SUMMARY

To reduce 50% of register fee for domestic manufactured and assembled

This is the new content issued by the Government in the Resolution No. 84/NQ-CP regarding the tasks and solutions to continue to remove difficulties in production and business, accelerate the disbursement of public investment and ensure social order and safety in the context of Covid-19 pandemic on May 29, 2020.

Continue to remove difficulties for production business, accelerate the disbursement of public investment, ensuring order an entire society to only maintain growth momentum of the economy, striving to achieve the highest goals, the socio-economic development tasks have been set by the National Assembly through the following tasks and solutions:

Foremost, not to criminalize economic and civil relations. At the same time, reduce 15% of the land rent to be paid in 2020 for enterprises, organizations, households and individuals that are directly leased land by the State according to Decision or contract of competent State agency in the form of annual rent payment, who has to stop production and business due to the effect of Covid-19 pandemic.

Next, to exempt the guarantee fee arising in 2020 for government-guaranteed loans to aviation enterprise with no outstanding loans until December 31, 2019.

In addition, the Government also decide to reduce by 50% the price takeoff, landing ships flying and operating services prices fly away, come for flights flying inland from March to the end of September, 2020 and reduce 2% interest rates for direct loans, indirect loans for small and medium enterprises from the Small and Medium Enterprises Development Fund...

RESOLUTION

Regarding the tasks and solutions to continue to remove difficulties in production and business, accelerate the disbursement of public investment and ensure social order and safety in the context of Covid-19 pandemic

THE GOVERNMENT

Pursuant to the Law on Government Organization dated June 19, 2015;

Pursuant to the Government s Decree No. 138/2016/ND-CP of October 1, 2016, promulgating the Government s Working Regulation;

On the basis of agreement at the Government s regular meeting of April 2020 regarding the tasks and solutions to continue to remove difficulties in production and business, accelerate the disbursement of public investment and ensure social order and safety in the context of Covid-19 pandemic; at the propose of the Minister of Planning and Investment at the document No. 3218/TTr-BKHĐT dated May 18, 2020,

 

RESOLVE:

 

Continue to remove difficulties for production business, accelerate the disbursement of public investment, ensuring to an entire society order and security to maintain growth momentum of the economy, striving to achieve the highest goals and tasks of socio-economic development have been set by the National Assembly through the following tasks and solutions:

I. PRINCIPLES

1. Strictly implement pandemic prevention and control measures according to the views and orientations of the Party, the State, the direction of the Government, the Prime Minister and the National Steering Committee for the Prevention and Control of Covid-19.

2. Mobilizing the participation of the political system, the business community and the people of the country to join hands, unite and closely coordinate to overcome difficulties caused by the pandemic, drastically implement and make efforts and strive to achieve at the highest goals and tasks of socio-economic development in 2020 have been set under the Conclusions of the Central Government and the Resolutions of the National Assembly and the Government.

3. Promptly encouraging and commending organizations and individuals who have initiatives, raising the efficiency performance of working, production and business in the context of pandemic situation. Strictly and promptly handling organizations, individuals, cadres, civil servants and public employees who are weak in capacity and qualifications, show degradation of professional ethics, causing harassment, manipulation and domination during implementation official duties, violating the provisions of law. Thoroughly overcome the situation of stagnation and irresponsibility in some ministries, central and localities agencies in the past time, especially at the grassroots level.

4. Urgently complete the review, amendment and supplementation of legal documents to overcome overlaps, remove bottlenecks and stuck points, accelerate the reform, innovate and improve the business and investment environment, attract investment resources for national development. Immediately perform tasks and solutions according to the authority; promptly report to relevant levels of matters beyond the competence to open up resources for production and business and promote investment.

5. To study on amending and supplementing the existing policies in order to generate resources to support business and the people while ensuring the stability of macroeconomics. The support must be applied for the right subjects, open and transparent, not to let the situation of taking advantage and taking advantage of policies happen; To strictly implement the Directive No. 20/CT-TTg dated May 17, 2017 of the Prime Minister, to cutting down, limiting inspections and examinations in 2020, not to conduct out of plans inspections, except for special cases assigned by competent authorities or cases showing signs of violations. To switch from pre-inspection to post-inspection methods, strictly handling the abusive and violating subjects in the process of implementing policies.

6. Drastically promoting the disbursement of public investment plans, considering this an important political task to stimulate production and business and consumption, create jobs and ensure social security, contribute to promoting the building and perfecting of necessary socio-economic infrastructure in order to raise competitiveness, support production and business activities of people and enterprises, attract other capital sources for social investment.

II. SPECIFIC TASKS AND SOLUTIONS

1. Tasks and solutions under the competence of the Government:

a) Continuing to remove difficulties for production and business, supporting entities affected by Covid-19 pandemic

- Not criminalizing economic and civil relations; strictly handle all acts of law violation according to the Resolution No. 11-NQ/TW dated June 03, 2017 of the Fifth conference of the Central Executive Committee at the XII course.

- To reduce 15% of the land rent to be paid in 2020 for enterprises, organizations, households and individuals that are directly leased land by the State according to Decision and/ or contract of competent State agency in the form of annual rent payment, who has to stop production and business due to the effect of Covid-19 pandemic.

