SUMMARY

Khanh Hoa: By 2030, the per-capita GRDP will reach VND 189 million

The Resolution No. 42/NQ-CP promulgating the Government’s Action Program on implementation of the Political Bureau’s Resolution No. 09-NQ/TW of January 28, 2022, on construction and development of Khanh Hoa province through 2030, with a vision toward 2045 is issued on March 21, 2022 by the Government.

Accordingly, by 2030, the per-capita GRDP of Khanh Hoa province will reach VND 189 million; the urbanization rate will reach 70%; the proportion of non-agricultural workers will reach 81.91%, and that of trained workers will be 90%, of which the rate of diploma and certificate holders will be 40% and all urban and rural residents will get access to clean and hygienic water; the GRDP growth rate will be 8.8%/year; productivity growth rate will be 7.8%/year, etc.

Besides, in order to achieve the above specific objectives and targets, the following key tasks and solutions shall be implemented: Stepping up economic restructuring associated with renewal of the province’s growth model based on science and technology and innovation; Raising the efficiency of development of economic zones and industrial parks, particularly the Van Phong economic zone; Finishing and early putting into operation: Deo Ca tunnel project; the eastern section of the North-South expressway running through Khanh Hoa province; Investing in important transport projects such as the inter-regional road project linking Khanh Hoa, Ninh Thuan and Lam Dong provinces, etc.

This Resolution takes effect on the date of its signing.

Pursuant to the June 19, 2015 Law on Organization of the Government;

Pursuant to the June 19, 2015 Law on Organization of Local Administration;

Pursuant to the November 22, 2019 Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration;

Pursuant to the Politburo’s Resolution No. 09-NQ/TW of January 28, 2022, on construction and development of Khanh Hoa province through 2030, with a vision toward 2045;

At the proposal of the Minister of Planning and Investment.

RESOLVES:

Article 1: To promulgate together with this Resolution the Government’s Action Program on implementation of the Politburo’s Resolution No. 09-NQ/TW of January 28, 2022, on construction and development of Khanh Hoa province through 2030, with a vision toward 2045.

Article 2: This Resolution takes effect on the date of its signing.

Article 3: Ministers, heads of ministerial-level agencies, chairpersons of provincial-level People’s Committees and related organizations and individuals shall implement this Resolution.

The Government’s Action Program on implementation of the Politburo’s Resolution No. 09-NQ/TW of January 28, 2022, on construction and development of Khanh Hoa province through 2030, with a vision toward 2045

(Promulgated together with the Government’s Resolution No. 42/NQ-CP
of March 21, 2022)

The Politburo’s Resolution No. 09-NQ/TW of January 28, 2022, on construction and development of Khanh Hoa province through 2030, with a vision toward 2045 (below referred to as Resolution No. 09-NQ/TW) set out the following objectives:

- By 2030, Khanh Hoa will become a centrally run city that can bring into full play its marine potential and advantages; a smart and sustainable city imbued with domestic identity and international connectivity; an international sea service and tourism center; a growth pole and the hub of marine economy, hi-tech industries, science and technology, innovation, human resource training and high-quality health care in the southern central coast, Central Highlands and the whole country; a locality where people enjoy high living standards and lead a friendly and happy life, clean and comprehensively strong Party organizations and political system are located, and national defense and security and sovereignty over sea and islands are firmly safeguarded.

- Vision toward 2045: Khanh Hoa will become a smart and sustainable city imbued with domestic identity on par with Asia; a model of combination between socio-economic development and assurance of national defense and security; a livable city where people enjoy high living standards and lead a friendly and happy life, clean  and comprehensively strong Party organizations and political system are located, and national defense and security and sovereignty over sea and islands are firmly safeguarded; and one among leading localities in the environmental protection and achievement of the zero greenhouse gas emission goal.

