain and Northern Ireland to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership^[1]

Pursuant to the Constitution of the Socialist Republic of Vietnam;

Pursuant to Law No. 108/2016/QH13 on Treaties;

At the proposal of the President in Report No. 02/TTr-CTN of May 8, 2024, on ratification of the Protocol on the Accession of the United Kingdom of Great Britain and Northern Ireland to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership;

After considering the Government’s Explanatory Report No. 162/BC-CP of April 16, 2024, and Supplementary Report No. 273/BC-CP of May 25, 2024, the National Assembly’s Committee for External Relations’ Verification Report No. 3588/BC-UBDN15 of May 31, 2024; opinions of National Assembly deputies, and the National Assembly Standing Committee’s Report No. 872/BC-UBTVQH15 of June 19, 2024, on explanation of, and assimilation of opinions of National Assembly deputies, and revision of, the draft Resolution on ratification of the Protocol on the Accession of the United Kingdom of Great Britain and Northern Ireland to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership;

RESOLVES:

Article 1.  Ratification of the treaty

To ratify the Protocol on the Accession of the United Kingdom of Great Britain and Northern Ireland to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) signed on July 16, 2023, in Auckland, New Zealand, and Bandar Seri Begawan, Brunei Darussalam. The full text of the Protocol on the Accession of the United Kingdom of Great Britain and Northern Ireland to the CPTPP is provided in the Appendix to this Resolution.

Article 2. Application of the treaty

To apply the whole content of the Protocol on the Accession of the United Kingdom of Great Britain and Northern Ireland to the CPTPP and directly apply the provisions of the CPTPP provided in Appendix 2 to the National Assembly’s Resolution No. 72/2018/QH14 of November 12, 2018, on the ratification of the CPTPP and related documents to the United Kingdom of Great Britain and Northern Ireland.

Article 3. Organization of implementation of the treaty

1. The Government shall be assigned to review relevant legal documents for timely revision thereof or promulgation of new ones, ensuring the consistency of the legal system, and keeping up the roadmap for implementing the commitments in the Protocol on the Accession of the United Kingdom of Great Britain and Northern Ireland to the CPTPP.

2. The Prime Minister shall approve, and direct related agencies and organizations at central and local levels to implement, the plan on implementation of the Protocol on the Accession of the United Kingdom of Great Britain and Northern Ireland to the CPTPP.

3. The Government shall direct related ministries and sectors in completing procedures for ratification of the Protocol on the Accession of the United Kingdom of Great Britain and Northern Ireland to the CPTPP and notify the date the Protocol becomes effective for Vietnam.

Article 4. Oversight of the implementation of the Resolution

The National Assembly, the Standing Committee, Ethnic Council, and Committees of the National Assembly, National Assembly deputies’ delegations and National Assembly deputies shall, within the ambit of their tasks and powers, oversee the implementation of this Resolution.

This Resolution was adopted on June 25, 2024, by the XV^th National Assembly of the Socialist Republic of Vietnam at its 7^th session.-
