DECISION
Approving the Strategy for development of the construction sector through 2030, with orientations toward 2045[1]
THE PRIME MINISTER
Pursuant to the June 19, 2015 Law on Organization of the Government; and the November 22, 2019 Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration;
Pursuant to the Resolution of the 13th National Party Congress;
Pursuant to the Political Bureau’s Resolution No. 06-NQ/TW of January 24, 2022, on the planning, construction, management and sustainable development of Vietnam’s urban centers through 2030, with a vision toward 2045;
Pursuant to the Government’s Resolution No. 50/NQ-CP of May 20, 2021, on the Action Program to implement the Resolution of the 13th National Party Congress;
Pursuant to the Government’s Resolution No. 99/NQ-CP of August 30, 2021, on the Action Program of the Government of the 2021-2026 tenure to implement the National Assembly’s Resolution on the 2021-2025 socio-economic development plan;
Pursuant to the Government’s Resolution No. 148/NQ-CP of November 11, 2022, on the Government’s Action Program to implement the Political Bureau’s Resolution No. 06-NQ/TW of January 24, 2022, on the planning, construction, management and sustainable development of Vietnam’s urban centers through 2030, with a vision toward 2045;
Pursuant to the Prime Minister’s Decision No. 1266/QD-TTg of August 18, 2020, approving the Strategy for development of Vietnam’s building materials for the 2021-2030 period, with orientations toward 2050;
Pursuant to the Prime Minister’s Decision No. 1246/QD-TTg of July 19, 2021, approving the orientations for Vietnam’s architecture development through 2030, with a vision toward 2050;
Pursuant to the Prime Minister’s Decision No. 2161/QD-TTg of December 31, 2021, approving the National Housing Development Strategy for the 2021-2030 period, with a vision toward 2045;
At the proposal of the Minister of Construction,
DECIDES:
Article 1. To approve the Strategy for development of the construction sector through 2030, with orientations toward 2045 (below referred to as the Strategy) with the following contents:
I. VIEWPOINTS
1. To stick to and concretize development views, guidelines and policies related to the construction sector’s tasks stated in the Resolution of the 13th National Party Congress, thematic resolutions of the Party Central Committee, resolutions of the National Assembly and the Government, and instructions of the Prime Minister.
2. To develop the construction sector toward modernity, based on the platform of science and technology, thereby creating linked and supplementary breakthroughs and a driving force for development among regions; to take the initiative in promptly grasping and making the best use of opportunities brought about by the Fourth Industrial Revolution and international integration; to associate sustainable development of the construction sector with the consolidation of national defense and security, environmental protection, adaptation to climate change and implementation of social security policies.
3. The State shall play the role of setting orientations and keeping pace for development of the real estate, construction and building materials markets. To strengthen the State’s role in the construction planning as a basis for formulating, and organizing the implementation of, the development tasks and objectives already set forth in approved master plans.
4. To regard the change of mindset and theory, reform, and improvement of the quality of institutions as a key and permanent task; to manage construction investment and urban, housing and real estate market development activities under relevant master plans and plans, putting an end to the situation of thinned-out, spontaneous and “imitative” investment; to prioritize fields and products in the construction sector that see high growth and have advantages and high competitiveness, thereby gradually occupying and dominating the domestic market, and being able to compete in foreign markets.
5. To step up administrative reform, and practice rational assignment of tasks and decentralization of powers, ensuring unified management and direction from the central to local levels; to regard serving the people as the pivotal task; to promote the proactive and active role of organizations, enterprises and individuals in the entire construction sector.
II. OBJECTIVES
1. General objectives:
a/ By 2030:
- To step up improving institutions and management tools, thereby ensuring their completeness, consistency, modernity and readiness for international integration, and creating a favorable, equal and transparent environment for various subjects participating in construction investment activities; to effectively and efficiently implement law in all fields of the construction sector.
- To improve the capacity of the construction sector for it to undertake all stages of management, designing, procurement and construction of modern, complex and large-scale works and gradually compete and expand the markets abroad; to vigorously develop the building material industry toward energy and mineral resource conservation, environmental friendliness and high technological content, thus meeting the domestic demand and boosting the export of high-class building materials and developing new building materials; to apply technology in the construction investment management, and work designing, construction and quality management.
- To accelerate, and improve the quality of, the urbanization process and urban economy; to formulate mechanisms and policies for promoting the development of a harmonious urban system in line with the potential and advantages of each region and locality; to strongly develop satellite cities of major cities nationwide, particularly Hanoi and Ho Chi Minh City; to basically complete the system of institutions, mechanisms, policies and management tools; to develop an urban government model associated with effective urban governance and competitiveness improvement; to step by step improve the quality of urban development in terms of economy, society, infrastructure, architecture, housing, and quality of the people’s life.
- To renew and improve the quality of construction master plans; to build a modern, sustainable and identity-rich architecture, promptly meeting cultural development requirements; to develop urban centers for a long-term vision; to form a number of smart city chains in the Northern, Southern and Central key economic regions; to ensure gradual connection with the smart city networks in the region and the world; to build low-carbon cities with reduced greenhouse gas emissions, and green cities imbued with identity that play a pioneering and leading role in innovation activities to become a driving force for development.
- To contribute to basically completing the construction of the framework technical infrastructure system of central urban centers nationwide and in regions which is synchronous, modern and capable; to raise the capacity of the infrastructure system in response to climate change to step by step develop underground spaces in major cities; to increase connectivity between urban centers in the country and the region; to link urban development and rural development.
- To formulate transparent mechanisms for valuating real estate under the market mechanism; to basically meet housing requirements for urban residents and diversify house types; to adopt policies to promote social housing development.
b/ Orientations toward 2045:
The construction sector will be capable of designing and constructing modern and complex works in different fields and of all sizes and will be able to compete and expand the markets abroad. To develop the building materials industry to be modern. The country’s urbanization rate will be among the upper middle group of ASEAN and Asia. The urban system will become a synchronous, unified and balanced network between different regions and areas, and capable of resisting and adapting to climate change, preventing and controlling disasters and epidemics, and protecting the environment, with typical architecture that is rich in identity, green, modern and smart. The urban technical infrastructure system will be developed in a synchronous manner to meet the urban development needs and match the urbanization rate. To promote housing development to meet the people’s need for house construction and renovation. The real estate market will be developed in a sustainable, healthy and transparent manner.
2. Specific objectives
a/ Construction and architecture planning:
- To comprehensively renew planning methods, processes, contents and products in the direction that a construction master plan must follow a multi-sectoral approach with a long-term vision, be comprehensive and strategic, and observe market rules and sustainable development principles; to ensure that all master plans are hierarchical, successive, unified, complete and integrated, closely associated with rural master plans; to clearly delimit areas in urban master plans and apply development control tools under master plans and plans; to associate urban master plans with implementation resources.