Based on directives, objectives, tasks and major solutions set out in Resolution No. 09-NQ/TW, the Government promulgates the Action Program on implementation of the Resolution as follows:

I. Purposes and requirements

1. The promulgation of the Government’s Resolution on the Action Program on implementation of Resolution No. 09-NQ/TW must be based on the viewpoints and objectives set out in Resolution No. 09-NQ/TW with the aim of building and developing Khanh Hoa into a centrally run city with its strategic location of great significance in terms of socio-economic development, national defense, security and safeguard of national sovereignty over sea and islands, and a regional connection center and a major gateway of the Central Highlands and southern central coast to the East Sea.

2. The Action Program aims at concretizing the objectives, tasks and solutions set out in Resolution No. 09-NQ/TW; clearly defining major tasks and specific and practical solutions associated with organization plans under an appropriate roadmap in order to achieve the Resolution’s objectives.

3. The Action Program is designed to demonstrate the Government’s facilitative, leading and directive role  in the spirit of accompanying Khanh Hoa province’s Party Committee, authorities and people, and at the same time clearly determine roles and key tasks of the Government, Prime Minister, ministries, sectors, and People’s Committees of Khanh Hoa province and provinces and cities in the southern central coast and Central Highlands, and focusing on activities of directing the formulation and implementation of breakthrough guidelines and policies; mobilizing and allocating resources to implement important projects, expand international cooperation and ensure a close association of the province’s socio-economic development objectives and tasks with national defense and security consolidation, and building a solid defense zone and firmly safeguarding the national sovereignty.

4. To strive to achieve the specific objectives set forth in Resolution No. 09-NQ/TW:

a/ In the 2021-25 period:

- The gross regional domestic product (GRDP) growth rate will be 7.1%/year; productivity growth rate will be 6.1%/year. The annual budget revenue collection will meet or exceed budget estimates assigned by the central budget. Total mobilized social investment capital amount will reach VND 354 trillion. The multidimensional poverty rate will drop by 1-1.5%/year.

- By 2025, the per-capita GRDP will reach VND 104 million. The urbanization rate will reach 65%. New-style countryside communes will account for 81.5% of total communes, of which advanced new-style countryside communes will account for 40.2%; and exemplary new-style countryside communes will account for 10.9%. The proportion of non-agricultural workers will reach 77.97%, and that of trained workers will be 85%, of which the rate of diploma and certificate holders will be 31%. The forest coverage rate will reach 46.5%, the rate of urban and rural residents having access to clean and hygienic water will reach 70%. 90% and 80% of domestic solid wastes will be collected and treated at sanitary landfills or waste incineration or recycling facilities, respectively.

b/ In the 2026-30 period:

- The GRDP growth rate will be 8.8%/year; productivity growth rate will be 7.8%/year. The annual budget revenue collection will meet or exceed budget estimates assigned by the central budget, thereby gradually increasing the proportion of revenues remitted into the central budget. The total mobilized social investment capital amount will reach VND 664 trillion.

- By 2030, the per-capita GRDP will reach VND 189 million. The urbanization rate will reach 70%. The proportion of non-agricultural workers will reach 81.91%, and that of trained workers will be 90%, of which the rate of diploma and certificate holders will be 40%. The forest coverage rate will be stabilized at 46.5% and all urban and rural residents will get access to clean and hygienic water. The rate of domestic solid wastes collected and treated at sanitary landfills or waste incineration or treatment facilities will be 100% and 90%, respectively.

II. Major tasks and solutions

In order to achieve the above specific objectives and targets, in the immediate future, apart from regular tasks, ministries, sectors, government-attached agencies and Khanh Hoa province’s People’s Committee shall take the initiative in formulating their action plans to implement 10 tasks and solutions set out in Resolution No. 09-NQ/TW, focusing on the following key tasks:

1. Grasping, conducting communications and creating social consensus on, the formulation and organization of implementation of action programs and plans on implementation of Resolution No. 09-NQ/TW

- Ministries, ministerial-level agencies, government-attached agencies and Khanh Hoa province’s People’s Committee shall promptly organize the dissemination of the Resolution’s contents among all Party cadres and members, civil servants, public employees and employees under their management in order to create changes in their perception and consolidate the determination of all levels and sectors to build and develop Khanh Hoa province into a centrally run city; regard this as an important key task with political, socio-economic, national defense and security significance for not only Khanh Hoa province but also the southern central coast and Central Highlands as well as the whole country.

