SUMMARY

By 2023, the growth rate of GDP will be about 6.5%

On November 10, 2022, the National Assembly issues the Resolution No. 68/2022/QH15 on the 2023 socio-economic development plan.

Accordingly, major targets include: The growth rate of gross domestic product (GDP) will be about 6.5%; GDP per capita will be around USD 4,400; The proportion of the processing and manufacturing industry in GDP will reach 25.4-25.8%; the poverty rate (according to the multidimensional poverty line) will decrease by 1-1.5%.

At the same time, the Resolution also sets out the following tasks and solutions: Continuing to give priority to maintaining macroeconomic stability, controlling inflation, promoting growth, and ensuring major balances of the economy; Continuing to effectively implement measures to prevent and control the COVID-19 epidemic; Attaching importance to development of human resources, etc.

In addition, implementing external affairs and international integration activities in a synchronous, comprehensive and effective manner, maintaining a peaceful and stable environment for national development and enhancing Vietnam’s position and prestige in the international arena.

RESOLUTION

On the 2023 socio-economic development plan[1]

 

THE NATIONAL ASSEMBLY

Pursuant to the Constitution of the Socialist Republic of Vietnam;

Pursuant to Law No. 57/2014/QH13 on Organization of the National Assembly, which had a number of articles amended and supplemented under Law No. 65/2020/QH14;

After considering reports of the Government, the Supreme People’s Court, the Supreme People’s Procuracy, agencies of the National Assembly, and related agencies, and opinions of National Assembly deputies;

 

RESOLVES:

Article 1. General objectives

To continue prioritizing the objectives of maintaining macroeconomic stability, curbing inflation, promoting growth, and ensuring major balances of the economy. To effectively control the COVID-19 epidemic and other emerging epidemics. To accelerate restructuring, improve internal capacity, self-reliance,  resilience and adaptability of the economy; to determine to spare no effort to implement the Program on socio-economic recovery and development and three national target programs; to promote innovation, green growth and digital transformation. To accomplish strategic breakthroughs in a synchronous and effective manner. To focus on building and improving institutions and policies; to improve the effect and effectiveness of the direction, administration and law enforcement work; to step up the prevention and combat of corruption, negative practices and waste. To improve the quality of human resources; to promote development and application of science and technology. To build complete and modern infrastructure systems, particularly national important and key projects. To attach importance to comprehensive and synchronous development of cultural fields, ensuring social security, improving the people’s material and spiritual lives, paying attention to the life of people with meritorious services to the revolution, the poor, difficulty-hit people and low-income earners. To accelerate administrative reform, reorganize apparatuses, streamline state payrolls, and create a favorable business environment. To strictly manage and effectively use land and natural resources, protect the environment, and take the initiative in prevention and control of disasters, and response to climate change. To intensify information and communication work, thereby creating social consensus. To consolidate and strengthen national defense and security, firmly protect independence, sovereignty, unity and territorial integrity; to firmly maintain political security and social order and safety; to promote external relations and international integration, contributing to maintaining peaceful and stable environment, attracting external resources for development, and consolidating and enhancing the reputation and position of our country in the international arena.

Article 2. Major targets

1. The gross domestic product (GDP) growth rate will be around 6.5%.

2. Per-capita GDP will be around USD 4,400.

3. The proportion of the processing and manufacturing industry in GDP will reach 25.4-25.8%.

4. The average growth rate of the consumer price index (CPI) will be around 4.5%.

5. The average growth rate of social labor productivity will be 5-6%.

6. The proportion of agricultural laborers in the total social labor will reach 26.2%.

7. The rate of trained workers will be 68%, of whom those possessing degrees and certificates will account for 27.5%.

8. The urban unemployment rate will be below 4%.

9. The poverty rate (according to the multidimensional poverty line) will drop by 1-1.5%.

10. The number of medical doctors per 10,000 people will be around 12.

11. The number of hospital beds per 10,000 people will be around 32.

12. The health insurance will cover 93.2% of the population.

13. The percentage of communes meeting the new-style countryside standards will be 78%.

14. The percentage of urban residential solid wastes collected and treated up to standards or technical regulations will reach 95%.

15. The percentage of operating industrial parks and export processing zones with centralized wastewater treatment systems meeting environmental standards will be 92%.

