SUMMARY

Approving the National Data Strategy by 2030

On February 02, 2024 of the Prime Minister issues Decision No. 142/QD-TTg approving the National Data Strategy by 2030. Objectives by 2030:

1. Development of the data infrastructure:

  • 100% of national data centers, regional data centers and national centers for large data storage and high-performance computing across the country shall be guaranteed to connect successfully, creating a network to share computing capacity and large data processing to serve the country's socio-economic and cultural development.
  • Government's cloud computing platforms and “Make in Vietnam” mobile application platforms shall be ready to 100% meet the country’s needs for data storage, collection, connection, sharing and the demands for ensuring information security, cyber security and information confidentiality according to the levels prescribed by the Law on Cyberinformation Security.

2. Data development for e-Government

  • 100% of national databases in the list of national databases prioritized to form a foundation for e-Government shall complete the digitalization, update and put into effective use; be connected, shared with the general data storage at the National Data Center and connected, shared nationwide.
  • 100% of administrative procedure dossiers and results shall be digitalized; at least 80% of administrative procedure data shall be reused and shared in accordance with the law (except for specific professional databases), ensuring that people and businesses only have to provide information once when using online public services or performing administrative procedures.

3. Assurance of information security and cybersecurity

  • 100% of national databases, shared databases, specialized databases and important databases of ministries, branches and localities shall have plans to ensure information security which are implemented by levels and 4-layer protection models, and at the same time deploy cybersecurity protection activities for information systems in accordance with the law on cybersecurity.

Pursuant to the Law on Organization of the Government dated June 19, 2015; Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Government dated November 22, 2019;

Pursuant to the Law on Information Technology dated June 29, 2006;

Pursuant to the Law on Cyberinformation Security dated November 19, 2015;

Pursuant to Resolution No. 52-NQ/TW dated September 27, 2019 of the Political Bureau on a number of guidelines and policies to actively participate in the Fourth Industrial Revolution.

Pursuant to Resolution No. 50/NQ-CP dated April 17, 2020 of the Government promulgating the Government’s action program for materialization of the Political Bureau’s Resolution No. 52-NQ/TW of September 27, 2019, on a number of undertakings and policies for proactive participation in the Fourth Industrial Revolution.

Pursuant to Resolution No. 50/NQ-CP dated May 20, 2021 of the Government on the Action program of the Government to implement the Resolution of the 13th National Congress of the Party.

Pursuant to Resolution No.175/NQ-CP dated October 30, 2023 of the Government approving the Scheme for National Data Center.

Pursuant to Decree No. 47/2020/ND-CP dated April 09, 2020 of the Government prescribing the management, connection and sharing of digital data of state agencies;

Pursuant to Decree No. 59/2022/ND-CP dated September 05, 2020 of the Government on electronic identification and authentication;

Pursuant to Decree No. 13/2023/ND-CP dated March 17, 2023 of the Government on personal data protection;

At the proposal of the Minister of Information and Communications.

 

DECIDES:

 

Article 1. To approve the National Data Strategy by 2030 (hereinafter referred to as the Strategy) with the following contents:

I. VIEWPOINTS

1. Data is a new resource, a key factor for national digital transformation, creating new values to promote socio-economic development, improve national competitiveness and serve the interests of the people.

2. To take people and businesses as the center; promote the strength of both the political system and the entire society to participate in collecting, building, developing, exploiting, using and enriching data. The State shall take the leading and pioneering role in connecting and sharing data.

3. To innovate the direction and management methods of agencies within State administrative system, to develop an administration that proactively interacts with people and businesses based on data; to change awareness,  from data lookup to sharing, integrating, reusing data, from private data ownership to sharing data for common use and enjoying the benefits that data brings about; inheriting, sharing, integrating, reusing and maximizing the effectiveness of data is the right and responsibility of ministries, branches and localities.

4. Data market is the breakthrough factor; to step by step to develop and promote an open data market; to take the data market as the driving force for data development (including activities in the data value chain such as collecting, storing, enriching, processing, sharing, analyzing, distributing data, etc.) and stimulate digital transformation among industries and fields.

5. The development and use of data must go along with the assurance of information security and cyber security, protection of personal data. Data exploitation and use must follow the principle of protecting the legitimate rights and interests of people, businesses and relevant entities.

6. Protection of national digital sovereignty over Vietnam's digital data. Policies and regulations on cross-border data management must ensure maximum national interests, in accordance with international agreements and treaties to which Vietnam is a signatory, ensuring national digital sovereignty for digital data of Vietnamese people and digital data arising in Vietnam.

7. Fostering human resources, mastering data processing and exploitation technology are decisive factors for the successful implementation of the Strategy. To prioritize the development of teams of scientists and experts in the field of data, digital data processing, and application of advanced and modern technologies in data collection, analysis, and processing to promote innovations in the field of data and create a solid foundation for sustainable and comprehensive development of the country in the digital era.

II. VISIONS

Vietnam's data shall open up new operating and development space for digital Government, digital economy and digital society; basically reflect all aspects of socio-economic activities in the digital environment and play as a factor to promote national competitiveness, ensure a successful digital transformation process, making Vietnam a safe digital country. Data shall contribute to the transformation of the economic structure, helping Vietnam to escape the lower middle-income level, reaching the upper middle-income level by 2030 and reaching the high-income level by 2045.