- To exempt the guarantee charge arising in 2020 for government-guaranteed loans to aviation businesses with outstanding loans until December 31, 2019.

- To reduce by 50% the price takeoff, landing ships flying and operating services prices fly away, come for flights flying inland from March to the end of September, 2020; to apply minimum rates of VND 0 for aviation specialized services on the list of the services which price bracket be set by the State from March to the end of September 2020.

- Reduce 2% interest rates for direct loans, indirect loans for small and medium enterprises from the Small and Medium Enterprises Development Fund.

- Reduce by 50% the registration fee when registering cars produced or assembled in the country to the end of 2020 in order to stimulate consumption in the country.

- To extend of the time limit for the special consumption tax payment for domestically manufactured or assembled cars for amounts payable arise from March, 2020; the extended time shall no later than December 31, 2020. To study for amending rules on special consumption tax in order to support the development of production in the country.

- Pilot licensing under the Prime Minister s Decision on approving the pilot application of payment by telecommunications accounts for small-value goods and services (Mobile Money).

- To allow experts, business managers, investors, high-tech workers who are foreigners working in investment and business projects in Vietnam to enter Vietnam to maintain production and business activities of enterprises, ensuring compliance with the regulations on prevention and control of pandemics. To strictly forbidden the discrimination and disparagement against foreigners living and working in Vietnam.

- To extend work permits for experts, business managers, technical workers who are foreigners working in enterprises; issue new work permits to experts, business managers, technical workers who are foreigners to replace those who are not allowed to enter or not return to Vietnam.

- To reduce at minimum 70% of conference expenses, domestic and foreign work performance expenses of ministries, central and localities agencies (Except for the Ministry of National Defense, the Ministry of Public Security, the Ministry of Health, funds for the implementation of the ASEAN Presidents Year 2020 and other national diplomatic activities of the Ministry of Foreign Affairs) and save another 10% of recurrent expenses of 2020, especially those not yet necessary for procurement.

- Allowing contributions and support in activities of Covid-19 prevention and control is a reasonable expense deducted when calculating corporate income tax.

- Enhancing information, propaganda on the prevention and control of Covid-19 pandemic, carrying out socio-economic development tasks and serving political tasks, providing other essential information.

b) Attracting the whole social investment capital

- Ministries, central and localities agencies:

+ Urgently accelerate the review and settlement of investment procedures for projects proposed by the enterprise; absolutely not to delay, pending unsolved records; proactively and urgently report to competent authorities for consideration and settlement of issues beyond the authority.

+ Guidance on developing standards and safety criteria for each type of production and business, ensuring the dual goals: prevent and control pandemics well and create favorable conditions for businesses to operate safely in accordance with the Covid-19 pandemic prevention and control measures in each stage.

+ Best preparation of necessary conditions to attract new investment resources such as: planning work; infrastructure; human resource training; guarantee of energy; administrative procedure reform.

+ Promote investment promotion activities in compliance with the regulations on prevention and control of Covid-19 pandemic.

+ Actively research and deploy mechanisms and policies to encourage and promote start-ups, support enterprise on investing to recover and expand production and business activities.

+ Improving morale, attitude, working capacity of officers and staffs, especially officials in the position of implementing policies; stop bureaucracy and harassment; promote the spirit of accompanying with enterprises.

- The Government Inspectorate, the Inspectorate of the ministries, agencies and localities shall strictly implement the Resolution No. 35/NQ-CP dated June 30, 2016 of the Government on supporting and developing enterprises toward 2020 and the Directive No. 20/CT-TTg dated May 17, 2017 and the Directive No. 11/CT-TTg dated March 04, 2020 of the Prime Minister, revise the inspection and examination plan to limit and reduce inspection and examination activities during the pandemic period, not conduct unplanned inspections, and change the method from pre-inspection to post-inspection. For projects which have been inspected, to urgently complete conclusions, giving advice and proposing solutions in accordance with law provisions.

c) Promote the implementation and disbursement of public investment

- To allow to not apply the regulation of saving 10% of total investment on new projects started in the medium-term public investment plan of 2016-2020 and allocated capital from the public investment plan of 2020.

- Continue to review the regulations on budget, investment, construction, timely remove barriers and obstacles, create favorable conditions to accelerate implementation, disbursement and improve the efficiency of public investment projects.

-Removing obstacles and difficulties in the implementation of the Decree No. 68/2019/ND-CP dated August 14, 2019 on the management of expenditure for investment in construction.

- To allow the allocation of medium-term investment plan of central budget capital in the 2016-2020 period to implement specific policies on socio-economic development in ethnic minority and mountainous areas and The project of socio-economic development of ethnic minorities with very low population according to the Decision No. 2085/QD-TTg dated December 31, 2016 and the Decision No. 2086/QD-TTg dated December 31, 2016 of the Prime Minister on total capital level for localities. The Chairperson of the People s Committees of the provinces and centrally-run cities shall be assigned to submit to the People s Councils of the same level for decision on allocation for use as a basis for specific direction and administration.

