SUMMARY

Strategy for sustainable exploitation and use of marine resources through 2030

On April 03, 2023, the Government issues Resolution No. 48/NQ-CP approving the Strategy for the sustainable exploitation and use of resources and protection of the marine and island environment through 2030, with a vision toward 2050.

Accordingly, the Government sets out the following targets by 2030 such as: Marine and island resources are exploited properly and used effectively to quickly and sustainably develop marine economic sectors and coastal areas, especially spearhead marine economic sectors; Pollution of the marine environment is controlled, prevented and minimized; Effectively respond to natural disasters, climate change and sea level rise, etc.

Strategic orientations and tasks until 2030 as follow:

Regarding exploitation and sustainable use of marine and island resources, to give priority to the arrangement of marine space for the following activities: Developing tourism; Searching, exploring and exploiting minerals, oil and gas; Developing aquaculture at sea, exploiting offshore fisheries; Developing industrial parks, coastal economic zones and islands; Developing renewable energy and new environment-friendly marine economic sectors, etc.

Regarding conservation of biodiversity and marine and island resources, to protect and maintain the existing system of protected areas; to investigate, survey and evaluate proposals to establish new protected areas in sea, coastal and island areas; to strengthen biodiversity conservation outside protected areas; to restore degraded marine and coastal ecosystems, etc.

This Resolution takes effect from the date of signing.

RESOLUTION

Approving the Strategy for the sustainable exploitation and use of resources and protection of the marine and island environment through 2030, with a vision toward 2050

THE GOVERNMENT

 

Pursuant to the Law on Organization of the Government dated June 19, 2015; the Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration dated November 22, 2019;

Pursuant to the Law on Marine and Island Resources and Environment dated June 25, 2015;

Pursuant to Resolution No. 36-NQ/TW dated October 22, 2018, of the 8th plenum of the 12th Party Central Committee, on the Strategy on sustainable development of Vietnam’s marine economy through 2030, with a vision toward 204;

Pursuant to the Government’s Decree No. 40/2016/ND-CP dated May 15, 2016, detailing a number of articles of the Law on Marine and Island Resources and Environment;

Pursuant to the 10-year Socio-Economic Development Strategy for the 2021-2030 period;

At the proposal of the Minister of Natural Resources and Environment in Report No. 14/TTr-BTNMT dated March 31, 2022, on the issuance of the Government's Resolution approving the Strategy for sustainable exploitation and use of resources and protection of the marine and island environment through 2030, with a vision toward 2045.

 

RESOLVES:

 

Article 1. To approve the Strategy for sustainable exploitation and use of resources and protection of the marine and island environment through 2030, with a vision toward 2050, including the following main contents:

 

I. VIEWPOINTS AND OBJECTIVES

1. Objectives

a) Marine and island resources and environment are the important foundation and resources for national development, which must be exploited and used on an efficient and sustainable basis for economic, cultural, social development and environmental protection, conservation of biodiversity, and response to climate change and sea level rise.

b) Exploitation and sustainable use of resources and protection of the marine and island environment are based on the results of baseline survey of marine and island resources and environment, modern science and technology, and high-quality resources and accumulated knowledge from the lives of coastal communities, ensuring the development of green marine economy.

c) Exploitation and sustainable use of resources and protection of the marine and island environment are the rights and responsibilities of all individuals and organizations engaging in activities at sea, which must be associated with ensuring national defence and security, maintaining independence, sovereignty and territorial integrity, strengthening foreign affairs and international cooperation on the sea, contributing to maintaining a peaceful and stable environment that is conducive to development, thereby turning Vietnam into a strong and prosperous country based on the sea.

2. Objectives through 2030

General objectives: Marine and island resources are exploited rationally, used effectively, fairly in service of socio-economic development in association with assurance of national defence and security, foreign affairs and international cooperation; pollution of the marine environment is prevented, controlled and significantly reduced; marine, coastal and island biodiversity is protected, maintained and restored; the values ​​of natural heritage and marine cultural heritage are conserved and promoted; the impact of natural disasters is minimized as much as possible, proactively and effectively respond to climate change and sea level rise, aiming to turn Vietnam into a strong and prosperous country based on the sea.

