RESOLUTION
Promulgating the National Strategy on Prevention and Control of Corruption and Negative Practices up to 2030[1]
THE GOVERNMENT
Pursuant to the June 19, 2015 Law on Organization of the Government; and the November 22, 2019 Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration;
Pursuant to the November 20, 2018 Anti-Corruption Law;
Pursuant to the Working Program of the Central Steering Committee for Prevention and Control of Corruption and Negative Practices in Document No. 32-CTr-BCDTW of January 19, 2023;
At the request of the Government Inspector-General,
RESOLVES:
Article 1. To promulgate the National Strategy on Prevention and Control of Corruption and Negative Practices up to 2030.
Article 2. This Resolution takes effect on the date of ít signing.
Article 3. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of provincial-level People’s Committees, and heads of related agencies, organizations and units shall implement this Resolution.

NATIONAL STRATEGY
On Prevention and Control of Corruption and Negative Practices up to 2030
(Promulgated together with the Government’s Resolution No. 168/NQ-CP
of October 11, 2023)
I. CONTEXT
In recent years, under the Party’s leadership, the entire people and army have united and spared no effort, thus gaining many important achievements in socio-economic development, maintaining and strengthening national defense and security, and guaranteeing social order and safety. The Party and the State have issued many guidelines, policies and laws on prevention and control of corruption and negative practices such as the Resolution of the 3rd plenum of the 10th Party Central Committee on strengthening the Party’s leadership over prevention and control of corruption and waste, the Party Central Committee’s Conclusion No. 21-KL/TW of October 25, 2021, on accelerating the building and rectification of the Party and political system; and resolutely preventing, repelling, and strictly handling cadres and Party members who show degradations in political ideology, ethical qualities and lifestyle and show signs of “self-evolution” and “self-transformation”, the Political Bureau’s Conclusion No. 10-KL /TW of December 26, 2016, on continuing to implement the Resolution of the 3rd plenum of the 10th Party Central Committee, the Political Bureau’s Conclusion No. 12-KL/TW of April 6, 2022, on continuing to strengthen the Party’s leadership over prevention and control of corruption and negative practices, the Law on Corruption Prevention and Control, and the National Strategy on Corruption Prevention and Control up to 2020. The fight against corruption and negative practices has achieved many important results, creating drastic changes and breakthroughs while closely linking “building” and “fighting” activities, which proves effectiveness and becomes more and more substantial, thus contributing to restraining and preventing corruption and negative practices and having gained consensus and appreciation of cadres, Party members and the people as well as acknowledgment of the international community.
Besides achievements, shortcomings and limitations still exist in prevention and control of corruption and negative practices. The prevention, detection, and handling of corruption and negative practices at many ministries, sectors and localities have yet to see marked changes. Corruption and negative practices are still serious and complicated in many fields, particularly organization and personnel; financial management, budgeting, public assets, management of state capital invested in enterprises, investment, construction, bidding and auction; land, natural resources and minerals; credit and banking; tax, customs and law enforcement fields directly related to the people and businesses.
Corruption and negative practices remain one of the threats to the survival of our Party and regime. These are attributable to the fact that state management mechanisms in some fields still reveal limitations and inadequacies; law enforcement is not strict, results of detection and handling of corruption and negative practices still fail to bring about deterrent effect; the organizational apparatus still sees overlapping and has been neither streamlined nor effectively operated; not a few cadres, civil servants and public employees have shown degradations in political ideology, ethical qualities and lifestyle; and public engagement in prevention and control of corruption and negative practices is still limited.
Entering a new development stage, under the conditions of a market economy and incrementally intensive and extensive international integration, corruption will become complex and sophisticated. The fight against corruption and negative practices is now facing new difficulties and challenges. Inheriting the achievements and continuing to improve the effectiveness of prevention and control of corruption and negative practices, the Government issues the National Strategy on Prevention and Control of Corruption and Negative Practices up to 2030.
