SUMMARY

The Master Plan of Bac Ninh province for the 2021-2030 period

On December 8, 2023, the Prime Minister issues Decision No. 1589/QD-TTg approving the Master Plan of Bac Ninh province for the 2021-2030 period, with a vision toward 2050.

1. The scope and boundaries of the Master Plan cover the entire land territory of Bac Ninh province, with a total natural land area of 822.71km2, and 8 administrative units, including 2 cities (Bac Ninh and Tu Son), 2 towns (Que Vo and Thuan Thanh) and 4 districts (Tien Du, Yen Phong, Gia Binh and Luong Tai).

2. The geographical coordinates are from 20o58’ to 21o16’ north latitude and from 105o54’ to 106o19’ east longitude. The province borders on Bac Giang province to the north; on Hai Duong province to the east; on Hung Yen province to the south; and on Hanoi capital to the west.

3. Specific objectives through 2030:

- Economically:

+ The annual growth rate of gross regional domestic product (GRDP) will be 8-9% on average; the proportions of industry and construction; services; agro-forestry-fisheries; and taxes less subsidies on products in the province’s GRDP will be around 72.7%, 21.7%, 1.6%, and 4%, respectively.

+ The per-capita GRDP (at the current prices) will reach around VND 346.6 million.

+ The social labor productivity growth rate will be 8.3-9.5%/year on average; the export turnover and import turnover will reach around USD 50 billion and USD 42 billion, respectively; the entire society’s total investment capital will be equal to 36-38% of GRDP in the 2021-2030 period.

- Socially:

+ The rate of schools attaining the relevant national standards will surpass 98%.

+ The rate of under-1 children who are fully vaccinated will surpass 98%; the rate of malnourished children will fall to below 3%; more than 98% of the province’s population will be covered by health insurance.

+ The average life expectancy will reach 76 years; there will be 15 medical doctors per 10,000 people.

DECISION

Approving the Master Plan of Bac Ninh province for the 2021-2030 period, with a vision toward 2050[1]

 

THE PRIME MINISTER

Pursuant to the June 19, 2015 Law on Organization of the Government; and the November 22, 2019 Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration;

Pursuant to the November 24, 2017 Planning Law;

Pursuant to the June 15, 2018 Law Amending and Supplementing a Number of Articles of Eleven Laws concerning Planning; and the November 20, 2018 Law Amending and Supplementing a Number of Articles of Thirty-Seven Laws concerning Planning;

Pursuant to the Government’s Decree No. 37/2019/ND-CP of May 7, 2019, detailing the implementation of a number of articles of the Planning Law;

Pursuant to the Government’s Decree No. 58/2023/ND-CP of August 12, 2023, amending and supplementing a number of articles of the Government’s Decree No. 37/2019/ND-CP of May 7, 2019, detailing the implementation of a number of articles of the Planning Law;

Pursuant to the Government’s Resolution No. 11/NQ-CP of February 5, 2018, on the implementation of the Planning Law;

Pursuant to the Government’s Resolution No. 119/NQ-CP of September 27, 2021, on tasks and solutions to improve the quality and accelerate the formulation of master plans for the 2021-2030 period;

Pursuant to the National Assembly’s Resolution No. 61/2022/QH15 of June 16, 2022, on further improving the effectiveness and efficiency of the implementation of planning policies and laws and a number of solutions to tackle difficulties and obstacles, accelerate the formulation and improve the quality of master plans for the 2021-2030 period;

Pursuant to the National Assembly’s Resolution No. 81/2023/QH15 of January 9, 2023, on the National Overall Master Plan for the 2021-2030 period, with a vision toward 2050;

Pursuant to the Prime Minister’s Decision No. 670/QD-TTg of May 21, 2020, approving the task of formulating the Master Plan of Bac Ninh province for the 2021-2030 period, with a vision toward 2050;

At the proposal of the People’s Committee of Bac Ninh province in Report No. 311/TTr-UBND of September 29, 2023; Report No. 138/BC-UBND of October 31, 2023; Official Letter No. 386/UBND-KTTH of November 29, 2023, on the approval of the Master Plan of Bac Ninh province for the 2021-2030 period, with a vision toward 2050; and Appraisal Report No. 2526/BC-HDTD of April 3, 2023, of the Appraisal Council for Provincial Master Plans, and summarized results of the review of the dossier of the Master Plan of Bac Ninh province in the Ministry of Planning and Investment’s Document No. 7495/BKHDT-QLQH
of September 12, 2023,   

 

DECIDES:

Article 1. To approve the Master Plan of Bac Ninh province for the 2021-2030 period, with a vision toward 2050 (below referred to as the Master Plan), with the following principal contents:

I. SCOPE AND BOUNDARIES OF THE MASTER PLAN

The scope and boundaries of the Master Plan cover the entire land territory of Bac Ninh province, with a total natural land area of 822.71km2, and 8 administrative units, including 2 cities (Bac Ninh and Tu Son), 2 towns (Que Vo and Thuan Thanh) and 4 districts (Tien Du, Yen Phong, Gia Binh and Luong Tai). 

The geographical coordinates are from 20o58’ to 21o16’ north latitude and from 105o54’ to 106o19’ east longitude. The province borders on Bac Giang province to the north; on Hai Duong province to the east; on Hung Yen province to the south; and on Hanoi capital to the west.

II. VIEWS, OBJECTIVES, KEY TASKS AND DEVELOPMENT BREAKTHROUGHS

1. Views

a/ The Master Plan aims to facilitate the successful realization of the Party’s line and guidelines, the State’s policies and laws, the Resolution of the XIIIth National Party Congress, resolutions of the Political Bureau, the Secretariat, the National Assembly and the Government, and the Resolution of the XXth Party Congress of Bac Ninh province; and conform to the National Overall Master Plan for the 2021-2030 period, with a vision toward 2050, national sectoral master plans and plans, master plans and plans of the Red River delta, and relevant master plans and plans, ensuring continuity, perpetuity and development.

b/ To regard the historical, civilizational and revolutionary tradition, cultural heritage values, creative thinking, and rising aspiration of the Bac Ninh-Kinh Bac region’s people as the province’s fundamentals and internal strength and, at the same time, tap and bring into the fullest play the province’s distinctive and prominent potential and geo-economic advantages to build the province into a modern, smart and prosperous centrally run city on the foundation of knowledge-based economy and creative and breakthrough economic models, an industrial and logistics center of the whole country and the region, and one among the top competitive and innovative Asian cities.

c/ To carry out comprehensive digital transformation, and develop green economy, circular economy and digital economy in order to improve economic growth productivity, quality and efficiency, and tackle limitations in development space; to form a dynamic area so as to create spillover effects in development associated with the mobilization, economical use, and rational and efficient distribution of domestic and overseas resources, improve the business investment environment, develop enterprises and promote innovative startups.

d/ To promote comprehensive and overall development, ensuring harmony between economic development and cultural development and realizing social progress and justice, improve the people’s livelihood, protect the environment and adapt to climate change; to arouse the patriotism, community spirit, self-reliance will and national pride, develop high-quality human resources, and attract talented people; to build a clean and strong political system for successfully performing socio-economic development tasks and strategic national defense, security and foreign affairs tasks; to intensify the building of the great national unity bloc.    

2. Development objectives and targets through 2030

a/ General objectives

Bac Ninh province will become a centrally run city; a dynamic economic and cultural center of the North, and one of the development poles of the Red River delta, closely connected with Hanoi capital; have a complete and modern socio-economic infrastructure system; and maintain national defense, security and social order and safety for its people’s prosperous, civilized and happy life.

b/ Specific objectives and targets

- Economically:

+ The annual growth rate of gross regional domestic product (GRDP) will be 8-9% on average; the proportions of industry and construction; services; agro-forestry-fisheries; and taxes less subsidies on products in the province’s GRDP will be around 72.7%, 21.7%, 1.6%, and 4%, respectively.

+ The per-capita GRDP (at the current prices) will reach around VND 346.6 million.

+ The social labor productivity growth rate will be 8.3-9.5%/year on average.