Specific goals through 2030:

a) Marine and island resources are exploited properly and used effectively to quickly and sustainably develop marine economic sectors and coastal areas, especially spearhead marine economic sectors in order of priority: (1) Sea-based tourism and services; (2) Maritime economy; (3) Exploitation of oil and gas and other marine mineral resources; (4) Aquaculture and fishing; (5) Coastal industries; (6) Renewable energy and new sea-based industries; and improve community lives and livelihoods.

b) Pollution of the marine environment is controlled, prevented and minimized; Land-based or sea-based pollution sources, transboundary pollution issues, marine environmental incidents, and ocean plastic waste pollution are effectively monitored, controlled and managed. By 2030, in coastal urban areas, 100% of hazardous wastes and domestic solid wastes will be collected and treated up to environmental standards; 100% of economic zones, industrial parks and coastal urban areas will be planned and built in a sustainable and smart manner to adapt to climate change and sea level rise, with concentrated wastewater treatment systems satisfying regulations and standards on the environment and marine environmental load-bearing capacity, restoration and resilience of marine and island ecosystems.

To better manage and protect marine, coastal and island ecosystems, increase areas of marine reserves, and raise the total area of marine and coastal protected areas to at least 6% of the country’s natural marine area, including marine and coastal reverses; protect concentrated breeding areas, habitats and migration routes of aquatic species, biosphere reserves and RAMSAR sites, etc.; and restore the coastal mangrove areas to the level of the year of 2000.

c) To effectively respond to natural disasters, climate change and sea level rise based on sustainable use of resources and protection of the marine and island environment along with strengthening the ability to forecast and warn of natural disasters, climate change and impacts of sea level rise.

d) Sea and island- related baseline survey and scientific research meet the requirements of sustainable exploitation and use of resources, environmental protection, conservation of marine and island biodiversity, conservation and promotion of marine cultural heritage values, prevention and control of natural disasters, and response to climate change and sea level rise, contributing to sustainable economic development.

To able to evaluate the potentials and value of important marine resources. To have at least half of Vietnam's sea zones surveyed in terms of marine resources and environment and presented on 1:500.000 maps and surveyed at a large scale in some key areas. To establish a comprehensive information system on marine and island resources and environment, ensuring integration, sharing and updating.

3. Vision toward 2050

Marine and island resources are exploited rationally and used effectively to turn Vietnam into a strong maritime nation based on green growth, conserved marine biodiversity, healthy marine and island environment, and a society in harmony with the nature

II. STRATEGIC ORIENTATIONS AND TASKS UNTIL 2030

1. Exploitation and sustainable use of marine and island resources

Marine and island resources include living and non-living resources underwater, on the seabed and the subsoil thereof, in coastal land areas as well as on archipelagoes, islands, low-tide elevations and banks which are under the sovereignty, sovereign rights and jurisdiction of Vietnam.

a) To zone areas for marine space use

- To gradually overcome conflicts and overlaps in the interests of resource exploitation and use among sectors and levels, ensuring harmony in the interests of the State, enterprises, communities and people's livelihoods, and ensuring that the marine environment and marine, coastal and island ecosystems are effectively protected, responding to climate change and sea level rise.

- To strive for the goals of assurance of national defense and security; exploitation and use of marine and island resources; environmental protection, conservation of biodiversity, ecosystems and aquatic resources and conservation of marine cultural heritage;

- To give priority to the arrangement of marine space for the following activities:

+ Developing eco-, science- and community-based tourism; cultural tourism; tourism to offshore islands and areas, maintaining an average growth rate of 11 - 12% per year with the rate of foreign tourists from 8 - 10% per year and the rate of domestic tourists from 5 - 6% per year;

+ Developing a green seaport system, establishing particularly sensitive sea areas and maritime routes, taking into account the fluctuating regional and international context. International passenger ports are associated with driving force areas for tourism development; large-scale ports serve economic zones and industrial parks; ports in island districts serve socio-economic development in association with national defense, security and island sovereignty. Ensuring the throughput of cargo volume from 1,140 to 1,423 million tons (of which container cargo is from 38 to 47 million TEU); and of passengers from 10.1 to 10.3 million passengers;