- To organize the planning, construction and development of urban centers and urban areas, especially master plans on construction of technical infrastructure, social infrastructure and public areas; master plans on management and use of connected spaces, underground spaces and urban underground works in conformity with strategies, master plans and plans on national defense and security assurance.
- To promote the construction of modern, sustainable and identity-imbued architectural works that help conserve, perpetuate and promote traditional architectural values, thereby creating a sustainable living environment, while ensuring rational use of natural resources, energy efficiency, disaster preparedness and climate change adaptation.
- Specific targets:
+ To complete the review of, and basically formulate, all master plans on zoning of central areas, areas expected to be developed, and areas where new urban administrative units (districts and wards) are expected to be established.
+ Rural construction master plans: To review and modify general master plans on commune construction in order to achieve the targets of the National Target Program on building of a new-style countryside for the 2021-2025 period that at least 10% of communes will meet the model new-style countryside standards and there will be no communes meeting less than 15 criteria.
+ By 2025, urban centers will complete the formulation of their architectural management regulations; by 2030, 80% of urban centers and rural residential areas will have their architectural management regulations approved and promulgated.
b/ Urban development:
- To synchronously implement policies on load reduction for major cities, and relocate urban residents to surrounding urban centers where cultural institutions and technical and social infrastructure facilities have been fully formed; to focus on promoting infrastructure and service systems in satellite cities and municipal cities, thus ensuring that urban centers play the role as socio-economic development, science and technology, education and training, innovation and startup centers of localities, regions and the whole country; to prioritize the development of small (grade-V) urban centers and suburban areas to facilitate rural development through urban-rural linkages; to control the development of low-density urban centers in grade-II or higher-grade urban centers; to focus on in-depth urban development and improve the quality of the people’s living environment.
- To effectively implement national schemes and programs on development of urban centers in response to climate change, and prevention and control of disasters and epidemics; to renovate, embellish, rebuild and upgrade urban centers; to develop new urban models in line with reality, focusing on the transit-oriented development (TOD) model; to study and formulate criteria for identifying and developing urban areas with specific and outstanding locations and functions such as development of universities, innovation centers, border-gate economy, industries, islands, ports and airports; to develop TOD-based urban areas, green cities, smart cities and cities with sustainable development in response to climate change, and propose appropriate development mechanisms and policies.
- Specific targets:
+ The urbanization rate will reach at least 45% by 2025 and over 50% by 2030. The ratio of urban construction land to the total natural land area will reach 1.5-1.9% by 2025, and 1.9-2.3% by 2030.
+ The number of urban centers nationwide will be 950-1,000 by 2025, and 1,000-1,200 by 2030. By 2025, all existing and new urban centers will be included in general master plans, zoning master plans, and urban renovation, embellishment, reconstruction and development programs; to ensure that all urban centers of grade III or higher grade will meet the urban classification criteria in terms of urban infrastructure, particularly health, education and training infrastructure and urban-level cultural infrastructure facilities. By 2030, a number of national- and regional-level urban centers will be formed up to the urban-level health, education, training and cultural criteria equivalent to the average level of urban centers of the top 4 ASEAN countries.
c/ Urban technical infrastructure
- To invest in the development of regional and inter-regional technical infrastructure systems; to complete the legal framework for urban technical infrastructure management; to construct key infrastructure facilities in major cities, focusing on urban traffic, water supply and drainage and urban wastewater treatment; to accelerate the construction of public mass transit systems in Hanoi and Ho Chi Minh City, particularly urban railways.
- To enhance the control and management of the construction of technical infrastructure facilities under relevant master plans; to intensify the use of green materials, construction and development of green infrastructure and green buildings, and consumption of green energy in urban centers; to build the capacity of infrastructure systems to respond to climate change, especially in the Mekong Delta region; to enhance the management of development of urban underground spaces, particularly the planning of underground spaces in centrally run cities.
- To incorporate development objectives and orientations of social infrastructure service facilities and resources for implementation in the formulation and approval of urban development programs; to continue adopting special tax incentives and preferences for projects on provision of urban social services in economic zones and large industrial areas; to renew the organizational model and improve the efficiency of urban service enterprises; to diversify social infrastructure service provision models.
- Infrastructural targets:
+ Urban transport infrastructure: By 2030, the ratio of land for traffic to land for urban construction will reach an average of 16-26%, and 13-15% in Hanoi and Ho Chi Minh City, the rate of land reserved for parking spaces will reach 1-3 m2/person, and the rate of public passenger transit will reach 20-25%.
+ Water supply: By 2030, 95-100% of urban residents will be supplied with clean water through the centralized water supply system, the rate of clean water loss and revenue loss will fall below 15%, and up to 90% of water supply systems in urban areas will have their safe water supply plans formulated and implemented.
+ Water drainage and wastewater treatment: The rate of collected urban wastewater will reach about 70% by 2025 and about 80% by 2030; the rate of urban wastewater treated up to technical regulations by 2025 will reach 30- 35% in urban centers of grade II or higher grade and 15-20% in urban centers of grades III, IV and V; by 2030, this rate will reach 40-45% in urban centers of grade II or higher grade and 25-30% in urban centers of grades III, IV and V; the service coverage of rainwater drainage systems in urban centers will reach 70% by 2025 and 80% by 2030.
+ Other targets: The average area of greeneries per urban resident will reach 6-8m2 by 2025 and 8-10m2 by 2030; the rate of lighting with the use of energy-efficient lighting sources in major cities will reach 50%; the rate of use of cremation services will reach 90% in urban centers of special grade, around 50% in grade-I urban centers, and around 25% in the remaining urban centers.
d/ Housing:
- To effectively implement the National Housing Development Strategy through 2030, with a vision toward 2045; to renew methods and models of management and development of social houses, particularly houses for industrial park workers; to reform administrative procedures and create favorable conditions for households and individuals to build and renovate houses by themselves under urban master plans and urban architecture management regulations; to strictly manage and supervise the development of high-rise apartment buildings in centers of major cities; to study and enact separate mechanisms and policies on construction of houses for industrial park workers in the direction of prioritizing the allocation of sufficient land areas for housing development for workers and other institutions in industrial parks.
- To concentrate efforts on basically meeting the housing needs of the people, particularly poor households, cadres, civil servants, public employees and social policy beneficiaries who face housing difficulties; to rationally arrange residential areas and provide support for housing development for the people in areas frequently affected by disasters and climate change.