Article 3. Major tasks and solutions

The National Assembly basically agrees with the tasks and solutions submitted by the Government, the Supreme People’s Court, the Supreme People’s Procuracy, and the State Audit Office of Vietnam and proposed by agencies of the National Assembly and, at the same time, requests the Government and related agencies to perform the following major tasks and solutions:

3.1. Continuing to give priority to maintaining macroeconomic stability, curbing inflation, promoting growth, and ensuring major balances of the economy

To closely monitor developments and situation of the economy, prices, inflation and markets in the world, the region and the country, promptly identify risks to take appropriate countermeasures, carry out administration work in a synchronous and flexible manner, closely combine fiscal policy with monetary policy and other macro policies in order to curb inflation, contribute to stabilizing the macro platforms, and providing reasonable and effective support for economic recovery. To strengthen adaptation and resilience and ensure the stability of the financial and banking system; to strictly curb inflation, actively and flexibly administer interest-rate and exchange-rate instruments in conformity with and adherence to the country’s socio-economic situation. To implement the inclusive fiscal policy with focused targets, ensuring efficiency, strengthening financial discipline, and reducing revenue loss; to thoroughly practice thrift and combat waste; to review so as to soon make use of resources that have not been effectively exploited for the purpose of socio-economic development.

To meet the demand for credit loans for the economy, focusing on production and business activities, priority areas and growth drivers; to control credit for areas with latent risks. To encourage credit institutions to reduce costs and stabilize lending interest rates in order to help enterprises recover and develop production and business. To drastically implement the Scheme on restructuring of the system of credit institutions in association with resolution of non-performing loans in the 2021-2025 period and plans on handling of poorly performing credit institutions, and investment projects and works that are implemented behind schedule, and inefficient, or suffer prolonged loss. To improve management capacity and efficiency of credit institutions, improve transparency, and thoroughly overcome the situation of “cross-ownership”, grant of unsecured loans in contravention of regulations, inaccurate collateral valuation, and provision of loans to “internal” and “backyard” businesses. To promptly adjust, and remove difficulties, limitations and shortcomings in, mechanisms, policies and laws for the purpose of synchronous, safe, healthy and sustainable development and integration, ensuring smooth and healthy operation and quality of the monetary, securities, real estate and corporate bond markets; to expand, and improve the quality of, the labor market and the science and technology market.

To strongly promote the development of the domestic market and expand the export market; to diversify markets, products and supply chains; to strive for a sustainable balance of trade surplus. To adhere to the principle of publicity and transparency in the administration of prices of goods and services; to continue to implement solutions to strictly manage and administer the adjustment of prices of important goods and public administrative services set by the State, particularly the prices of electricity, petrol and oil, and other important and essential goods and services, contributing to supporting production and business, improving people’s life and curbing inflation. To step up inspection and examination, and stop and strictly handle acts of trade fraud, speculation, manipulation and unreasonable price increase, especially for important raw materials and materials and essential consumer goods. To effectively mobilize and use every resource, enhance the attraction of social investment and high-quality FDI capital, and further promote investment in the form of public-private partnership. To study and assess impacts of the Global Minimum Tax Rule on attraction of investment in Vietnam so as to take appropriate solutions.

To enhance discipline and order in the field of finance-state budget; to strictly control the state budget deficit, public debts and government debts; to consolidate the key role of the central budget, further promote the initiative and creativity of local authorities with regard to local budgets. To implement the Program on socio-economic recovery and development in a drastic and effective manner, ensuring its timeliness, publicity and transparency, and compliance with regulations on beneficiaries, and avoiding profiteering. To speed up the approval of investment decisions, complete necessary procedures and conditions for early implementation of, and disbursement of funds for, tasks and projects funded by the Program. In the course of implementation, to review the Program’s contents which are no longer suitable to the practical situation and propose competent authorities to make appropriate adjustments. To concentrate efforts to effectively implement three national target programs, ensuring satisfaction of the requirements set in the resolutions of the National Assembly.