+ Searching, exploring and exploiting minerals, oil and gas, non-traditional hydrocarbons, and sedimentary basins in Vietnam's coastal areas to ensure that primary energy by 2030 reaches about 175 - 195 million TOE (tons of oil equivalent);

+ Developing aquaculture at sea, exploiting offshore fisheries, and conserving aquatic resources, striving for the growth rate of aquatic production value of 3.0 - 4.0% per year; and the total domestic seafood production of 9.8 million tons; of which aquaculture output is 7.0 million tons and fisheries output is 2.8 million tons;

+ Developing industrial parks, coastal economic zones and islands with high-tech industries, foundation technology, and source technology. Striving to increase the number of enterprises participating in technological innovation by an average of 20% per year;

+ Developing renewable energy and new environment-friendly marine economic sectors, ensuring the proportion of renewable energy in total primary energy consumption reaches 32.3%;

+ Identifying seaward reclaimable areas and artificial islands for socio-economic development and dumping areas at sea in the cases where dredged materials cannot be dumped on shore;

+ Completing and improving the quality of the port system and storm shelter for fishing vessels, ensuring sufficient capacity for fishing vessels to dock and anchor.

b) To give priority to resources for promoting efficient and environment-friendly activities and models of exploitation and use of resources, projects meeting circular economy criteria and suitable to source reserves and ecological carrying capacity; to restrict resource exploitation and use activities using backward, low-efficiency technologies that cause damage to resources, environmental pollution, and biodiversity loss.

c) To create a fundamental change in the integrated management of marine resources and coastal resources through the application of planning tools, plans, and integrated management programs, aiming to basically overcome conflicts and overlaps in exploitation and use of marine resources by 2030. To apply tax and fee tools, auction and bidding mechanisms in the exploitation and use of marine resources.

d) To strengthen the application of international standards, norms and regulations on sustainable development of marine economic sectors, including internalization and effective implementation of international conventions and treaties to which Vietnam is a member, effectively preventing illegal, unreported, and unregulated fishing.

dd) To promote co-management of resources, environmental protection, sharing of responsibilities and benefits in exploitation and use of marine and island resources; to train, support job change, and diversify livelihoods for the community; to preserve marine cultural heritage through solutions on policy, legislation, finance, human resources, physical facilities and equipment.

e) To promote sustainable development of the island economy in combination with protection of national defense and security, especially frontier islands through preferential solutions in policy, legislation, finance, human resources, physical facilities and equipment.

2. Protection of the marine and island environment

a) To periodically carry out survey, statistics, classification, monitoring and evaluation of types of pollution, pollution status, and sources of marine environmental pollution.

b) To promote survey and assessment of environmental load-bearing capacity, and determine the level of marine environmental pollution risks for marine economic development; to zone areas prone to marine environmental pollution risk and draw maps of these areas; to announce marine and island areas that exceed their environmental load-bearing capacity. By 2025, to complete zoning maps of areas prone to pollution risk and assessment of environmental load-bearing capacity in areas prone to high pollution risk in coastal waters.

c) To strengthen capacity and proactively control, monitor and handle regional and global marine environmental issues including transboundary pollution, ocean acidification and other related issues.

d) To prioritize resources from environmental protection funding to implement the National Action Plan on ocean plastic waste management through 2030. By 2030, the rate of recovery and treatment of plastic waste in beaches, marine tourist areas and marine protected areas reaches 100%.

dd) To boost up the capacity of the system of integrated monitoring and surveillance of marine and island resources and environment. By 2030, the system of integrated monitoring and surveillance will be completed, operate effectively and be connected and integrated with the national system of information and database on marine and island resources and environment.

e) To strengthen the organizational apparatuses and develop tools, means and sanctions to increase the effectiveness of coordination, inspection, examination and supervision in controlling and treating marine and island environmental pollution.