III. OBJECTIVES BY 2030

1. Development of the data infrastructure:

a) 100% of national data centers, regional data centers and national centers for large data storage and high-performance computing across the country shall be guaranteed to connect successfully, creating a network to share computing capacity and large data processing to serve the country's socio-economic and cultural development

b) Government's cloud computing platforms and “Make in Vietnam” mobile application platforms shall be ready to 100% meet the country’s needs for data storage, collection, connection, sharing and the demands for ensuring information security, cyber security and information confidentiality according to the levels prescribed by the Law on Cyberinformation Security

2. Data development for e-Government

a) 100% of national databases in the list of national databases prioritized to form a foundation for e-Government shall complete the digitalization, update and put into effective use; be connected, shared with the general data storage at the National Data Center and connected, shared nationwide.

b) 100% of the needs of shared and specialized databases of ministries, branches and localities (except for specific professional databases) to connect, exploit, integrate and share information with other national databases or to connect and share information with each other shall be met through integrated and data sharing platforms.

c) 100% of State agencies at ministerial and provincial levels shall establish and provide open data with quality assurance (which cause no duplication, redundancy and require no effort and cost to reprocess data or re-collect data) and put such data into effective exploitation and use, ensuring readiness to support and facilitate the direction and promulgation of policies by State agencies and facilitate the development of AI applications for the development of digital economy and digital society.

d) 100% of administrative procedure dossiers and results shall be digitalized; at least 80% of administrative procedure data shall be reused and shared in accordance with the law (except for specific professional databases), ensuring that people and businesses only have to provide information once when using online public services or performing administrative procedures.

dd) Work handling results of officials, civil servants and public employees shall be integrated into the document and work record management software of each unit; the rate of data application in management and administration of work in the digital environment, in examining, evaluating, and classifying officials, civil servants, and public employees shall reach at least 70%.

e) 100% of administrative procedures that are eligible to be provided online shall be combined with the exploitation and use of data and the application of artificial intelligence (AI) to improve the effectiveness of the State administrative apparatus and to provide public services for people and businesses.

3. Data development for e-Government

a) 100% of the following sets of agricultural data shall be developed and completed: Land, crop, livestock, and aquatic data for agricultural production areas across the country to serve agricultural production activities; to form data of the entire chain of production, trading, processing, management and monitoring of origin and supply of important agricultural products, ensuring the provision of transparent, accurate information, promoting the development of e-commerce. 100% of data for traceability of origin shall be provided along with One Commune-One Product (OCOP) products sold on e-commerce trading platform.

b)100% of the following sets of data for industries, trade and energy sectors shall be developed and completed: Data on electricity production, transmission, and consumption networks across the country to optimize the operation of the power system, modernize the dispatching, operation, communication, control and automation systems for regulating domestic power grids and regional connectivity; data in the field of industrial production, networks, basic production supply chains in industrial activities from raw materials to commercial finished products; data on logistics, transportation, and warehouse centers; data on the commercial market, consumer behavior, and advertising needs of brands in the Vietnamese market to optimize the production and consumption process of production units and develop channels to effectively distribute goods and closely monitor market demands, etc.

c) 90% of cultural heritages, national relics, and special national relics shall be digitized, store data fully and develop digital libraries, digital heritage, with digital presence in the Internet environment so that all citizens and tourists can access, search and learn conveniently in the digital environment; 100% of domestic landscapes and tourist attractions shall complete digitization, store and share information widely and build tourism digital platforms to promote and develop Vietnam tourism, making tourism truly a key economic sector with sustainable development.

d) 100% of database on social insurance for workers shall be completed. Standardized data on electronic labor books which is integrated with data on lifelong learning, data on vocational training (including training at school and training, accumulation of work experience at agencies, organizations, enterprises) of workers shall be deployed and completed for 100% of workers paying social insurance.

dd) 100% of open data sets on the workforce, the labor market, labor recruitment demands and corresponding qualifications and skills requirements shall be provided and guaranteed to be updated accurately and promptly, serving as the basis to forecast demands and fluctuations in labor and employment; workers can access data about labor and employment needs and be automatically provided with suggestions on suitable job listings when unemployed.

e) The educational resources for textbooks, teaching and learning materials in the education sector shall be digitized and integrated with online teaching and learning platforms to help 100% of learners and teachers to engage effectively in online educational activities; meeting the requirements for learning materials for the entire general education program and for at least 40% of the disciplines at different levels of higher education.

g) 100% of geospatial data in the Natural Resources and Environment sector shall be digitized, standardized and interconnected, shared with State agencies, etc. in the form of map services and can be shared with other information systems of fields that use geospatial data services to connect, exploit and use.

h) 100% of monitoring data, automatic monitoring data of waste discharge from industrial parks and environmental pollution hot spots shall be guaranteed to be connected to the monitoring centers of the Natural Resources and Environment sector at real time for analysis to provide warnings when there is a risk of environmental incidents.

i) 100% of data on public transport infrastructure and vehicles, data on warehouses and logistics centers shall be digitized and updated promptly, which helps to effectively address challenges and difficulties of the transport industry and meet the needs of building a supply chain of forwarding - warehousing and logistics.

k) 95% of medical data shall be developed and organized in accordance with the direction of decentralization of management from central to local levels to develop and complete the national health database and other medical databases.

l) To develop the data market, complete piloting and testing of 05 data exchanges to create a supervised data trading and exchange environment to ensure safety and compliance with the law; to develop data services (synthesize, analyze, label data, etc.) to create more job opportunities for people, especially disadvantaged people and disabled people; to export knowledge of Vietnamese workers abroad based on new data jobs.

