Resolution No. 618/2013/UBTVQH13 of July 10, 2013, amending and supplementing a number of articles of Resolution No. 417/2013/NQ- UBTVQH11, defining the functions, tasks, powers and organizational structure of the National Assembly’s Office

THE NATIONAL ASSEMBLY STANDING COMMITTEE

Resolution No. 618/2013/UBTVQH13 of July 10, 2013, amending and supplementing a number of articles of Resolution No. 417/2013/NQ- UBTVQH11, defining the functions, tasks, powers and organizational structure of the National Assembly’s Office

Pursuant to Law No. 30/2001/QH10 on Organization of the National Assembly, which was amended and supplemented under Law No. 83/2007/QH11;

Based on the director of the National Assembly s Office s Report No. 319/TTr- VPQH of February 22, 2013, on the Scheme on renewal of the National Assembly s Office to improve its operation quality and effectiveness and opinions of members of the National Assembly Standing Committee;

RESOLVES:

Article 1.

To amend and supplement a number of articles of Resolution No. 417/2003/NQ- UBTVQH11, defining the functions, tasks, powers and organizational structure of the National Assembly’s Office, as follows:

1. To amend and supplement Clause 8, Article 2 as follows:

“8. To study and serve the National Assembly Standing Committee in directing, regulating and coordinating activities of the

Nationality Council and the Committees of the National Assembly; to assist the National Assembly chairman in keeping contacts with National Assembly deputies to ensure conditions for activities of National Assembly deputies and deputies’ delegations; to create funding condition and other necessary material conditions for National Assembly deputies to submit draft laws and ordinances and proposals regarding laws and ordinances.”

2. To amend and supplement Article 2 as follows:

“15. To organize and manage the work of information, press, publication, library, museum and information technology application serving the operation of the National Assembly, the National Assembly Standing Committee, the Nationality Council, the Committees of the National Assembly, commissions of the National Assembly Standing Committee, and National Assembly deputies.”

3. To add Clauses 18,19 and 20 to Article 2 as follows:

“18. To promulgate documents within its competence; consolidate legal documents, codes and legal norms in accordance with law; to advise and assist National Assembly deputies in making and completing dossiers in accordance with the Law on Promulgation of Legal Documents before submitting them to the National Assembly Standing Committee and the National Assembly to include in programs on making of laws and ordinances at the request of the National Assembly deputies.

19. To conduct the recruitment, employment and management of cadres, civil servants, public employees and other laborers of the National Assembly’s Office; to inspect, examine and settle complaints and denunciations and handle violations, prevent and combat corruption, and practice thrift and combat wastefulness in accordance with law; and to undertake international cooperation.

20. To perform other tasks prescribed by law or assigned by the National Assembly, the National Assembly Standing Committee and the chairman of the National Assembly.”