II. VIEWPOINTS AND OBJECTIVES
1. Viewpoints
a/ Prevention and control of corruption and negative practices constitute an important task of the entire political system and society which are placed under the leadership of the Party and carried out in a strong, resolved, persistent and focused manner without any forbidden zones or exceptions; it is proposed to regard prevention as a basic and long-term solution, and detection and handling of violations an important, urgent and groundbreaking task; and closely combine prevention, detection and handling of violations with synchronous deployment of political, ideological, organizational, administrative, economic and criminal measures;
b/ To associate the prevention and control of corruption and negative practices with the building and rectification of the Party, control of the state power, and prevention and repellence of degradations in political ideology, ethical qualities and lifestyle, consolidation of the people’s trust, and strengthening of the great national unity bloc;
c/ To actively and proactively enter into international cooperation and selectively absorb good experiences in corruption prevention and control.
2. Objectives
a/ General objectives:
To prevent and repel corruption and negative practices, contributing to building a democratic, disciplined and upright society and maintaining political stability and socio-economic development.
b/ Specific objectives:
- To redress loopholes and inadequacies of policies and laws in socio-economic fields, especially those prone to corruption and negative practices;
- To build a streamlined state apparatus that operates efficiently and effectively and a contingent of professional, disciplined and upright cadres, civil servants and public employees;
- To strengthen preventive measures; to promptly detect and strictly handle all corruptive and negative acts and recover as much as possible appropriated and lost assets;
- To promote the role of the Vietnam Fatherland Front and its member organizations, and press and media agencies; to mobilize the participation of the business community and the people in prevention and control of corruption and negative practices;
- To enhance international cooperation in prevention and control of corruption associated with implementation of the United Nations Convention against Corruption.
III. GROUPS OF TASKS AND SOLUTIONS
1. Improving policies and laws in the fields of socio-economic management and prevention and control of corruption and negative practices
a/ To review, amend, supplement and improve laws on socio-economic management and prevention and control of corruption and negative practices in the state sector and non-state sector, focusing on areas prone to corruption and negative practices such as: organization and personnel; financial management, budgeting, public assets, management of state capital invested in enterprises, investment, construction, bidding and auction; land, natural resources and minerals; credit and banking; tax, customs and other fields directly related to the people and businesses;
b/ To improve regulations on promulgation of policies and laws. To enhance publicity, transparency and accountability in the process of promulgating, amending, supplementing, revoking, suspending, extending, annulling, and organizing the implementation of, administrative decisions;
c/ To thoroughly address limitations and inadequacies in management mechanisms, policies and laws which are detected through inspection, examination, auditing, investigation, prosecution, trial and judgment enforcement; to clearly define responsibilities of agencies, organizations, units and heads in organizing the implementation thereof;
d/ To review and specify regulations on responsibilities of heads of authorities and sectors of all levels and heads of agencies, organizations and units in implementing measures on prevention and control of corruption and negative practices in localities, ministries, sectors, fields, agencies, organizations and units they manage or take charge of.