2. The Government shall submit to the National Assembly Standing Committee and the National Assembly for consideration and decision of the following matters:

a) To stipulate on environmental protection tax on flight fuel by 70% of the duty rate provided in Resolution No. 579/2018/UBTVQH14 dated September 26, 2018 to the end of December 31, 2020.

b) Exempting fees for licensing to exploit water resources to enterprises that exploit water for production and business in 2020.

c) To reduce 30% of the corporate income tax payable for 2020 for small and micro enterprises to support in the context of the Covid-19 pandemic.

d) To assign the Government to adjust the central budget capital investment plan in 2020 among ministries, central agencies and localities within the total amount of central budget capital in 2020 decided by the National Assembly.

dd) To promulgate a Resolution on the transformation of investment forms for a number of projects on the Eastern North-South Expressway from the form of public-private partnership investment to public investment.

e) To allow the application a number of provisions of the Law on amending and supplementing a number of articles of the Construction Law take effect from the date of approval of the Law:

- Exemption of construction permits for works that have been appraised and designed by construction specialized agencies according to decentralization after implement basic design or have the construction economic-technical reports approved by the competent State agency as prescribed in the Law on Construction;

- To abolish the authority to grant construction permits of the Ministry of Construction and decentralize to provincial-level People s Committees to grant construction permits for special-grade works.

3. Ministries, central and localities agencies shall perform the following tasks and solutions:

a) The Ministry of Finance:

- To assume the prime responsibility for, and coordinate with concerned ministries and agencies in, reviewing and proposing the exemption and reduction of charges and fees in order to remove difficulties for enterprises due to the impact of the Covid-19 pandemic. In case of exceeding the authority, the Ministry shall report to the Government, the Prime Minister for consideration and decision.

- Actively formulate and consult ministries and central agencies on the Decree to promulgate preferential export tariffs and special preferential import tariff schedules to implement the EVFTA Agreement according to the simplified procedures in order to immediately issue upon the entry into force of the Agreement.

- Report to the Government on the situation of implementation of Decree No. 41/2020/ND-CP dated April 08, 2020 in May 2020, in which considering the extension of the time for payment of enterprise income tax, value added tax, land rent, supplement tax, beneficiaries of the policy to extend the tax payment time for newspapers, publications and other subjects affected by the Covid-19 pandemic.

- Consider extending the deadline for submission of certificates of origin (C/O); accept C/O using signatures, electronic seals or copies/ canned C/O to submit to customs offices, promptly remove difficulties for import and export enterprises.

- To study and submit to the competent authority a reduction of late payment interest for manufacturing enterprises, which directly import goods to create fixed assets, which are assessed by value-added tax by customs offices and have paid in full the amount of value-added tax fixed before March 01, 2020 but still owes late payment interest.

- Unifying HS codes of import and export goods (commodity list, dossier codes) suitable for other countries, especially the EU to reduce difficulties when applying tax codes, ensuring control of the unifying declaration.

- To assume the prime responsibility and coordinate with the Ministry of Information and Communications and relevant agencies in proposing the Prime Minister to consider and decide on support from the central budget in 2020 for press agencies to: information and operate propaganda on the prevention and control of Covid-19 pandemic, removing difficulties for production and business in the spirit of this Resolution; providing information and propaganda to serve other political tasks of the nation, industries and sectors and providing essential information to the society.

- To take to take the prime responsibility and coordinate with the Ministry of Communication Information and Communication and the related ministries, agencies and localities to establish solutions to mobilization of resources to promote the development of e-government; in which prioritize the allocation of fees for development of shared platforms in 2020, report to the Prime Minister in June 2020.

- Disbursing foreign capital plans of 2020 for projects strictly according to the financial mechanism decided by the Prime Minister. Periodically before the 25th of every month, report to the Prime Minister, concurrently to the Ministry of Planning and Investment on the disbursement of state budget investment capital of ministries, central and local agencies.

b) The State Bank of Vietnam:

- Continue to direct credit institutions to thoroughly reduce operating costs in order to continue reducing interest rates on existing loans and new loans, supporting and accompanying with enterprises and people to pass through difficulties.

- To continue to implement the solution on currency and credit in accordance with the Directive No. 11/CT-TTg dated March 04, 2020 to direct the credit institutions to create favorable conditions for enterprise to restructure the loans payment deadline, exemption and reduction of interest and fees, remain the same group of debts, making new loans; strengthening the implementation of credit programs and products with preferential interest rates to contribute to the maintenance and restoration of production and business activities of people and businesses, with special emphasis on lending to small and micro enterprises. To consider and adjust the rate of risk preventive establishment of the commercial banks in order to facilitate and encourage the commercial banks to further reduce interest rates for borrowers.

- Direct and supervise the credit institutions to immediately implement the policy on lending social housing after be allocated VND 2,000 billion to offset the interest as prescribed in the Resolution No. 41/NQ-CP dated April 09, 2020.

c) The Ministry of Industry and Trade:

- Taking measures to overcome the interruption of the supply of raw materials for production and business; diversification of export markets, boost the trade promotion, seek new markets for goods which be canceled or extension of the delivery by the impact of the pandemic; take advantage of opportunities from the signed trade agreements, especially EVFTA, CPTPP.

