THE GOVERNMENT
Resolution No. 46/NQ-CP of December 7, 2010, of the regular government meeting of November 2010
On December 1, 2010, the Government held its November 2010 regular meeting discussing and resolving on the following matters:
1. Reports on the socio-economic situation of November and the first 11 months of 2010. forecasts about the world and Vietnamese economic situations; the implementation of the resolution of the October meeting of the Government and its November 2010 work agenda; the inspection and settlement of complaints and denunciations and anti-corruption work in November 2010; and administrative reform work in November 2010, which were presented by the Minister of Planning and Investment, the Minister-Director of the Government Office, the Inspector General of the Government and the Minister of Home Affairs.
On the socio-economic situation of November and the first 11 months of 2010, the Government agreed that the economy continued to develop positively: industrial production grew higher than the whole year's plan; agricultural production remained stable despite adverse impacts of natural disasters and floods: the service sector developed fairly high and the total retail sales of goods and consumer services and tourist revenues greatly increased. Budget revenues surpassed the planned level, ensuring revenue and expenditure balance; exports grew high and trade deficit decreased: development investment was further promoted, and raised and disbursed investment capital amounts increased relatively high. Social security continued to be assured; the people's life, especially in mountainous areas, islands and areas frequented by natural disasters and floods, continued receiving attention and improved. External relations activities recorded many important achievements. The political and social situation continued to be stable. National defense and security was firmly maintained and social order and safety assured.
Nevertheless, the socio-economic situation in November saw complicated developments giving rise to unfavorable factors: natural disasters and floods in central provinces inflicted great damage and heavy consequences; goods and service prices soared and tended to further rise at the end of the calendar year and the traditional lunar year festival and caused difficulties to production and people's life; increasing exchange rates and gold prices caused public concerns and rising lending rates affected production and business activities, etc.
In face of this situation, in order to further step up economic development, stabilize the macro-economy and curb inflation, contributing to achieving the 2010 socio-economic development objectives, and preparing conditions for the implementation of the 2011 socio-economic development plan and the 2011-2015 five-year socio-economic development plan, the Government requests ministries, branches and localities to concentrate on directing the drastic and coordinated implementation of the following solutions:
- In order to perform the central task of managing and curbing inflation and stabilizing markets and exchange rates, it is necessary to actively and proactively coordinate the serious and effective implementation of the Prime Minister's Directives No. 1875/CT-TTg of October 11, 2010, on promoting measures to stabilize markets and prices, and No. 21 64/CT-TTg of -November 30, 2010, on continuing boosting production, ensuring the goods and service supply-demand balance and stabilize prices and markets during the lunar new year holidays and the first quarter of 2011.
The People's Committees of provinces and cities, e9ggcially Hanoi, Ho Chi Minh and other centrally run cities, shall closely direct the control of prices and examine the observance of price management regulations in their localities; assume the prime responsibility for and coordinate with concerned ministries and branches in reviewing circulation and distribution systems, especially retail systems of essential goods, and take organization and management measures to prevent the unreasonable increase of prices by agents.
- The State Bank of Vietnam shall review instruments of monetary policy, continue implementing monetary policy in a proactive and flexible manner to meet the requirements of macroeconomic stability and production and business development while ensuring the solvency of the banking system and the economy; promptly apply strong and effective measures to control and stabilize exchange rates, gold prices and interest rates: and coordinate with provincial-level People's Committees in examining and handling cases of speculation, hoarding and illegal trading of gold and foreign currencies causing market disturbances.
It shall assume the prime responsibility for and coordinate with concerned agencies in evaluating impacts of monetary policy-administering measures on the economy over the past time, proposing fundamental monetary policy-administering measures conformable with our country's laws and practices, and reporting them to the National Fiscal and Monetary Policy Advisory Council immediately after this meeting.
- To continue removing difficulties related to mechanisms, policies, business environment, administrative procedures and capital in order to create conditions for businesses to take the initiative in developing production and business, ensuring sufficient supply and stable prices of goods, especially essential goods, preventing demand-supply imbalances among areas, regions and localities across the country before, during and after the lunar new year holidays.
- Based on their assigned functions and tasks, to proactively promote information and propaganda work; to coordinate in properly implementing spokesmen's activities, directing information and providing in a public, transparent and timely manner official information on the Government and the Prime Minister's activities of directing and administering monetary policy, exchange and interest rates, price management and market stabilization, etc. The Ministry of Information and Communications shall intensify its direction of mass media agencies to provide and disseminate accurate, complete and objective information, preventing biased and wrongful information that negatively affects the economic macro stability and harms the interests of the State and people.