3.2. Concentrating on disease prevention and control

To continue to effectively implement solutions to prevent and control the COVID-19 epidemic. To review, update and adjust COVID-19 prevention and control measures, issue plans to effectively and promptly handle circumstances and measures to prevent and control the epidemic in the new situation; to exert efforts to research and manufacture medicine for epidemic prevention and control in the country. To work out plans to proactively respond to new epidemic situations that are likely to occur. To continue promoting international cooperation, and taking advantage of external financial and technical resources for disease prevention and control.

To concentrate on completely solving the shortage of human resources, medicine, and medical equipment, supplies and biologicals; to promote domestic production of medical equipment. To increase the capacity of the grassroots health care and preventive medicine; to improve the treatment capacity of medical establishments of all levels in the health system; to continue to renovate the financial mechanism and medical service prices in order to properly and fully calculate all cost items into medical service prices; to pay attention to the development of hospitals and medical establishments in the non-state sector to take care of the people’s health. To continue improving institutions and policies on remuneration and improve the working environment for medical workers, and ensuring the building of a contingent of medical staff, civil servants and public employees meeting the requirements in the new situation.

3.3. Properly performing the work of building and improving institutions and raising the effect and effectiveness of law enforcement, ensuring order and discipline; enhancing the prevention and control of corruption, negative practices and waste; promoting administrative reform and improving the business investment environment

To continue to thoroughly disseminate and timely and fully institutionalize the Party’s policies and guidelines; to renovate the methods of directing, urging and inspecting to ensure the progress and quality of the drafting of laws, ordinances and resolutions under the 2023 law- and ordinance-making program. To regularly review and promptly adjust or add legislative tasks, ensuring compliance with guidelines and orientations set in new documents of the Party, meeting requirements of the state management and socio-economic development. To organize public consultation, focusing on making of replies to the people’s opinions and making of adjustments so as to ensure the quality of the draft revised Land Law for submission to the National Assembly for study and passage in 2023. To renew and increase the effect and effectiveness of public communication, dissemination and education in association with law enforcement. To further accelerate judicial reform, ensuring discipline, effect and effectiveness of law enforcement. To launch the campaign and emulation movement to practice thrift and combat waste throughout the country. To prevent and properly and promptly settle international trade and investment disputes, recommendations and complaints of investors, particularly foreign investors, avoiding the occurrence of investment-related lawsuits; to strive to fulfill targets and tasks concerning civil judgment enforcement and monitor the execution of administrative judgments.

To promote decentralization, delegation of powers, and individualization of responsibilities of units’ heads in association with enhancing inspection, examination, supervision and control of power, prevention and control of corruption, negative practices and waste. To speed up the investigation and handling of cases and matters under the direction and monitoring of the Central Steering Committee for Anti-Corruption. To effectively implement the National Assembly’s Resolution on promoting the implementation of policies and laws on thrift practice and waste combat.

To focus on effectively implementing the Overall Program on state administrative reform in the 2021-2026 period; and the Program on reduction and simplification of regulations related to business activities in the 2020-2025 period. To continue to build and improve apparatuses of the political system toward streamlining and effective and efficient operation in association with restructuring, and improving the quality of, the contingent of cadres, civil servants and public employees. To renovate the single-window and inter-agency single-window mechanisms in settlement of administrative procedures; to effectively implement solutions to improve the business environment. To build an information technology application system to evaluate administrative reform and measure the people’s satisfaction with the service of state administrative agencies. To develop and complete information systems serving the direction and administration of the Government and the Prime Minister, the National Public Service Portal and provision of online public services to the people and businesses. To deploy solutions to protect cadres who “dare to think, dare to do and dare to take responsibility” for the common good; to formulate mechanisms and policies to improve working conditions and environment, addressing the situation of shirking of responsibility of not a few cadres, civil servants and public employees and the resignation of civil servants and public employees. To properly perform the work of citizen reception and settlement of complaints and denunciations right at the grassroots level.

3.4. Accelerating the practical and effective implementation of economic restructuring in association with renewal of the growth model and improvement of productivity, quality, efficiency, competitiveness, autonomy, adaptability and resilience of the economy

To seek more drastic solutions to overcome the limitations and weaknesses of a number of industries and fields while promoting the innovation of the growth model, and improving productivity, quality, efficiency and competiveness of the economy. To study the expansion of the fiscal space in association with effectiveness of public investment; to take strong, drastic and synchronous solutions to overcome shortcomings and limitations so as to accelerate the disbursement of public investment funds right from the beginning of 2023, especially for national important projects, key infrastructure development programs and projects, and ODA-funded projects that have spillover effects, and create a driving force for socio-economic development. To uphold the responsibility of units’ heads in making investment policy decisions and disbursing public investment funds with focused targets in order to avoid the situation of thinning out resources and imposing too many administrative procedures.

