RESOLUTION

On adjustments to the 2024 law- and ordinance-making program

THE NATIONAL ASSEMBLY STANDING COMMITTEE

Pursuant to the Constitution of the Socialist Republic of Vietnam;

Pursuant to Law No. 57/2014/QH13 on Organization of the National Assembly, which had a number of articles amended and supplemented under Law No. 65/2020/QH14;

Pursuant to Law No. 80/2015/QH13 on Promulgation of Legal Documents, which had a number of articles amended and supplemented under Law No. 63/2020/QH14;

Considering the Government’s Report No. 405/TTr-CP of September 4, 2024, Report No. 509/TTr-CP of September 24, 2024, and the Supreme People’s Procuracy’s Report No. 173/TTr-VKSTC of September 5, 2024; and the Law Committee’s Verification Reports No. 3222/BC-UBPL15, No. 128/BC-UBPL15-m of September 23, 2024, and No. 3249/BC-UBPL15 of September 26, 2024;

RESOLVES:

Article 1. Adjustments to the 2024 Law- and Ordinance-Making Program

To add the following draft laws and the National Assembly’s draft resolutions to the 2024 Law- and Ordinance-Making Program:

1. The following draft laws and resolutions to be submitted to the National Assembly for opinion and passage at the 8^th session (October 2024) according to the procedures for consideration and passage of laws at a single session and fast-track procedures:

a/ Law Amending and Supplementing a Number of Articles of the Planning Law, Investment Law, Law on Investment in the Form of Public-Private Partnership, and Bidding Law;

b/ Law Amending and Supplementing a Number of Articles of the Securities Law, Accounting Law, Law on Independent Audit, Law on the State Budget, Law on Management and Use of Public Assets, Law on Tax Administration, and Law on the National Reserve;

c/ National Assembly’s Resolution on pilot handling of exhibits and assets in the course of investigation, prosecution and adjudication of a number of criminal cases and matters;

d/ National Assembly’s Resolution on organization of urban administration in Hai Phong city.

2. The draft Law on Public Investment, to be submitted to the National Assembly for opinion at the 8^th session (October 2024), and passage at the 9^th session (May 2025).

Draft laws that have been well prepared and obtained lawmakers’ high consensus in the National Assembly’s discussions shall be considered by the National Assembly Standing Committee in coordination with the Government for submission to the National Assembly for passage at the 8^th session (October 2024) according to the procedures for consideration and passage of laws at a single session.

Article 2. Organization of implementation

To assign submitting agencies, agencies in charge of verification, agencies participating in verification, and schedule for submission to the National Assembly Standing Committee for opinion draft laws and the National Assembly’s draft resolutions that are added to the 2024 law- and ordinance-making program as follows:

Article 3. Effect

This Resolution takes effect on the date of its adoption.-

This Resolution was adopted on September 26, 2024, by the 15^th National Assembly of the Socialist Republic of Vietnam at its 37^th session.-