+ The export turnover and import turnover will reach around USD 50 billion and USD 42 billion, respectively.

+ The entire society’s total investment capital will be equal to 36-38% of GRDP in the 2021-2030 period.

+ The incremental capital-output ratio (ICOR) will be 5.2-5.5.

+ The total state budget revenue will reach around VND 47 trillion, and total local budget expenditure, around VND 36 trillion.

+ Digital economy will make up around 35% of the province’s GRDP.

- Socially:

+ The rate of schools attaining the relevant national standards will surpass 98%.

+ The rate of under-1 children who are fully vaccinated will surpass 98%; the rate of malnourished children will fall to below 3%; more than 98% of the province’s population will be covered by health insurance.

+ The average life expectancy will reach 76 years.

+ There will be 15 medical doctors per 10,000 people.

+ There will be 38 hospital beds per 10,000 people.

+ The rate of poor households will fall to below 1%. By 2025, the province will have no poor households classified according to the current poverty standards for the 2021-2025 period.

+ The rate of trained laborers will reach 90%, of whom those possessing academic degrees or certificates will account for 55% and those possessing information technology skills will account for 95%.

- Regarding natural resources and the environment:

+ By 2025 and in subsequent years: All people will have access to clean water supplied through a centralized water supply system.

+ From 2025 onward, all common industrial wastes, hazardous wastes and hospital wastes will be collected and properly treated; and all domestic solid wastes generated in urban centers will be collected and treated.

+ All newly built industrial parks and cottage industry zones and urban centers will have their own centralized wastewater treatment systems; and 90% of production and business establishments will attain environmental technical regulations.

+ There will be no polluted hotspots and areas, particularly craft villages, threatening residential areas and communities. 

- Regarding infrastructure development:

+ The province’s urbanization rate will surpass 75%; and the rate of solidified urban houses will reach 95%.

+ All districts and 65% of communes will attain the advanced new-style countryside standards (of which more than 30% will attain the model new-style countryside standards).

+ By 2030, the land area for urban traffic will account for 25% of the total land area for urban construction.

- Regarding national defense and security:

+ To take the initiative in firmly grasping the situation and properly perform the task of prevention and combat of traditional and non-traditional security challenges; to firmly build the all-people national defense posture in association with the people’s security posture, ensuring social order and safety.

+ To build national defense works in the province’s defense zone, and closely combine national defense assurance with socio-economic development.

3. Vision toward 2050

Bac Ninh will become a centrally run city and be among the top localities in terms of economic scale and the top hi-tech industry, research and development and smart production centers of Asia and the world; the province will be a green, smart, modern and worth-living city with a high development level and deeply imbued with the Bac Ninh-Kinh Bac region’s cultural identity. Local people will benefit from social services and have the living quality commensurate to those of the Asian developed countries.

4. Key tasks and development breakthroughs

a/ Key tasks

- To concentrate resources on industries and services; to attach importance to developing industries with development potential; to transform and attract investment in new groups of industries.

- To strive for the target that the province will have 4 cities of Bac Ninh, Tu Son, Tien Du and Yen Phong; 2 towns of Que Vo and Thuan Thanh; and 2 districts of Luong Tai and Gia Binh before 2030. The province will attain grade-I urban center standards and eventually become a centrally run city.

- To carry out administrative reform and digital transformation in a practical and efficient manner; to build the digital government in association with the building of the contingent of professional and modern cadres and civil servants; to promote startup and innovation, thereby arousing the development aspiration of the people and enterprises; to develop high-quality human resources and attract and employ talented people for important positions.  

b/ Development breakthroughs

- To study, propose and implement on a pilot basis a number of new mechanisms and policies of breakthrough and special nature in order to make the province become a centrally run city, including internationally-competitive outstanding incentive and preferential policies for major and important projects in order to attract strategic investors and multinational groups to invest in the province’s production, business, research and development, and innovative activities in conformity with local development master plans and orientations.

- To promote the development of technical and social infrastructure facilities, particularly traffic ones (urban railways, underground traffic works; intra-regional and inter-regional traffic works); urban infrastructure facilities throughout the province, with orientations for development of green and smart urban centers; and core digital infrastructure facilities aimed to create a driving force for development of the digital government, digital economy, digital society and digital citizens.

- To complete infrastructure facilities of industrial parks in order to attract major domestic and foreign corporations and enterprises; to transform industrial parks to be green, circular and sustainable; to develop commercial and e-commercial infrastructure facilities; to develop major logistics centers for goods circulation in the North and the whole country.

- To synchronously implement mechanisms, policies and solutions to fundamentally and comprehensively reform education and training toward modernity and approaching the world’s standards in order to improve the training quality and develop high-quality human resources for the province, the region and the whole country, especially to meet the province’s socio-economic development and labor restructuring requirements in the context of the Fourth Industrial Revolution and intensive and extensive international integration; to turn the province into one of the country’s top training, research and development centers.

- To strongly intensify science and technology research, transfer and application, and digital transformation, attaching importance to a number of key sectors and fields with great potential and advantages, such as information technology, electronics, semi-conductor manufacturing, smart processing and manufacturing industries, pharmaceutical industry, health, logistics, tourism, etc.; to invest in and efficiently operate industrial parks, hi-tech agriculture zones and information technology parks after the advanced models around the world.

- To improve the governance quality and build the pool of officials at all levels who are fully qualified, capable, trustworthy and dedicated to work; to step up administrative reform and improve the business investment environment, and improve the provincial competitiveness.

III. ORIENTATIONS FOR DEVELOPMENT OF IMPORTANT SECTORS AND PLANS ON ORGANIZATION OF SOCIO-ECONOMIC ACTIVITIES

1. Orientations for development of important sectors

a/ Industries

- To attach importance to developing hi-tech industries and green industries, thereby forming a leading electronic center in the country where smart technologies are applied, and accelerate the implementation of major industrial projects with spillover effects that will serve as the main driving force for economic growth of the province and the whole country; to diversify, and promote the development of, hi-tech sectors manufacturing semi-conductor equipment, information technology, pharmaceutical industry, health, renewable energy equipment, etc., in order to raise the position of the province’s industry position in the global value chain.

b/ Trade, services and tourism

To build the province into a shopping, commercial and consumption center of the Capital region; to promote commercial development in association with development of green and sustainable urban centers, thereby creating an ideal living space for attracting high-quality human resources; to promote the development of e-commerce; to develop services toward diversity and sustainability; to focus on high-value services with potential and advantages, such as information technology, telecommunications, logistics and financial services and other support services.

To focus on developing tourism into a spearhead economic sector, prioritizing the development of craft village eco-tourism and historical and time experience tourism, providing diverse and attractive tourist products imbued with cultural values of the Bac Ninh-Kinh Bac region’s people; to enhance advertising and introducing the province’s images to domestic and international friends.

c/ Agro-forestry-fisheries

To promote the development of hi-tech agriculture, clean agriculture, commodity agriculture, and circular agriculture associated with the processing industry and joining the value chain; to improve the productivity and efficiency and make the best use of the land area; to take the lead in the building of the advanced and model new-style countryside.

To develop urban agriculture, and promote economic cooperation between agriculture and industry, trade and services-tourism, thereby contributing to realizing the goal of industrializing the province’s agriculture.

2. Orientations for development of other sectors and fields

a/ Science, technology and innovation

To promote science and technology research, transfer and application and develop an innovative ecosystem; to step up digital transformation associated with the development of digital government, digital economy, digital society and digital citizens to serve as the driving force for economic growth, thus contributing to successful achievement of the set socio-economic development objectives.

To formulate outstanding incentive and preferential mechanisms and policies to attract multinational groups to establish their offices and research and development centers and innovation centers in the province.

b/ Culture and sports

To build and develop the province’s culture and people in a comprehensive manner to serve as an important driving force for sustainable development; to develop cultural tourism in association with the development of the cultural industry and creative industries.