4. Assurance of information security and cybersecurity

100% of national databases, shared databases, specialized databases and important databases of ministries, branches and localities shall have plans to ensure information security which are implemented by levels and 4-layer protection models, and at the same time deploy cybersecurity protection activities for information systems in accordance with the law on cybersecurity.

IV. NATIONAL KEY TASKS

1. Development of mechanisms and policies

a) To focus on researching and developing the Law on Digital Technology Industry, which regulates forms of data ownership, data property rights, data trading policies, and legalize data as a recognized asset protected by the law and create data markets.

b) To develop a Decree regulating electronic transactions in State agencies and information systems for electronic transactions, Decree regulating electronic signatures and trusted services, Decree regulating the lists of national databases.

c) To develop a Decree regulating the purchase, sale and exchange of private and copyrighted data to create a data market; regulations on types of data eligible for sale, exchange, and transfer.

d) To promulgate regulations on obligations and responsibilities of units operating digital platforms and electronic transaction systems in collecting, storing, using, connecting, sharing, and trading digital data.

dd) To promulgate regulations on standards, regulations, categories for storing, connecting and sharing data, and regulations on non-identified data. To promulgate guiding regulations related to data quality management.

e) To develop a Data management framework, data architecture and data dictionary entries and add them to the Vietnam e-Government Architecture Framework in the upcoming versions.

g) To research and develop preferential policies to promote the development of businesses operating in the data field, provide consultations on data management strategies, and provide data management platforms and services; to preventing market domination and manipulation by organizations and businesses that have the advantage of holding large volumes of Vietnam's data.

h) To develop and promulgate principles for responsible data use and safety guidelines when applying artificial intelligence (AI) in the public sector to maintain the key and controlling role of human in all AI applications, harmonizing the benefits that AI applications bring to industries/fields in all aspects of social life, while ensuring that the AI approach is consistent with ethical standards of human.

2. Development of the national digital infrastructure:

a) To develop large-scale National Data Centers and Regional data centers in accordance with green standards and connect such data centers with the Vietnam National Internet Exchange (VNIX) in line with a road map which is suitable with the National information and communication infrastructure master plan, ensuring data is synchronously connected, interconnected, and has backup capabilities to promote the development of big data industry; ensuring continuous, stable updates and exploitation of data, even in cases where the international Internet connection is lost or interrupted.

b) To consolidate and utilize, ensure synchronization and smooth connection of existing data centers which have been invested and built by businesses and ministries, departments and branches to save costs for data infrastructure investment.

3. Development of the national digital data

a) To focus on completing national databases in the priority list to create a foundation to develop e-Government (national databases on Population, Land, Business Registration, Finance, Insurance, national database on cadres, civil servants, and public employees) and data in fields which are on the list of key tasks and solutions for developing the digital economy and digital society, the fields which are approved in Decision No. 411/QD-TTg dated March 31, 2022, of the Prime Minister to serve socio-economic development. To ensure data is created in a machine-readable format, ready to be shared, exploited, and easy to be used. To maintain stable collection channels and complete information fields in national databases through the public service system; to fully update, in real time, to ensure high quality data according to the criteria "correct, complete, clean, live" to filter out valuable new data to serve the direction and management of State agencies and for socio-economic development.

b) To integrate and synchronize data from national databases, databases of ministries, branches and localities to the National Data Center.

c) To develop shared databases, specialized databases of ministries and branches along with a national database that is interconnected and shared for the provision of public services.

d) To complete the national data portal and ensure timely provision and updates of open data sets for agencies, businesses and people to look up, exploit and use.

dd) To research, apply and deploy new data analysis and processing technologies for the direction and administration of the Government, Prime Minister, leaders of ministries, branches, localities and for socio-economic development.

e) To develop digital learning resources on professional skills, helping workers easily access digital learning resources to self-practice and improve knowledge and skills in accordance with employment needs and to improve labor productivity.

4. Development of data connections and share

a) To connect and share data between State agencies, maximize the effectiveness of the digital platform systems including: National Data Exchange Platform (NDXP), IoT device platform, semi-national communication axis to connect, integrate, and share data between information systems and databases of ministries, branches and localities nationwide.

b) To connect, open, and share data from the national population database with other national databases and specialized databases.

5. Development of the data market

a) To develop a master plan to establish the data market and legal documents guiding the piloting of data exchanges, including: (i) Establishing platforms for exchanging, buying and selling data; (ii) Developing a model of data brokerage companies; (iii) Developing the data service market (auditing, analysis, management, data labeling, etc.).

b) To add more products and solutions to collect, process, exchange, enrich data and represent data (convert data into charts or graphics for easy understanding and analysis - data visualization) into the List of high-tech products prioritized for development investment and the List of high-tech products encouraged for development.

6. Ensuring information security and cyber security

a) To develop a security vulnerability scanning platform to prevent unsafe and network security incidents, ensure information security in connecting and sharing data.

b) To focus on implementing plans to ensure network information security according to the 4-layer protection model for all national database systems.

7. Training and developing human resources

a) To develop professional training programs at universities; focusing on areas such as data science, big data analysis and processing, security and data management.

b) To cooperate with international businesses and organizations to provide practical opportunities and technical exchanges, as well as access to the world's most advanced new technologies and methods in data.

c) To increase investment in research and development in the field of data, including support for advanced and innovative research projects on data.

d) To accelerate the implementation process of digital university models to quickly meet the demand for data human resources in the coming time.