To expeditiously arrange, restructure, and improve the operational efficiency of, state enterprises, ensuring publicity and transparency; to promote the participating role of state enterprises in important projects. To strengthen connectivity, improve technology absorptive capacity, and effectively support domestic enterprises to participate in the supply chain of FDI enterprises and projects, particularly multinational corporations. To strongly develop industrial production in the direction of intensive development, promote in-depth industrial restructuring toward increasing the proportion of processing and manufacturing industries. To concentrate on effectively implementing strategies and master plans on sustainable agricultural and rural development, ensuring food security. To attach importance to developing new types of services with hi-tech application; to restructure the tourism market, develop suitable tourism products, and adopt a comprehensive mechanism to strongly attract international visitors back to Vietnam.

To concentrate on effectively implementing the National Assembly’s Resolution No. 61/2022/QH15 of June 16, 2022, on continuing to increase the effect and effectiveness of the implementation of planning policies and laws and a number of solutions to solve difficulties and obstacles, speeding up the formulation and improving the quality of the planning work for the 2021-2030 period. To strive to complete in 2023 the approval of the remaining master plans in the system of national master plans as specified in the Planning Law; to review and solve problems related to land-use master plans and plans in the localities. To effectively implement urban planning, construction, management and sustainable development up to 2030, with a vision toward 2045. To study, formulate and institutionalize a mechanism for regional coordination, connection and development in the 2021-2030 period, so as to soon create new dynamic zones and new growth poles.

3.5. Focusing on developing and improving a synchronous strategic infrastructure system, particularly transport infrastructure, infrastructure to respond to climate change, and digital infrastructure; focusing on environmental protection, effective management and use of land and natural resources

To step up the progress of key national and inter-regional transport infrastructure and major urban infrastructure works and urban railway projects; highway and ring-road projects for which investment policy decision has been made by competent authorities; to study, upgrade, and expand a number of airports for dual-purpose operation in the form of public-private partnership.

To ensure the progress of investment in and construction of key power source and power grid works under the National Power Development Plan for the 2021-2030 period, with a vision toward 2045 (Power Master Plan VIII), after it is approved. To build a smart grid system that is regionally connectable so as to ensure safe and efficient operation of the power transmission system. To focus on removing difficulties to put large power projects that play an important role in electricity supply into operation such as Thai Binh 2, Nghi Son 2, Duyen Hai 2, and Van Phong 1 thermal power plants. To thoroughly handle “suspended” projects and behind-schedule projects; to guarantee interests of the people in compensation, support and resettlement upon land recovery, thus preventing lawsuits that may develop into security hotspots. To strongly develop modern and synchronous digital infrastructure, and soon complete telecommunications coverage and Internet connection in the whole country; to build and develop national, regional and local data infrastructure for synchronous and unified connection, creating a platform for development of digital economy and digital society. To continue to review and improve the legal framework on e-commerce infrastructure; regulatory sandboxes; and mechanism for managing virtual assets, cryptocurrencies, and virtual currencies.

To properly implement the National Assembly’s Resolution No. 39/2021/QH15 of November 13, 2021, on the national land use master plan for the 2021-2030 period, with a vision toward 2050; and the national 5-year land-use plan for the 2021-2025 period. To drastically implement strategies, plans and action programs on response to climate change, emission reduction and energy conversion; to tap potential and advantages to build and rapidly develop the renewable energy industry in conformity with Vietnam’s development conditions and level. To ensure water source security and safety of dams and reservoirs and prevent deterioration of water resources; to closely and effectively manage the exploitation and use of groundwater; to promote cooperation with upstream countries and international organizations in the protection and effective use of water resources in the basins of transboundary rivers, especially the Mekong and Red rivers. To assess the potential and value of important marine resources in a number of key regions, focusing on performance of the tasks specified in the Strategy for sustainable development of Vietnam’s marine economy up to 2030, with a vision toward 2045. To harmonize the relation between economic development and environmental protection; to promptly respond to disasters, droughts and floods, ensuring the safety of the people’s lives and property.

