On solutions to support clients borrowing

for personal consumption purposes

THE GORVERNMENT

Pursuant to the Law on Organization of the Government dated June 19, 2015; the Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration dated November 22, 2019;

Pursuant to the Law on Credit Institutions dated June 16, 2010; the Law on Amending and Supplementing a Number of Articles of the Law on Credit Institutions dated November 20, 2017;

Pursuant to the Government’s Decree No. 39/2022/ND-CP dated June 18, 2022, promulgating the Working Regulation of the Government;

At the proposal of the Governor of the State Bank of Vietnam in Report No. 57/TTr-NHNN dated April 22, 2023;

Base on the voting results of the Government Members,

RESOLVES:

Article 1. The Government agrees to the proposal of the State Bank of Vietnam in the Report No. 57/TTr-NHNN dated April 22, 2023, on solutions to support customers borrowing for personal consumption purposes. The State Bank of Vietnam shall, according to its assigned functions, tasks and powers, urgently consider, decide and promulgate the Circular guiding credit institutions to implement them, ensure suitability, rigor, feasibility, efficiency, publicity, transparency, compliance with the law and safety of the system of credit institutions; strengthen inspection, control and supervision of the implementation of the policies in accordance with the law to limit risks, prevent self-seeking, loss or violation of the law.

Article 2. Effect and implementation responsibility:

1. This Resolution takes effect on the date of its signing.

2. The Governor of the State Bank of Vietnam and Ministers, Heads of ministerial-level agencies and relevant agencies, organizations and individuals shall take the responsibility for implementing this Resolution./.