V. KEY TASKS OF MINISTRIES, BRANCHES AND LOCALITIES

1. Development of rules and regulations

Within the scope of sectors, fields, and areas of their management, ministries, ministerial-level agencies, Government-attached agencies, provinces and centrally-run cities shall have the following tasks:

a) To issue the List of open data for industries, fields and localities; deploy the development and provision of open data for organizations, businesses and people to look up, exploit and use for the development of the digital economy and digital society.

b) To issue the Big Data List and Big Data Development Plan under the management of ministries, branches and localities.

c) To develop and promulgate standards for each type of data in the big data list of industries, fields, and localities; technical regulations on data structure, regulations on data exploitation and use of national databases and databases under the management of ministries, branches and localities.

d) To develop and issue technical guidance documents on connection, integration, and sharing of data between national databases, specialized databases and information systems. To develop a plan to deploy the application of artificial intelligence, new and advanced data analysis technologies in management and administration works in order to improve data analysis and processing capabilities at ministries, branches and localities.

2. Development of data infrastructure

a) To implement data portals of ministries, branches and localities in accordance with the provisions of the Government’s Decree No. 42/2022/ND-CP, integrate with the national data portal. To make the most of available network infrastructure to deploy e-Government at ministries, branches and localities; prioritize the use of service rental options during the process of building a data portal.

b) To develop, consolidate and complete data collection and transmission infrastructure at ministries, branches and localities. To developing Internet of Things (IoT) infrastructure to serve professional and specialized applications in implementing e-Government associated with smart urban development, smart transportation, smart agriculture, and resource and environment monitoring, etc. at ministries, branches and localities; maximize combination with infrastructure invested by organizations and individuals, ensuring effective implementation, avoiding overlap and waste.

c) To maintain the connection of the Cloud Computing Platform of State agencies in ministries, branches and localities with the Government Cloud Computing Platform according to the model guided by the Ministry of Information and Communications and at the same time connect to the cloud of businesses that meet the professional requirements, standards and technical regulations for e-Government to ensure the storage and sharing of data for common use by ministries, branches and localities.

3. Data development

a) To collect, consolidate and complete master data, shared databases in the databases of ministries, branches, localities, and specialized databases to serve the application of digital Government services in State agencies of ministries, branches and localities.

b) To develop and provide digital platforms to synthesize and analyze data at ministerial and provincial levels for centralized storage, aiming to form a shared data warehouse of ministries, branches and localities for their direction, administration works and for socio-economic development.

c) To develop large data sources and build data lakes for ministries, branches and localities. To collect, exploit and enrich large data sources arising in activities at ministries, branches and localities.

d) To digitize dossiers and results of administrative procedures as prescribed by the law; collect and develop data for the execution and direction of the Government, Prime Minister and leaders of ministries, branches and localities.

4. Development of data connection and share

a) To complete the data integration and sharing platform at ministries, branches and localities to connect with the national data integration and sharing platform.

b) To cooperate in building large data sets by areas and regions to jointly integrate, share, and take advantage of shared data resources for provinces and centrally-run cities in areas and regions with similar characteristics and advantages. To establish value chains based on inter-regional data exploitation to promote economic development.

c) Localities shall share their local big data with ministries, branches, and other localities and gradually put big data into application in all aspects of local political, economic and social life.

d) Ministries, branches and localities shall promulgate regulations and guiding documents appropriate to the scope of their State management for opening, connecting and sharing data of enterprises to the community, consider appropriate support mechanisms to encourage businesses and people to open and share valuable data and jointly build open and shared data sets to serve the common society interests.

dd) To share data within the scope of management for ministries, branches and localities to exploit and use to handle administrative procedures, provide online public services and for direction and administration upon request.

VI. SOLUTIONS

1. Development of organizational structure and network

a) Ministries, ministerial-level agencies, Government-attached agencies and People’s Committees of provinces and centrally-run cities shall direct and provide guidelines for the data development of ministries, branches and localities.

b) Specialized units in charge of information technology and digital transformation of ministries, ministerial-level agencies, Government-attached agencies, Departments of Information and Communications of provinces and centrally-run cities shall review and supplement functions and tasks related to data, acting as the focal point to monitor the implementation of data infrastructure development, data development tasks of ministries, branches and localities in the spirit of not creating additional organizational structures.

c) To establish a network of human resources to support the implementation of the Strategy from central to local levels. Each State agency shall assign a leader to be the focal point in charge of data, responsible for organizing and administering data development activities at their agency or unit; combine the network of data officers at agencies, organizations, businesses, associations, and professional associations to ensure consistent implementation of the Strategy in all industries and fields.

2. Skills training and retraining

a) To implement projects on propaganda to raise awareness, disseminate knowledge about digital data and organize mass open online courses (MOOCs) to train people's general skills and basic knowledge of personal data use and management, data protection; foster working knowledge about data and data mining, helping people engage and gain skills, ensuring the development of quality data.

b) To strengthen training and capacity building for staff in charge of data of State agencies and enterprises; develop training programs to improve skills in management, analysis, storage, connection, and sharing of data. Through such training and retraining for data experts to form core workforces, spread knowledge and data development skills to ministries, branches, localities, and businesses.

c) To organize training, dissemination, and annual drills on ensuring data safety, information security, and protecting data infrastructure (both specialized and national ones).

3. Training and development of human resources

a) To implement projects on training and developing human resources specialized in digital data.

b) To research and develop educational programs to develop the data industry and data science; introduce data science into universities, colleges, and intermediate training programs with all disciplines on information technology, engineering, economics, and social science from basic to advanced levels to develop more human resources working in the data industry; develop and strengthen big data science centers and laboratories at universities and research institutes; develop teams of data scientists in various fields.

c) To arrange resources, provide scholarships, grants, and internships in data science for data officers of agencies, organizations, and businesses; organize voting and honor data science awards and initiatives to encourage, motivate, attract and recruit high-quality human resources with in-depth knowledge about data science expertise to implement the strategy.