To develop physical training and sports in order to foster and develop the physical strength and stature of the Kinh Bac region’s people; to attach importance to developing sports with local advantages, thereby creating the province’s sports brands; to develop sports-based economic sectors combined with tourism, entertainment, leisure and golf course services. 

c/ Education, training and vocational education

To build a modern education, ensuring provision of equal learning opportunities for everyone and facilitating talent development; to consolidate and improve the quality of educational universalization at all levels; to prioritize the development of higher education institutions and hi-tech vocational education centers in order to promote the development of higher education and provide high-quality human resources for the province and the whole country.

d/ Health and people’s health care

To build the provincial heath system toward modernity and sustainability, combining specialized medicine and intensive health care with universal health care, and preventive medicine with medical examination and treatment and functional rehabilitation; to develop the health sector in association with the production of pharmaceuticals and medical equipment and wellness tourism; to focus on developing the grassroots health system, thereby gradually narrowing down the health service access gap between urban areas and rural areas.

dd/ Social security

To concentrate resources on improving the quality of social security services for the people; to apply digital platforms and available local advantages in terms of digital transformation so as to best assure social security and help improve and stabilize the people’s life.

To fully and efficiently implement policies and solutions to generate jobs for laborers in association with improving employment quality and prioritizing provision of employment support, creation of livelihood and job training for the people; to intensify sustainable poverty reduction.

To efficiently implement salary, social insurance, unemployment insurance, health insurance, and occupational safety and health policies; to build harmonious, stable and progressive industrial relations in enterprises in conformity with the Party’s line and guidelines and the State’s policies and laws.

To improve the efficiency of social assistance and social protection activities, and properly implement policies on provision of regular and irregular support for disadvantaged people; to help children fully exercise their rights and create a safe living environment for them; to properly implement policies to promote gender equality for women’s advancement at all levels and in all fields.

e/ National defense and security

To build comprehensively strong armed forces and revolutionary, regular, elite and gradually modernized people’s public security forces.

To uphold the responsibility of the entire political system in citizen reception and complaint and denunciation settlement; to focus on thoroughly settling prolonged complaint and denunciation cases.

3. Plans on organization of socio-economic activities

a/ Economic corridors

To form 5 economic corridors, including:

- The Tu Son-Tien Du-Bac Ninh city urban-commercial-service corridor along national highway 1A and linked with the Hanoi-Bac Ninh-Bac Giang urban development axis. Along this corridor, development will be concentrated in the 3 existing urban areas of Tu Son, Tien Du and Bac Ninh which are limited by green “wedges”.

- The Yen Phong-Bac Ninh city-Que Vo service-industrial-commercial corridor along national highway 18 where urban centers adjacent to industrial parks will be built with complete service infrastructure facilities to serve operation of these industrial parks.

- The ecological corridor along Duong and Cau rivers where urban social and technical infrastructure facilities will be built with low density, prioritizing the development of greeneries, beautiful landscapes and water surface areas along river sections; areas for hi-tech agriculture development will be planned in Que Vo town, and Yen Phong and Tien Du districts.

- The Que Vo-Gia Binh-Luong Tai-Thuan Thanh corridor for urban, industrial and hi-tech eco-agricultural development along national highway 17.

- The corridor for urban and service development along national highway 38 and ring road 4 of the Capital region; and for cultural and spiritual tourism connecting Tu Son city, Tien Du district and Thuan Thanh town along provincial road 276.

b/ Dynamic economic areas

Dynamic economic areas include the administrative units of Bac Ninh and Tu Son cities, Tien Du and Yen Phong districts, and Que Vo and Thuan Thanh towns, in which Bac Ninh city will be the central city. In these areas, to focus on economic development as follows:

- Regarding urban development: To build and develop the people-centered sustainable, green and smart urban centers.

- Regarding industries: To use high, resource-efficient and environmentally friendly technologies.

- Regarding commerce, services and tourism: To develop diverse commercial activities, especially in large-sized shopping malls; to attach importance to logistics and transport services and tourism services (cultural tourism, community-based tourism, eco-agricultural tourism and “back-to-roots” historical tourism, and modern entertainment and leisure activities).

- Regarding agriculture: To develop sustainable agriculture and apply science and technology to agricultural production, and increase values of farm produce; to restructure crops and livestock; to form intensive farming areas; to build linkage chains in farm produce production and sale; to promote land accumulation.

IV. PLANS ON THE URBAN SYSTEM AND ORGANIZATION OF RURAL TERRITORIES

1. Orientations for rearrangement of district- and commune-level administrative units

To continue implementing the Political Bureau’s Resolution No. 37-NQ/TW of December 24, 2018, on rearrangement of district- and commune-level administrative units, and the Political Bureau’s Conclusion No. 48-KL/TW and the National Assembly Standing Committee’s Resolution No. 595/NQ-UBTVQH of September 12, 2022, on further implementation of the policy on rearrangement of district- and commune-level administrative units. The scope, boundaries, geographical names, and implementation of specific plans on rearrangement of district- and commune-level administrative units must comply with decisions of competent authorities.

2. Plans on the urban system

By 2030, the province will attain grade-I urban center standards and eventually become a centrally run city. The province will have 12 urban centers, including 1 grade-I urban center, 1 grade-II urban center, 4 grade-III urban centers, and 6 grade-V urban centers. Tien Du and Yen Phong districts will be developed into provincial cities.

- Orientations for development of a number of major urban centers: 

+ Bac Ninh city will be the provincial administrative-political, cultural, educational, health and physical training and sports center; and become a comprehensively and sustainably developed industrial, commercial, service and financial urban center.

+ Tu Son city will be the province’s cultural, education-training, research, urban industry, tourist and entertainment center.

+ Yen Phong city will be the province’s major industrial center for development of regional-level hi-tech services and support industries.

+ Tien Du city will be the province’s hi-tech, information technology, public service, commercial, entertainment, cultural and experience tourism, education and training and technology transfer center.

+ Que Vo town will be the province’s regional-level industrial, service, physical training and sports and health urban center. Rural areas in this town will be developed into urban agricultural areas associated with ecological tourism and craft village tourism.

+ Thuan Thanh town will be the province’s urban and industrial center which will grow equally in both industry and services toward sustainable development.

(Details are provided in Appendix I to this Decision).

3. Plans on territorial organization of rural areas

To develop rural residential areas to be green, smart and modern imbued with the local identity, ensuring disaster prevention and control and climate change adaptation on the basis of making the best of the existing residential areas while satisfying the law-specified residential land and house criteria.

To develop rural residential space models based on particular characteristics of each area, turning commune clusters’ centers into service centers associated with agricultural production and cottage industries suitable to local customs and ensuring attainment of model new-style countryside criteria.

To commence the construction of rural residential areas in combination with the protection and conservation of traditional cultural spaces of the locality and village cultural institutions; to build a civilized life, thereby contributing to the conservation and development of craft villages in association with development of tourism and commercial services; to renovate existing rural houses and infrastructure facilities and build new ones suitable to the people’s living conditions in each area and rural ecosystems. To develop new rural residential areas under architectural and landscape plans suitable to local traditions and compatible with technical and social infrastructure systems.

V. PLANS ON DEVELOPMENT OF FUNCTIONAL ZONES

1. Plan on development of the system of industrial parks

By 2030, the province will have 25 industrial parks, with priority given to the development of synchronous and high-quality centralized industrial parks, specialized industrial zones and multi-function industrial zones; to promote the construction of eco-industrial parks and urban-service industrial parks; to study transforming 1-2 existing industrial park(s) into eco-industrial park(s).

The industrial development space will consist of 4 areas: (1) The electronic technology valley in Yen Phong district; (2) The industrial corridor in Que Vo town; (3) The new industrial park in Thuan Thanh town and Luong Tai and Gia Binh districts; and (4) The information technology and hi-tech center in Tien Du district and Bac Ninh city.

(Details are provided in Appendix II to this Decision).

2. Plan on development of cottage industry zones

By 2030, the province will have 30 cottage industry zones for which development spaces will be rationally arranged on the basis of environmental protection and economical and efficient use of land resources and other resources.