- To implement measures for trade remedies to protect the legitimate rights and interests of domestic enterprises, make good use of provisions on international geographical indications, origins, copyright and branch register to protect Vietnamese enterprises and products.

- Organize the control of the selling price of the pig and pork supply chain in the market. Strengthening the connections between the stages in the distribution system of pork products to reduce the unnecessary intermediates expenses charged. Strengthening the inspection and control of the market to prevent speculation, hoarding of goods, commercial cheating on transport and trading pork of unknown origin, not yet been through quarantine to prevent spread of disease in the country. Closely coordinate with the Ministry of Agriculture and Rural Development, local authorities, communities, enterprises in balancing of supply for some essential commodities, market price stability in the country and for export.

- To take the prime responsibility and coordinate with the Ministry of Health and related ministries, agencies to guide localities on custom clearance of goods on sub border gate on the whole border line of Vietnam - China up on satisfy regulations as prescribed in the Decree No. 112/2014/ND-CP and ensure the maximum prevention and control of disease.

- Closely monitor the needs of importing agricultural products of the world market to promptly take advantage of opportunities from these markets. To coordinate with the ministries, central and local agencies and Vietnam Food Association to guarantee the reserve rice production and domestic rice consumption, export at a reasonable level; stabilize domestic rice prices, ensure food security.

- Coordinate with the Commission Board of Management of State Capital at Enterprises directing the rapid progress and early completion of projects ensuring state energy in such as: Thai Binh 2 Thermal Power Plant; Long Phu I Thermal Power Plant, Song Hau I Thermal Power Plant...

- Ensuring adequate supply of electricity for production and daily life; ensure security throughout, security state energy in and serve the need for development of the country in the next time.

- Launching the stimulus program for domestic consumption, expanding the domestic markets, support the manufacture and business enterprises.

d) The Ministry of Agriculture and Rural Development shall take the prime responsibility and coordinate with the ministries, central and local agencies to:

- Implement measures to ensure food security, improve the capacity on processing agricultural products and forest products, certification of origin and the source of products, exports of agricultural products under quota to other markets, particularly is Chinese.

- Closely control diseases in domestic livestock and poultry, not to let the reinfection African swine fever virus happen. To accelerate the scale of re-herd, restore the herd, stabilize the domestic pork price; proposing the quantity of pork imports, ensuring benefits for farmers and consumers; supporting farmers to borrow capital to invest in restoring pig production.

- Do well the work of environmental monitoring and warnings, promptly make recommendations and warnings, to minimize damage and support for sustainable aquaculture.

- Directing the drastically implementation of measures to remove the "yellow card" of the Europe Commission for seafood products from Vietnam. Support localities and enterprises to accelerate the progress of some key agro-forestry product processing projects such as: Vegetables and fruits processing factory of Doveco in Son La, coconut factory of Vina T & T Kim Thanh 4 in Ben Tre...; to promote the capacity of existing processing factory to serve domestic and export demands.

- To coordinate with the Ministry of Natural Resources and Environment in solving procedural problems related to the conversion of forest and rice land use purposes in public investment projects.

- To collaborate with the Alliance of Vietnam Cooperative and localities to use the capital from the Support Fund for Cooperative Development in an effective manner, support for cooperatives affected by the disease.

e) The Ministry of Transport shall report to the Prime Minister on solutions and roadmap of the implementation of the Eastern North-South expressway, ensure the immediately operation after the National Assembly allows the conversion of investment forms; finalizing investment procedures to submit to the National Assembly for amendment of investment guidelines for the North-South expressway project according to the order and procedures of the Law on Public Investment No. 39/2019/QH14.

e) The Ministry of Planning and Investment:

- To assume the prime responsibility for, and coordinate with concerned ministries, central and local agencies in, summing up and reporting to the Prime Minister on difficulties and proposals of the enterprise community; urge and coordinate with agencies in assisting with solving problems for enterprises.

- To take the prime responsibility and coordinate with the ministries, the relevant agencies in evaluate the impact of the pandemic to the economic growth and the implementation of socio-economic development targets in 2020; to promptly report to the Government for submission to the Political Bureau and the National Assembly in case of necessity.

-  To take to take the prime charge and coordinate with relevant ministries and agencies to formulate according to simplify order and procedure for Decree of the Government on amending and supplementing regulations related to business launching to operate in inter-agencies, to cut down unnecessary procedures on enterprise establishment.

- To assume the prime responsibility for, and coordinate with concerned ministries and agencies in, formulating a Scheme on supporting industry development solutions, taking the lead in and taking advantage of opportunities from the investment shift wave after the Covid-19 pandemic, to develop the ecosystem for automobile manufacture and report to the Prime Minister.

- Report to the Prime Minister to consider and decide according to the competence or submit to the National Assembly Standing Committee, the National Assembly to decide on cutting down and transferring investment project with central budget capital in 2020 of ministries, central and local agencies to September 30, 2020 which have the disbursement rate of under 60% of central budget capital plan assigned from the beginning of 2020 to modify for important and urgent project need to accelerate the schedule of implementation and have capacity of quickly disburse the investment capital from central budget in 2020 and emergency project such as response to climate change, prevent river bank and coastal landslide, including transferring capital to other ministries and localities.