3.6. Attaching importance to development of human resources, particularly high-quality human resources, in association with accelerating research, development and application of science and technology and promoting innovation and startup activities

To continue to effectively perform the task of radically and comprehensively renovating education and training; to ensure conditions for and well implement the 2018 Program on general education; to adopt solutions to ensure the quantity and quality of teachers, particularly teachers of new subjects in areas with extremely difficult conditions; to improve the quality of compilation, appraisal and selection of textbooks and reference books. To implement the autonomy mechanism at higher education institutions in a substantial manner; to improve the quality of higher education, graduate education, and vocational education and devise a roadmap to gradually develop universities up to regional and international levels; to effectively solve the situation of redundancy or shortage of teachers in certain education institutions. To expand vocational training, especially for highly skilled human resources; to take the initiative in, and improve the effectiveness of, international integration in vocational education.

To boost the establishment and operation of national innovative startup centers; to sonsolidate linkages between domestic and overseas innovation networks. To effectively and synchronously deploy national science and technology programs for the period up to 2030. To accelerate digital transformation, intensify the application of science and technology in management and administration work and develop digital economy, digital society, green economy, and circular economy. To accelerate and complete the building of national databases, and effectively implement the Scheme on application of population and electronic identification and authentication data for national digital transformation in the 2021-2025 period, with a vision toward 2030.

3.7. Attaching importance to comprehensive and synchronous development of cultural fields, ensuring the harmonious connection between economic development and culture and social affairs; improving the people’s life, and ensuring social security

To continue to effectively implement the General Secretary’s Conclusion at the National Cultural Conference and the Political Bureau’s Conclusion No. 76-KL/TW of June 4, 2020. To  constantly promote the values of Vietnamese culture ​​and people and develop culture on a par with the economy, politics and society. To pay more attention to the conservation, embellishment and promotion of the values of heritages, national culture, and tangible and intangible cultural values ​​of different regions; to prioritize investment in construction, upgrading, renovation, and raising of the operational efficiency of the system of cultural institutions. To attach importance to building a culture of practicing healthy behaviors in society and promoting values of fine traditions ​​and customs, especially in the cyberspace. To improve the effect and effectiveness of state management of culture. To implement the National Program on cultural development in the 2022-2030 period; to expeditiously study and formulate a national target program on cultural development; to build a digital cultural environment and a healthy cultural market; to develop the cultural industry. To promote the development of physical training and sports; to prepare forces and facilities for participation in international sports events.

To continue to properly implement social security policies, improve the people’s living standards, and continue to expand the categories of social insurance and health insurance participants. To completely address the backlog in payment of health insurance-covered medical examination and treatment costs from 2022 and earlier. To expeditiously review and amend inappropriate legal provisions related to health insurance-covered medical examination and treatment, procurement and bidding of drugs and medical equipment and supplies for medical examination and treatment in order to promptly solve shortcomings and limitations in practice. To improve and effectively implement policies on employment, salary and industrial relations; to implement policies on job creation and housing for workers; to focus on implementing the Scheme on investment and construction of 1 million apartments under the social housing policy. To fully and promptly implement, ensuring publicity and transparency of, policies on preferential treatment for people with meritorious services to the revolution and subsidies and social assistance. To study, analyze and evaluate the reality that not a few workers have not returned to the labor market after the COVID-19 epidemic so as to work out appropriate solutions.

To accelerate the effective implementation of three national target programs, strive to achieve the goals and targets set forth in the three programs, realizing the goal of multi-dimensional, inclusive poverty reduction, and bringing into full play the people’s and communities’ internal strength for escaping from poverty. To adopt solutions to raise the people’s intellectual level, create jobs and tackle the shortage of residential land, production land, houses and domestic water for areas inhabited by ethnic minority people and mountainous areas. To properly implement policies on ethnic minority affairs, religion and belief. To create a safe, friendly and healthy living environment for comprehensive growth of children; to intensify education about ethics and lifestyle for adolescents; to take care and promote the role of the elderly; to properly implement gender equality work, advancement of women, and prevention and combat of social evils.