2. Consolidating the state apparatus, improving the civil service regime, building a contingent of upright cadres, civil servants and public employees; and improving the effect and effectiveness of law enforcement
a/ To review and streamline the state administrative apparatuses at all levels; to accelerate the decentralization and delegation of powers and specifically, clearly and scientifically define the functions, tasks and powers of authorities at each level, ensuring transparency and high responsibility while adopting effective mechanisms for inspection, examination and supervision;
b/ To build a contingent of cadres, civil servants and public employees who are professional, disciplined and upright and have sufficient capacity, qualifications and ethical qualities to meet task requirements;
c/ To implement mechanisms to encourage and protect cadres who are dynamic, innovative, creative, dare to think, dare to do, dare to make breakthroughs, and dare to take responsibility for the common good; to immediately rectify and redress signs of shirking and avoiding responsibilities, working perfunctorily, and failing to take the initiative in performing duties because of the fear of making mistakes that exist in a segment of cadres and Party members, especially leading and managerial officials at all levels;
d/ To improve the effectiveness of law enforcement associated with strict control of the state power, control of the conflict of interest, and control of assets and income of people with position and powers; to uphold the responsibility of heads in prevention and control of corruption and negative practices;
dd/ To renew salary policies for civil servants and public employees and the civil service regime, ensuring that cadres, civil servants and public employees will have reasonable income and can stabilize their lives and feel secure in their jobs; to strengthen control over the implementation of regimes, norms and criteria in operations of state budget-funded agencies, organizations and units;
e/ To increase examination, inspection and supervision and strictly handle those who commit violations concerning performance of jobs and public duties, ethics and lifestyle of cadres, civil servants and public employees. To resolutely remove from the state apparatus cadres, civil servants and public employees who show degradations in political ideology, ethical qualities and lifestyle and fail to fulfill their public duties;
g/ To accelerate administrative reform, focusing on administrative procedure reform; to build and effectively operate e-Government and digital government systems; to increase the application of science, technique and technology in state governance and socio-economic management in the direction of openness, transparency, friendliness, accessibility and implementability to create favorable conditions for businesses and people and contribute to improving management effectiveness; to enhance national financial transparency and cashless payment;
h/ To promote openness and transparency in operations of agencies, organizations and units in accordance with law, especially in areas prone to corruption and negative practices, creating favorable conditions for organizations and individuals when participating in the decision-making process and monitoring operations of state administrative agencies.
3. Strengthening examination, supervision, inspection, auditing, investigation, prosecution, trial and judgment enforcement
a/ To continue to consolidate the organizational apparatus, functions, tasks, powers and professional processes of examination, supervision, inspection, audit, investigation, prosecution, trial and judgment enforcement agencies, ensuring effect and effectiveness and avoiding overlapping in operations;
b/ To enhance the responsibility regime, promote the prevention and control of corruption and negative practices in agencies and units with the function of preventing and controlling corruption and negative practices, especially specialized agencies and units;
c/ To accelerate training and further training to improve professional qualifications, expertise, political steadfastness, ethical qualities and lifestyle for cadres engaged in the prevention and control of corruption and negative practices; to adopt reasonable remuneration policies to ensure that those engaged in prevention and control of corruption and negative practices feel secure in their jobs and are steadfast in performing their tasks;
d/ To implement regulations to recover and confiscate as much as possible assets appropriated or lost due to corruption and negative practices; to build and effectively exploit the national database on control of assets and income of people with position and powers and promptly detect, prevent and handle acts of corruption and acts of dispersing assets;
dd/ To carry out digital transformation and boost the application of information technology and digital technology in examination, supervision, inspection, auditing, investigation, prosecution, trial and judgment enforcement activities;
e/ To strengthen coordination between examination, supervision, inspection, auditing, investigation, prosecution, trial and judgment enforcement agencies in prevention, detection and handling of corruption and negative practices and asset recovery.
4. Raising public awareness and promoting the role and responsibility of the community in prevention and control of corruption and negative practices
a/ To renew and improve the effectiveness of methods of conducting public communication, dissemination and education of the law on prevention and control of corruption and negative practices; to include the content on prevention and control of corruption and negative practices in education, training and further training programs; to create conditions for the people to actively and proactively participate in prevention and control of corruption and negative practices in order to gradually build and form a culture of integrity in society;
b/ To provide press agencies with timely and accurate information about prevention and control of corruption and negative practices, especially cases of public concern, for conducting public communication about results of prevention and control of corruption and negative practices; to discover and replicate positive factors, advanced examples and good initiatives and practices in prevention and control of corruption and negative practices;
c/ To enhance the role and responsibility of the Vietnam Fatherland Front and its member organizations, social organizations, socio-professional organizations, business associations, trade associations and press agencies in overseeing and providing social criticism during the process of formulating and implementing policies and laws on prevention and control of corruption and negative practices; to conduct public communication, dissemination and education of, and mobilize their members and the people to implement, policies and laws on prevention and control of corruption and negative practices;
d/ To clearly define responsibilities of agencies, organizations, units and their heads in receiving, processing and resolving reports and denunciations about corruptive and negative acts and prevention and control of corruption and negative practices; to reward and protect those who report and denounce corruptive and negative acts and strictly handle individuals who intentionally make false reports or denunciations to slander others or make troubles, affecting political security, social order and safety, the interests of the State, and lawful rights and interests of collectives and individuals;
dd/ To encourage and support businesses and the business community to build and deploy a culture of integrity in business activities, closely coordinate with competent state agencies in preventing, detecting and promptly handling corruptive and negative acts, especially in the non-state sector, and acts of harassment and bribery claims of cadres, civil servants and public employees.