- Specific targets:
+ By 2025, the per-capita house floor area nationwide will be around 27m2, in which the per-capita house floor area in urban areas will reach 28m2 and that in rural areas will reach 26m2.
+ By 2030, the per-capita house floor area nationwide will be around 30m2, in which the per-capita house floor area in urban areas will reach 32m2 and that in rural areas will reach 28m2.
+ By 2030, to increase the rate of solid houses nationwide to 85%- 90%,100% in urban areas and 75-80% in rural areas); not to allow the construction of simple houses nationwide, particularly in urban areas; 90% of houses nationwide will have complete electricity supply, water supply and wastewater drainage systems which are connected to the general technical infrastructure system of the region.
+ By 2030, to complete the construction of at least 1 million social housing apartments for low-income earners and industrial park workers.
+ To implement housing support policies for some 350,000 poor households (in rural areas with housing difficulties; poor households and households living just above the poverty line in poor districts; and poor ethnic minority households in mountainous areas) and for around 162,000 households of people with meritorious services to the nation that need housing support.
dd/ Real estate market management:
- To exploit and use real estate in an efficient manner, particularly land; to exploit to the utmost resources from land, houses and works on land to serve the socio-economic development and national industrialization and modernization; to develop diverse types of real estate to meet socio-economic development needs, ensuring the supply-demand balance of each segment and each locality and in each period.
- To attract social resources and encourage all economic sectors to invest in the development of real estate products, especially in the construction of social houses, low-cost commercial houses, production and business works, and technical and social infrastructure facilities in urban centers.
e/ Management of construction activities:
- To improve the construction capacity, master the designing and construction of large-scale works with complex technical requirements (underground spaces, underground works, point-typed and route-typed works with a depth of under 30 meters and a height exceeding 150 meters, etc.); to attach importance to synchronously implementing solutions to improve the growth quality and efficiency of the construction sector; to improve labor productivity, intensify the application of science and technology as well as corporate management and governance science; to create positive changes in the ratio of contribution of total factor productivity in the growth of the construction sector.
- To mobilize as many as possible resources and create a favorable environment for different subjects to participate in construction investment activities, improve the efficiency of construction investment and the quality of construction works; to continue to renew the construction investment management mechanism in line with the market mechanism and international practices.
- To strive for an average growth rate of construction production value of 8-10% per year.
- To strive for an average increase in labor productivity in the construction sector of 8% per year in the 2021-2025 period and 10% per year in the 2026-2030 period.
g/ Building materials:
- To develop the building materials industry into a strong economic sector on the basis of rational and effective exploitation of mineral resources for use as building materials, ensuring harmonious and sustainable economic and social development, national defense and security, and environmental and ecological protection. By 2030, the building materials industry will be highly industrialized; by 2050, the building materials industry will become a modern and green industry associated with the Fourth Industrial Revolution, optimally using digital technology, Internet of Things, big data and artificial intelligence to be on a par with foreign countries in the region and the world.
- The production capacity will meet the demand for building materials in terms of volume, quality and type for domestic consumption and partial export. To attach importance to the renovation and modernization of the existing establishments producing building materials, gradually eliminating outdated and material- and fuel-inefficient technologies that fail to conform to environmental technical regulations and standards; and to intensify inventory and implement solutions to reduce greenhouse gases for energy-inefficient building materials production establishments.
- Targets for building materials products:
+ Cement: To diversify categories of high-quality cement products with high economic value to meet construction needs. By 2030, the total cement output will not exceed 145-150 million tons per year.
+ Ceramic tiles: To produce thin, large-sized and high-quality products that are diverse in categories and designs; to develop the production of wall and floor materials with special features, high wear-resistance, color fastness, stain and mold resistance. By 2030, the total output of ceramic tiles will reach about 950 million square meters per year.
+ Wall and floor tiles: To diversify product categories and designs; to make the most use of mineral resources. By 2030, the total output of wall and floor tiles will reach 35-40 million square meters, of which 20% will be for export.
+ Porcelain sanitary ware: To develop products with modern designs and following the universal trends; to synchronously produce accompanying products and accessories. By 2030, the total output of porcelain sanitary ware will reach 40 million products per year.
+ Construction glass: By 2025, processed glass products will basically meet the needs of the domestic market; by 2030, to develop diverse categories of high-quality glass products with high economic value to meet the market demand. The total output of construction glass will reach 400 million square meters of standard-equivalent products per year.
+ Industrial lime: By 2030, Vietnam’s lime industry will reach the level equal to that of the advanced countries in the world.
+ Fired clay bricks: To increase the production of hollow, thin and light fired clay brick products, decorative bricks, large-sized bricks, unplastered bricks, etc. By 2030, the total output of fired clay bricks will not exceed 30 billion bricks per year.
+ Non-baked building materials: The ratio of non-baked building materials will account for 35-40% of the total bricks by 2025; and 40-45% by 2030; to ensure the rate of these materials used in construction works as required by regulations. To diversify large-sized non-fired brick products, components, wall panels and light-weight materials.
III. SPECIFIC TASKS AND SOLUTIONS
1. Concentrating efforts on improving the quality of institutions and management tools in all fields of the construction sector in line with the market mechanism, Vietnam’s domestic conditions and international integration requirements
a/ To change the mindset in providing advices for improvement of the legal system, mechanisms, policies and management tools to ensure their completeness, uniformity, synchronization, modernity, stability, specificity and transparency in urban and housing construction and development activities as appropriate to each stage of socio-economic development and international integration; to carry out regular review and inspection so as to detect contradictions, overlaps, inadequacies or lack of synchronization and feasibility in the system of legal documents, mechanisms and policies in the construction sector in order to make recommendations or revise or replace them with new ones.
b/ To complete the system of construction regulations, standards, norms and unit prices; to promote the application of new technologies for improving the efficiency of construction investment and contributing to the fight against corruption, waste and negative practices in construction investment.
c/ To radically renovate, assign tasks, decentralize powers and improve the efficiency of, the coordination in leadership, direction and administration activities; to consolidate and improve the organizational system of the state management apparatus of the construction sector; to clearly define responsibilities and powers of state management agencies in the construction sector from the central to local levels.
d/ To improve the capacity of civil servants to formulate and draft better legal documents, mechanisms and policies; to complete the digital transformation for databases on legal documents of the construction sector; to apply information technology to, and study and develop tools to support the formulation, monitoring and evaluation of the effectiveness of, the implementation of legal documents in reality.