- To submit to the Prime Minister on amending and supplementing the assignment of mid-term public investment plan modification in the period of 2016-2020 for projects planned to allocate State budget capital investment plans in 2020 at the proposal of ministries, central and localities agencies, to be completed before May 31, 2020.

- To submit to the Prime Minister to decrease investment plan of central budget in 2019 extends to 2020 of the project delays to projects have positive disbursement progress and have demand on supplement of capital to implement on the proposal of ministries, central and local agencies.

- To take the prime responsibility and coordinate with the Ministry of Agriculture and Rural Development, the Ministry of Finance and report to the Prime Minister to consider and decide on invest in a number of urgent projects on prevent, control and reduce the impact of drought, saltwater intrusion in the South Central Coast, Central Highlands and Mekong River Delta... from the reserve central budget of 2020 and other lawful capital sources at an appropriate time, ensuring appropriate ability to balance of state budget.

- To publicity the implementation of disbursement situation of State budget capital investment plan in 2020 of each ministry, central and local agencies on the website of the Government, the Ministry of Planning and Investment and other mass media agencies in every month.

g) The Ministry of Construction:

- To take the prime charge and coordinate with relevant ministries, central and local agencies to draft the Resolution of the Government on removing obstacles (for matters under the competent of the Government) during the course of implementation of the Decree No. 68/2019/ND-CP, submit to the Government for consideration and decide on May, 2020; to enhance the guidance and urge ministries, central and local agencies during the implementation of the Decree No. 68/2019/ND-CP.

- Issue the Circular according to the shortened order and procedures to amend and supplement the Circulars guiding the Decree No. 68/2019/ND-CP in May 2020.

- To take the prime charge and coordinate with the State Bank of Vietnam and People s Committee of provinces and central affiliated cities to review, select and synthesize the list of social housing projects that are currently in progress, can continue to be implemented in 2020 so that commercial banks may provide loans as prescribed in the Decree No. 100/2015/ND-CP dated October 20, 2015 of the Government on social housing development and management and the List of housing projects serving industrial zone workers so that the Social Policy Bank may provide loan in 2020 and in the next years.

- To take the prime charge and coordinate with the ministries, related agencies to study and formulate the Resolution of the Government on measures to encourage the development of projects of low price commercial housing (apartment in apartment building with acreage of under 70m2with the price does not exceed VND 20 million/m2), submit to the Government in the third quarter of 2020.

h) The Ministry of Justice shall coordinate with the ministries, related agencies to review gaps and overlaps in the current legal documents to propose reasonable amendments and supplements accordingly, especially about perfecting the legal framework for effective management of payment, electronic payment, and peer lending; prevent foreign investors from circumventing the law, contributing less than 51% of capital so that they do not have to carry out registration procedures for foreign investors in projects with land assets; submit to competent authorities for amendments and supplements to the Law on Environmental Protection and the Land Law.

i) The Ministry of Health:

- To assume the prime responsibility for, and coordinate with the Ministry of Industry and Trade and concerned agencies in, directing the acceleration in production of medical masks, disinfectant solutions and medical supplies and equipment to meet domestic and export demand and reserves; simplify the appraisal procedure to allow production, import and export and conditions for exporting masks, protective clothing, medical equipment, etc.

- Assume the prime responsibility for, and coordinate with concerned ministries and agencies in, stipulating standards and conditions on the prevention and control of Covid-19 pandemic in production and business activities to protect workers’ health during the pandemic period.

k) The Ministry of Culture, Sports and Tourism shall take the initiative in formulating programs and plans to promote national tourism promotion activities; direct the organization of safety sports tournaments; coordinate with professional associations in tourism to develop and implement a program to stimulate domestic tourism; strengthening communication, advertising, marketing and developing new products to attract domestic and international tourists (in the immediate future, to focus on attracting tourists from countries where disease has been controlled); coordinating with the Ministry of Finance to urgently put the Tourism Development Assistance Fund into operation.

l) The Ministry of Education and Training:

- Preside and coordinate with localities to supplement funding to support the construction of electronic and online lectures that are shared by educational institutions to organize online teaching and learning.

- To assume the prime responsibility for, and coordinate with concerned units in, proposing plans on tuition exemption and reduction for junior and senior high schools in the second and third quarters of 2020.

m) The Ministry of Information and Communications shall take the prime responsibility and coordinate with the Central Propaganda Department of the Communist Party of Vietnam and ministry, central and local agencies in directing news agencies and newspapers to promote information and propaganda on the prevention and control of Covid-19 disease, supporting the policy of protecting people s health; struggling with false reporting activities, causing confusion among the people; propagandize the implementation of tasks and solutions the Government and the Prime Minister have issued to remove difficulties for production and business, support the people and ensure social order and safety and promote disbursement of public investment in the context of Covid -19.