- Ministries, related agencies and Khanh Hoa province shall actively coordinate with news and press agencies in communicating and disseminating information on the Politburo’s Resolution No. 09-NQ/TW and action programs and plans on implementation of the Resolution; intensify the application of information technology and diverse communication forms and methods in order to deepen the public awareness about opportunities and challenges as well as potential, strengths and new position of Khanh Hoa province so as to create breakthroughs for the province in the coming years.

2. Attaching importance to the formulation and effective implementation of the province’s master plan; improving the building of institutions, amending and supplementing mechanisms and policies to make them conformable with Resolution No. 09-NQ/TW

- To formulate Khanh Hoa province’s master plan for the 2021-2030 period, with a vision toward 2050 with a long-term vision while ensuring the effectiveness, conformity and consistency with the national overall master plan, national land use master plan and national marine space master plan, national sectoral master plans and northern Central Vietnam and central coast master plans with a close and rational combination between the preservation and development, traditions and modernity, and between urban areas and rural areas; conserving and upholding the sea-island-river-mountain urban centers’ identity; preserving the friendly and peaceful community’s identity; zoning off smart and sustainable urban centers imbued with specific identities and connected with tourism centers around the world and toward environmental protection and adaptation to climate change and sea level rise.

-  To formulate or adjust construction and urban master plans in accordance with Resolution No. 09-NQ/TW in order to rationally adjust spaces for urban centers associated with development of potential and strengths of different areas or localities, in which Nha Trang city will be a nucleus urban center, Cam Ranh city will be a tourism-logistics urban center; Cam Lam district will become a modern, ecological and international airport-based urban center; Van Ninh district will become a high-class marine tourism urban center; Ninh Hoa town will become an industrial urban center; Dien Khanh district will become an ecological and traditional culture urban center; Khanh Son and Khanh Vinh districts will become small mountainous ecological urban centers; and Truong Sa district will become the country’s social, cultural and economic center at sea, and a solid stronghold to defend the country’s sovereignty over sea and islands.

- To develop socio-economic zones in the province in the direction of: (1) creating breakthroughs in 3 key zones, namely Van Phong bay, Nha Trang city and Cam Ranh bay; (2) quickly and sustainably developing the plain areas that support the key zones; (3) quickly and sustainably developing ethnic minority and mountainous regions associated with bringing into play their cultural identities and values of indigenous resources, and ensuring the security of the ecological environment, water sources and great national unity.

- To organize district-level and commune-level urban administrative units in the 2021-2030 period in order to meet the criteria and conditions for the establishment of a centrally run city.

3. Stepping up economic restructuring associated with renewal of the province’s growth model based on science and technology and innovation toward diversity and higher added-value and efficiency; green economy and circular economy

- To step up economic restructuring and renewal of the local growth model, increase productivity and competitiveness of sectors with advantages and potential in which selected sciences and modern technologies will be regarded as an impetus for growth, leading the economic restructuring and development process toward a green and circular economy; to step up digital transformation, allocation and efficient use of resources; to carry out economic restructuring in the direction of exploiting and bringing into full play the province’s potential and advantages for its development with marine economy being the main foundation, processing industries, hi-tech manufacturing, logistics services, energy industry and digital economy being breakthroughs, and tourism being a spearhead sector.