3. Conservation of biodiversity and marine and island resources

a) To protect and maintain the existing system of protected areas; to investigate, survey and evaluate proposals to establish new protected areas in sea, coastal and island areas; to strengthen biodiversity conservation outside protected areas; to restore degraded marine and coastal ecosystems. By 2030, the area of marine and coastal protected areas increases up to at least 6% of the natural area of the national sea, effective conservation policies are applied to 80% of marine areas with high biodiversity and important ecosystem services, the area of coastal mangrove forests is restored to at least the level of the year of 2000.

b) To promote investigation, assessment and determination of the level of vulnerability and danger of endemic marine species with scientific and economic value to propose plans and solutions for protection, conservation and restoration.

c) To establish, expand and strengthen the management capacity of concentrated breeding areas, habitats and migration routes of aquatic species. By 2030, 100% of aquatic resource protection areas will be identified and effectively managed.

d) To strictly control exploitation, breeding and cross-border trade of wild marine species on the list of species needing conservation.

dd) To prevent, strictly and effectively control invasive alien species; to strictly control the introduction of alien aquatic breeds and species and the introduction of alien organisms through maritime transport activities.

4. Response to climate change and sea level rise

a) To strengthen the capacity to monitor climate change, forecast, warn, and communicate early warning information systems for risks at sea and in coastal areas to proactively respond to natural disasters and climate change; to periodically update climate change and sea level rise scenarios. By 2030, the system for forecasting and warning of natural disasters and impacts of climate change will be modernized and seamlessly connected.

b) To enhance the resilience and restoration of natural and social systems in coastal and marine areas against the negative impacts of climate change; to develop community models to respond to natural disasters and climate change; to monitor the impact of climate change on marine economic sectors and community lives and livelihoods in coastal and marine areas.

c) To implement response solutions, including ecosystem-based response solutions and nature-based solutions through preserving and restoring marine and coastal ecosystems to minimize damage caused by sea level rise, saltwater intrusion, floods, droughts and other related impacts on marine and coastal areas.

d) To proactively prepare plans and conditions to prevent, avoid and mitigate natural disasters and the impacts of climate change and sea level rise in the exploitation and use of marine and island resources in accordance with each marine economic sector, sea and coastal areas.

dd) To review and innovate technology and activities to exploit and use marine and island resources in the direction of minimizing greenhouse gas emissions according to Vietnam's commitment at COP 26 to achieve net-zero emissions by year 2050.

5. Baseline survey of seas and islands

a) To prioritize the implementation of projects on baseline survey of marine and island resources and environment in the following order:

- Projects on survey of new resources;

- Projects in service of marine resource exploitation and use activities; environmental protection, conservation of biodiversity, ecosystems and marine resources; conservation of marine cultural heritage and assurance of national defense and security;

- Cyclical projects on survey of types of resources and environment with strong fluctuations such as biological resources, seafood resources, environmental monitoring, and oceanography.

b) To continue to implement baseline survey schemes and projects under the Key Program on baseline survey of marine and island resources and environment, baseline survey programs under ministries, ministerial-level agencies, agencies under the Government and 28 coastal provinces and centrally-run cities that directly serve the sustainable development of marine economic sectors in accordance with Resolution 36-NQ/TW approved by competent authorities.

c) To promote baseline survey in combination with scientific research to discover new resources, determine the restoration and resilience of island ecosystems and load-bearing capacity of the marine environment, and determine the areas with potential for developing marine economic sectors and in remote sea areas and adjacent international waters.

d) To investigate and create a catalog to classify islands in combination with building and digitizing records of island resources with the goal of exploiting and using resources reasonably and effectively, protecting the environment and contributing to ensuring national defense and security on Vietnam's islands.

dd) To research and propose to the National Assembly to issue a Resolution on a specific financial mechanism for baseline survey of marine resources and environment; to enhance modern equipment to meet the requirements of the fourth industrial revolution for baseline survey in deep and remote sea areas; to build a modern research fleet to serve marine survey and scientific research.

6. Science, technology and international cooperation

a) To research, transfer and apply advanced, modern and environment-friendly technologies in resource exploitation and use, and deep processing technologies in order to increase the added value of exploited products, and technologies in service of the development of new marine economic sectors.

b) To identify and strengthen the scientific and practical basis; to research and propose solutions in, and apply breakthrough technologies in investigation and evaluation of marine and island resources and environment, especially in deep and remote sea areas, new types of resources, and renewable resources; underwater, aerial, and unmanned monitoring and investigation technologies.

c) To build a scientific and practical basis for determining and zoning marine areas based on functions; load-bearing capacity of the sea area in resource exploitation and use.

d) To build and develop tools, equipment, and decision support systems to control exploitation and use of marine resources; environmental surveillance and marine environmental pollution control in an integrated manner.

dd) To promote and strengthen international cooperation in research, baseline survey, exploitation and use of resources, and protection of the marine and island environment, control of transboundary pollution sources, and response to oil spills, chemical spills and other environmental incidents in Vietnam's waters.

e) To promote the construction and implementation of bilateral and multilateral international cooperation projects in the field of seas and islands.