2. Renewing methods of formulating construction master plans, urban-rural master plans and urban technical infrastructure master plans to make such master plans more scientific, ready for international integration and capable of meeting socio-economic development requirements; conserving and promoting values of national architectural heritages
a/ To improve the quality of master plans through the integration of contents of socio-economic development plans, land and natural resource use master plans, and housing, social and technical infrastructure development and environmental landscape master plans; to closely link different levels and types of master plans (urban master plans with national-level master plans, regional master plans with provincial master plans); to strictly control the formulation, appraisal and approval of master plans and modification of master plans in order to ensure their publicity, transparency and consistency; to adjust and supplement technical regulations and standards on master plans; to enhance the role of the community in the formulation and management of urban construction master plans.
b/ To improve the quality of contents of technical infrastructure master plans in documents of regional master plans, provincial master plans, construction master plans and urban master plans and strengthen the control and management of the construction of technical infrastructure facilities under master plans; to improve regulations and sanctions to strictly handle violations in the planning work and delayed urban projects.
c/ To intensify the formulation of management regulations under architectural management master plans and regulations; to increase the proportion of areas on which urban master plans or construction master plans may be formulated and approved in urban centers and functional areas; to issue framework criteria related to climate change response and green and smart growth for being incorporated in master plans’ documents; and a set of criteria for green architectural works, incentive and preferential policies for such works when they are certified, and guide the implementation thereof.
d/ To mobilize all resources, attach importance to mobilization of social resources, and formulate specific and appropriate mechanisms and guidelines for the synchronous implementation of urban master plans; to complete the national data system on urban development master plans, associating the formulation and implementation of master plans and plans with the development of the housing and real estate markets.
dd/ To attach importance to master plans on rural construction and development in association with the conservation and promotion of traditional cultural values, and valuable historical relics, ancient villages and craft villages with complete social and technical infrastructure facilities, thereby ensuring the satisfaction of the new-style countryside criteria in association with green corridor and dike protection areas, harmonization of natural landscapes and response to climate change.
e/ To summarize and evaluate the model of the Steering Committee for Planning and Investment in the Construction of the Hanoi Capital Region; to inspect, guide and urge the formulation, appraisal and approval of general master plans, zoning master plans, architectural management regulations, underground space master plans and specialized technical infrastructure master plans; to complete and efficiently exploit the national data system on urban development master plans; to disseminate and widely apply geographic information systems (GIS) and digital technologies and digital platforms in the urban development planning and management.
g/ To organize the effective implementation of the Law on Architecture and its guiding documents; to improve the quality of architectural designs, and develop a modern architecture imbued with national identity as suitable for each region and area; to study and draw up a list of valuable architectural works in major cities of Vietnam; to promulgate regulations and guidelines on solutions to maintain and efficiently exploit values of old architectural works in order to encourage work owners to conserve and promote such works’ inherent values.
h/ To study and supplement model designs of community-utility service works, especially those in typical regions and areas; housing-cum-workshop models, and special agricultural production-related factors; and architectural models of houses in rural areas as suitable to the financial capacity of the majority of rural people, proceeding to develop modern house models to meet urban living standards and take over typical and sustainable traditional, energy-efficient and environmentally friendly architecture features.
3. Completing regulations and management tools to help strictly control the process of urban development, associated with the process of industrialization, modernization and rural development
a/ To effectively implement the Government’s Program of Action to implement the Political Bureau’s Resolution No. 06-NQ/BCT of January 24, 2022, on the planning, construction, management and sustainable development of Vietnam’s urban centers through 2030, with a vision toward 2045.
b/ To strictly manage and control the urban development under master plans and plans; to intensify the inspection, review and evaluation of quality of urban centers after recognition of urban centers, formation of new administrative units or expansion of existing administrative units; to intensify the review, and propose the renovation, embellishment or reconstruction, of urban centers; to formulate a national program on urban renovation, embellishment, upgrading and development and urban redevelopment.
c/ To organize the proper implementation of the Master Plan on urban and rural system for the 2021-2030 period, with a vision toward 2050; to promote the development of urban centers in response to climate change based on green and smart growth; to study and propose solutions to synchronize the urban development with new-style countryside building.
d/ To continue the implementation of programs and plans on development of national urban centers, upgrading of national urban centers, development of urban centers in response to climate change, and plans on development of green growth-based cities and smart cities according to a set roadmap with efficiency.
dd/ To study and formulate mechanisms and policies for development and construction of public amusement spaces and entertainment spaces for the people; to pilot the urban redevelopment in order to add public institutions and social and technical infrastructure facilities and create land areas for the urban development, improve the living quality of urban residents, thereby creating a momentum for planning and development of sustainable urban areas.
e/ To carry out scientific research on management and sustainable development of Vietnam’s urban centers in the process of globalization and international integration; response to climate change, emission reduction, smart application, and green transformation and digital transformation; to step up the formulation of technical regulations and evaluation criteria applicable to diverse types of urban centers.
4. Developing a complete and modern urban technical infrastructure system closely linked with the regional technical infrastructure system and associated with the tasks of environmental protection and response to climate change and sea level rise
a/ To formulate programs and orientations for development of technical infrastructure facilities and mechanisms and policies on investment, management, exploitation and provision of technical infrastructure services, creating favorable conditions for all economic sectors to make investment in various forms in conformity with international practices (especially investment in the PPP form), ensuring synchronous and effective investment and balance of interests of stakeholders.
b/ To improve the quality of documents of specialized technical infrastructure master plans in accordance with the Law on Urban Planning and technical infrastructure planning contents in documents of master plans; to enhance the control and management of construction of technical infrastructure facilities under master plans; to study, formulate and approve orientations for development of urban underground construction spaces and organize the effective implementation thereof.
c/ To continue effectively implementing the national program on assurance of safe water supply and prevention of clean water loss and revenue loss in the 2016-2025 period according to the set roadmap; to set orientations for development of water supply and drainage in urban centers and industrial parks through 2025, with a vision toward 2050; to study and propose the formulation of a program on water drainage, wastewater treatment and inundation control for the 2025-2030 period for major cities and coastal cities, particularly areas frequently affected by sea level rise and climate change.
d/ To study and propose solutions to address existing problems that put pressure on the technical infrastructure system during the process of urban development, and problems related to traffic congestion, urban inundation, wastewater treatment, etc.; to strive to finalize technical infrastructure criteria for urban areas as specified by law, and to build complete technical infrastructure facilities in urban areas before they are handed over and put into use.
dd/ To promote investment in and construction of parks, flower gardens and public greeneries in order to increase the ratio of urban greeneries up to the law-specified criteria; to review and formulate policies for promoting the application of digital technology and smart management model in the management, operation and exploitation of technical infrastructure systems; to study solutions to intensify the use of cremation services in localities; to strengthen inspection and supervision of the management and use of land for cemeteries.