5. Actively participating in, and improving the effectiveness of international cooperation on corruption prevention and control, fully exercising rights and performing obligations of a member state of the United Nations Convention against Corruption
a/ To strengthen and improve the effectiveness of international cooperation on corruption prevention and control, especially in coordination, information sharing and implementation of preventive measures to recover dispersed assets or arrest corruption offenders fleeing abroad; to conclude treaties and international agreements or participate in other relevant international cooperation frameworks to meet Vietnam’s practical requirements in corruption prevention and control, and absorb international experience on judicial proceedings and mutual legal assistance in order to meet requirements in resolving corruption cases and matters involving foreign elements;
b/ To improve the effectiveness of implementing the United Nations Convention against Corruption and Vietnam’s participation in cooperative activities within the framework of the United Nations Convention against Corruption in a positive, proactive, substantive and effective manner, meeting Vietnam’s practical requirements in corruption prevention and control;
c/ To promote technical cooperation, training and further training of staff on corruption prevention and control with international partners and organizations; to study and selectively absorb international experience in corruption prevention and control in accordance with Vietnam’s reality.
IV. ROADMAP AND ORGANIZATION OF IMPLEMENTATION
1. Implementation roadmap
The National Strategy on Prevention and Control of Corruption and Negative Practices up to 2030 shall be implemented in two phases:
a/ Phase 1 (from 2023 to 2026)
- During this phase, to organize the synchronous implementation of tasks and solutions, focusing on studying, reviewing, amending and supplementing to redress loopholes and inadequacies in the laws on socio-economic management and prevention and control of corruption and negative practices so as to propose specific tasks in the law- and ordinance-making programs of the 15th and 16th National Assembly; to focus on improving capacity for, and effectiveness of, prevention, detection and handling of corruptive and negative acts.
- To complete the specific tasks set for the 2023-2026 period (provided in the Plan attached to this Strategy) and organize preliminary review of the implementation of the Strategy in 2026.
b/ Phase 2 (from 2026 to 2030)
- To promote the results achieved in the first phase. Based on the preliminary review and requirements of the anti-corruption work and practical situation, to formulate a specific plan to implement the Strategy for the 2026-2030 period and boost comprehensive implementation of groups of tasks and solutions in order to achieve the objectives of the Strategy.
- To conduct the final review of the implementation of the Strategy in 2031.
2. Organization of implementation
- Related ministries, sectors, localities, agencies, organizations and units shall, within the ambit of their functions and tasks, formulate specific programs and plans to organize the implementation of the Strategy and tasks assigned to them in the Strategy Implementation Plan.
- To assign the Government Inspectorate to assume the prime responsibility for, and coordinate with the Government Office and related agencies and organizations in, advising and assisting the Government to deploy, urge and examine the implementation of the Strategy; proactively monitor, evaluate and report on the implementation of the Strategy on an annual basis, and propose preliminary and final reviews of the implementation of the Strategy.
The Government requests ministries, sectors, localities, business associations, trade associations and businesses to seriously implement the National Strategy on Prevention and Control of Corruption and Negative Practices up to 2030; propose leaders of the Party, State, National Assembly, Supreme People’s Court, Supreme People’s Procuracy, State Audit Office of Vietnam, Vietnam Fatherland Front and its member organizations, socio-professional organizations, press agencies and all people to participate in implementing, and examining and supervising the implementation of, this Strategy.-
