RESOLUTION

On adjustments to the 2025 Legislative Program

THE NATIONAL ASSEMBLY STANDING COMMITTEE

Pursuant to the Constitution of the Socialist Republic of Vietnam;

Pursuant to Law No. 57/2014/QH13 on Organization of the National Assembly which has a number of articles amended and supplemented under Law No. 65/2020/QH14 and Law No. 62/2025/QH15;

Pursuant to Law No. 64/2025/QH15 on Promulgation of Legal Documents;

Considering the Government’s Report No. 169/TTr-CP of April 5, 2025, and Report No. 183/TTr-CP of April 11, 2025, the Supreme People’s Court’s Document No. 88/TANDTC-PC of March 31, 2025, and Document No. 253/TANDTC-TCCB of April 2, 2025, and the Standing Committee of the Committee on Legal and Judicial Affairs’ Report No. 215/BC-UBPLTP15 of April 18, 2025;

RESOLVES:

Article 1. To adjust the 2025 Legislative Program

1. To remove the following drafts from the 2025 Legislative Program:

a/ Law on Water Supply and Drainage;

b/ Law on Urban Management and Development;

c/ The National Assembly’s Resolution on the 2026 Law- and Ordinance-Making Program and adjustments to the 2025 Law- and Ordinance-Making Program.

2. To change the time for submission the following drafts to the National Assembly from the Legislative Program for opinion at the 9^th session and passage at the 10^th session to the Legislative Program for opinion and passage at the 9^th session:

a/ Law on Science, Technology and Innovation;

b/ (Revised) Law on Atomic Energy;

c/ Law Amending and Supplementing a Number of Articles of the Law on Product and Goods Quality.

3. To change the time for submission the following drafts to the National Assembly from the Legislative Program for opinion at the 9^th session and passage at the 10^th session to the Legislative Program for opinion and passage at the 10^th session:

a/ (Revised) Law on Bankruptcy;

b/ (Revised) Press Law;

4. To add the following draft laws to the 2025 Legislative Program for submission to the National Assembly for opinion and passage at the 10^th session (October 2025):

a/ (Revised) Law on Deposit Insurance;

b/ Law Amending and Supplementing a Number of Articles of the Education Law;

c/ (Revised) Law on Higher Education;

d/ (Revised) Law on Vocational Education;

dd/ Law on Population;

e/ (Revised) Vietnam Civil Aviation Law;

g/ Law Amending and Supplementing a Number of Articles of the Law on Judicial Records (according to the fast-track procedures);

h/ Law Amending and Supplementing a Number of Articles of the Law on Drug Prevention and Control (according to the fast-track order and procedures);

5. To change the time for submission the following drafts to the National Assembly Standing Committee for consideration and passage from the April 2025 session to the December 2025 session:

a/ The National Assembly Standing Committee’s Resolution promulgating the operation regulations of the National Council for Judge Selection and Supervision;

b/ The National Assembly Standing Committee’s Resolution on the protection regime of judges.

6. To add the following drafts into the 2025 Legislative Program for submission to the National Assembly Standing Committee for consideration and passage:

a/ Ordinance Amending Article 10 of Ordinance No. 06/2003/PL-UBTVQH11 on Population, which was amended and supplemented under Ordinance No. 08/2008/PL-UBTVQH12;

b/ The National Assembly Standing Committee’s Resolution on the 2026 Legislative Program.

Article 2. Organization of implementation

To assign submitting agencies, agencies in charge of verification, agencies participating in verification, and schedule for submission to the National Assembly Standing Committee for opinion on draft laws, ordinances and resolutions of the National Assembly and the National Assembly Standing Committee that are adjusted in the 2025 Legislative Program as follows:

Article 3. Effect

This Resolution takes effect on the date of its adoption.

This Resolution was adopted on April 21, 2025 by the 15^th National Assembly Standing Committee of the Socialist Republic of Vietnam.-