- To maintain the industrial growth rate in a sustainable manner and as a major impetus for economic growth to help the province become a marine economic and hi-tech industrial center of the southern central coast and Central Highlands as well as the whole country; to develop the industrial sector both extensively and intensively so as to help the province gradually participate in the global supply chain and expand production scale of local industries that have advantages in order to lay a foundation for the province to become a growth pole of the southern central coast and Central Highlands; to focus on developing processing industries, hi-tech manufacturing and environment-friendly energy industry in association with rational and effective exploitation of marine resources and minerals; to raise the efficiency of development of economic zones and industrial parks, particularly the Van Phong economic zone; and to rationally distribute industrial spaces and ensure harmonious development of industry and tourism.

- To develop large-scale and intensive agriculture, intensify the application of scientific and technological advances and digital technology in association with product processing and sale in different value chains, thereby increasing added value and building a new-style countryside; to restructure agriculture, forestry, fishing and aquaculture in association with sustainable and efficient aquatic product processing; to intensify the application of scientific and technological advances to food and foodstuff production, preservation, processing and circulation; to improve and implement mechanisms and policies to attract enterprises to invest in agriculture and rural areas; and to develop agricultural and rural infrastructure facilities.

- To develop diverse, knowledge-centered and hi-tech services, focusing on the development of tourism, logistics services and digital economy in the direction of innovation and digitalization of business methods; to establish national and international trade centers, as well trade, financial and tourist streets; to build forwarding warehouses and logistics systems; to expand the Cam Ranh International Airport; to develop large-sized passenger and cargo ports in Van Phong bay, etc.

- To concentrate efforts on developing tourism into a spearhead economic sector, including sea, island, ecological, community-based, convalescence and cultural heritage tourism associated with the environmental protection, preservation and bringing into play of local cultural identity; to develop allied industries and link inter-regional tourist routes; to develop Nha Trang city into a tourism urban zone, the northern Cam Ranh archipelago tourist zone into a national tourist zone; northern Van Phong area into an international tourist urban center connecting the southern central coast and central highlands and the whole country. To make the Nha Trang-Khanh Hoa tourist brand a top destination for tourists on the Southeast Asian tourist map.

- To identify key, urgent and regular tasks, build a roadmap for performance of such tasks so as to sustainably develop marine economy under the Party Central Committee’s Resolution No. 36-NQ/TW of October 22, 2018, on the Strategy for sustainable development of Vietnam’s marine economy through 2030, with a vision toward 2045.

- To focus on strongly developing marine economy, particularly offshore fishing and aquaculture, while maintaining  national defense and security; to invest in developing seaports, seaport services, fisheries infrastructure and supporting services; to intensify the application of scientific and technological advances and digital technology in fishing, aquaculture and processing of aquatic products; to raise fishermen’s sense of law observance in the course of fishing in the maritime zones; to effectively implement solutions to combat illegal fishing, thus contributing to removing the European Commission’s yellow card on Vietnam’s aquatic products.

- To improve efficiency of the exploitation and control of marine resources, and comprehensively develop marine economy with focus on (i) high-quality marine services and tourism; (ii) marine industrial parks and economic zones associated with the development of coastal urban zones; renewable energy and new marine economic sectors; (iii) aquaculture, exploitation and processing of aquatic products, and hi-tech and environmentally friendly mariculture; (iv) fishing logistics services, seaports, sea and air transportation; (v) marine-island economy; and (vi) establishment of the national research center for ocean technology.

- To develop Van Phong economic zone, specifically as follows: (i) northern Van Phong area will become one of world-class tourism urban centers, a modern marine economic center and deep-water port accompanied with non-tariff and hi-tech industrial zones, etc.; (ii) southern Van Phong area will become an industrial center with seaports that accommodate industrial parks, energy industry, shipbuilding, logistics services, marine transport services and supporting industries, etc., together with urban projects and coastal tourism services.

 4. Developing socio-economic infrastructure facilities, particularly synchronous, modern and connected transport ones; concentrating resources on studying and implementing the following contents:

- Finishing and early putting into operation: (1) Deo Ca tunnel project; (2) the eastern section of the North-South expressway running through Khanh Hoa province that consists of Van Phong-Nha Trang, Nha Trang-Cam Lam and Cam Lam-Vinh Hao sections; and (3) Khanh Hoa-Buon Ma Thuot expressway (CT.24); upgrading and maintaining 5 highway sections in the province; studying the transformation of national highway 1C into a local road, and Ho Chi Minh City-Nha Trang hi-speed railway section; expanding the Cam Ranh international airport; developing the system of inland waterway passenger ports; developing Khanh Hoaseaport as planned into a grade I sea port consisting of large-sized wharves such as northern Van Phong wharf, southern Van Phong wharf, Nha Trang wharf, Cam Ranh wharf and Truong Sa island wharf.

- Investing in important transport projects such as the inter-regional road project linking Khanh Hoa, Ninh Thuan and Lam Dong provinces, Yang Bay-Ta Gu road connected with national highway 27C and provincial road DT.707 in Phuoc Thanh commune, Bac Ai district, Ninh Thuan province; belt road No. 3 in Nha Trang city (Nguyen Tat Thanh-Vo Nguyen Giap section); Dien Khanh district’s inter-regional transport infrastructure facilities; and D25 road and Vinh Trung flood drainage canal; upgrading provincial road No. 6; coastal road sections such as Nguyen Hue road (DT.651C), and coastal roads linking Van Luong commune, Van Ninh district and Ninh Hoa town, and linking Bai Chua and boundaries of Khanh Hoa and Ninh Thuan provinces, etc.

- Synchronously and completely investing in essential infrastructure facilities in Van Phong economic zone such as main axial roads to Dam Mon complex zone, internal transport systems; electricity, water and wastewater treatment infrastructure facilities and industrial parks’ infrastructure facilities, and Dong Dien reservoir, etc.

- Prioritizing rational allocation of resources from the state budget in order to lead and boost the attraction of non-state resources for investment in development of the locality’s infrastructure system, including investment projects in the form of public-private partnership.

- Upgrading and expanding water supply and large-sized concentrated wastewater treatment systems; investing in and upgrading the system of river and sea dikes, natural disaster prevention and control and climate change adaptation works; building and renovating major hydraulic works and hydraulic works for aquaculture such as Cho river 1 reservoirs and water conduit system, reservoirs of Can and Bung rivers, repairing and upgrading Da Ban reservoir, fishing logistics services, and dynamic fishing ports of large fisheries centers, fisheries logistics service centers and sea ports of Truong Sa island district; and such environmental protection projects for a development-cum-adaptation mini-project of Khanh Hoa province, anti-saline water intrusion dams on Cai river in Nha Trang city, etc.

- Completing and commissioning strategic projects and large-sized urban infrastructure projects; promoting investment and selecting large investors in urban infrastructure facilities under regulations, thereby forming new urban centers after the model of modern, ecological, high-class and internationally connected ones, laying foundations for establishment of new provincial and regional tourist and economic centers, and making use of advantages of Cam Ranh airport, national highway 1, North-South expressway, railways and sea-shipping routes .

- Developing digital infrastructure facilities and stepping up the digital transformation in a number of sectors, such as tourism, culture, health care, education, agriculture, transport, resources and environment; prioritizing investment in information technology and digital infrastructure facilities (broadband connection, cloud computing and platforms).

5. Promoting cooperation and linkage with the southern central and Central Highlands provinces and other provinces and cities in the country and abroad

- To consolidate linkages for development of northern Khanh Hoa-southern Phu Yen and Dak Lak-Khanh Hoa areas associated with the North-South and East-West economic corridors; to take Nha Trang city, Van Phong economic zone, Cam Ranh city, Cam Ranh international airport and universities and research institutes with marine economy, preventive medicine and tourism advantages as the foundation for coordination and association of localities inside and outside the region, particularly in investment promotion and trade, tourism connection, education and training, scientific research, technology transfer and application, mobilization and allocation of resources, investment in infrastructure facilities, support to disease prevention and control, and health care.

- To actively and proactively expand and scale up the province’s relations with foreign localities and economic conglomerates and international financial institutions so as to bring into full play the province’s internal resources, potential and advantages.

6. Attracting and efficiently using resources based on enhanced administrative reform and improved investment and business environment

- To formulate mechanisms and investment and financial policies and delegate management powers in a specific and appropriate manner for attraction and efficient use of resources, especially those of the private economic sector, for performing socio-economic development tasks in the locality, and develop Van Phong economic zone into a development impetus of the province and southern Central Vietnam; to develop Cam Lam area into an urban center with a modern, ecological and international airport, thus contributing to quickly turning Khanh Hoa province into a centrally run city; to properly implement the policy to combine the socio-economic development with the assurance of national defense, security and safeguarding of sovereignty over sea and islands, especially Truong Sa island district and areas affected by Cam Ranh military base.

- To step up comprehensive and uniform administrative reforms in all fields, particularly urban development; to build and develop a digital government; to improve the quality of the performance of administrative procedures to serve the people and enterprises; to focus on raising the ranking of local development governance indicators; to renew methods and raise efficiency of external economic activities and investment promotion; to encourage the mobilization of social resources for culture and social affairs.

- To intensify the application of information technology and digital technology in administrative reform, particularly simplification of administrative procedures; to simplify processes and procedures; to improve the investment and business environment to serve the people and enterprises in a quick and effective manner.

- To attract and efficiently use resources, particularly those of the private economic sector for performance of socio-economic development tasks of the locality.

- To promptly remove difficulties and obstacles arising after for examination and inspection for off-budget projects in order to liberalize social resources and ensure harmonious interests of the State, enterprises and the people, thus contributing to the province’s socio-economic development.

7. Concentrating efforts on development of human resources and science-technology potential, especially high-quality human resources; raising the capability for public health care; closely combining economic development with cultural development, ensuring social progress and justice; and properly implementing policies on ethnic minorities and religions

- To vigorously and comprehensively reform education and training in order to speed up the construction of national standard schools; to review and rearrange public vocational education institutions based on objectives set forth in the Resolution of the  6th plenum of the Party Central Committee (the XIIth Congress); to continue investing in the development of the system of high-quality vocational education institutions and key occupations to train high-quality human resources to meet demands of the labor market and new occupations and occupations that need to be added according to the province’s socio-economic development orientations; to develop the network of higher education and high-quality and multi-disciplinary vocational education institutions to directly train on-the-spot human resources; to enter into training association with vocational education institutions in other localities; to mobilize capital sources for building a number of training institutions up to regional or international standards; to develop hi-tech parks; to invest in infrastructure of scientific and technological application centers, hi-tech agricultural centers, technology incubators, innovative start-ups; to increase capacity of aquatic product and oceanology research institutions; to establish a software technology center and an information technology human resource training center.

- To develop the labor market, increase the province’s linkage with other provinces and cities in Central Vietnam and Central Highlands and the whole country in labor supply and demand; to promote the development of human resources, especially high-quality human resources, digital human resources, human resources with high scientific and technological content to meet development requirements, attaching importance to development of highly skilled human resources and helping employees change their occupations to adapt to the Fourth Industrial Revolution; to adopt policies to encourage, attract and use talents, and to attract skilled and qualified laborers to work in the province.

