CIRCULAR
Amending and supplementing a number of provisions in the Appendices to Circular No. 08/2021/TT-BTTTT dated October 14, 2021, of the Minister of Information and Communications, providing the list of radio frequency use license-exempt radio devices and accompanying technical and operational conditions

Pursuant to the Law on Radio Frequencies dated November 23, 2009, and the Law Amending and Supplementing a Number of Articles of the Law on Radio Frequencies dated November 9, 2022;
Pursuant to Government's Decree No. 55/2025/ND-CP dated March 2, 2025, defining the functions, tasks, powers and organizational structure of the Ministry of Science and Technology;
Pursuant to the Prime Minister’s Decision No. 71/2013/QD-TTg of November 21, 2013, promulgating the Master Plan on National Radio Frequency Spectrum; the Prime Minister's Decision No. 38/2021/QD-TTg dated December 29, 2021, amending and supplementing a number of articles of the Prime Minister’s Decision No. 71/2013/QD-TTg of November 21, 2013, promulgating the Master Plan on National Radio Frequency Spectrum, which was amended and supplemented under the Prime Minister’s Decision No. 02/2017/QD-TTg of January 17, 2017; the Prime Minister’s Decision No. 15/2024/QD-TTg dated October 4, 2024, amending and supplementing a number of articles of the Prime Minister’s Decision No. 71/2013/QD-TTg of November 21, 2013, promulgating the Master Plan on National Radio Frequency Spectrum, which was amended and supplemented under the Prime Minister’s Decision No. 38/2021/QD-TTg dated December 29, 2021;
At the proposal of the Director General of the Authority of Radio Frequency Management,
The Minister of Science and Technology hereby promulgates the Circular amending and supplementing a number of provisions in the Appendices to Circular No. 08/2021/TT-BTTTT dated October 14, 2021, of the Minister of Information and Communications, providing the list of radio frequency use license-exempt radio devices and accompanying technical and operational conditions.
Article 1. To amend and supplement a number of provisions in Appendices 2, 10 and 16 to Circular No. 08/2021/TT-BTTTT dated October 14, 2021, of the Minister of Information and Communications, providing the list of radio frequency use license-exempt radio devices and accompanying technical and operational conditions according to Appendix I to this Circular.
Article 2. Effect
1. This Circular takes effect from May 15, 2025.
2. The Chief of the Office, the Director General of the Authority of Radio Frequency Management, and heads of agencies and units under the Ministry of Science and Technology, and related organizations and individuals shall implement this Circular.
3. Any difficulties arising in the course of implementation should be promptly reported to the Ministry of Science and Technology (the Authority of Radio Frequency Management) for instructions or consideration and settlement./.

Appendix I

1. To amend and supplement a number of provisions in Appendix 2 to Circular No. 08/2021/TT-BTTTT dated October 14, 2021, of the Minister of Information and Communications, providing the list of radio frequency use license-exempt radio devices and accompanying technical and operational conditions, as follows:
a) To amend and supplement No. 8 of Clause 1 as follows:
