RESOLUTION
Approving the Strategy for development of Vietnam’s survey and mapping industry and building of the national geospatial data infrastructure up to 2030, with a vision toward 2045[1]
THE GOVERNMENT
Pursuant to the June 19, 2015 Law on Organization of the Government; and the November 22, 2019 Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration;
Pursuant to the June 14, 2018 Law on Survey and Mapping;
Pursuant to the Government’s Decree No. 27/2019/ND-CP of March 13, 2019, detailing a number of articles of the Law on Survey and Mapping; and the Government’s Decree No. 136/2021/ND-CP of December 31, 2021, amending and supplementing a number of articles of the Government’s Decree No. 27/2019/ND-CP of March 13, 2019, detailing a number of articles of the Law on Survey and Mapping;
At the proposal of the Minister of Natural Resources and Environment,
RESOLVES:
Article 1. To approve the Strategy for development of Vietnam’s survey and mapping industry and building of the national geospatial data infrastructure up to 2030, with a vision toward 2045 (below referred to as the Strategy), with the following principal contents:
I. VIEWPOINTS
1. To develop Vietnam’s survey and mapping industry to meet the requirements of state management, socio-economic development, national defense and security assurance, community service, improvement of the people’s intellectual standard and international integration.
2. To develop the national geospatial data infrastructure as an important fundamental foundation providing geospatial data services for industries and fields to meet state management requirements and serve digital transformation and building of e-Government, striving toward digital government, digital economy, digital society and smart city.
3. To prioritize investment in survey and mapping tasks which serve socio-economic development planning; disaster prevention and control and rescue and salvage activities; remediation of environmental incidents and response to climate change; assurance of national defense and security; and research, application and development of survey and mapping technologies in an advanced and modern direction.
4. To create favorable conditions for organizations and individuals to participate in survey and mapping activities and access so as to exploit and use survey and mapping information, data and products; to provide open data and build the national geospatial data infrastructure.
5. To encourage organizations and individuals to invest in, research and apply high and advanced science and technology; to promote training, attract young talents, foster and develop highly qualified human resources in the field of survey and mapping; to strengthen international cooperation in survey and mapping activities.
II. OBJECTIVES
1. Objectives to 2030
a/ To improve institutions, policies and laws on survey and mapping.
b/ To build and update the national fundamental geographic database and the system of national topographic maps of Vietnam’s mainland, sea and islands in a synchronous and uniform manner throughout the country, ensuring they are updated adequately, accurately and promptly so as to meet state management requirements of ministries, sectors and localities and serve socio-economic development, national defense and security assurance, disaster prevention and control and climate change response.
c/ To build and improve infrastructure for survey activities, including: the national coordinate network, national satellite positioning station network, national elevation network, national gravity network, and geoid model to establish a consistent national spatial reference system and coordinate system on land and at sea.
d/ To build and manage the national spatial data infrastructure to ensure the integration and sharing of geospatial data among agencies and sectors and between central and local authorities serving e-Government building, striving toward digital government, digital economy and digital society; to join and connect to the regional geospatial data infrastructure network. To ensure that 100% of geospatial data is connected and shared nationwide serving the provision of information and public services to organizations and individuals.
2. Vision toward 2045
a/ To develop Vietnam’s survey and mapping industry into a modern basic surveying industry on a par with that of developed countries, striving to master 80% of advanced and modern technologies.
b/ To develop the national geospatial data infrastructure to ensure creation, maintenance and enhancement of the value of survey and mapping information, data and products, meeting the demand for geospatial data of the whole society and serving the performance of tasks related to national defense, security, digital government, digital economy and digital society; to join and connect to the global geospatial data infrastructure network.