5. Basically meeting the people’s housing needs, diversifying house categories, and adopting policies to support and promote social housing development
a/ To improve or revise policies on development of commercial houses, social houses and official residences; houses for resettlement, houses under target programs, and independent houses of households and individuals; to focus on removing legal obstacles and strengthen decentralization of powers to localities so as to accelerate the renovation and reconstruction of old condominiums, expired works, houses along canals, and poor residential areas in urban centers; to study mechanisms for promoting the formation and development of housing and real estate funds.
b/ To effectively implement the National Housing Development Strategy through 2030, with a vision toward 2045, the Scheme on investment in the construction of at least 1 million apartments as social houses for low-income earners and industrial park workers in the 2021-2030 period, and other local housing development programs and plans; to strengthen the function of state management in the housing development management and regulation to ensure housing supply-demand balance.
c/ To formulate policies to promote the development of average-area commercial houses under projects at prices suitable to the affordability of purchasers under the market mechanism; to study and propose programs on housing support for poor households in rural areas based on the poverty line in the new period, programs to support poor households in building houses for use as storm and flood shelter, and other housing support programs; to supplement mechanisms and policies to provide incentives and preferences to organizations and individuals participating in the development of green houses, energy-efficient houses and houses with low greenhouse emissions with the application of digital technology.
d/ To diversify types of houses; to increase the proportion of development of project-based houses and apartment buildings; to adopt policies to promote the development of houses for lease and low-cost houses; to promote the development of social houses and low-cost houses with less dependence on the state budget; to create funding sources for low-income earners facing housing difficulties to receive concessional and long-term loans so that they can have stable places of residence; to renew methods and models of management and development of social houses, particularly houses for industrial park workers; to study and promulgate separate mechanisms and policies for construction of houses for industrial park workers, regarding workers’ houses as essential infrastructure items of industrial parks.
dd/ To study new and modern models of houses suitable to technological development and needs for a green, clean and beautiful environment; to improve policies, enhance post-investment management of houses, and promulgate regulations on management of handover, receipt and maintenance of technical and social infrastructure facilities under housing development projects.
e/ To urge localities to accelerate the review and evaluation of old condominiums and renovate and rebuild old condominiums; to intensify inspection and supervision of the construction of concentrated administrative zones; to effectively manage existing official residences.
6. Enhancing the management of the real estate market in order to ensure its stable development, information transparency and conformity with the law of supply and demand
a/ To develop diverse types of real estate to meet socio-economic development needs, ensuring the balance of supply and demand of each segment or locality and in each period; to complete the legal framework and appropriate organizational models for managing and controlling the real estate market and effectively using the added value from land upon the expansion of urban infrastructure facilities.
b/ To attract social resources and encourage all economic sectors to participate in the development of real estate commodities, especially in the construction of social houses, low-cost commercial houses, production and business works, and technical and social infrastructure works in urban centers.
c/ To focus on building databases so that by 2025 to complete the housing and real estate market management information system which will be connected with the national land database; to formulate a transparent mechanism for evaluating real estate value; to study and improve policies on taxes and charges on real estate in order to facilitate the efficient of houses and land.
d/ To create conditions for economic sectors to participate in the real estate market under the market mechanism; to regularly follow fluctuations of the real estate market, and take proactive control and regulation measures to promptly remove or tackle difficulties, limitations and inadequacies of mechanisms, policies and laws, and deal with disasters, epidemics, etc., in order ensure stable and sustainable development of the real estate market, thereby gradually addressing the supply-demand imbalance and ensuring publicity and transparency.
dd/ To properly implement solutions set out by the National Assembly and Government for removing obstacles in the implementation of real estate projects for localities and enterprises in Hanoi, Ho Chi Minh City and a number of provinces and centrally run cities; to issue regulations to guide the process, order and procedures for the implementation of investment projects on construction of commercial houses, social houses and urban areas.
7. Mobilizing all resources, creating a favorable environment for subjects to participate in construction investment activities, and improving the efficiency of construction investment and quality of construction works
a/ To improve the quality of appraisal of construction investment feasibility study reports, construction designs implemented after basic designs, and construction cost estimates; to intensify the quality control of construction works; to inspect and examine the compliance with and observance of regulations by entities participating in construction activities in order to improve quality of, and minimize incidents to, construction works, and prevent loss and waste.
b/ To study and propose mechanisms and policies to promote construction investment cooperation in the form of public-private partnership; to mobilize and efficiently use capital from the private sector in the construction of technical infrastructure; to improve mechanisms and tools for management of construction investment costs associated with investment methods and project implementation forms, covering the whole-life cost of construction products; to apply the building information modeling (BIM) in the management, designing and construction of works according to the approved roadmap.
c/ To create drastic changes in the formulation and improvement of tools for management of construction investment costs; to regularly review and supplement construction norms and prices, focusing on main construction norms that exert great impacts on construction investment costs, investment unit costs, and general construction prices; to complete, renew, digitize and uniformly encrypt the system of construction norms and prices.
d/ To complete and effectively operate the national database system on construction norms and prices and urban technical infrastructure services in order to facilitate uniform management and enable information connection and access by entities involved in the management of construction investment costs; to facilitate the application of virtual design and construction models in construction investment activities nationwide, ensuring continuity through stages from work designing, cost estimation, construction, operation, exploitation, use, maintenance and servicing.
dd/ To continue to review and improve national standards according to the new orientations approved under plans, and declare and apply them on a synchronous manner through 2030; to intensify the inspection and supervision of compliance with national technical regulations, and improve the efficiency of application of standards in construction investment activities.
e/ To regularly guide localities in strictly implementing regulations on construction investment; to continue to promoting the decentralization of powers in work construction management and investment; to improve legal bases, improve the quality of tests and issuance of practice certificates to construction practitioners.
8. Step by step developing the building materials industry into a strong economic sector on the basis of rational and efficient exploitation of mineral resources and environmental and ecological protection
a/ To organize the effective implementation of the Master Plan on exploration, exploitation, processing and use of minerals as building materials for the 2021-2030 period, with a vision toward 2050, the Strategy for development of Vietnam’s building materials for the 2021-2030 period, with orientations toward 2050, and schemes on building materials development approved by the Prime Minister; to meet the needs for domestic building materials and increased export of high-value products.
b/ To complete mechanisms, policies, standards, technical regulations, norms and unit prices related to building materials and minerals used as building materials in association with solutions for stable and sustainable development, and use of recycled materials and building materials that are mineral resource- and energy-efficient and environmentally friendly in response to climate change; and building materials for construction of marine and island works; to intensify the assessment of conformity with standards or technical regulations on quality control of building material products and goods to ensure the sustainable development of domestic production and, at the same time, more effectively manage imported building-material products and goods.
c/ To prioritize the development of highly-automated advanced and modern technologies with the use of digital technology and nanotechnology as much as possible; to develop new, smart, energy-efficient, soundproof, heat-insulating, environmentally friendly and non-baked building materials; to use more recycled fuels and industrial, agricultural, construction and domestic wastes for the production of building material products; to attach importance to investment in the renovation and modernization of existing building-material production facilities, eliminating outdated and material- and fuel-inefficient technologies.