III. MAJOR SOLUTIONS

1. Completing the legal system on resource management and environmental protection of seas and islands

a) To review and complete the legal system on marine and island resources and environment; to research and develop the Law on management and use of marine areas to regulate the allocation of certain marine areas to organizations and individuals to exploit and use marine resources; to promptly promulgate sufficient mechanisms and policies on effective mobilization and use of all domestic and foreign resources to fully exploit the potential of marine resources; to research and develop legal regulations on public funding for marine environmental resources at central and local levels; to actively participate and proactively promote the formation of global and regional mechanisms related to marine and island resources.

b) To develop policies to encourage socio-economic development in combination with national defense and security assurance on islands, especially frontier islands.

c) To strengthen the system of central and local agencies performing the integrated state management of seas to become modern and synchronous; to build a contingent of capable and highly professional personnel; to improve coordination among related agencies and between central and local authorities on state management of marine and island resources; to set up an interdisciplinary coordination agency directing the implementation of the Strategy.

d) To strengthen the capacity and organization of the apparatus for integrated management of resources and protection of the marine and island environment to have the authority to carry out coordination and resolve conflicts as well as overlaps among ministries, sectors and localities in exploitation and use of resources and protection of the marine and island environment.

dd) To develop sustainable investment policies for tasks of integrated management of seas and islands and investment in development of programs, projects and construction of key economic works; to socialize public services in the field of seas and islands.

e) To build a legal corridor to apply economic tools in marine resource and environment management such as pollution fees, discharge fees, product fees, tax administrative fees, environmental funds and other subsidies.

 2. Developing science and technology

a) To promote innovation, creativity, and application of scientific achievements, advanced technology, the fourth technological revolution, digital transformation, digital technology, unmanned vehicles (aerial or underwater); to develop models for sustainable and circular use of marine and island resources for replication; to enhance research and establish scientific grounds for planning and perfecting policies and laws on state management of marine and island resources; to associate scientific research tasks with baseline survey, exploitation and use of resources, and protection of the marine environment.

b) To invest in the development of equipment, facilities, and human resources for modern scientific and technological research; to establish centers for research and application of marine biotechnology, deep seabed exploitation, space technology, and remote sensing in marine surveillance.

c) To promote the participation of enterprises and the private sector, and adopt policies to encourage investment in the development of marine science and technology, especially in the fields of deep processing technologies and efficient, environment-friendly technologies of resource exploitation and use.

d) To develop legal regulations and incentive policies to promote community knowledge in developing marine and island science and technology.

3. Proactively strengthening and expanding international cooperation on management and research of marine and island resources and environment

a) To promote international cooperation activities on sustainable management, use and conservation of marine resources and environment; to strictly implement regional and international treaties and agreements on the sea to which Vietnam is a member; to research and participate in important international treaties on the sea, with immediate priority given to the fields of resource management, environmental protection, and marine scientific research. To continue to promote cooperation, enlist the support of partners, international and regional organizations to develop human resources, coastal infrastructure, and apply modern science and technology to marine economic sectors, environmental protection, natural disaster prevention and control, and response to climate change and sea level rise.

b) To intensify contact, introduction, and promotion of participation of relevant parties and multilateral cooperation in resolving disputes and conflicts of interest related to resources and environment in the East Sea, contributing to building trust in the community of maritime nations and maritime-related interests for a peaceful, stable and sustainable development in the East Sea.