3. Plan on development of tourism sites

a/ Distribution of development functional zones in different areas

- The northern Duong river area, which embraces Bac Ninh and Tu Son cities, Que Vo town, and Yen Phong and Tien Du districts: In this area, a tourism and entertainment center will be located in the northeast of Tu Son city and the west of Tien Du district. Main services and tourism activities in this area will include MICE tourism, entertainment and leisure services, cultural tourism, etc.

- The southern Duong river area, which embraces Thuan Thanh town, and Gia Binh and Luong Tai districts with numerous craft villages and historical-cultural relics favorable for the development of water-based tourism, ensuring convenient connection with the northern Duong river tourism space and adjacent areas. Potential services and tourism activities in this area will include eco-agricultural tourism and leisure tourism in combination with water-based sightseeing and tourism, community-based tourism, golf courses, etc.

- The Ho urban area in Thuan Thanh town which will play the role of the province’s gateway urban center connected with Hanoi and become a tourism center in the south of the province. In this area, cultural values and Dong Ho painting village will be conserved and promoted.

- The Duong river space and corridor area, which will serve as the province’s important ecological corridor for development of green tourism, eco-agricultural tourism and water-based tourism.

b/ Distribution of development functional zones along traffic routes

- The traffic route along road 295B, national highways 1A and 18, and provincial road 283 running through Bac Ninh and Tu Son cities, part of Que Vo town, Thuan Thanh town, and Tien Du and Yen Phong districts, with such tourist attractions as Diem quan ho folk singing village - Bac Ninh province’s quan ho world cultural heritage space, Lim hill with the national quan ho folk singing festival, Ba Chua Kho temple, Bac Ninh ancient citadel, Ham Long pagoda, Phat Tich pagoda, But Thap pagoda, Dau pagoda, Phu Lang ceramic craft village, etc.

- The traffic route along national highway 18, provincial roads 280 and 282, and Binh Than bridge, which boasts the province’s and Red River delta’s special tourism resources such as Thien Thai mountain’s historical relic and scenic spot complex, Binh Than river landing stage, King Cao Lo’s temple, temple of great tutor Le Van Thinh, and typical northern delta villages along Duong river, etc.

c/ Development of key tourist sites

- The province’s national-level tourist site: This will be a large-sized eco-tourist site for entertainment, leisure, sports and culture in Bac Ninh city’s Nam Son area, with its center being Dam pagoda’s historical-cultural relic complex in Dam mountain and Con Ten stream.

- Provincial-level tourist sites: By 2030, the province will have 8 provincial-level tourist sites.

- To develop new tourist sites, entertainment, leisure, wellness and gold course services; to build 7 golf courses in Thuan Thanh town and Yen Phong district (already approved under master plans) and in Tien Du and Gia Binh districts and Que Vo town (to be additionally included in master plans).

(Details are provided in Appendix IV to this Decision).

4. Plans on development of research and training zones

- To form 2 regional-level functional zones for education and training already approved under master plans on a total land area of around 700 hectares, namely: science and technology training, research and application zone I (University Town I) in Bac Ninh city and Tien Du district on an area of around 200 hectares; and science and technology training, research and application zone II (University Town II) in Tien Du district on an area of around 500 hectares, with training quarters also functioning as urban centers.

- To attract investment in 2 science and technology research and development parks in Gia Binh district on an area of 200-300 hectares each.

- To prioritize attracting investment in training institutions in the fields of information technology, electronics and telecommunications associated with information technology parks.

5. Plans on development of centralized agricultural production areas

Functional zones for agro-forestry-fisheries will be located in the following 3 areas:

- The Southern Duong river area, which embraces Thuan Thanh town, and Gia Binh and Luong Tai districts: This will be an intensive farming area for mass agricultural commodity production combined with the development of farm produce processing industry and serve as a material area in the process of industrialization, urbanization and development of eco-agricultural and craft village tourism.

- The centralized urban agriculture area, which embraces Tien Du and Yen Phong districts, Que Vo town and Bac Ninh and Tu Son cities: This will be reserved for the development of hi-tech agriculture and application of smart cultivation models combined with commerce and services toward development of circular agriculture. To promote the development of modern and aesthetic urban agriculture space models, thus contributing to the building of green urban centers and protecting the environment.

- The alluvial land area along Duong river banks: This will be an agricultural area combined with rural eco-tourism development in accordance with relevant regulations.

6. Plans on determination of military zones and security zones

To build military zones and security zones in order to assure the national defense posture in the firm provincial defense area and other areas ready for the performance of the national defense task; and meet requirements of national defense, security and social order and safety maintenance tasks in each area or locality in the province.

The building of national defense and security works in the province must conform to specialized master plans approved by competent authorities. Land areas for national defense and security purposes shall be arranged and used according to allocated limits and must meet the province’s national defense and security assurance requirements.

Gia Binh aerodrome will be planned with the main function of performing security and national defense tasks and become a dual-purpose aerodrome of grade 4E.

To improve the technical infrastructure system for fire prevention and fighting throughout the province in order to promptly fight fires and rescue and salvage accident cases. To develop the network of offices, barracks and works of firefighting and rescue forces. Each district-level locality will have at least 1 professional firefighting and rescue brigade with sufficient human and physical resources, vehicles and barracks.

VI. PLANS ON DEVELOPMENT OF TECHNICAL INFRASTRUCTURE FACILITIES

1. Plan on development of the transport network

a/ General orientations

- To focus on renovating and upgrading the existing transport network and build new modern traffic works compatible with other plans on development of technical infrastructure facilities, which will connect, and serve as a development driving force for, industrial parks, cottage industry zones, urban areas, service-commercial and logistics centers following green growth orientations; to develop and interconnect diverse transport modes (waterways, roads, railways and airways); to develop diverse mass transit systems suitable to urban centers.

- To develop road traffic infrastructure facilities, prioritizing investment in works of breakthrough nature, including important expressways and national highways and road routes serving large transport demand and inter-regional connection.

- To formulate master plans and orientations for development of underground traffic and space systems after the transit-oriented development (TOD) model.

- To mobilize to the utmost domestic and foreign resources and promote investment in the form of public-private partnership; to reserve appropriate land areas for development of traffic infrastructure facilities and assurance of traffic safety corridors; to intensify traffic order and safety assurance and environmental protection in transport activities.

b/ Traffic infrastructure

National highways, expressways, roads, inland waterways, airports and aerodromes shall be developed under national sector master plans approved by the Prime Minister.

- Roads: By 2030, to complete the construction of and put into operation 4 expressways, thereby increasing the total length of expressways, national highways and ring roads in the province to around 190km; to completely build provincial roads of a total length of around 420km.

- Inland waterways: In addition to the existing 4 centrally managed waterways, to plan 3 locally managed ones. To develop inland ports and landing stages under the master plan on inland waterway infrastructure, technical and specialized master plans and other relevant master plans.

- Railways (for the 2021-2030 period):

+ To upgrade and renovate the Hanoi-Lang Son railway: To build the single-track Hanoi-Dong Dang railway of the dual gauge of 1,000mm and 1,435mm and the expected length of 167km, and the belt railway section in the east of Hanoi city from Ngoc Hoi-Lac Dao-Bac Hong, which will be a double-track railway of the dual gauge of 1,000mm and 1,435mm and a length of around 59km.

+ To build the Yen Vien-Ha Long railway from Lim to Pha Lai, which will be a single-track railway of the dual gauge of 1,000mm and 1,435mm.

+ To additionally plan a railway along ring road 4 of the Hanoi capital region.

- Car terminals by 2025: To maintain the existing 3 car terminals (only upgrading and renovation them according to the relevant technical regulations on car terminals); to build 3 car terminals in Bac Ninh and Tu Son cities and Yen Phong district;

- Car terminals by 2030: To upgrade and renovate passenger car terminals up to the relevant technical regulations, for inter-provincial fixed passenger transportation routes and bus stops; to build 4 passenger car terminals.

- To plan 1 (potential) airport in Gia Binh district (on a projected land area of around 245 hectares).

- To plan 4 inland container depots; to study developing a number of inland container depots in large-sized industrial parks to be conveniently connected with roads and inland waterways and possibly integrated with logistics centers.

- Other traffic infrastructure facilities:

+ The urban railway system: To study and put into use a light rapid transit (LRT) system based on repurposing the bus rapid transit (BRT) system; to plan and prepare investment in building 12 urban railway lines along provincial roads, national highways and urban arterial roads.

+ Underground transport infrastructure: To build subway stations in the central quarters of the Bac Ninh urban area (Bac Ninh city, Lim township, Tu Son city, and Nam Son ward) and Ho urban center; at the same time, to study combined development of trade and service centers; to develop road tunnels and underground parking lots.

+ Logistics centers: To build 3 logistics centers in Bac Ninh city, Yen Phong district and Que Vo town.

(Details are provided in Appendices V, VI, VII, VIII and IX to this Decision).

2. Plan on development of the power supply network

To develop the power supply network in conformity with the views, objectives, orientations and plans for development of power sources and grid, as well as criteria and scientific grounds specified in the National Power Development Plan for the 2021-2030 period, with a vision toward 2050 (Power Plan VIII) and the Plan on implementation of Power Plan VIII approved by the Prime Minister and relevant decisions and regulations of competent authorities.

a/ Power sources

- To ensure power supply sources to meet the power consumption demand in an utmost and efficient manner and with a permissible backup power amount capable of supporting the regional power grid, mobilizing a sufficient power load in case of incidents and ensuring uninterrupted power supply for the provincial power grid from at least 2 different sources with Pmax of 3,143MW.

- To continue developing power sources from renewable energies (solar power, waste-to-energy power, etc.), and research new and clean energies (hydro, green ammonia, etc.) in conformity with the system safety assurance capacity; to increase the ratio of renewable energy to the total power output for consumption, production and business activities, etc.

b/ Power transmission network

- To renovate and upgrade the existing 110 kV and medium- and low-voltage stations and transmission lines and build new ones for power supply meeting the province’s socio-economic development requirements and load development need, thereby ensuring uninterrupted and safe power supply to household consumers, industrial parks, cottage industry zones and production enterprises in the province in order to meet the whole province’s peak load demand.

- To develop a modern power distribution network that can flexibly operate from at least 2 power sources and has backups meeting the N-1 criterion, thereby reducing power loss in the distribution stage and improving the aesthetic appearance of power works.

- To renovate and upgrade the existing rural power network; to supply power from the national power grid in combination with power supply from renewable energies to rural areas.

(Details are provided in Appendix X to this Decision).

3. Plan on development of information and communications infrastructure facilities

- To build the province’s modern information technology park that is highly attractive for major information technology enterprises in association with the attraction of and connection with information technology, electronics and telecommunications universities and training institutions in order to form a research-development and production-business ecosystem, step by step building a sustainable and land-efficient development space.

- To promote the development of the province’s information and communications infrastructure facilities in order to accelerate comprehensive digital transformation based on the 3 pillars of digital government, digital economy and digital society; to regard development of digital platforms as a breakthrough solution, institutions and technology as a driving force, the people and enterprises as the center, and assurance of cyber security as the key factor.

- To universalize 4G/5G mobile networks in the province; to strive for the targets that all local households will get access to optic-fiber cable Internet services and 85% of local people will use smart phones to meet all their connection and data processing needs.

- To develop complete and modern postal infrastructure facilities with an average growth rate of e-commercial and logistic services of 20-30%/year.

- To develop information technology infrastructure, and build and put into use the province’s information technology park.

- To ensure the number of press agencies conforms with the national press development and management master plan; to complete digital transformation in the core press agencies after the models of convergence newsroom and multimedia communications agency. All grassroots information systems will apply information technology and digital technology; all grassroots public address stations will apply information and telecommunications technology; all state administrative agencies will use portals/websites and social media to carry out information dissemination, popularization and provision.

(Details are provided in Appendix XI to this Decision).   

4. Plans on development of hydraulic-work and water supply networks

a/ Plan on development of hydraulic work

To develop the system of hydraulic structures in order to ensure harmonious regulation of water sources and proactive creation, storage, regulation and distribution of water sources among the river basins in the system. Hydraulic structures for water drainage must take into account impacts of climate change and have the ability to store 50-70% of the total average rainfall in the province (1,500-2,000mm).  

To upgrade major water-drainage pumping stations and intra-regional drainage systems and build new ones; to regularly cleanse and dredge main drainage sewers and intra-field drainage canals in order to ensure natural drainage and forced drainage in the northern Duong river’s land area of around 46,100 hectares and the southern Duong river’s land area of around 30,000 hectares; to develop hydraulic structures to serve disaster prevention and control and prompt inundation control for urban centers, industrial parks and agricultural production land areas.

To upgrade and modernize the system of irrigation canals and pumping stations to ensure water supply for agricultural production and hi-tech, smart and precision agriculture development areas.

b/ Plan on development of water supply infrastructure facilities

To develop inter-district and inter-commune concentrated clean water supply systems that exploit surface water sources sharing water-taking gates and settling reservoirs in order to achieve high efficiency in the management of their operation and ensure economical land use.

To replace obsolete water treatment technology lines with advanced ones; to increase the rate of urban and rural households supplied with water and ensure that all local people will get access to domestic water up to relevant quality standards.

To gradually reduce the exploitation of groundwater and shift to exploiting surface water at water plants; to transfer and merge small-output water supply stations into large-scale water supply units applying modern technologies in order to increase water supply capacity.

To apply science and technology to improve the operational efficiency of water works and quality of supplied water, and minimize water loss and economically use water in the context of climate change and water source depletion in the dry season.

(Details are provided in Appendix XII to this Decision).   

5. Plan on development of waste treatment facilities and cemeteries

a/ Waste treatment facilities

- By 2030, the province will have 9 solid waste treatment facilities.

- To build garbage incinerators to urgently dispose of domestic waste in Tu Son city and Yen Phong and Tien Du districts.

- To study building inter-regional hazardous solid waste treatment facilities; to accelerate the building of hi-tech domestic solid waste treatment facilities for energy generation in the province.

- To complete waste treatment infrastructure facilities for medical establishments and health centers in the province; to build, upgrade and put into operation domestic wastewater treatment plants in urban centers, concentrated residential areas, industrial parks, cottage industry zones and craft villages so as to treat wastes up to relevant environmental technical regulations before being discharged into the environment.

b/ Cemeteries

To keep cemeteries in their current state until they are fully occupied; to zone off and renovate old cemeteries into garden cemeteries; to gradually relocate cemeteries in areas planned for urban development or failing to meet environmental requirements.

To build new cemeteries and cremation facilities under urban and rural master plans; to ensure that each district-level administrative unit will have 1 or 2 public cemeteries; to prioritize the application of new burial technologies suitable to development conditions of each locality and ensuring environmental requirements.

To build at least one funeral home for each 1 district-level administrative unit and ensure that funeral homes in urban centers meet urban classification standards.

(Details are provided in Appendices XIII and XIV to this Decision)

6. Plans on development of fire prevention and fighting facilities

- To build a network of headquarters and barracks of fire brigades and rescue and salvage forces so that each district will have at least 1 fire brigade and rescue and salvage police team.

- To build a transport system for fire prevention and fighting and rescue and salvage to ensure that fire fighting or rescue and salvage vehicles (usually ladder trucks) of fire fighting and rescue and salvage forces can approach.

- The fire water supply system must comply with current regulations.

- The fire prevention and fighting and rescue and salvage communication system must comply with current regulations and is connected to neighboring provincial and central units.

(Details are provided in Appendix XV to this Decision)

VII. PLANS ON SOCIAL INFRASTRUCTURE DEVELOPMENT

1. Plans on development of health infrastructure facilities

- For public health establishments

+ To consolidate and upgrade existing general and specialized hospitals; to invest in building large-sized provincial hospitals in Bac Ninh city and Tu Son city up to national construction standards and international quality standards; to build new dermatology, traditional medicine and rehabilitation and eye hospitals and a forensic medicine center in Bac Ninh city.