3.8. Maintaining independence, sovereignty, unity, and territorial integrity, ensuring national defense and security, political stability, and social order and safety

To regularly grasp and anticipate the situation, promptly advise and flexibly and effectively handle different eventualities, so as to prevent the state of being unprepared, especially regarding policies and countermeasures to protect territorial sovereignty, borders, seas and islands. To bring into play the concerted strengths of the great national unity bloc and firmly build the “battle position based on the people’s hearts”. To enhance and consolidate national defense and security potentials; to properly implement the policy of combining maintenance of national defense, security and order with socio-economic development and economic development in association with assurance of national defense, security and external affairs. To actively struggle to defeat all plots and destructive activities of hostile and reactionary forces. To synchronously deploy solutions to ensure internal political security, social order and safety, ideological culture security, economic security, cyber security, social security, and human security. To tighten discipline and order, improve the effect and effectiveness of traffic safety assurance, fire prevention and fighting and rescue and civil defense work.

3.9. Carrying out external affairs and international integration activities in a synchronous, comprehensive and effective manner, maintaining a peaceful and stable environment for national development and enhancing Vietnam’s position and reputation in the international arena

To effectively implement the 2023 program on high-level external affairs. To deepen relations with neighboring countries, big countries, strategic partners, comprehensive partners, traditional friends and other important partners in an intensive and substantial manner toward increasing political trust and interwoven interests. To step up and raise the level of multilateral diplomacy; to proactively and actively carry out comprehensive, extensive and effective international integration; to enhance Vietnam’s role in building and shaping multilateral institutions and the international political-economic order. To effectively implement Vietnam’s plan to host high-level multilateral conferences by 2030; to consolidate solidarity among and the central role of ASEAN; to properly assume the position of Vice President of the United Nations General Assembly’s 77th session and member of the United Nations Human Rights Council; to enhance cooperation with regional countries and partners for the sustainable development of the Mekong sub-region. To promote economic diplomacy to serve the development, following the people-, locality- and business-centered approach. To continue to effectively implement free trade agreements already concluded and effectively and selectively participate in international economic links. To actively and proactively carry out international integration in an intensive, comprehensive and effective manner in association with consolidating and building an independent and self-reliant economy. To intensify the citizen protection and support the overseas Vietnamese community. To continue to renew and improve the quality of external information work, cultural diplomacy, and people-to-people diplomacy.

3.10. Promoting information and communication work; improving the effectiveness of mass mobilization and creating social consensus

To concentrate on public information and communication on the Party’s guidelines and the State’s policies and laws and major events of the country. To attach importance to public communication and promotion of the examples of good people and good deeds. To concentrate on fighting, refuting, and correcting false information, dismantling, removing and preventing bad, toxic, untrue and distorted information. To strengthen and renew press management; to build a contingent of professional, humane and modern journalists, and adopt solutions to support press development; to promptly rectify errors in the field of press and publishing. To improve the effectiveness of mass mobilization, properly implement the principle of grassroots democracy, and further promote the role of the Vietnam Fatherland Front and its member organizations and social organizations, contribute to creating social consensus and consolidating the great national unity bloc.

Article 4. Organization of implementation

The Government, local administrations at all levels, the Supreme People’s Court, the Supreme People’s Procuracy, and the State Audit Office of Vietnam shall, based on their assigned functions and tasks, organize the implementation of this Resolution.

The Standing Committee, Ethnic Council and Committees of the National Assembly, National Assembly deputies’ delegations and National Assembly deputies shall, within the ambit of their tasks and powers, oversee the implementation of this Resolution.

The Vietnam Fatherland Front and its member organizations shall oversee and encourage the people from all walks of life to implement this Resolution.

The National Assembly calls on compatriots and soldiers nationwide and overseas Vietnamese to uphold the spirit of patriotic emulation and solidarity, promote internal strength, overcome difficulties and challenges, adapt flexibly and effectively to the context and situation in the world and in the country so as to  support socio-economic recovery and development, successfully implement the 2023 socio-economic development plan, create favorable momentum to strive to achieve the goals set in the 2021-2025 five-year socio-economic development plan.

This Resolution was passed on November 10, 2022, by the 15th National Assembly of the Socialist Republic of Vietnam at its 4th session.-