9. Vigorously developing science, technology and innovation in order to create breakthroughs in improving the productivity, quality, efficiency and competitiveness of the construction sector
a/ To organize the effective implementation of the Strategy for development of science, technology and innovation in the construction sector through 2030 and the Digital Transformation Plan for the construction sector in the 2020-2025 period, with orientations toward 2030.
b/ To access the international market, apply scientific and technological achievements in the designing and construction of underground, civil and industrial technical infrastructure facilities; to master the technology of production of major building materials, gradually localizing equipment with high value and scientific content; to provide more solutions to treat scraps and by-products from industrial and agricultural production and domestic wastes as substitutes for natural minerals as building materials; to step by step improve mechanisms and policies to promote the construction of green and energy-efficient works.
c/ To apply achievements of the scientific and technological revolution and digital transformation in the state management of the construction sector; to improve productivity and quality of building-material products and goods; to manage the smart city development; to intensify the inspection and effective management of the measurement and quality management of products and goods in the construction sector.
d/ To intensify scientific research and application and technological development activities, focusing on the development of technologies with high applicability suitable to domestic conditions; to renew mechanisms and methods of scientific research and application to be specific and practical with quantifiable outcomes, and promote the selection of scientific research outcomes and placement of scientific research orders.
dd/ To promote the autonomy of research institutes according to the set roadmap, and pilot the transformation of a number of institutes into science and technology enterprises; to provide further training of, and update, supplement and improve scientific and technological knowledge for, professional staffs and researchers in the construction sector.
To strive for the target that by 2025, 90% of cadres and public employees will possess a university or higher degree, of whom 35% will possess a postgraduate degree; and each research unit will have at least 1 professor/associate professor in the fields in which the research unit conducts the research. By 2030, 95% of cadres and public employees will possess a university or higher degree, of whom 40% possess a postgraduate degree; and each research unit will have at least 2 professors/associate professors in the fields in which the research unit conducts the research.
10. Developing human resources, education and training to meet the high-quality human resource requirements of the Fourth Industrial Revolution and international integration
a/ To organize the effective implementation of the Strategy for Human Resource Development for the Construction Sector for the 2022-2030 period; to build a contingent of cadres, civil servants and public employees at all levels, especially at the strategic level, with good qualifications and political quality, professionalism, capacity, sense of responsibility, ethical conduct in the performance of official duties and professional ethics, in association with salary reform; to provide training and further training to meet the needs for, and under master plans on long-term use of, cadres, civil servants and public employees at all levels.
By 2025, the rate of civil servants with postgraduate qualifications will be 40% at the provincial level, 20% at the district level and 10% at the commune level; by 2030, the rate of civil servants with postgraduate qualifications will be increased to 50% at the provincial level, 30% at the district level and 12% at the commune level. The rate of civil servants provided with training, further training and annual refresher courses in construction and construction-related fields will be more than 90%. The rate of cadres and civil servants trained in construction and urban development management will reach 90% at the provincial level, 100% at the district level and 75% at the commune level.
b/ To build capacity for managers, officials in charge of professional operations and technical workers; by 2025 and 2030, to strive to have 35% and at least 50% of workers receiving vocational training at the primary level for 3 months or more, respectively, thereby increasing the rate of workers trained in construction or construction-related fields; to develop a contingent of good managers, technical experts and skilled workers to meet requirements of the construction of modern, large-sized and highly complicated works, ensuring that 70% and more than 90% of technicians will be trained at intermediate level or higher by 2025 and 2030, respectively.
c/ To develop a contingent of public employees at all levels who have good qualifications, political quality, professionalism, high professional capacity, sense of responsibility and professional ethics; to associate training and further training with the needs for, and master plans on, long-term use of cadres and public employees.
d/ To continue to improve the quality of university training and vocational education at training institutions; to consolidate and develop the contingent of construction scientists who are domestically and internationally reputable; to develop training and further training programs to meet the needs of social development, globalization and international integration; to associate training with basic scientific research; to form world-renowned training centers in the fields where Vietnam has strengths such as urban development in response to disasters, energy-efficient and environmentally friendly engineering.
By 2025, 80% of public employees will have professional qualifications at university level or higher, 95% of lecturers will have postgraduate qualifications; all lecturers will be trained in pedagogy or construction-related fields and regularly trained and further trained; and principal lecturers will account for 40% of total lecturers. By 2030, 95% of cadres and public employees will have professional qualifications at university level or higher, and all lecturers will have postgraduate qualifications; all lecturers will be trained in pedagogy or construction-related fields and regularly trained and further trained; principal lecturers and senior lecturers or those with equivalent titles will account for 60% and 5% of total lecturers, respectively.
11. Effectively managing and using resources; strengthening environmental protection and climate change response, and preventing, controling and mitigating disasters and impacts of epidemics
a/ To properly perform tasks assigned under the Government’s and the Ministry of Construction’s plans, programs and international commitments on green growth, response to climate change and sustainable development, focusing on urban areas and areas greatly affected by disasters; to take the initiative in formulating scenarios and proposing plans to respond to such unexpected circumstances as disasters and dangerous epidemics that widely spread and extreme conditions caused by climate change and environmental pollution; to intensify inspection and supervision to ensure water source security and safety of dams and reservoirs.
b/ To review, study, add and include contents on response to climate change, sea level rise, disasters, epidemics, etc., in legal documents, mechanisms and policies, and master plans on construction, technical regulations and standards, and econo-technical norms.
c/ To continue to drastically and effectively implement the Government’s Program of Action to implement the Government’s Resolution No. 120/NQ-CP of November 17, 2017, on sustainable development of the Mekong Delta region for climate change adaptation.
d/ To study mechanisms and policies to mobilize various resources for implementation of structural and non-structural solutions to ensure domestic water supply for residents in the Mekong Delta region and the South Central Vietnam in the context that drought and saltwater intrusion are exerting increasingly profound impacts; to promote research and application of environmentally friendly wastewater treatment technologies suitable to Vietnam’s conditions.
dd/ To study and implement on a pilot basis a number of planning projects and key priority programs on development of green and ecological, climate change-responsive and low-emission urban centers; green architecture, architectural models and housing for climate change adaptation.
e/ To organize effective implementation of the Program on development of non-baked building materials in Vietnam through 2030; to adopt policies to prioritize the development of advanced and modern technologies, and high automation level with optimal use of digital technology, nanotechnology, recycled fuel, and industrial, agricultural, construction and domestic wastes to produce building materials; energy-efficient, sound-proofing, heat-proof and environmentally friendly products, non-baked building materials, and recyclable building materials; to increase economical and efficient consumption of energy by construction structures and building material production facilities.
g/ To industrialize and modernize the exploitation and processing of materials and minerals for use as building materials; to eliminate manual and scattered mining methods that cause a waste of minerals and natural resources, threat to labor safety, poor and inconsistent quality of products.