4. Research and development

a) To research and master data analysis and data processing technologies; develop artificial intelligence models and blockchain algorithms applied to open data and big data suitable to the characteristics and needs in Vietnam.

b) To develop big data open source community, develop open source ecosystem, and comprehensively improve technical research capabilities and promote advanced big data technologies.

c) To create a collaborative environment for data research and development in general and big data in particular between Government-attached agencies, ministries, branches, localities, with universities, research agencies and businesses, with international programs and projects on data. To develop research communities between data scientists and organizations and businesses in need in order to connect parties and solve specific problems of organizations and businesses in need. To promote scientific research on data among students at universities and colleges.

5. Public-Private Partnership

a) To create a healthy, safe and legal data market development environment, thereby promoting data services and creating more job opportunities for people.

b) To implement the plan in which the State and businesses shall order research centers and technology businesses to analyze and process data for the purpose of business orientation and decision-making support.

c) The State shall develop a number of data collection and analysis tools for general use to support small and medium-sized enterprises; research and support digital technology businesses to develop conversion platforms “Make in Vietnam” through data enrichment platforms and create a diverse Vietnam's data ecosystem.

d) To develop a community data space based on coordination and data contribution from State agencies, businesses and people, towards forming data warehouses, open data sets, and big data for shared use, sample data to develop artificial intelligence solutions and applications.

6. International cooperation

a) To strengthen international cooperation activities to learn experience in data management and administration, data exploitation and use, and cross-border data exchange; share and exchange some (types) of data within the permitted legal framework with countries in a number of areas of mutual interest and need.

b) To invite foreign experts and overseas Vietnamese data experts to come to Vietnam to participate in consultation, research, training on data and data management.

c) To actively engage in international cooperation in data development; actively participate in activities with international organizations, propose initiatives on data development and be ready to promote a leading role in areas where Vietnam has strengths; proactively and actively participate in forming new legal frameworks, data standards, governance frameworks and international principles on data in accordance with Vietnam's goals and interests.

d) To support a number of countries in data development to strengthen international cooperation, at the same time, promote and create output markets for data products and services of Vietnamese enterprises. To strengthen investment promotion activities for fields related to data mining.

7. Measurement, monitoring, and implementation evaluation

a) To supplement assessment indicators on data development to the Digital Transformation Index (DTI) at all 3 levels: provincial, ministerial and national levels, ranging from assessing the results of open data implementation by State agencies, to the level of completion of building national databases, connectivity, data sharing, big data sets, etc.

b) To annually publish the results of the data development assessment index along with the digital transformation index, as a basis for monitoring, urging, and ranking the level of data development and results of implementing the Strategy of ministries, branches and localities.

VII. FUNDS FOR IMPLEMENTATION

1. Funding for implementation shall be allocated from the State budget in accordance with the current budget decentralization, integrated capital and other legal capital sources (if any).

2. Funding can be mobilized from other lawful sources.

VIII. ORGANIZATION OF IMPLEMENTATION

1. Ministries, ministerial-level agencies and Government-attached agencies shall:

a) Take responsibility for organizing and implementing the Strategy within the scope of assigned functions and tasks and in accordance with current legal regulations; include data development tasks in the annual digital transformation plan and proactively participate in joint coordination activities on data development under the direction of the Prime Minister.

b) Based on the specific situation of each ministry or sector to decide on the development and promulgation of a Data Strategy for their own ministries or branches, or integrate the content of data development strategy in master plans and projects on digital transformation of such ministries or branches to synchronously implement this content with the National Data Strategy in the following direction: Ensure the details of solutions and tasks of the National Data Strategy and are consistent with the conditions, needs, and development orientations of such ministry or branch; focusing on the two following spearheads: (i) Building databases on digital identities of objects under their management to facilitate State management, creating synchronization and transparency nationwide, and (ii) Big data resources to exploit, support decision-making, and improve the leadership and executive capacity of State agencies.

c) Implement the construction and consolidation of data infrastructure of ministries and branches; take the prime responsibility for digitizing and developing data for the fields under their management and provide guidelines with localities for the synchronous implementation; complete data in the list of national databases that need to be prioritized to create a foundation for developing digital Government as prescribed by the Government, data in important fields specified in the e-Government Development Strategy towards the digital government in the 2021-2025 period, with a vision to 2030.

d) Develop a platform to synthesize and analyze ministerial-level data for the collection, synthesis, and analysis of data on the basis of inheriting information systems and databases already deployed at ministries and branches to ensure no overlaps in investments and make the most of readily available data sources; effectively exploit data and provide information on political, economic and social situations within the management scope of such ministry or branch, and at the same time share data with other State agencies.

dd) Assign the specialized unit in charge of information technology and digital transformation of such ministry or branch to be the focal point to carry out data development tasks and take responsibility for consulting on data issues for the Digital Transformation Steering Committee of such ministry or branch; implement construction and consolidation of data center infrastructure of such ministry or branch and promote the collection and enrichment of big data; at the same time, act as the focal point for effectively managing and exploiting and using data of their branch, ensuring connections with national databases.

e) Organize annual training and retraining programs on data management and analysis for data officers; improve data knowledge for officials, civil servants and public employees.

g) Allocate budget for research and development, especially in fields related to data science and information technology on an annual basis.

h) Strengthen cooperation with international organizations and partners to share and learn knowledge and experience in data management, administration, exploitation and use and resources related to data development; appoint a unit to act as a focal point to connect and cooperate with universities, research agencies and businesses, with international data programs and projects to develop a big data open source community, and develop an open source ecosystem and comprehensively enhance technical research capabilities to promote advanced big data technologies and develop a research community between data scientists and relevant organizations and businesses in need; invite foreign data experts and Vietnamese data experts living abroad to participate in consulting, research, training on data and data management to solve specific problems of organizations and businesses in need.

i) Proactively coordinate and support countries in data development cooperation opportunities to strengthen international cooperation and promote, create output markets for data products and services of Vietnamese businesses.