- To develop science and technology so that the province will become one of the localities with scientific and technological level listed in the region’s and the country’s leading group in oceanography, ocean technology, aquatic breed production technology, aquaculture and aquatic product processing technology, vaccines and medical biological products, information technology, and technological application in tourism services; to formulate and implement programs on innovation and promotion of innovative start-ups, build a service center supporting innovative start-ups; to establish a national research center for ocean technology with specific mechanisms for public-private partnership so as to speed up the process of ocean technology application and transfer for development of marine economy and dual goals set forth in the Government’s Resolution No. 26/NQ-CP of March 5, 2020, promulgating the Government’s overall plan and 5-year plan to implement Resolution No. 36-NQ/TW of October 22, 2018, of the 8th plenum of the Party Central Committee (the XIIth Congress), on the strategy for sustainable development of Vietnam’s marine economy through 2030, with a vision toward 2045.

- To develop a system of preventive medicine, grassroots healthcare establishments and a network of high-quality medical examination and treatment establishments; to promote intensive training in traditional medicine and physical therapy; to build the province’s general hospital into an end-line hospital of the southern central coast.

- To speed up the digital transformation in education and training, tourism, science and technology, medical services and people’s health care, social security and employment; to establish a mechanism for public-private partnership in scientific and technological application which focuses on international cooperation and facilitates the establishment of a scientific and technological forum and foundation for the province to become the center of science and technology, innovation, human resource training and high-quality health care in the region and the whole country.

- To build and comprehensively develop local people to meet fast and sustainable development requirements; to invest in conserving and promoting the value of cultural heritage and major historical relics of the province; to intensify investment in cultural, physical training and sports institutions associated with the master plan on building of a centrally run urban center; to boost job placement services associated with improvement of quality of occupations and income for workers under the province’s socio-economic development programs; to shift the labor structure in line with the economic structure, increase the percentage of workers within the age bracket covered by social insurance and unemployment insurance; to invest in building complete social infrastructure facilities in economic zones and industrial parks (houses, schools, health establishments, cultural institutions, etc.) to ensure security for workers; to properly implement social security policies, particularly preferential policies toward people with meritorious services to the revolution, sustainable poverty reduction, care and support for the elderly, people with disabilities and children in plight, and provide unscheduled social relief; to fully exercise children’s rights, build communes, wards and townships suitable to children, and properly exercise the gender equality; to attach importance to implementing policies toward ethnic minorities and religions, promptly address arising issues, and create consensus between local authorities and religious organizations and dignitaries and ethnic minority people.

8. Enhancing the management and efficient use of natural resources, protecting the environment, coping with natural disasters, and adapting to climate change and sea level rise

- To strictly control marine and island resources, finalize the province’s land allocation and zoning plans for being incorporated in the provincial master plan; to enhance the environmental protection and restructure marine and coastal economies in order to conserve and sustainably develop marine ecosystems and biodiversity, particularly coral reefs and coastal protection forests.

- To effectively implement the action plan on green growth and climate change response and the 2030 Agenda for Sustainable Development; to incorporate policies on environmental protection and reduction of greenhouse gas emissions in the province’s socio-economic development projects; to attract investments from other localities to realize the goal of becoming one of leading localities in achieving zero greenhouse gas emissions.

- To assess impacts of climate change and sea level rise on key investment projects, particularly those in coastal areas and tributaries and hilly areas prone to landslides, floods and natural disasters; to apply IT-based remote sensing and advanced technologies in climate change forecast, warning, survey and response assessment and natural resource management and environmental protection.

9. Combining socio-economic development with consolidating national defense and security; maintaining national sovereignty over seas and islands; and ensuring political security, social order and safety

- To intensify the dissemination of, and education about, the Party’s viewpoints, guidelines and policies and the State’s laws on assurance of national defense and security in the province; to demonstrate the task of assuring national defense and security in every policy, strategy, master plan, plan or socio-economic development project; to arrange and integrate resources for building of a solid national defense zone in the province.

- To prioritize the construction of national defense and security works on sea and islands; to organize the provision of civil support, sea and island tourism, and fisheries extension in order to build Truong Sa island district into one of the country’s offshore economic, cultural and social centers and a solid national defense zone that can contribute to safeguarding the national sovereignty over sea and islands.