12. Strongly developing enterprises in the construction sector; completing the reorganization and restructuring of state enterprises; renovating attached public non-business units
a/ To further accelerate restructuring of enterprises in the non-state economic sector, promoting the formation and development of non-state enterprises with strong potential and competitiveness in the domestic and foreign markets; to form large-sized and multi-sectoral enterprises that have combined strength and are fully capable of acting as general contractors for large-sized and technically complicated housing, commercial, industrial, transportation and hydraulic-work projects.
b/ To reorganize and restructure small- and medium-sized enterprises toward high specialization so as to improve their capacity and competitiveness; to develop a network of businesses specialized in providing constitutional elements of construction products (providing human resources, machinery, equipment, materials, technological solutions, management models, etc.) so as to improve their professionalism and management efficiency.
c/ To study and choose to apply a model of businesses providing such public-utility services as water supply and drainage and cemetery services suitable to the practical conditions of Vietnam.
d/ To organize the implementation of the Ministry of Construction’s Plan on reorganization of state enterprises and enterprises with capital held by the State for the 2022-2025 period, ensuring its scheduled progress and observance of the market’s principles, publicity, transparency, compliance with law and the best interests for the State; to improve operational efficiency of equitized enterprises.
dd/ To organize the implementation of the Prime Minister’s Decision on the list of public non-business units attached to the Ministry of Construction; to fundamentally, comprehensively and synchronously renovate public non-business units, ensuring their streamlined and reasonable structure, autonomous capacity, advanced governance and effective and efficient operation.
13. Stepping up administrative reform and building an e-Government
a/ To control the formulation and implementation of administrative procedures under the Ministry of Construction’s management; to intensify the application of information technology and digital signatures, and complete the procedures for settling administrative procedures under the single-window and inter-agency single-window mechanisms; to regularly review and standardize the database on administrative procedures managed by the Ministry of Construction, and fully update it on the National Public Service Portal; to actively process dossiers of administrative procedures in the cyber environment; to effectively implement solutions to support people and businesses in carrying out administrative procedures via online forms and public postal services.
By 2025, all people and businesses that use online public services at the Ministry of Construction will be identified and authenticated smoothly via the National Public Service Portal and the Ministry of Construction’s Information System for Settlement of Administrative Procedures, 80% of dossiers of administrative procedures will be processed completely in the cyber environment with people only required to input data once, and 90% of people and businesses will be satisfied with the settlement of administrative procedures.
b/ To continue to promote the decentralization of powers in conformity with the local management capacity; to reform administrative procedures, review the system of documents, and remove barriers that limit the right to freedom of enterprise in order to improve the quality of the business environment in all fields of the construction sector; all administrative procedures for provision of all-round online public services on the Ministry of Construction’s Information System on Settlement of Administrative Procedures will be integrated with the National Public Service Portal.
By 2025, the Ministry of Construction’s administrative procedures will be reduced by 20% compared to 2021; 30% of total payment transactions for public services will be made online via the National Public Service Portal; and 70% of administrative procedures requiring the performance of financial obligations will be paid for online via the National Public Service Portal; to complete single-window divisions; public administrative service centers will meet the requirements of on-site dossier receipt, appraisal, approval, and notification of dossier processing results.
c/ To promote the development of an e-Government; to uniformly design, build and promptly and effectively put into operation an integrated system interconnecting large databases in all fields of the construction sector, particularly the fields of planning, urban development, housing and real estate market.
By 2025, there will be a centralized data analysis and processing platform where all documents exchanged between the Ministry of Construction and related state agencies will be electronically transmitted and digitally signed with specialized digital signatures, except confidential documents as classified; all cadres, civil servants and public employees will be trained, further trained and provided with basic digital skills, and 50% of cadres, civil servants and public employees will be trained and further trained in skills of analyzing and exploiting data and digital technology.
d/ To supplement regulations on, improve the management and administration capacity of, and expand and upgrade the National Portal system on construction master plans and urban master plans to meet planning management requirements, construction investment and urban development management; to continue to digitalize and convert data on national construction master plans and urban master plans into appropriate formats for posting on the network.
14. Intensifying inspection and examination in all fields of the sector; focusing on corruption prevention and combat
a/ To improve the quality and efficiency of specialized construction inspection and intensify administrative inspection and examination; to propose amendments or supplementations to improve the laws on planning, architecture, construction, and handling of violations in construction activities in conformity with practical conditions and relevant laws; to continue to promote the key role in the specialized construction inspection activities nationwide on the basis of general orientations of the construction sector, and provide professional guidance to inspectors of provincial-level Construction Departments.
b/ To regularly monitor and evaluate the implementation of laws, promptly propose modifications and supplementations of policies to improve the effectiveness and efficiency of state management, citizen reception, and settlement of petitions, complaint and denunciations.
c/ To intensify public communication about, adjust and supplement activities and solutions to fight, formulate programs and plans on, and promulgate and guide regulations on, prevention and fighting of corruption and negative practices in a practical manner and in conformity with characteristics of the construction sector and its attached units; to properly carry out citizen reception and settlement of citizens’ complaints and denunciations.
d/ To continue to consolidate the organization, renovate operating methods, build a contingent of clean, strong and unified inspectors from the central to local levels; to build more physical facilities, train and further train, and improve professional qualifications and ethical quality of, official duty performers to meet task requirements in the new situation.