To build geriatrics, endocrinology, orthopedics and cardiology hospitals in Bac Ninh city when conditions permit.

+ To build, expand and upgrade physical facilities of medical centers and modern general and specialized district-level hospitals suitable with districts’ population size.

+ To build a preventive health and comprehensive disease control system capable of forecasting and controlling epidemics.

+ To build, renovate, expand and upgrade health clinics suitable to plans on zoning of communal health clinics and practical local demands; to solidify all medical clinics up to the national criteria for commune health.

- For non-public medical establishments

To intensify the mobilization of social resources for the development of non-public health establishments to meet the people’s health care demand; to attract and encourage the development of international-standard private hospitals and health clinics to meet the people’s medical examination and treatment demand; to increase the rate of hospital beds at non-public hospitals to 17% of the province’s total number of hospital beds by 2030.

(Details are provided in Appendix XVI to this Decision)

2. Plans on development of education and training infrastructure facilities

To develop the network of public education and training institutions to meet the people’s learning needs; to ensure that classrooms for all graders meet the law-specified standards; to ensure land funds for expansion and building of infrastructure facilities for all education levels; to continue reorganizing early childhood and general education institutions to meet the practical local demand and suit local conditions; to establish school facilities in urban and residential areas, etc., under regulations on assurance of educational infrastructure facilities for investment projects in housing areas and urban zones.

To expand, renovate and upgrade infrastructure facilities for all education levels and specialized educational institutions for people with disabilities and centers for inclusive education development support up to relevant standards.

To promote the mobilization of social resources for the development of non-public education and training institutions, particularly early childhood education ones in industrial parks and cottage industry zones and foreign-invested schools.

To form science and technology training, research and application zone No. I (University Town I) in Bac Ninh city and Tien Du district; science and technology training, research and application zone No. II (University Town II) in Tien Du district to attract higher education institutions from Hanoi city to relocate or set up their divisions in the province.

To develop 2 centralized science and technology research and development zones in Gia Binh district to meet the science and technology teaching and learning, research, application, transfer and innovation needs of Bac Ninh province and neighboring provinces.

To transform Bac Ninh Teachers’ Training College into a multidisciplinary college to train highly qualified human resources to meet the province’s development and integration requirements.

(Details are provided in Appendix XVII to this Decision)

3. Plans on development of vocational education institutions’ infrastructure facilities

To consolidate and complete the network of vocational education institutions to meet demand for on-spot human resources training for industrial parks and cottage industry zones in the province.

To promote the mobilization of social resources for development of non-public vocational education institutions in localities having the demand therefor.

To maintain and strengthen the operation of 3 provincial centers (2 continuing education centers and 1 provincial vocational education-continuing education center), 5 district-level vocational education-continuing education centers.

(Details are provided in Appendix XVIII to this Decision)

4. Plans on development of cultural, physical training and sports infrastructure facilities

a/ Plans on development of cultural infrastructure facilities

To strive for the target that all district- and commune-level administrative units have sufficient cultural physical foundations and institutions; to conserve, embellish and develop cultural works and historical and revolutionary relics in association with tourism development.

- For provincial-level cultural institutions

+ To build quan ho (folk singing) practice houses in quan ho villages, a national-standard cinema, and information, fair and exhibition centers.

+ To upgrade, renovate or build the provincial cultural center, provincial museum, provincial library, quan ho folk singing theater, and provincial youth cultural palace.

+ To build or upgrade infrastructure facilities of, and modernize and digitalize the provincial library; to complete the e-library construction project and combine library activities with preserving and promoting cultural values in the province; to develop digital collections of previous and rare ancient documents and collections of special value; to expand international cooperation in the field of library.

+ To develop systems of cultural-ecological parks and theme parks and system of monuments, folk cultural and art performance institutions.

- For district-level cultural institutions

+ To build the system of district-level cultural institutions; to upgrade 4 cultural houses in Que Vo town, and Luong Tai, Gia Binh and Yen Phong districts.

+ All district-level administrative units will have their cultural centers (including cultural houses, museums and libraries) up to law-specified standards.

+ To build 4 children’s cultural houses or district-level children and adolescent centers in Tu Son city, Que Vo town and Gia Binh and Yen Phong districts.

- For square and park systems:

+ To plan the overall space of the construction area for the provincial central square, ensuring the uninterrupted connection of spaces of monuments, squares and greenery parks.

+ All district-level administrative units will have their squares and parks.

- For non-public cultural and sports institutions: to continue maintaining and promoting existing non-public institutions; to promote investment in building new cultural and sports institutions to serve urban centers and industrial parks.

b/ Plans on development of sports infrastructure facilities

- To build, upgrade or repair important sports facilities, particularly the regional physical training and sports center in Nam Son urban center (with promoted investment in the form of public private partnership); to build the provincial sports training and competition center.

- Every district-level administrative unit will have 3 fundamental sports facilities (multi-functional gymnasium, stadium and swimming pool) up to law-specified standards.

- To invest in upgrading and building playgrounds and training floors for physical education and sports in schools of all education levels and grades meeting the criterion of average area for a grader or student.

(Details are provided in Appendix XIX to this Decision)

5. Plans on development of trade infrastructure facilities

To develop trade infrastructure facilities to be complete, modern and sustainable as suitable to the province’s practical conditions in each period to meet goods circulation and export demands.

To intensify the call for and attraction of social resources to build new service and trade establishments, exhibition and trade fair centers; to continue investing, renovating, upgrading and embellishing existing trade infrastructure facilities in the province.

To build 1 provincial trade fair and exhibition center; 3 grade-I logistics centers; 2 petroleum depots; 1 gas depot; 15 trade centers; and 31 markets, including one wholesale market and 1 grade-I market.

To repair, renovate, upgrade, rebuild or relocate degraded markets and those in inappropriate locations; to build new markets in areas with development needs; to develop markets in urban centers into multi-functional market-trade-service complexes; to develop such modern trade infrastructure facilities as supermarkets, convenience stores and other commercial facilities.

(Details are provided in Appendix XX to this Decision)

6. Plans on development of social protection infrastructure facilities

To upgrade, renovate or build public social protection centers for receiving, caring for and nurturing policy beneficiaries; to encourage organizations and individuals to build social assistance establishments and non-public drug rehabilitation establishments.

To expand the network of social security establishments; to protect and care for children; to ensure that all social protection beneficiaries will enjoy social assistance policies.

By 2030, the province will have at least 7 social security establishments, including 4 public establishments and 3 non-public establishments.

(Details are provided in Appendix XXI to this Decision)

7. Plans on development of science and technology infrastructure facilities

To review, reorganize and consolidate science and technology organizations toward increasing their scale and improving their capacity and operational efficiency.

To build key works serving the development of science and technology and innovation, including:

- Science and technology training, research and application zone No. I (University Town I) with an area of around 200 hectares in Bac Ninh city.

- Science and technology training, research and application zone No. II (University Town II) with an area of around 500 hectares in Tien Du district.

- The capital region-level scientific research and hi-tech institute on around 300 hectares in Gia Binh district.

- The science and technology research and development park (with a projected area of between 200 and 300 hectares in Gia Binh district).

- The science and technology research and innovation development space (startup and innovation support centers; technology and equipment exchanges (offline and online); science and technology research and development parks, etc.).

VIII. LAND ALLOCATION AND ZONING

1. Land resources shall be surveyed, evaluated, put in statistics, inventoried and used in an economical, efficient and rational manner, meeting socio-economic development requirements, aimed toward green growth and sustainable development, and ensuring national defense and security; education, culture and sports development; and environmental protection and climate change adaptation, thereby creating an important driving force for the province’s development; to ensure the reasonable land allocation and use on the basis of balancing land use needs of sectors and fields in conformity with targets set in the approved national land use master plan for the 2021-2030 period, with a vision to 2050.

