CIRCULAR

Annulment of a number of Circulars of the Minister of Finance

Pursuant to the Law on Prices dated June 19, 2023;

Pursuant to the Law on Promulgation of Legal Documents dated February 19, 2025;

Pursuant to Decree No. 78/2025/ND-CP dated April 1, 2025 of the Government detailing a number of articles and measures for the organization and implementation of the Law on Promulgation of Legal Documents;

Pursuant to Decree No. 44/2024/ND-CP dated April 24, 2024 of the Government on the management, use, and exploitation of road transport infrastructure assets;

Pursuant to Decree No. 78/2024/ND-CP dated July 1, 2024 of the Government detailing a number of articles of the Law on Prices regarding price appraisal;

Pursuant to Decree No. 85/2024/ND-CP dated July 10, 2024 of the Government detailing a number of articles of the Law on Prices;

Pursuant to Decree No. 87/2024/ND-CP dated July 12, 2024 of the Government on sanctioning of administrative violations in the field of price;

Pursuant to Decree No. 29/2025/ND-CP dated February 24, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;

At the proposal of the Director of the Department of Price Management;

The Minister of Finance hereby promulgates the Circular on annulment of a number of Circulars of the Minister of Finance.

Article 1. Annulment of entire Circulars

The following Circulars are hereby entirely annulled:

1. Circular No. 31/2014/TT-BTC dated March 7, 2014 of the Minister of Finance providing guidance on the sanctioning of administrative violations in the field of price management under Decree No. 109/2013/ND-CP dated September 24, 2013 of the Government prescribing the sanctioning of administrative violations in the field of price, charges, fees and invoices;

2. Circular No. 56/2014/TT-BTC dated April 28, 2014 of the Minister of Finance guiding the Government’s Decree No. 177/2013/ND-CP of November 14, 2013, detailing and guiding the implementation of a number of articles of the Law on Prices;

3. Circular No. 142/2015/TT-BTC dated September 4, 2015 of the Minister of Finance on the National Price Database;

4. Circular No. 153/2016/TT-BTC dated October 20, 2016 of the Minister of Finance amending and supplementing a number of articles of Circular No. 31/2014/TT-BTC dated March 7, 2014 of the Minister of Finance providing guidance on the sanctioning of administrative violations in the field of price management under Decree No. 109/2013/ND-CP dated September 24, 2013 of the Government prescribing the sanctioning of administrative violations in the field of price, charges, fees and invoices;

5. Circular No. 233/2016/TT-BTC dated November 11, 2016 of the Minister of Finance amending and supplementing a number of articles of the Ministry of Finance’s Circular No. 56/2014/TT-BTC of April 28, 2014, guiding the Government’s Decree No. 177/2013/ND-CP of November 14, 2013, detailing and guiding the implementation of a number of articles of the Law on Price;

6. Circular No. 280/2016/TT-BTC dated November 14, 2016 of the Minister of Finance providing for the maximum prices of public-utility irrigation products and services;

7. Circular No. 282/2016/TT-BTC dated November 14, 2016 of the Minister of Finance providing for the price bracket for drug testing services for plants;

8. Circular No. 283/2016/TT-BTC dated November 14, 2016 of the Minister of Finance providing for the price bracket for vaccination, disinfection, sterilization services for animals, veterinary diagnosis, and drug testing services for animals;

9. Circular No. 45/2017/TT-BTC dated May 12, 2017 of the Minister of Finance on bracket of property auction fees in accordance with the Law on Property Auction;

10. Circular No. 77/2018/TT-BTC dated August 17, 2018 of the Minister of Finance stipulating the method for investigating, determining production costs, and calculating the production cost of commercial rice for cropping seasons in the year;

11. Circular No. 113/2018/TT-BTC dated November 15, 2018 of the Minister of Finance on regulating prices of planning services;

12. Circular No. 86/2019/TT-BTC dated December 3, 2019 of the Minister of Finance guiding the determination of the reserve price in auction for lease or definite-term transfer of the right to operate road infrastructure assets invested and managed by the State;

13. Circular No. 08/2020/TT-BTC dated February 18, 2020 of the Minister of Finance providing for the maximum prices of public-utility irrigation products and services under the management authority of the People’s Committee of Thanh Hoa Province;

14. Circular No. 09/2020/TT-BTC dated February 18, 2020 of the Minister of Finance providing for the price bracket of other irrigation products and services;

15. Circular No. 108/2020/TT-BTC dated December 21, 2020 of the Minister of Finance amending and supplementing a number of articles of Circular No. 45/2017/TT-BTC dated May 12, 2017 of the Minister of Finance on bracket of property auction fees in accordance with the Law on Property Auction;

16. Circular No. 102/2021/TT-BTC dated November 17, 2021 of the Minister of Finance prescribing prices of services in the field of securities applicable to securities trading organizations and commercial banks participating in the Vietnam’ securities market.

Article 2. Effect

1. This Circular takes effect on August 2, 2025.

2. The Director of the Department of Price Management, Heads of units under the Ministry of Finance, and relevant agencies, organizations, and individuals shall implement this Circular./.