- To firmly maintain political security and social order and safety; to take the initiative in grasping and properly resolving new security- and order-related matters in order to prevent them from becoming more complicated; to bring into full play the synergy of the whole political system in the prevention and fighting of crimes, particularly hi-tech, drug-related and environmental crimes and “black credit” practices, etc.

- To promote the combination of economic development with assurance of political security and social order and safety; to strictly abide by the Party’s and the State’s viewpoints on selective foreign investment attraction and cooperation, considering quality, efficiency, technology and environmental protection as main evaluation criteria.

- To thoroughly appraise international cooperation and foreign investment programs, schemes and projects in strategic national defense and security areas so as to ensure economic development in conformity with the overall master plan on arrangement of national defense postures in the province’s defensive zones while  strictly following the procedures for the grassroots units to make proposals and competent authorities to approve such proposals only after obtaining consents of the Ministry of National Defense and Ministry of Public Security.

10. Properly implementing the Party building work associated with the administrative reform and building of administration apparatus at all levels in a streamline, dynamic, effective and efficient manner

- To seriously and effectively implement the Party Central Committee’s Resolutions, particularly those on enhancement of the Party building and rectification; to renovate and rearrange the political system’s apparatus in a streamline, effective and efficient manner.

- To tighten administrative disciplines and rules; to improve ethical quality and raise the capacity to perform official duties of Party cadres and civil servants, clearly assign tasks and delegate powers to them to fulfill their duties  with the highest efficiency and prevent them from shirking personal responsibility; to pay greater attention to training, fostering and improving the quality of the contingent of qualified, capable and trustworthy Party cadres and civil servants so that they can fulfill their assigned tasks and meet the province’s development requirements.

- To properly organize citizen reception, receive and settle petitions, complaints and denunciations; to prevent and combat corruption and wasteful practices; to intensify inspection, examination and supervision, resolutely handle violations and identify heads’ responsibility.

III. ORGANIZATION OF IMPLEMENTATION

1. Ministries, ministerial-level agencies and related agencies shall:

- Formulate and promulgate their plans to implement the Government’s Action Program promulgated together with this Resolution with focus on stepping up the delegation of powers and decentralization in a more comprehensive manner together with local authorities’ responsibility; assign specific tasks to functional agencies for coordination in and support for the formulation of master plans, plans, schemes, mechanisms and specific policies on the province’s development, clearly stating detailed schedules to ensure the timely and quality task fulfillment in accordance with law.

- Monitor, examine, urge and review the practical implementation of the Government’s action program promulgated together with this Resolution; make and send regular reports on implementation results to the Ministry of Planning and Investment before December 15 every year for summarization and reporting to the Government.

2. Khanh Hoa province shall:

- Formulate programs and plans to specify objectives, targets, tasks and solutions set forth in the Government’s action program and Annexes I and II to this Resolution.

- Take the initiative in associating and cooperating with other provinces and cities nationwide, particularly those in the southern central coast and Central Highlands, to jointly tap and make use of potential and strengths of each of them, thus contributing to synchronously developing all regions and the whole country.

- Organize district- and commune-level administrative units in urban centers for the 2022-2030 period.

- Every year, evaluate the practical implementation of the Government’s action program promulgated together with this Resolution and make and send a report on implementation evaluation to the Prime Minister and  concurrently to the Ministry of Planning and Investment for monitoring and summarization under regulations.

3. Provinces and centrally run cities shall:

Provinces and cities nationwide, particularly those in the southern central coast and Central Highlands, shall actively develop their association and cooperation with Khanh Hoa province in various spheres, thereby creating a cohesion and common strength for jointly bringing into full play their potential and advantages for the cause of regional and national development.

4. In the course of implementation, if finding it necessary, related ministries and agencies, and Khanh Hoa People’s Committee should take the initiative in proposing amendments and supplementations to this action program for summarization and reporting to the Government for consideration and decision.-
