CIRCULAR

Issuing the list of State-managed telecommunications service markets and the list of telecommunications enterprises with dominant market positions in State-managed telecommunications service markets

Pursuant to the Telecommunications Law dated November 24, 2023;

Pursuant to the Government’s Decree No. 163/2024/ND-CP dated December 24, 2024, detailing a number of articles and guiding the implementation of the Law on Telecommunications

Pursuant to the Government’s Decree No. 55/2025/ND-CP dated March 2, 2025, defining the functions, tasks, powers and organizational structure of the Ministry of Science and Technology;

At the proposal of the Director General of the Vietnam Telecommunications Authority;

The Minister of Science and Technology hereby promulgates the Circular issuing the list of State-managed telecommunications service markets and the list of telecommunications enterprises with dominant market positions in State-managed telecommunications service markets.

Article 1. Scope of regulation

This Circular issues the list of State-managed telecommunications service markets and the list of telecommunications enterprises with dominant market positions in the State-managed telecommunications service market.

Article 2. Subjects of application

1. State management agencies related to wholesale telecommunications activities and management of telecommunications service prices.

2. Telecommunications enterprises.

Article 3. List of telecommunications service markets managed by the State

1. Telecommunication services on fixed public telecommunications networks:

Internet access services.

2. Telecommunication services on land mobile networks:

a) Voice services;

b) Internet access services.

Article 4. List of enterprises with dominant market position in the State-managed telecommunications service market

1. Telecommunication services on fixed public telecommunications networks:

Internet access services:

Viettel Group;

Vietnam Posts and Telecommunications Group.

2. Telecommunication services on land mobile networks:

a) Voice services:

Viettel Group;

Vietnam Posts and Telecommunications Group;

MobiFone Corporation.

b) Internet access services:

Viettel Group;

Vietnam Posts and Telecommunications Group;

MobiFone Corporation.

Article 5. Effect and implementation organization

1. This Circular takes effect from July 20, 2025, and replaces Circular No. 18/2012/TT-BTTTT dated November 15, 2012, of the Minister of Information and Communications, on the list of telecommunications enterprises and groups of telecommunications enterprises with dominant market positions for important telecommunications services, and Circular No. 15/2015/TT-BTTTT dated June 15, 2015, of the Minister of Information and Communications, amending a number of provisions of Circular No. 18/2012/TT-BTTTT dated November 15, 2012, of the Minister of Information and Communications, issuing the List of telecommunications enterprises and groups of telecommunications enterprises with dominant market positions for important telecommunications services.

2. The Director General of the Vietnam Telecommunications Authority shall, based on the provisions of Article 6 and Article 7 of Decree No. 163/2024/ND-CP dated December 24, 2024, of the Government, detailing a number of articles and guiding the implementation of the Telecommunications Law, take responsibility for monitoring changes in criteria and promptly proposing to the Minister of Science and Technology to amend, supplement the list of State-managed telecommunications service markets and the list of telecommunications enterprises with dominant market positions in the State-managed telecommunications service market.

3. The Chief of Office, Director General of the Vietnam Telecommunications Authority, Heads of agencies and units under the Ministry, Directors of Departments of Science and Technology of provinces and centrally-run cities, Chairpersons, General Directors, Directors of telecommunications enterprises and relevant agencies, organizations and individuals shall be responsible for implementing this Circular./.