N) The Ministry of Foreign Affairs:

- To chair and coordinate with the concerned agencies in review and propose solutions to maintain and develop the important foreign relations, make plans, specific and suitable plans, to perform tasks as Chairman of ASEAN in 2020 and promoting, strengthening the role played by Vietnam Nam in the international arena.

- To coordinate with the Ministry of Public Security, the Ministry of Health to consider granting visas to foreign experts, business managers and technical workers in investment and business projects in Vietnam.

o) The Ministry of Public Security:

- To take the prime responsibility and coordinate with the localities in implementation of solutions to ensure security, order and peace throughout society, contributing to environmental security and stability for investors and enterprise be in assurance in production and business activities.

- To take the prime charge and coordinate with the Ministry of Defense, Ministry of Health applicable immigration procedures for experts, manager of enterprises, technical workers are foreigners working in investment and business projects in Vietnam, and are allowed to enter Vietnam to maintain production and business activities of enterprises.

- Ensuring security and safety in economic zones, industrial parks and export processing zones; ensure security throughout, limiting the discrimination of foreigners during their live and working time in Vietnam.

- Maintain and promote activities to ensure social order and safety, prevent and suppress crimes, law- breaking acts, especially drug- related crimes, organized crimes and acts of fraud; homicide criminals, stealing and robbery.

p) The Ministry of Labor, War Invalid and Social Affairs:

- Guide agencies attached to the extension of work permits for experts, business managers, technical workers who are foreigners working in enterprises; issue new work permits to experts, business managers, technical workers who are foreigners to replace those who are not allowed to enter or not return to Vietnam.

- Develop training programs, improve the qualifications and skills for worker’s initiative to assist in adapting to changing of conditions and circumstances in the pandemic.

q) The Committee for Management of State Capital at Enterprises shall assume the prime responsibility and coordinate with the Ministry of Industry and Trade in directing and speeding up the progress and early completion of national energy assurance projects such as: Thai Binh 2 Thermal Power Plant; Long Phu I Thermal Power Plant, Song Hau I Thermal Power Plant...

r) The Committee of Ethnic Affairs shall coordinate with the Ministry of Finance to operate the guidance for local implementation of specific policies for development of economic - social in ethnic minority and mountainous areas and support the Scheme on socio-economic development of ethnic minorities with very small population under the Decision No. 2085/QD-TTg dated December 31, 2016 and the Decision No. 2086/QD-TTg dated December 31, 2016 of the Prime Minister.

s) The Working Group of the Prime Minister on the review of legal normative documents shall urgently review institutional constraints, especially on investment, production and business...soon propose solutions to amend and improve to remove difficulties for production and business. Also preside and coordinate with the Ministry of Finance to review the content on removing difficulties for production and business has been agreed by agencies, ensure compliance with regulations, authority and harmony with the state budget’s balance ability.

t) The Vietnam Fatherland Front, socio-political organizations, people association to encourage members and the enterprise community and intensify supervision of implementation, review policies, and promptly contribute opinions to the Government and the Prime Minister.

u) The People s Committee of provinces and central affiliated cities shall:

- Assess the impact of Covid-19 pandemic on the growth of the economy and the implementation of the development goals of socio- economic in 2020 of the localities; promptly report to the People s Council of the same level for adjustment in case of necessity.

- Proactively formulate schemes and scenarios to ensure: production and business activities, support for enterprises; supplying goods and necessary commodities, stabilizing prices and markets.

- Reviewing and preparing the conditions for land, infrastructure and human resources to is ready to receive the shifting investment flows, focusing on large multinational corporations which are high-tech, modern, environmentally friendly.

- The provincial People s Committee where the enterprise or project operate: within 03 days from the receipt of the written request of the concerned representatives of foreign country or enterprise, together with a list of entry to Vietnam(with information on: name, date of birth, nationality, passport number, working positions, the time expected too entry to Vietnam, the time and place of residence, number of working licenses (if any) , border gate entered to entry to Vietnam) shall make a written reply, and at the same time send to the office of entry (of the Ministry of Public Security or the Ministry of National Defense) where the entry; the People s Committee of provinces and central affiliated cities of entry and quarantine places to coordinate, support and supervise quarantine. Experts, business managers, and technical workers on entry must carry out the centralized quarantine under the supervision of the authorities and health agencies where the quarantine is conducted. Local authorities which the expert shall conduct to health supervision within the prescribed time for expert who are out of quarantine and back to work on the local area.

v) Ministries, central and local agencies:

- Continue to focus on effectively implementing the tasks and solutions to remove difficulties in production, ensure social security, promote investment in the conclusions, notifications of the Politburo of the Communist Party of Vietnam, the Secretariat Committee, the National Assembly Standing Committee, Resolutions of the Government and Directives of the Prime Minister.

- Focus on selecting, restructuring the process, providing on the electronic environment administrative procedures with great use demand, related to a lot of activities of people and businesses to connect, integrate with the National Public Service Portal; promulgate and implement a digitalization plan for the results of administrative procedures settlement in the period of 2020-2025 as prescribed in the Decree No. 45/2020/ND-CP of the Government; implement the issuance of certified electronic copies from originals; to complete the online payment of financial obligations related to administrative procedures on the National Public Service Portal before June 30, 2020.