4. Promoting education, training and development of marine human resources

a) Domestic universities provide training in marine majors, especially in management of marine and island resources and environment. The State invests in training or cross-border education to provide undergraduate and postgraduate training in majors that are currently not or are rarely trained at domestic establishments, gradually providing enough human resources for research, baseline survey, resource management, and environmental protection.

b) To develop and synchronously implement policies on remuneration, support, encouragement, and attraction of scientists, experts, highly professional and experienced personnel to engage in the fields of research, baseline survey, resource management, environmental protection, especially in integrated and unified marine management. To research and apply preferential mechanisms, special incentives, and adequate compensation for officers who often or most of the time have to work at sea or on islands, especially remote islands, in association with the task of protecting maritime sovereignty.

c) To have mechanisms to support and improve training quality and develop a network of institutions to train marine human resources to reach advanced levels in the region. To effectively implement vocational training, meeting the labor requirements of marine economic sectors and people's job change.

5. Building sustainable financial mechanisms in service of the sustainable exploitation and use of marine and island resources

a) To complete the policy and legal system to diversify, mobilize and effectively use investment capital sources, in addition to sources from the state budget, it is necessary to promote socialization of investment sources, including private investment, foreign investment, aids to serve management, baseline survey, scientific research, exploitation and use of resources, and protection of the marine and island environment. To ensure stable and planned financial resources.

b) To research and develop mechanisms to increase revenue for the state budget from exploitation and use of marine resources and environment, and reinvestment mechanisms for marine survey and research, and resource management and protection of the marine environment.

c) To build and perfect the policy system and economic-technical norms for various types of public services in the field of seas and islands. To review, amend and supplement mechanisms and policies to promote socialization in the provision of public services.

d) To promote the development and application of economic and policy tools in marine environmental management, such as pollution fees, discharge fees, ocean use fees, product fees, tax administrative fees, licensing and revocation of licenses for marine and island exploitation and use, marine environmental funds and other subsidies. To develop legal documents on fees and charges for related parties to enjoy benefits from marine protected areas, regulations to support people in marine protected areas to transform their livelihoods, and coordination mechanisms among ministries, departments and branches in the construction and operation of marine protected areas.

6. Building the national information system and database of marine and island resources and environment

a) To establish the technical infrastructure system of information technology for marine and island resources and environment on an advanced and modern technology platform to ensure the input, update, exploitation and sharing of data for information systems and sea and island-related databases of ministries, branches and localities.

b) To complete the operating system software, system software and application software; to build information systems and databases according to the big data modeling; to build and deploy the application of artificial intelligence technology in smart maritime management.

c) To regularly update the database of marine and island resources and environment, establish connection and share data of marine and island resources and environment among ministries, branches and localities.

d) To build analytics tools and applications to exploit large databases, turn data into information, support decision-making in state management of seas and islands, and support units, people and enterprises in exploiting the marine and island resources and environment, develop marine economy and ensure national defense, security, foreign affairs and international cooperation.

7. Conducting communication for raising awareness about the sea, sustainable exploitation and use of resources and protection of the marine and island environment

a) To focus on communications for raising people's awareness about the sea, sustainable use of resources and protection of the marine environment through peak dissemination campaigns including World Environment Day (June 5), World Oceans Day (June 8), Vietnam Sea and Islands Week (June 1 - 8).

b) To promote legal education to improve understanding, thereby forming awareness of environmental protection, planting, restoring and protecting mangrove forests, and awareness of compliance with marine laws in society. To disseminate knowledge to coastal communities and communities on islands about climate change and adaptation skills to live with climate change. To mobilize fishermen not to use destructive and unsustainable methods in seafood exploitation, not to exploit seafood in prohibited areas, not to catch aquatic species on the list of prohibited exploitation, and to be responsible for protecting aquatic species on the list of priority protection.

c) Mass media and communications shall design dissemination sections about natural resources, the environment and people's responsibilities in protecting, exploiting, and sustainably using resources and preserving the quality of the marine environment; disseminate knowledge about preventing, responding, controlling, and overcoming the consequences of natural disasters and marine environmental incidents; raise awareness about cooperation, integration, and protection of sovereignty, resources, and environment of the sea and islands.

d) To introduce educational contents on natural resources, environment, and sovereignty of the sea and islands into the curriculum at high school, intermediate, college, and university levels to provide information and basic knowledge about seas, marine resources and environment of Vietnam, sustainable use of resources and protection of the marine environment for all classes of students. To promote the role of the Vietnam Fatherland Front and member organizations in disseminating and educating awareness about sustainable exploitation and use of resources and protection of the marine environment.