2. Ministry of Information and Communications shall:

Take the prime responsibility and coordinate with ministries, branches, localities, associations, and businesses in managing, monitoring and supervising the implementation of this Strategy, focusing on the following contents:

a) Providing guidelines and supporting ministries, branches and localities in developing and implementing Data Development Strategy/Plan of ministries, branches and localities and implementation plans of component strategies.

b) Monitoring, supervising and evaluating the results of implementing the Strategy; performing as the focal point to summarize the implementation of the Strategy and annually report to the Prime Minister and the National Committee on Digital Transformation; organizing a preliminary review of the implementation of the Strategy until 2025 and identifying priority tasks and master plans for the next period until 2030.

c) Taking the prime responsibility for the implementing contents on developing mechanism and policies in key national tasks specified in section IV of the Strategy.

d) Taking the prime responsibility and coordinating with ministries, branches and localities to develop criteria and guidelines as the basis for ministries, branches and localities to build an open data list and a big data list that need to be prioritized for development under the management scope of ministries, branches and localities, for the direction and administration of ministries, branches and localities and for the need to exploit data in industries and fields from people and businesses.

dd) Providing guidelines and coordinating with ministries, branches, localities, and businesses to promote the development of national data infrastructure, national data development, national data centers, regional data centers according to the goals of the Strategy, in accordance with information and communications infrastructure development plans.

e) Including the tasks of "Propaganda, raising awareness and dissemination of knowledge about digital data" and "Training and developing digital data human resources" into the content of the Master plan on “Raising awareness, universalizing skills and developing national digital transformation human resources by 2025, with a vision to 2030" to create resources to promote the effectiveness of the Strategy.

g) Enhancing information and propaganda through diverse and abundant forms, developing technical guidance documents, leaflets, etc. to raise awareness of Party committees, authorities and people at all levels about the role and importance of data value, effective development, exploitation, use and sharing of data.

h) Developing and supplementing additional sets of data development assessment indicators to the Digital Transformation Index (DTI) to evaluate data development results of ministries, branches, and localities and annually monitor, review.

i) Researching and promulgating regulations to manage businesses with a dominant market share in data in accordance with the law and in accordance with international practices to prevent and combat market domination and manipulation by these businesses.

k) Issuing guiding documents on ensuring information security in connection works and data sharing; guiding document regulating the establishment and operation of systems for receiving and synthesizing data to serve State management of electronic transactions by State agencies.

3. The Governmental Office shall:

a) Develop and complete the Government's Information and Reporting System and the Information and Executing Center of the Government and Prime Minister, connect them with the reporting and information systems, information systems and national databases and specialized databases deployed by ministries, agencies and localities to ensure integration and sharing of digital data for the direction and administration of the Government, Prime Minister and authorities at all levels in real time.

b) Develop and complete the National Public Service Portal System to ensure smooth, safe and stable operations; coordinate with ministries, branches, agencies and localities to implement plans and solutions to connect and integrate the National Public Service Portal with the information systems for handling administrative procedures at ministerial and provincial levels, information systems, national databases and specialized databases deployed by ministries, agencies and localities to effectively serve the implementation of administrative procedures and provide online public services .

c) Organize instructions on the digitization of records, documents, results of administrative procedures and organize storage and exploitation of digitized data for the implementation of administrative procedures, provision of online public services as prescribed by the law.

4. The Ministry of Public Security shall:

a) Organize the implementation and monitor the implementation of legal regulations on personal data protection.

b) Take the prime responsibility and coordinate with ministries, branches and localities to carry out interconnection and integration of electronic identification and authentication systems with public service systems and exploit, maximize the effectiveness of the national database on population, identification database and immigration database.

c) Take the prime responsibility for guiding and coordinate with ministries, branches and localities to carry out data protection and ensure data security.

5. The Ministry of Health shall:

a) Develop and submit to the Government to promulgate the Decree on medical data management.

b) Develop and organize medical data, national health database, specialized database systems (medical examination, treatment, preventive medicine, human resources, medical equipment, pharmacy, etc.) in accordance with the direction of decentralization of management from central to local levels to develop and complete the national database on health; apply digital technologies to effectively exploit data for medical digital transformation. Create a shared database and make it widely available so that people can look up all information; digitize health information, electronic medical records and make them seamlessly inter-connected between health agencies and people for the lookup, monitoring, and medical examination and treatment of patients when they come for medical examination and treatment at medical facilities.

c) Promote the deployment of medical digital platforms, focusing on promoting the deployment of digital platforms: (1) Platform to support remote medical examination, treatment and consultation; (2) Vaccination management platform; (3) Electronic health record platform; (4) Management platform of Commune health stations; (5) Hospital information and electronic medical record management platform.

d) Develop big data on clinical symptoms of diseases, big data of the medical industry from IoMT (Internet of Medical Things) personal health devices, virtual assistant data that automatically monitors health for individuals for medical and pharmacological research activities and development of treatment regimens; develop big data to store and transmit medical images and test results at the central level, meeting the ability to share information for exploitation and use to all medical examination and treatment facilities and other relevant units, ministries and branches; apply smart technologies based on artificial intelligence, use big data warehouses on clinical symptoms, medical examination and treatment experience to facilitate medical care.