- Continue to thoroughly review and reduce the overlapping, entangled and unnecessary administrative procedures in the field of production and business under the jurisdiction of their agencies; drastically speed up the approval of dossiers of delay investment projects; take measures to review and strictly handle individuals and collectives that decline in professional ethics, intentionally causing difficulties and harassment in handling official duties. To focus on implementation of the Resolution No. 68/NQ-CP dated May 12, 2020 by the Government; urgently issue and organize the implementation of the Plan on reduction and simplification of regulations related to business activities in 2020.

- Continue to innovate the working method by processing work files on the electronic environment, sending and receiving electronic documents connecting 4 levels of government; gradually transform paper- based operations into data- driven operations under the provisions of Decree No. 09/2019/ND-CP; promote online meetings; renovating the implementation of the single-window mechanism and inter-agency single-window regime in settling administrative procedures for people and enterprises.

- Dispatch and set up a hot line to receive recommendations from people and enterprises for timely handling or reporting to competent authorities in accordance with law provisions. Receiving organizations, timely handling of reports and petitions of citizens, enterprises on the National Public Service Portal and ministry-level and provincial Public Service Portal.

- The head of ministries, central and local agencies shall review each task and measures to create conditions for the production and business activities, especially in attracting investment and development, accelerate the speed of handling, remove difficulties for production and business to restore and develop the economy.

- Focus on promoting the strength of the grassroots political system; effectively implement the Directive No. 12/CT-TTG dated April 25, 2019 on prevent and fight against black credit crimes to create an open, favorable, secure and safe environment for businesses to trust and feel secure in production and business.

- Savings, reduce recurrent expenditure estimates, recover to the State budget for other urgent tasks.

- Before June 30, 2020, to complete the detailed assignment of the State budget investment plan in 2020 to projects.

- Focus on speeding up the implementation and disbursing 100% of public investment capital of 2020 (including capital transferred from previous years).

- To direct investor, managers board of the project and contractors to promote the implementation of construction work combined with measures to ensure security for all workers according regulations on pandemic prevention and control.

- Issue specific plans and solutions to remove difficulties and obstacles in compensation, ground clearance and bidding...speeding up the construction progress of works and projects.

- Issue a disbursement plan for each investor, requiring the investor to commit the disbursement progress of each project, in case the disbursement does not reach the committed schedule, consider transferring capital to the project with good disbursement schedule, and needing additional capital to accelerate the project implementation progress; consider transferring project investors according to their competence.

- Assign leaders to monitor the implementation progress of each project, prepare a disbursement plan for each project, urge and promptly remove difficulties for each project. The disbursement results of each project assigned to monitor are the main bases for evaluating the completion of tasks in 2020. In case of failure to complete the disbursement plan according to the set progress, to review responsibilities of collectives, the head and concerned individuals; in case the disbursement results in 2020 reach less than 100%, the head, the investor and related individuals shall not be considering to be emulated in effective complete of tasks.

- Directing the investor to complete the recovery of advance capital, payment of outstanding capital construction debts of the assigned projects of 2020 in May 2020; to the end of August 2020 to disburse the whole amount of the prolonged capital from 2018, 2019 to 2020; to complete investment procedures for large and important projects no later than June 30, 2020; carry out procedures for payment of investment capital for the project within 04 days after having the accepted volume according to regulations.

- Actively review and adjust plans for capital investment budget for the year of 2020 and to report to competent authorities to adjust plans capital investment budget of 2019 extends to the year of 2020 of the project behind schedules into other projects have disbursed in good progress, with the need on supplementing capital to speed up the implementation, soon putting it into use.

- To organize the inspection and supervision of the plan implementation. Resolutely and severely and promptly handle organizations, individuals, leaders, officials and public employees who violate law provisions, intentionally obstructing, causing difficulties, slowing down the progress of allocation, implementation and disbursement of plans for public investment. Promptly replace cadres and civil servants who are weak in capacity, qualifications or decline in professional ethics, causing harassment, negativity or manipulation, and domination in management of public investment capital, bidding. Resolutely handle negative behaviors in public investment management such as bid rigging, frauds, obstacles, bribes, illegal interventions...

III. ORGANIZATION OF IMPLEMENTATION

1. The Ministry of Finance:

a) To take the prime responsibility and coordinate with the Ministry of Justice and related ministry and agencies to formulate Decree of the Government on amending, supplementing or replacing the provisions of the relevant Decrees according to the shortened order and procedures in order to create a legal corridor for implementing the contents as prescribed in item a point 1 Section II of this Resolution, ensure timely, open and transparent, only support those who are difficult and be affected by Covid-19 pandemic, do not support those who are not voluntarily involved.

b) To take the prime responsibility and coordinate with ministries, central and local agencies in reviewing and submitting to the Prime Minister for decision on the contents of reduction of land rents as prescribed in item a, point 1, Section II of this Resolution.

c) To guide the ministries, central and local agencies to declare implementing regulation on cutting, reduction of fees conferences, business trips within the country and to foreign countries and save on regular spending as prescribed in item a point 1 Section II this Resolution.