IV. PROGRAMS, SCHEMES, PROJECTS AND TASKS TO IMPLEMENT THE GOALS OF THE STRATEGY

1. To continue to implement programs, schemes, projects and tasks approved in the Prime Minister’s Decision No. 1570/QD-TTg dated September 6, 2013, approving the Strategy for sustainable exploitation and use of resources and protection of the marine environment through 2020, with a vision toward 2030 and the Prime Minister’s Decision No. 798/QD-TTg dated May 11, 2016, on promulgating the Plan to implement the Strategy for sustainable exploitation and use of resources and protection of the marine environment through 2020, with a vision toward 2030.

2. To develop and implement new programs, schemes, projects and tasks set out in the Appendix attached to this Resolution.

V. ORGANIZATION OF IMPLEMENTATION

1. Inter-sectoral and inter-local coordination mechanisms

The National Steering Committee for Implementation of the Strategy for Sustainable Development of Vietnam's Marine Economy through 2030, with a vision toward 2045, established under the Prime Minister’s Decision No. 203/QD-TTg dated February 6, 2020, shall act as the inter-sectoral and inter-local coordinating agency for the implementation of the Strategy.

2. The Ministry of Natural Resources and Environment shall:

- Assume the prime responsibility for organizing the implementation of the Strategy for sustainable exploitation and use of resources and protection of the marine and island environment through 2030, with a vision toward 2050; guiding ministries, ministerial-level agencies, governmental agencies, People's Committees of 28 coastal provinces and centrally-run cities and relevant agencies and organizations to implement the Strategy’s goals, tasks and solutions.

- Assume the prime responsibility for, and coordinate in, reviewing and evaluating the current situation to propose amendments, supplements and completion of the legal system on marine resources, improve the effectiveness and efficiency of state management of marine and island resources.

- Assume the prime responsibility for, and coordinate with ministries, branches and People's Committees of 28 coastal provinces and centrally-run cities in, implementing, guiding and inspecting the implementation of the Strategy.

- Act as the focal point to consolidate the implementation of the Strategy, annually reporting to the Prime Minister; organize the review of the implementation of the Strategy by 2025 and propose amendments and supplements to priority tasks for the next phase.

3. The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with the Ministry of Finance, Ministry of Natural Resources and Environment, and related agencies in, identifying tasks to be funded by the state budget and tasks to be financed by other funding sources at home and abroad; prioritize and timely allocate resources for accelerating the implementation and increasing the efficiency of the tasks and solutions set out in this Resolution.

4. The Ministry of Finance shall propose to competent authorities the inclusion of the State budget’s sources used as regular expenditures for performance of the contents and tasks specified in this Resolution to be allocated to ministries and central agencies in their annual budget estimates in accordance with the Law on the State Budget.

5. The Ministry of Foreign Affairs shall assume the prime responsibility for, and coordinate the tasks concerning foreign-service information, treaties and international agreements, and strategic forecasts about international issues related to exploitation and use of resources and protection of the marine and island environment; step up the effective participation of Vietnam in relevant international forums and international treaties on sustainable exploitation and use of resources and protection of the marine and island environment; integrate the contents of protecting the sovereignty, sovereign rights and jurisdiction of Vietnam over the sea and islands into foreign affairs activities on exploitation and use of resources and protection of the marine and island environment.

6. The Ministry of National Defense shall coordinate with relevant ministries, branches and localities in participating and protecting security and safety for baseline survey, scientific research and exploitation and use of resources in the sea areas, especially remote and adjacent sea areas, and integrate these activities into the task of protecting national defense and security on the sea, maintaining independence, sovereignty, sovereign rights, jurisdiction and interests of Vietnam over the sea.

7. The Ministry of Public Security shall assume the prime responsibility for, and coordinate with the Ministry of Natural Resources and Environment and relevant ministries, branches and localities in, preventing, detecting, fighting and handling violations in resource exploitation activities that cause pollution of the marine and island environment; ensure national security, security and order during the process of developing and implementing the Strategy's tasks; participate in protecting national defense and security, sovereignty, sovereign rights, jurisdiction, and interests of Vietnam over the sea.