15. Improving the efficiency of international cooperation and international integration
a/ To continue to review the construction sector’s commitments and legal documents that are not conformable with international practices for making revisions in the system of legal documents; to ensure proper performance of external affairs and international economic integration work, and realization of commitments to open the construction sector’s market; to actively participate in negotiations to incorporate new commitments in bilateral and multilateral agreements.
b/ To intensify bilateral and multilateral cooperation in order to mobilize international resources for development of the construction sector; to take the initiative in formulating plans, seeking donors, negotiating and calling for ODA programs and projects in the sector’s priority areas; to assume the prime responsibility for properly holding meetings of intergovernmental committees in which the Ministry of Construction acts as a co-chair; to monitor, urge and support ministries, sectors and businesses in properly implementing the commitments in the meeting minutes; to formulate new cooperation plans based on interests and priority areas of cooperating parties.
c/ To properly participate in international economic integration and negotiation of bilateral and multilateral agreements in order to bring about practical benefits to the construction sector; to properly organize public communication about, hold consultations and thematic dialogues with businesses and localities on, and organize legal training classes on, commitments and challenges of the construction sector in the integration period; to implement the construction sector’s accession commitments in WTO, APEC, ASEAN, ASEAN+ and plans on implementation of important new-generation FTAs such as CPTPP and EVFTA; to implement annual external information programs and enhance the role of the national representatives in the ASEAN Smart Cities Urban Network and Vietnam Urban Forum.
16. Intensifying information and public communication work
a/ To attach importance to the information and public communication work, organize public communication about policies and laws of the construction sector; to study and formulate plans on use of digital technology platforms and means to create favorable conditions for authorities at all levels and the people to easily access information on guidelines, policies and laws of the Party, State and construction sector and local regulations and information on planning, real estate, housing and construction activities, etc.
b/ To strictly implement regulations on spokespersons and provide information to the press; to take the initiative in providing adequate, prompt and accurate information about activities of the construction sector and issues of public concern; to refrain from causing any media crisis affecting operations of the construction sector.
IV. LIST OF PROGRAMS AND SCHEMES
(Details are provided in the Appendix to this Decision).
V. FUNDING SOURCES FOR IMPLEMENTATION
To diversify mobilized funding sources and efficiently use financial sources to implement the Strategy.
1. State budget funds (development investment expenditures and recurrent expenditures) annually allocated according to the current regulations on state budget decentralization.
2. Funds included in national target programs and public investment programs and projects for the 2021-2030 period.
3. Funds mobilized from foreign donors, international organizations, domestic and foreign businesses and individuals, and other lawful funding sources.
4. Other financial sources as specified by law.
Article 2. Organization of implementation
1. The Ministry of Construction shall:
a/ Assume the prime responsibility for, and coordinate with ministries, sectors and localities in, organizing the implementation of the Strategy; formulate an implementation plan, assigning specific tasks to its attached agencies and units and guiding localities in implementation; regularly urge and evaluate the implementation of the Strategy; summarize and report to the Prime Minister on implementation results on an annual basis and upon request; submit to the Prime Minister for consideration and decision modifications of the Strategy in case of necessity; organize a preliminary review of the Strategy implementation in 2025 and finally review the Strategy implementation in 2030.
b/ Assume the prime responsibility for, and coordinate with the Ministry of Industry and Trade, Ministry of Science and Technology, Ministry of Natural Resources and Environment, and Ministry of Transport in, continuing to research, report and propose for consideration support for the processing of products generated from the industrial and chemical production processes into building materials, cement additives and leveling materials for the construction and transport sectors.
c/ To regularly take the initiative in studying and proposing mechanisms and policies that need to be amended and supplemented for all major fields and products related to the construction sector in the course of implementation.
2. The Ministry of Planning and Investment shall:
a/ Assume the prime responsibility for, and coordinate with the Ministry of Construction and related agencies in, allocating funds to meet the development needs of major fields and products of the construction sector; coordinate with the Ministry of Construction in improving mechanisms and policies related to the construction investment management, ensuring their consistency, transparency, non-overlap.
b/ Take the initiative in reviewing and proposing amendments and supplementations to mechanisms and policies for attracting investment resources and investment in the form of public-private partnership in the construction sector; mechanisms and policies to promote cooperative economic development for investment in urban development, water supply and drainage, production of building materials, housing and real estate market.
3. The Ministry of Finance shall, based on the balancing capacity of the central budget and proposals of the Ministry of Construction and related ministries and sectors, prioritize the summarization and inclusion in annual recurrent expenditure estimates of the central budget, submit to competent authorities for consideration and decision on balancing and inclusion of funds in expenditure estimates of agencies and units in accordance with the Law on the State Budget and guiding documents in order to perform the tasks of the Strategy.
4. The State Bank of Vietnam shall continue to direct credit institutions in concentrating funding sources on efficient and feasible social housing projects and housing credit programs according to the Government’s and Prime Minister’s policies in each period.
5. The Ministry of Natural Resources and Environment shall:
a/ Assume the prime responsibility for, and coordinate with related ministries and sectors in, proposing amendments and supplementations to the Land Law and other relevant regulations in a direction conformable and consistent with the Housing Law and Law on Real Estate Business; coordinate with the Ministry of Construction in forming a connection between the national land database and the management information system on housing and real estate market.
b/ Assume the prime responsibility for, and coordinate with the Ministry of Construction and localities in, reviewing and strictly controlling land use for urban and rural development under approved construction and urban master plans; coordinate with the Ministry of Construction in formulating urban and rural development plans and master plans on use of minerals as building materials.
6. The Ministry of Science and Technology shall:
a/ Assume the prime responsibility for, and coordinate with the Ministry of Construction in, formulating, and guiding and organizing the performance of, national science, technology and innovation tasks.
b/ Assume the prime responsibility for, and coordinate with the Ministry of Construction in, appraising and declaring national standards for the construction sector; guide the formulation and appraisal of national technical regulations for the construction sector.
7. The Ministry of Industry and Trade shall coordinate with and assist the Ministry of Construction in studying and formulating policies to develop the fields of building materials, construction products and construction mechanical engineering; implement solutions to promote export and manage import of building materials and construction products.
8. Other ministries and sectors engaged in activities related to fields and products of the construction sector shall base themselves on functions, tasks and powers to closely coordinate with the Ministry of Construction in implementing the Strategy.
9. Provincial-level People’s Committees shall:
a/ Take the initiative in including objectives, orientations and solutions of the Strategy in annual and long-term socio-economic development plans of their localities.
b/ Organize the effective implementation of policies promulgated by central agencies and, at the same time, study and promulgate local mechanisms and policies to step up the implementation and improve the efficiency of the management of master plans, urban construction and development, urban technical infrastructure facilities, housing, and the real estate market.
c/ Formulate strategic programs, schemes and projects as suitable to characteristics and strengths of their localities; prioritize the provision of support for urban development, urban infrastructure and social housing construction; manage and monitor quality and efficiency of construction investment projects in their localities.
Article 3. This Decision takes effect on the date of its signing.
Ministers, heads of ministerial-level agencies, heads of government-attached agencies, and chairpersons of provincial-level People’s Committees shall implement this Decision.-