d) Guiding the accounting of contributions and support in anti-pandemic activities of Covid-19 into deductible expenses when calculating corporate income tax as prescribed in item a point 1 Section II of this Resolution.

dd) To take the prime responsibility and coordinate with the Ministry of Justice, related ministries and agencies according to shorten order and procedure, to report to the Prime Minister before authorized by the Prime Minister, on behalf of the Government, to report to the National Assembly Standing Committee on the contents at item a, Point 2, Section II of this Resolution.

e) To take the prime responsibility and coordinate with the Ministry of Justice to complete the dossier and report to the Prime Minister before the Ministry of Justice and the Ministry of Finance before authorized by the Prime Minister, on behalf of the Government, to report to the National Assembly Standing Committee and the National Assembly on Program on developing laws and ordinances in 2020 and the content of the draft of the Resolution of the National Assembly on reducing 30% of corporate income tax payable in 2020 for small and micro enterprises.

2. The Ministry of Transport:

a) To coordinate with the Finance Ministry to guide and, according to its competence, organize the implementation of policies on aviation service prices as prescribed in item a point 1 Section II of this Resolution, ensure timely, publicity and transparent, only support the subject disadvantaged, affected by Covid-19 pandemic.

b) To take the prime responsibility and coordinate with related ministries and agencies to complete the dossier and report to the Prime Minister before authorized by the Prime Minister, on behalf of the Government, to report to the National Assembly Standing Committee and the National Assembly on the contents prescribed in item dd point 2 Section II this Resolution. In case of necessary to accelerate the progress of the project and accelerate the disbursement of public investment under the Government s direction as prescribed in the Resolution No. 41/NQ-CP dated April 09, 2020, the conclusion of the Prime Minister at the Notice No. 147/TB-VPCP dated April 07, 2020, the Ministry of Transport shall study and consider putting component projects in the case of application of the provisions of Article 22 of the Bidding Law.

3. The Ministry of Planning and Investment:

a) Guiding the implementation of the lending policy from the Small and Medium Enterprise Development Fund as prescribed in item a, Point 1, Section II of this Resolution, ensuring timely, public and transparent.

b)  Authorized by the Prime Minister and on behalf of the Government to report to the National Assembly Standing Committee to adjust the central budget capital investment plan in 2020 among ministries, central and local agencies within the total central budget capital of 2020 which decided by the National Assembly on item a, point 2 Section II of this Resolution.

4. The Ministry of Natural Resources and Environment shall assume the prime responsibility for, and coordinate with the Ministry of Justice, concerned ministries and agencies in, finalizing dossiers and reporting to the Prime Minister before being authorized by the Prime Minister on behalf of the Government. report to the National Assembly Standing Committee and the National Assembly on content prescribed in item b point 2 Section II of this Resolution.

5. The Ministry of Construction shall to take the prime responsibility and coordinate with related ministries and agencies authorized by the Prime Minister, on behalf of the National Assembly Standing Committee on contents prescribed in item e Point 2 Section II of this Resolution.

6. The State Bank of Vietnam Nam shall establish plans to efficiency and actually implement content prescribed in item b, Point 3, Section II of this Resolution.

7. The Government Office:

- To urge ministries, sectors and localities to implement solutions related to cutting down regulations related to business activities, implement administrative procedures in the electronic environment, receive and handle feedback and proposals of people and businesses on the National Public Service Portal, renovating the working ways and modes of operation of state administrative agencies as prescribed in item v point 3 Section II of this Resolution.

- To take the prime responsibility and coordinate with the Ministry of Home Affairs, the Ministry of Justice and related agencies and localities on building a pilot project to renovate the implementation of single-window mechanism and inter-agency single-window in settling administrative procedures towards improving service quality, not depend on administrative boundaries, enhance the application of information technology, reduce travel time, social costs and create favorable conditions for people and enterprise, report to the Prime Minister in the first quarter of 2021.

8. The Government Inspectorate shall guide ministries, central agencies and localities to implement the contents of suspension of inspection according to plans; conduct inspections only in special cases assigned or signs of law violation during the Covid-19 pandemic, not to carry out inspection out of the plans as prescribed in item b point 1 Section II of this Resolution.

9. Ministries, central and local agencies shall focus on thoroughly implement the tasks and solutions prescribed in item b point 1 and point 3 Section II of this Resolution, urgently have specific programs and action plans and direct the agencies, units, cadres, civil servants, officials and employees under the management to implement; to well guide, propagate and mobilize the enterprise community and people on the mechanisms, policies and solutions in this Resolution; absolutely avoid asking and giving situation, causing difficulties and troubles for people and businesses; actively coordinating with relevant ministries and agencies to handle arising problems. Regularly checking, urging and taking strict measures against collectives and individuals that cause difficulties and harassment of people and businesses, stagnation and irresponsibility in the performance of official duties.

10. Ministers, the head of ministerial- level agencies, government- attached agencies, the Chairperson of People’s Committees of provinces and centrally run cities, chairperson of the Members’ councils, General Director of the corporation, and state corporations shall take direct responsibility to the Government and the Prime Minister for the implementation and results of the implementation of this Resolution.