- To concentrate resources on the prevention, combat and remedy of consequences of natural disasters and floods. To assign the Ministry of Finance to consider and advance central budget funds for promptly remedying consequences of floods in central provinces and expeditiously restoring destroyed and damaged infrastructure facilities. Ministries, branches and localities shall re-consider construction works and projects, advance funds for key ones which are underway but short of funds so that they can be early completed and commissioned; and speed up capital construction activities in the dry season.
- To continue boosting export and implementing effective measures in line with international law and practices to control import and reduce trade deficit. Northern and southern border provinces shall resolutely direct the combat of cross-border smuggling. The Ministry of Industry and Trade shall assume the prime responsibility for. and coordinate with the Ministry of Agriculture and Rural Development and concerned agencies in. closely controlling the food export in order to ensure food security and prevent increases in domestic food prices due to export.
- The Ministry of Transport and the Ministry of Public Security shall assume the prime responsibility for and coordinate with local People's Committees in, enhancing the direction of the implementation of traffic organization measures to reduce traffic congestions in major cities and control traffic accidents which are on the rise, especially before, during and after the lunar new year holidays.
- Ministries, branches and localities shall expeditiously implement the Resolutions of the XII'1' National Assembly, the 8th session, especially the Resolutions on the socio-economic development plan and the 2011 state budget estimate. The Government Office, the Ministry of Planning and Investment and the Ministry of Finance shall coordinate with one another in preparing and properly organizing the Government conference with local leaders on the implementation of the socio-economic development plan and the 2011 state budget estimate.
- Ministries, branches and localities shall attach importance to renovating their direction and executive work, reducing meetings; further direct the strong acceleration of administrative reforms, review the implementation of the 2001-2010 public administration reform master program, and the prevention and combat of corruption and wastefulness; focus on settling complaint and denunciation cases; direct the expeditious preparation and finalization of documents detailing laws and ordinances and submit them to the Government and the Prime Minister for consideration and promulgation in December; and actively prepare and submit projects in time for fulfilling the work program of the whole year.
2. The Government heard the Minister of Planning and Investment's report on the Project "Promoting and raising the quality of macro-level forecasts for advising policymaking agencies."
Forecasting work has so far made considerable contributions to helping Party and State leaders work out orientations and policies and direct and administer socio-economic issues. However, compared to the requirements of the country in the process of international integration, this work still has many weaknesses, failing to keep pace with developments of reality and effectively serve policymaking work: forecast quality fails to meet increasing requirements of advisory work, especially at macro level. Therefore, in the coming time, it is necessary to promote ^ad raise the quality of forecasts.
To assign the Ministry of Planning and Investment to assimilate opinions of cabinet m ember s-f or finalizing the Project and draft a Prime Minister decision approving the Project for submission to the Prime Minister for consideration and decision.
3. The Government commented on the draft resolution of the Government on orientations for sustainable poverty reduction in the 2011-2020 periods, presented by the Minister of Labor. War Invalids and Social Affairs.
To assign the Ministry of Labor, War Invalids and Social Affairs to assume the prime responsibility for, and coordinate with the Ethnic Committee, the Ministry of Justice, the Government Office and concerned agencies in. assimilating opinions of cabinet members and reviewing current policies on poverty reduction so as to propose new ones with attention paid to the peculiarities of areas meeting with extreme difficult and mechanisms for implementing, and assessing and decentralizing the non-overlapped implementation of these policies, finalize the draft resolution and submit it to the Prime Minister for signing and promulgation.
4. The Government commented on the review report on the implementation of the 2001-2010 public administration reform master program and on the 2011-2020 public administration reform master program presented by the Minister of Home Affairs.
Cabinet members will continue studying and commenting on the review report on the implementation of the 2001-2010 public administration reform master program and the 2011-2020 public administration reform master program.
To assign the Ministry of Home Affairs to organize in January 2011 a national conference to review the implementation of the 2001-2010 public administration reform master program and formulate the 2011-2020 public administration reform master program, and assimilate opinions of cabinet members and participants in this conference, finalize the report and a draft decision of the Prime Minister approving the 2011-2020 public administration reform master program, and submit it to the Prime Minister for consideration and decision.-
