CIRCULAR

Amending and supplementing Circulars of the Minister of Industry and Trade in the field of import and export

Pursuant to the Government's Decree No. 96/2022/ND-CP dated November 29, 2022, defining the functions, tasks, powers and organizational structure of the Ministry of Industry and Trade;

At the request of the Director of the Agency of Foreign Trade;

The Minister of Industry and Trade promulgates the Circular amending and supplementing Circulars of the Minister of Industry and Trade in the field of import and export.

‎‎Article 1. To replace some phrases of the Minister of Industry and Trade’s Circular No. 10/2009/TT-BCT dated May 18, 2009, on implementation of the rules of origin provided in the agreement between the Socialist Republic of Vietnam and Japan for an economic partnership

To replace the phrase “Import and Export Department” with the phrase “Agency of Foreign Trade” in Clause 5 Article 4 and Article 11.

‎‎Article 2. To replace some phrases of the Minister of Industry and Trade’s Circular No. 04/2010/TT-BCT dated January 25, 2010, on implementation of the rules of origin provided in the agreement between the Ministry of Industry and Trade of the Socialist Republic of Vietnam and the Ministry of Industry and Trade of the Lao People's Democratic Republic on rules of origin applicable to goods eligible for Vietnam-Laos preferential import tariff treatment

To replace the phrase “Import and Export Department” with the phrase “Agency of Foreign Trade” in Clause 5 Article 4, Article 11 and Clause 1 Article 24 of Appendix 4.

‎‎Article 3. To replace some phrases of the Minister of Industry and Trade’s Circular No. 15/2010/TT-BCT dated April 15, 2010, on implementation of the rules of origin provided in the ASEAN-India Free Trade Area Agreement

To replace the phrase “Import and Export Department” with the phrase “Agency of Foreign Trade” in Clause 5 Article 4 and Article 11.

‎‎Article 4. To replace some phrases of the Minister of Industry and Trade’s Circular No. 28/2012/TT-BCT dated September 27, 2012, detailing registration of import and export rights of foreign business entities without a presence in Vietnam

To replace the phrase “Import and Export Department” with the phrase “Agency of Foreign Trade” in Clause 1 Article 4, Clause 1 and Clause 3 Article 13.

Article 5. Effect

1. This Circular takes effect on June 07, 2024.

2. Any problems arising in the course of implementation of this Circular should be reported in writing to the Ministry of Industry and Trade for settlement./.