6. The Ministry of Education and Training shall:

a) Promote and incorporate data science and data analysis subjects into training programs of different disciplines, promote scientific research on data in universities and pedagogical colleges.

b) Organize the digitization of data to develop a system of digital learning materials, training programs, and digital textbooks. Develop shared digital learning materials search platforms for all educational levels. Newly develop or incorporate with the Master plan on developing Vietnamese digital knowledge system to enrich the general knowledge system.

c) Organize the digitization and unified management of the system of diplomas, certificates, and training programs associated with each student, creating the basis for reference and use in social activities.

d) Update and complete data on education and training sector, including: educational and training establishments at all levels; training disciplines, training programs, teacher and student profiles; standardize electronic transcripts for all levels and majors; create open and shared data sets for agencies, organizations and individuals for reference, research and use.

dd) Gradually develop big data on the behavior of learners and teachers from learning support systems that apply teaching technologies and online applications.

e) Connect and link data on education and training sector with data in the field of labor, employment and social insurance to determine the needs for training and human resource, creating the basis for developing training strategies, planning, and plans in the education sector.

7. The Ministry of Agriculture and Rural Developments shall:

a) Organize and implement the development of agricultural industry data sets (including databases of cultivation, livestock, fisheries, etc.). Prioritize the deployment of the following data types: Traceability data about the origin of agricultural products; data on agricultural, forestry and fishery production areas; data on land, soil, geographical indications; data on weather, processes, production technology, and disease prevention for crops, livestock, and seafood; data on agricultural production and consumption of agricultural products (through digital platforms); data from IoT devices for smart agriculture; data on monitoring and detecting diseases in agricultural production; data on forest developments and changes, forest fire detection and warning via satellite images; data on irrigation works, lakes, dams, and canals; data on fishing and aquaculture, fishing vessel monitoring.

b) Develop and organize the deployment of agricultural data digital platforms, including:

- Develop a data architecture platform. Organize the connection between farmers and agricultural experts through digital platforms and provide open data sets on agricultural, forestry and fishery production including production processes and technologies, disease prevention for crops, livestock, and seafood; production experience and shared support from people and businesses; portfolio of strategic products with competitive advantages.

- Develop and effectively exploit agricultural data digital platforms. Through digital platforms to collect, update and provide data on the origin of agricultural products, agricultural production situation, consumable agricultural products from cooperatives and agricultural enterprises, from updated data sources of farmers directly engaged in the supply chain.

c) Apply big data, data, artificial intelligence, remote sensing technology in synthesizing, analyzing, evaluating data and mining data on the data platform of the agricultural industry for the statistical, forecasting, and decision-making works in agricultural production, agricultural product market development, and detection and warning of natural disasters and epidemics.

d) Provide basic and necessary data to support technology startups in the fields of agriculture, forestry and fishery. Coordinate with postal businesses to support farmers in bringing agricultural products to e-commerce platforms.

8. The Ministry of Natural Resources and Environment shall:

a) Organize and implement the digitization and development of big data in the field of environmental resources, including national geography; national land; explore; hydro meteorology; climate change; environment; waste sources; biodiversity; water resources; geology and minerals; marine and island resources and environment; resources and environment monitoring.

b) Gradually improve the nation-wide monitoring and observation systems on environment, hydro meteorology, land resources, and water resources nationwide through IoT devices to develop big data in the natural resource and environment industry.

c) Research and deploy the application of IoT data analysis and processing technologies in supporting decision-making to prevent and respond to environmental incidents, protect the environment, and use land sustainably; forecast, warn of natural disasters and adapt to climate change.

d) Form and develop national geospatial data infrastructure and national digital map platform.

9. The Ministry of Culture, Sports and Tourism shall:

a) Digitize and develop data about Vietnamese ethnic groups, cultural villages, cultural spaces of different regions, Vietnam country and people to make them widely available on the Internet, support the promotion and development of Vietnamese cultures; develop and enrich a big data warehouse on the culture and arts of Vietnamese ethnic groups.

b) Ensure the synchronous connection and integration of the database on culture and arts with national databases and the database of the Master plan on developing Vietnamese digital knowledge system; apply geographic information systems (GIS) in managing, protecting and promoting cultural heritage.

c) Organize the digitization and formation of digital libraries for cultural heritages, national relics, and special national relics; collect and manage digital data on cultural heritages, national monuments, heritages on the National Intangible Cultural Heritage List, digital data on cultural customs, traditions, and the strengths of Vietnamese people, etc. Consolidate and complete data to develop master plans and programs to protect and promote the value of heritage in the National Intangible Cultural Heritage List, preserve and promote cultural values, tradition and strengths of Vietnamese people.

d) Develop big data about tourists and tourist consumption behavior; big data on tourism programs, tours, accommodation establishments, and tourism service businesses for the common exploitation and use for tourism development.

10. The Ministry of Transport shall:

a) Organize the implementation of digitization, data creation and provision of data services on centrally managed transport infrastructure network for people to exploit and use.

b) Develop big data to manage the operation of vehicles, data on real time traffic density on roads for regulating traffic based on data and planning, investing, developing transport infrastructure.