III. TASKS AND SOLUTIONS
1. Improving institutions, policies and laws on survey and mapping
a/ To formulate and improve the system of policies and laws on survey and mapping in the direction of forming institutions for sustainable development, ensuring feasibility, synchronism, consistency, and suitability to Vietnam’s level in survey and mapping science and technology and socio-economic conditions. To create a favorable legal corridor to mobilize domestic and foreign resources for construction of infrastructure for survey activities, science development, technology transfer, and human resource training to develop Vietnam’s survey and mapping industry.
b/ To develop organizational models and formulate regulations on the management and sharing of geospatial data among ministries and sectors, between central and local authorities and among local departments.
c/ To formulate regulations on the powers, roles and responsibilities of each agency and organization in building the national geospatial data infrastructure.
d/ To formulate regulations on reporting on and supervising the building of the national geospatial data infrastructure.
dd/ To consolidate the system of specialized survey and mapping agencies from the central to local levels to be modern and synchronous; to build a highly qualified personnel; to strengthen inspection and examination of the observance of the law on survey and mapping.
2. Developing and improving the system of standards and technical regulations on survey and mapping data and products to ensure synchronization, accuracy, and convenience for shared use
a/ To review, develop and improve the system of standards and technical regulations on survey and mapping approaching international standards.
b/ To formulate standards and technical regulations on geospatial data and metadata; and standard methods, processes and services.
c/ To formulate standards, technical regulations and technical rules on the systemic architecture of the geospatial data infrastructure, including standards on network architecture and cyberinformation infrastructure.
d/ To formulate standards, technical regulations and technical rules on services of displaying, sharing, converting, integrating, looking up and downloading geospatial data.
3. Completing and publishing data of national survey networks
a/ To establish a consistent national spatial reference system and coordinate system on land and at sea on the basis of improving the national coordinate network, national satellite positioning station network, national elevation network, national gravity network and geoid model in the territory of Vietnam.
b/ To publish data of the national coordinate network, national satellite positioning station network, national elevation network, national gravity network and geoid model in the territory of Vietnam.
4. Building and updating the national fundamental geographic database
a/ To build and update the national fundamental geographic database and national topographic maps covering the mainland, islands and archipelagoes; to build and update the national fundamental geographic database and topographic map of the seabed of Vietnam’s sea areas; to build and update the database of geographical names in service of mapping activities.
b/ To build capacity in terms of technical equipment and technology in updating, managing, exploiting and operating the national fundamental geographic database and the national topographic map system.
c/ To draw three-dimensional maps of key cities to meet the requirements of urban development planning, construction of smart cities, rescue and salvage, and national defense and security activities.
5. Specialized survey and mapping
a/ Defense survey and mapping
- To research, build, develop and improve the network of specialized satellite positioning stations serving national defense tasks; to research and develop application of specialized satellite positioning station networks in military missions;
- To standardize, update and build a geographical database in order to manage, share and effectively use documentary information serving defense missions.
b/ Cadastral survey and mapping
To complete the survey and making of cadastral maps and building and updating of the national cadastral database.
c/ Survey and making of nautical charts
- To survey and make nautical charts of Vietnam’s sea areas and adjacent sea areas for the purposes of national defense, socio-economic development and international cooperation;
- To survey and make nautical charts of seaports, navigation channels, seaport waters and maritime routes; to maintain the updating of nautical charts and periodically survey and update information on the depth of national navigation channels, seaport waters and maritime routes for issuance and announcement of updates to, or release of updated or new versions of, nautical charts.
d/ Survey and making of civil aviation maps
- To build and update topographic data and data on aviation obstacles in areas related to civil aviation activities of Vietnam and other areas according to regulations of Vietnam and the International Civil Aviation Organization;
- To build and periodically update global aviation data according to regulations of Vietnam and the International Civil Aviation Organization.
dd/ Survey and making of maps of underground works
To survey, make and update maps of underground works to meet the requirements of socio-economic development and national defense and security assurance.
e/ Survey and making of maps for disaster prevention and control, rescue and salvage, environmental incident remediation, and climate change response
- To build a database of maps serving rescue and salvage activities on land and at sea;
- To build a database of specialized maps on disaster prevention and control;
- To build geospatial data on riverbank and coastal erosion;
- To build geospatial data for water source forecasting and water use planning; monitoring and forecasting of water quality in the system of hydraulic structures.
g/ Making of administrative maps at all levels.
h/ Making of atlas; survey and making of other specialized maps.