2. The targets and areas subject to the repurposing of agricultural land into non-agricultural land, residential land and land for infrastructure development shall be calculated and determined in conformity with national land use targets, sectoral development orientations and local development needs so as to implement space and territory-based development plans and infrastructure works and projects, and to report to competent authorities for consideration and decision.

(Details are provided in Appendix XXII to this Decision)

IX. PLANS ON CONSTRUCTION OF INTER-DISTRICT AREAS AND DISTRICT AREAS

1. Plans on construction of inter-district areas

The province will have 2 inter-district areas.

- The northern Duong river area which is a development dynamic area and a major urban area in the province’s industrial and hi-tech production and manufacturing and processing activities, and trade-service, tourism and entertainment development.

- The southern Duong river area which is an urban-industrial- agricultural area and gateway and urban zone along Duong river’s banks, with priority given to the development of hi-tech industrial to be green and environmentally friendly; to focus on hi-tech agricultural development and new-style countryside building with developed social infrastructure facilities.

2. Plans on construction of district areas

To plan 2 district areas in conformity with Bac Ninh province’s overall development targets and orientation, including:

- Gia Binh district will become a center of clean, hi-tech and ecological agriculture associated with experiential tourism, and for building of urban centers, industrial parks and cottage industry zones with high living standards.

- Luong Tai district will develop toward economic restructuring and sustainable industrial and trade-service development. In this area, agriculture will be developed with application of high technologies for sustainable development in association with eco-tourism, craft village tourism and experiential tourism.

X. PLANS ON ENVIRONMENTAL PROTECTION, RESOURCES AND BIODIVERSITY EXPLOITATION, USE AND PROTECTION, DISASTER PREVENTION AND CONTROL, AND CLIMATE CHANGE RESPONSE

1. Plans on environmental protection and nature and biodiversity conservation in the province

a/ Plans on 3 areas for environmental protection

- Strictly protected area which consists of densely populated inner quarters of grade-I, grade-II and higher cities and towns, surface water areas used for domestic water supply; nature reserves; category-1 protection areas of historical-cultural relics.

- Low-emission area which consists of buffer zones of the aforesaid strictly protected area; important wetland areas; corridors for protection of surface water sources used for domestic water supply; densely populated inner quarters of grade-IV and grade-V urban centers; water parks; and other environmentally sensitive areas vulnerable to environmental pollution impacts and need to be protected.

- Remaining areas under in the province’s management.

b/ Plans on biodiversity conservation: To conserve biodiversity, important ecological landscape areas and nature reserves; to formulate programs and schemes on prevention and control of biodiversity depletion, sustainable exploitation and efficient use of natural resources; to continue to conserve, preserve and restore ecosystems and natural landscapes, increase forest coverage, and prevent forest quality decline; to protect fauna species, genetic resources and ensure biosecurity; to sustainably exploit and efficiently use land, water, minerals and aquatic resources; to maintain and develop ecosystem services resilient to climate change in order to promote the sustainable development.

c/ Development of the environmental quality monitoring network

By 2030, the province will have 54 air environment monitoring points, 48 surface water environment monitoring points, 39 wastewater environment monitoring points, and 30 soil environment monitoring points.

To make additional investment in and upgrade monitoring equipment at stations; to build and complete the automatic and continuous monitoring data transmission and receipt infrastructure facilities; to intensify the building of databases on the current state of natural resources and the environment.

d/ Plans on sustainable development of protection forests and development of forestry infrastructure facilities

To sustainably manage forests in the fields of socio-economic development and ecological environment so as to obtain the sustainable forest management certificate; to harmoniously combine the protection function with economic development in order to exploit and rationally use protection forest land, forest resources and other products from protection forests; to attach importance to the conservation of biodiversity and protection of the ecosystems, precious and rare forest flora and fauna species and endemic species in the region.

To rehabilitate and nurture, and improve the quality of, forests, develop non-timber forest trees and medicinal material plants under the forest canopy; to develop ecological and leisure tourism chains in protection forests; to speed up the completion of forestry infrastructure for the forest protection and development; to improve the capacity of forest resource monitoring and surveillance facilities, and forest protection and development and forest fire prevention and fighting equipment.

(Details are provided in Appendices XXIII and XXIV to this Decision)

2. Plans on protection, exploitation and use of resources

To delineate areas for exploration, exploitation and processing of mineral resources; to focus on exploiting and deeply processing products that the province boasts potential and advantages. For those that need to use mining and mineral processing works’ land, to grant land use permits according to local authorities’ competence and current regulations after making adjustments to local mineral mining plans; to license and manage the exploitation of minerals for use as building materials to meet local demand in accordance with law.

3. Plans on exploitation, use and protection of water resources, and prevention, control and remediation of water-caused harms

To manage and allocate water sources in a harmonious and reasonable manner among sectors, organizations and individuals using water, ensuring sufficient water supply for economic sectors and giving priority to water supply for domestic use and high-value industrial production, tourism and services; to protect water resources from pollution, depletion, and protect water sources’ fuctions; to prevent, control and remediate water-caused harms in the province to ensure long-term security of water resources, thus contributing to accelerating the fulfillment of socio-economic development targets.

(Details are provided in Appendix XXVI to this Decision)

4. Plans on disaster prevention and control and climate change response

To zone off areas highly prone to disasters in the province and priority areas for disaster prevention and control.

To implement schemes on reduction of greenhouse gas emissions, building of a low-carbon economy, green growth, and efficient resilience to climate change for specific industries, localities, units and fields; to economically and efficiently use energy, develop and use new energies, renewable energies, and protect natural resources for sustainable development; to improve public awareness, responsibility and disaster forecasting, warning and climate change response capacity of stakeholders; to get the best of opportunities brought by climate change for socio-economic development.

XI. LIST OF PROJECTS PRIORITIZED FOR IMPLEMENTATION

Based on development orientations of key sectors and fields, to determine large and important projects that can create a driving force for growth and socio-economic development for investment and investment attraction, depending on the demand and ability to balance and mobilize investment capital in each period.

(Details are provided in Appendix XXVII to this Decision)

XII. SOLUTIONS AND RESOURCES FOR IMPLEMENTATION OF THE MASTER PLAN

1. Solutions to mobilize investment capital

To prioritize the allocation of state budget funds for large, important and urgent projects that are expected to create connectivity and a driving force for development but are unable to mobilize social resources.

To focus on mobilizing all resources and diversifying forms of capital mobilization (especially investment in the form of public-private partnership, non-refundable aid, aid from international non-governmental organizations, etc.) to invest in large transport infrastructure projects, industrial parks, cottage industry zones, urban centers, and tourist and social infrastructure projects.

To continue improving the investment environment, improving the provincial competitiveness, renovating and intensifying the investment promotion, thereby attracting high-quality projects and developing such advantageous fields as industry, urban development and services.

To concentrate resources on building essential infrastructure facilities, tighten the management and supervision of capital construction investment activities in order to improve the efficiency of capital use; to formulate and properly implement medium-term public investment plans in each period.

2. Human resource development solutions

To efficiently implement policies to attract and foster talents for the development of the knowledge-based economy; to develop workers’ skills to meet market demand; to improve the quality of high-quality human resource training and fostering programs; to attract universities and research institutes into participating in the development of the province’s sectors and fields according to their development orientations.

To build a labor market information system and develop a job exchange; to efficiently implement housing support and education, health care and training subsidy policies for unskilled workers.

3. Environmental, scientific and technological solutions

- Environmental protection solutions:

+ To continue to study, supplement and improve the system of environmental protection guidelines and policies; to promptly institutionalize and organize the strict implementation of the Party’s guidelines and the State’s policies and laws on environmental protection; to focus on raising the awareness and responsibility of all levels and sectors; to intensify close and comprehensive coordination among authorities, sectors and localities in the province.

+ To intensify the inspection and handling of environmental protection-related violations; to formulate regulations on waste management, pollution management, and make correct calculation of environmental protection charges payable by new investment projects in accordance with the Law on Environmental Protection; to study the application of international-standard waste treatment technologies; to effectively  organize environmental management activities in industrial parks, cottage industry zones, urban centers and traditional craft villages; to intensify the mobilization of social resources for environmental protection, rationally exploit and efficiently use and manage land, water and mineral resources.