8. The Ministry of Home Affairs shall assume the prime responsibility for, and coordinate with the Ministry of Natural Resources and Environment in, strengthening the organizational apparatuses of central and local agencies which are strong enough to ensure integrated and unified state management of the marine and island resources and environment; and promulgate administrative boundaries at sea.

9. The Ministry of Agriculture and Rural Development shall assume the prime responsibility for, and coordinate with relevant ministries, branches and localities in, developing and implementing programs, projects and solutions to promote fisheries activities; marine aquaculture, sustainable fisheries exploitation; deep processing technologies for aquatic products; marine conservation, restoration, protection and sustainable development of aquatic resources, marine, coastal and island ecosystems to contribute to marine and coastal economic development.

10. The Ministry of Science and Technology shall assume the prime responsibility for, and coordinate with the Ministry of Natural Resources and Environment and relevant ministries, branches and localities in, formulating and implementing the national-level scientific and technological program on seas and islands; a scheme on scientific research and technological development setting orientations for baseline survey of marine and island resources and environment in the context of emerging challenges to marine environment security, and carrying out other scientific and technological activities.

11. The Ministry of Industry and Trade shall assume the prime responsibility for, and coordinate with the Ministry of Natural Resources and Environment and relevant agencies in, implementing policies on development of new energy and renewable energy, and economical and effective use of energy for marine economic development; and develop selected environment-friendly coastal industries.

12. The Ministry of Culture, Sports and Tourism shall develop and replicate sustainable tourism models, community tourism on the sea and in coastal areas, and promote the development of eco-tourism routes on some offshore islands.

13. The Ministry of Transport shall assume the prime responsibility for, and coordinate with relevant agencies in, promoting the development of the green seaport system and establishing particularly sensitive sea areas; forecast and propose solutions to adapt to changes in maritime routes in the region.

14. The Ministry of Construction shall assume the prime responsibility for, and coordinate with relevant agencies in, developing green coastal cities and coastal ecological urban areas in association with the formation of strong marine economic centers; effectively carry out investment in construction and development of smart technical infrastructure for coastal cities and islands.

15. The Ministry of Information and Communications shall assume the prime responsibility for, and coordinate with the Party Central Committee’s Commission for Communications and Education, Ministry of Natural Resources and Environment and related ministries, sectors and localities in, formulating schemes, projects and tasks on communications for increasing awareness and knowledge of people, overseas Vietnamese and international community about the Party’s and the State’s policies on seas and islands, protection of legitimate rights and interests of Vietnam in the East Sea, and its potential, advantages and sustainable development of marine economy.

16. In addition to the tasks mentioned above, ministries and sectors have the following tasks:

- Summarizing the implementation of the Strategy and reporting annually to the Ministry of Natural Resources and Environment; and organizing the review of the implementation of the Strategy by 2025 and proposing amendments and supplements to priority tasks for the next phase within the industries and fields under their management.

- Assuming the prime responsibility for the development, adjustment and implementation of strategies, programs, plans, schemes and projects to exploit and use resources and protect the marine environment within the industries and fields under their management according to the goals, orientations and tasks of this Strategy.

17. Mass media and unions at all levels shall promote monitoring and dissemination activities during the implementation of the Resolution.

18. People's Committees of 28 coastal provinces and centrally-run cities shall:

- Based on the Strategy, formulate a plan to implement the Strategy at the local level to ensure consistency and synchronization with the implementation of the local socio-economic development plan.

- Assume the prime responsibility for the development, adjustment, allocation of funds and implementation of strategies, programs, plans, schemes and projects according to the orientations and tasks of the Strategy within local jurisdiction.

- Summarize the implementation of the Strategy and report annually to the Ministry of Natural Resources and Environment; and organize the review of the implementation of the Strategy by 2025 and propose amendments and supplements to priority tasks for the next phase within local jurisdiction.

Article 2. This Resolution takes effect from the date of signing and replaces the Strategy for sustainable exploitation and use of resources and protection of the marine environment through 2020, with a vision toward 2030; and the Strategy on integrated coastal zone management through 2020, with a vision toward 2030.

Article 3. Ministers, heads of ministerial-level agencies, heads of governmental agencies, chairpersons of People's Committees of provinces and centrally-run cities, heads of relevant agencies shall implement this Resolution./.