6. Building the national geospatial data infrastructure
a/ To formulate a plan on building of the national geospatial data infrastructure and submit it to the Government for approval.
b/ To build and operate the Vietnam Geospatial Portal
- To build the Vietnam Geospatial Portal after the geospatial data center model, ensuring linkage and unified management of geospatial databases through access addresses on the Internet and capability of being connected and synchronized with the National Data Portal;
- To develop data services through the Vietnam Geospatial Portal;
- To maintain and operate the Vietnam Geospatial Portal, ensuring continuity, safety and security.
c/ To build, connect and integrate national geospatial data into the Vietnam Geospatial Portal, including frame data, specialized data, address data, and statistical data.
7. Renovating the management, and improving effectiveness in exploitation and use of survey and mapping information, data and products
a/ To strengthen public communications about the value of survey and mapping information, data and products to support decision making and socio-economic development.
b/ To diversify services of provision of survey and mapping information, data and products, including the development and provision of open data; to provide technical and technological support to users so as to ensure easy and effective sharing, exploitation and use of geospatial data.
c/ To develop a model for management and a mechanism for integration and sharing of benefits for effective shared-use of survey and mapping information, data and products among ministries and sectors, between central and local authorities and investors.
d/ To establish interdisciplinary and inter-sector cooperation between domestic and overseas organizations and individuals in building, maintaining and sharing survey and mapping information, data and products.
8. Scientific research, technology application and development, and international cooperation in survey and mapping activities
a/ To develop specific action plans to research, transfer and apply new technologies in survey and mapping activities and building the national geospatial data infrastructure.
b/ To select and prioritize research on such core technologies as cloud computing, artificial intelligence, and big data analysis in the acquisition, updating, processing and provision of survey and mapping information, data and products and building of the national geospatial data infrastructure.
c/ To research and manufacture measuring instruments for use in survey and mapping activities.
d/ To strengthen international integration and cooperation in survey and mapping activities to promote the training of highly qualified human resources, exchange of experts, and technology research, application and transfer in survey and mapping activities and building of the national geospatial data infrastructure; to expand participation and candidacy in the United Nations’ organizations and international and regional organizations specialized in survey, mapping and geographic information.
9. Training and further training of human resources to serve the development of the survey and mapping industry
a/ To improve the quality of undergraduate and postgraduate training, renovate curricula, contents and teaching methods on survey and mapping in line with the development trend of the survey and mapping industry.
b/ To strengthen overseas training for fields and specialties in which Vietnam is incapable of providing training in order to develop a team of highly qualified and specialized survey and mapping staffs.
c/ To formulate training programs and provide training in survey and mapping, cloud computing, artificial intelligence and big data analysis in acquisition, updating, processing and provision of survey and mapping information, data and products and building of the geospatial data infrastructure in universities concerning survey and mapping and information technology.
d/ To provide training and further training to improve professional capacity for staffs engaged in state management of survey and mapping at ministries, sectors and localities; to build a team of leading experts in survey and mapping.
10. Renovating the mechanism for performance of survey and mapping tasks; renovating and formulating techno-economic norms
a/ To develop institutions and renovate mechanisms for performance of survey and mapping tasks, creating a favorable environment for businesses to practice innovation and provide survey and mapping products and solutions toward digital economy and digital society.
b/ To establish mechanisms and policies for sharing, and improving the effectiveness of shared-use of, survey and mapping information, data and products in line with the market mechanism.
c/ To apply advanced methods for formulating techno-economic norms and unit prices of survey and mapping products according to the market mechanism in order to improve the efficiency of survey and mapping activities; to build a mechanism for mobilization of social resources for survey and mapping activities to ensure the benefits and responsibilities of participating organizations and individuals.
IV. PROGRAMS, SCHEMES, PROJECTS AND TASKS PRIORITIZED FOR INVESTMENT
In order to implement the Strategy, ministries, sectors and provincial-level People’s Committees need to focus on implementing programs, schemes, projects and tasks provided in the Appendix to this Resolution.