11. The Ministry of Industry and Trade shall:

a) Organize the collection and development of data in the field of e-commerce and logistics, apply big data analysis technology in assessing consumer behavior, habits, needs and preferences, etc. from which to plan policies for e-commerce development, market development, logistics industry development and promoting digital transformation in the field.

b) Develop big data in the electricity industry, using big data to plan and build a smart power network system. Deploy the application of big data and artificial intelligence in activities regulating electricity production and consumption from clean, environmentally friendly energy sources.

c) Apply artificial intelligence in regulating the market, production and distribution of products and services under the management of the Ministry of Industry and Trade based on the use of big data on market surveillance.

12. The Ministry of Planning and Investment shall:

a) Take the prime responsibility and coordinate with ministries, branches and localities to connect and share data between the national database on business registration and other national databases.

b) Develop data on socio-economic development, data on economic forecast for decision-making on macroeconomic policy management.

13. The Ministry of Finance shall:

a) Direct and organize the collection and creation of big data on the stock market and online transactions in the financial sector.

b) Research and apply artificial intelligence and big data analysis technologies for analysis and supervision of capital markets, financial risk assessment, policy impact assessment and decision-making on financial management and operation.

14. The Ministry of Science and Technology shall:

a) Develop the national database on science and technology, connect such database with the national database on population and other national databases and specialized databases of relevant ministries, branches and localities.

b) Organize and develop a platform for sharing scientific and technological research data. Coordinate with ministries, branches and localities in calling for data contributions to this platform with the goal of creating an environment that allows the scientific community to contribute, exploit, share research data and develop research data analysis models, machine learning, and artificial intelligence, contributing to the successful implementation of the National Strategy on research, development and application of artificial intelligence until 2030.

c) Develop a roadmap to digitize science and technology data in each stage. Research and apply artificial intelligence and data mining to produce reports analyzing, evaluating, and synthesizing issues affecting the science and technology industry, thereby providing appropriate solutions for management, policy planning, and decision making.

15. The Ministry of Labor, Invalids and Social Affairs shall:

a) Organize the construction and formation of a database on labor - employment and social security. Prioritize to implement the interconnection of electronic labor books with data on social insurance, unemployment insurance, integrate with vocational training and lifelong learning data associated with developing the labor - employment data; complete the social security database including data on beneficiaries of policies on social protection, poverty reduction, children and people with meritorious services, etc.

b) Ensure the technical infrastructure, aiming to build and organize the implementation of integrated databases of ministries and branches; connect, integrate, and share labor, employment, and social security data with national databases as well as databases of ministries, branches, and local to serve State management; provide and share data for organizations, people, and businesses in need.

c) Update data in the fields of labor, people with meritorious services and society to the database of the Ministry of Labor, Invalids and Social Affairs; prioritize updating and providing open data; develop a smart consulting system based on artificial intelligence on policies and policy implementation for organizations, people, and businesses in need; implement appropriate methods to increase accessibility and exploit ability of information and data to disadvantaged people and disabled people.

d) Promote and include data science and data analysis subjects in the training programs of colleges, secondary schools and vocational education centers.

16. People’s Committees of provinces and centrally-run cities shall:

a) Take responsibility for organizing and implementing the Strategy, ensuring consistency and synchronization with the implementation of the local socio-economic development plan.

b) Based on the specific situation of each locality, decide to develop and promulgate a separate Plan/Strategy to implement the National Data Strategy or integrate the content of data development in strategies, projects, and plans on digital transformation of provinces and cities based on detailing the solutions and tasks of the National Data Strategy and in accordance with conditions, needs, and development orientations of such locality; proactively participate in joint activities under the direction of the Prime Minister and the coordination of the Ministry of Information and Communications.

c) Assign their Department of Information and Communications to be the focal point to carry out data development tasks, take responsibility for consulting on data issues for the People's Committee and the Digital Transformation Steering Committee of such locality; implement the construction and strengthening of data center infrastructure and collect, enrich big data for such locality; act as the focal agency for managing, monitoring and supervising the effective exploitation and use of local data and connecting such data with national databases.

d) Implement the construction and consolidation of local data infrastructure. Develop local databases in parallel with deploying public service digital platforms. Develop digital platforms for analyzing and processing data for the collection, synthesis, and analysis of data based on inheriting from information systems and databases already implemented at such locality to ensure no overlaps in investment and make the most of readily available data sources, contributing to effective data exploitation and providing information on political, economic and social situations within the management scope of such locality.

dd) Proactively mobilize resources and integrate relevant activities of other programs in their locality to achieve the goals of the Strategy.

e) Summarize and add the contents of reports on the implementation of the Strategy to the reports on digital transformation of such locality to send to the Ministry of Information and Communications before December 31 every year for synthesis and reporting to the Prime Minister.

17. Professional organizations and associations

Professional organizations and associations shall proactively and actively advise and counter-argue policies and laws; encourage their members and businesses to actively participate in developing quality data, exploiting and using open data sources, national public data sets, sharing data to the public data space and enjoy the benefits that data brings about; join with the Ministry of Information and Communications in propagating, disseminating, surveying, and evaluating the level of data development and results of implementing the National Data Strategy.

Article 2. This Decision takes effect from the date of signing for promulgation.

Article 3. Ministers, heads of ministerial-level agencies, heads of Government-attached agencies, chairpersons of People’s Committees of provinces and centrally-run cities and relevant agencies and units shall be responsible for implementing this Decision.