+ To promote international cooperation and develop science and technology for environmental protection; to pay greater attention to formulating priority environmental protection projects in order to call for  domestic and foreign resources.

+ To attach importance to communications and education to improve public awareness about environmental protection, green growth and circular economy; to intensify the mobilization of social resources for training and communications about the environment.

- Science and technology development solutions:

+ To attach importance to advanced science and technology application in the province’s pillar economic sectors; to promote the application and innovation of technologies so as to contribute to raising productivity, quality of products and goods and competitiveness of enterprises in the province.

+ To implement strategies to receive and master production technologies and techniques transferred from developed countries, following the enterprise-centered approach in technology innovation and application.

+ To implement the Political Bureau’s Resolution No. 52-NQ/TW of September 27, 2019, on a number of guidelines and policies to actively participate in the Fourth Industrial Revolution; to formulate mechanisms to promoting research activities and enterprises’ investment in research and development activities; to step up communications to improve the awareness of all levels, sectors and the whole society about the role and position of science and technology in the period of accelerated industrialization and modernization; to invest in developing scientific and technological facilities and information; to formulate incentive policies and mobilize resources to attract and develop science and technology human resources.

4. Solutions related to development linkage mechanisms and policies

To effectively implement the Political Bureau’s Resolution No. 30-NQ/TW of November 23, 2022, on socio-economic development and assurance of national defense and security in the Red River delta through 2030, with a vision toward 2045, and the Government’s Resolution No. 57/NQ-CP of April 21, 2022, on tasks and solutions to complete legal institutions for socio-economic region linkage.

To continue to effectively implement programs on cooperation with other localities; to strengthen cooperative relations with international organizations, non-governmental organizations, foreign embassies and representative missions in Vietnam.

To adopt mechanisms and policies to invest in districts for agricultural development and districts with low revenues in order to facilitate equal development among localities.

5. Urban and rural development management and control solutions

To accelerate the modernization and laying underground of urban infrastructure facilities; to promptly build and complete detailed master plans and urban designs of inner urban quarters and new traffic routes; to embellish urban centers in areas far from the province’s center and rural areas in harmony with planned urban centers in the province’s center and new-style countryside building projects under master plans.

To build and perfect a system of land information and cadastral records after modern and integrated models; to make public and transparent the work of allocation and lease of land areas to implement socio-economic development projects through auction of land-use rights and bidding of land-using projects; to regularly update and make public orientations for determination of functional zones in urban and rural areas; to further improve the system of land-related financial and economic tools; to healthily develop the real estate market, and adopt strict control mechanisms to prevent land speculation.

To speed up the building of infrastructure facilities of industrial parks and cottage industry zones as detailed in specific plans; to improve the state management effectiveness and efficiency, study and promulgate mechanisms and policies to facilitate the development of industrial parks and cottage industry zones, including strategies and policies to develop the province’s priority and advantageous industries.

6. Solutions to organize and supervise the implementation of the Master Plan

To review, modify and supplement existing or work out new master plans on construction of district-level areas, district-level land-use master plans and other master plans in a synchronous manner.

To formulate implementation plans, regularly update and concretize contents of the Master Plan into 5-year and annual plans. All levels, sectors and district-level People’s Committees shall review, modify and supplement their development programs and plans to make them conformable with the Master Plan. In the course of implementation, to regularly monitor and evaluate the implementation of the Master Plan under regulations.

The organization of the implementation of the Master Plan shall be renewed to meet requirements of the reality and international practices. To appoint dedicated leaders and qualified staffs to meet requirements of an effective and efficient management mechanism to successfully implement the Master Plan.

XIII. DIAGRAMS AND MAPS OF THE MASTER PLAN

The list of diagrams and maps of the Master Plan.

(Details are provided in Appendix XXVIII to this Decision)

Article 2. Organization of implementation

1. The Master Plan will serve as a basis for the formulation urban and rural master plans, and technical and specialized master plans in Bac Ninh province in accordance with law.

2. Responsibilities of the People’s Committee of Bac Ninh province:

a/ To organize the announcement and publicization of the Master Plan under the planning law;

b/ To review and complete the Master Plan’s diagrams, maps, databases and dossier, ensuring their consistency with this Decision; to take responsibility for the accuracy of data, documents, diagrams, maps and databases in the Master Plan’s dossier.

c/ To take full responsibility for managing the Master Plan; to guide, assign, decentralize, coordinate, control and ensure the implementation of principles, processes, procedures and regulations during the implementation process; to study and apply information technology and geographic information systems (GIS) in the management and implementation of the Master Plan.

d/ To formulate and submit for promulgation a plan on implementation of the Master Plan; to organize the implementation of the Master Plan in association with directing the performance of socio-economic development tasks; to regularly evaluate the implementation of the Master Plan, and review and adjust the Master Plan in accordance with law.

dd/ To study, formulate and promulgate according to its competence, or submit to competent authorities for promulgation, mechanisms, policies and solutions to meet local development requirements and in accordance with law to mobilize resources for implementation of the Master Plan.

e/ To organize the formulation and adjustment of urban and rural master plans and technical and specialized master plans, ensuring their consistency with the Master Plan; to intensify the inspection and supervision of the implementation of the Master Plan; to strictly handle violators in accordance with law.

g/ To review the Master Plan to ensure its compliance with related master plans and plans approved by competent authorities and make adjustments to the Master Plan in case there are any contradictions under Point c, Clause 1, Article 2 of the National Assembly’s Resolution No. 61/2022/QH15 of June 16, 2022, and report such to the Prime Minister for consideration and decision.

h/ For projects planned for investment after 2030, if there is a need for investment in service of socio-economic development and resources can be mobilized, to summarize and report such to competent authorities for approval of earlier investment.

3. The approval of, or decision on, the investment policy and implementation of programs, projects and plans, including also projects that have not been included in sectoral development plans, plans on development of functional areas, technical infrastructure and social infrastructure and the list of projects prioritized for investment promulgated together with this Decision, must comply with Article 1 of this Decision and relevant regulations; at the same time, persons who decide on investment policy shall take full responsibility before law for their decisions.

In the course of studying and implementing specific projects, agencies competent to approve or decide on investment policy shall take fully responsibility before law for determining locations, areas, scale, capacity and investment phases of works and projects, ensuring their conformity with the city’s resources mobilization capacity and practical development requirements and compliance with relevant current regulations.

Projects and works that are currently reviewed and handled under inspection, examination, investigation or audit conclusions or the execution of court judgments (if any) may be implemented only after contents of such conclusions or court judgments are fully implemented and competent authorities approve the implementation of such projects and works under current regulations.

4. The chairperson of the People’s Committee of Bac Ninh province shall take full responsibility before law for the accuracy of contents, information, figures, documents, diagrams, maps and databases in the Master Plan’s dossier; contents of the provincial administration’s replies, explanations and reserved opinions in response to opinions of related ministries, sectors, localities, organizations and individuals; appendices to this Decision, ensuring their conformity, synchronization and consistency with relevant master plans; seriously and fully implement the commitments stated in Report No. 138/BC-UBND of October 25, 2023, of the People’s Committee of Bac Ninh province.

5. Related ministries, ministerial-level agencies and government-attached agencies shall, within the ambit of their assigned functions and tasks, guide the People’s Committee of Bac Ninh province in implementing the Master Plan; coordinate with the People’s Committee of Bac Ninh province in proposing mechanisms, policies and solutions, and mobilizing and allocating resources for successful realization of the Master Plan’s targets and orientations in order to ensure the consistency with the implementation of the 2021-2030 socio-economic development strategy, sectoral development strategies, master plans and plans and local
socio-economic development plans.

Article 3. This Decision takes effect on the date of its signing.

Article 4. Ministers, heads of ministerial-level agencies, heads of government-attached agencies and the Chairperson of the People’s Committee of Bac Ninh province shall implement this Decision.-