V. SOURCES OF FUNDS FOR IMPLEMENTATION OF THE STRATEGY
1. Mobilization of funds
a/ Annual allocations from the state budget (expenditures for development investment and recurrent expenditures) according to current regulations.
b/ Funds included in national target programs and other programs, projects and schemes; foreign loans and aid.
c/ Other lawful sources of funds in accordance with law.
2. Effective use of investment capital for survey and mapping activities
a/ State budget funds shall be allocated with priority for investment in the development of technology and technical infrastructure, survey and mapping products, and assurance of national defense, security and sovereignty.
b/ To promote mobilization of social resources, and encourage domestic and foreign organizations and individuals to invest in and transfer advanced and modern technologies for application to survey and mapping activities and building of the national geospatial data infrastructure in accordance with law.
Article 2. Organization of implementation
1. The Prime Minister shall direct and coordinate the building of the national geospatial data infrastructure.
2. The Ministry of Natural Resources and Environment shall:
a/ Organize and direct the implementation of the Strategy; guide ministries, sectors and localities, based on their assigned functions and tasks, to formulate, and organize the implementation of, programs, plans, schemes and projects in line with the viewpoints, objectives, contents and solutions specified in this Strategy.
b/ Direct the review, making of statistics and evaluation of, and coordinate with related ministries, sectors and localities to propose, schemes, projects and tasks prioritized for investment and, on that basis, formulate specific programs and identify key schemes, projects and tasks in each period for submission to the Prime Minister for consideration and decision.
c/ Assume the prime responsibility for, and coordinate with related ministries, ministerial-level agencies, government-attached agencies and provincial-level People’s Committees in, inspecting and examining the implementation of the Strategy; periodically review, summarize, evaluate and draw lessons from the implementation of the Strategy once every 5 years for reporting to the Government and the Prime Minister; and in case of necessity, submit adjustments to the Strategy to the Government for decision.
3. The Ministry of Planning and Investment and the Ministry of Finance shall, based on their assigned functions and tasks, annual state budget-balancing capacity and regulations on state budget management decentralization, consider the balancing of annual state budget funds so as to effectively implement the Strategy in accordance with the law on public investment and the law on the state budget.
4. The Ministry of Science and Technology shall:
a/ Assume the prime responsibility for, and coordinate with the Ministry of Natural Resources and Environment in, formulating, and organizing the implementation of, plans on development of standards and technical regulations; implement solutions to enhance research and application of science and technology to develop the survey and mapping industry, survey and mapping science and technology, cloud computing, artificial intelligence and big data analysis in acquiring, updating, processing and providing mapping and surveying information, data and products and building of the national geospatial data infrastructure according to orientations set in the Strategy.
b/ Prioritize allocation of science and technology tasks for research, transfer and deployment of new technologies in survey and mapping, cloud computing, artificial intelligence and big data analysis in acquiring, updating, processing and providing survey and mapping information, data and products and building of the national geospatial data infrastructure.
5. The Ministry of Foreign Affairs shall assume the prime responsibility for, and coordinate with the Ministry of Natural Resources and Environment and related ministries and sectors in, promoting Vietnam’s participation and candidacy in the United Nations’ organizations and international and regional organizations specialized in survey, mapping and geographic information.
6. The Ministry of Education and Training shall direct the performance of tasks and solutions mentioned at Points a and c, Clause 9, Section III, Article 1 of this Resolution according to their assigned functions and tasks.
7. The Ministry of Information and Communications shall coordinate with the Ministry of Natural Resources and Environment in connecting and providing national geospatial data and data services through the National Data Portal in accordance with the law on survey and mapping.
8. Provincial-level People’s Committees shall allocate local budget funds for performance of the tasks assigned in the Strategy in accordance with the Law on the State Budget, Law on Public Investment and relevant regulations.
9. Ministries, ministerial-level agencies, government-attached agencies and provincial-level People’s Committees shall, based on their assigned functions and tasks, organize the implementation of the Strategy’s tasks related to ministries, agencies and localities.
Article 3. Effect and implementation responsibility
1. This Resolution takes effect on the date of signing.
2. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of provincial-level People’s Committees, and related agencies, organizations and individuals shall implement this Resolution.-
